1. Introduction. The papers by Hellman and Mayo offer up a rich menu of problems and proposed solutions, so there is much here for a friendly critic to fasten on. In order to bring a modicum of focus to my commentary, I shall limit my remarks to the Duhem problem and its radiations in epistemology and methodology. Both Mayo and Hellman claim to have solutions to that hoary old problem and they tout these solutions as key indicators of the explanatory (...) power of their respective technical epistemologies, whether Bayesian or Neyman/Pearsonian. Like Mayo, I shall be arguing that the Bayesian treatment of Duhem's problem is no solution at all; that, indeed, it fails to grapple with the core challenges posed by the purported ambiguities of falsification. My response to Mayo's more detailed, and I think more right-headed, treatment of the Duhem problem will be more complex. While I believe that she is moving in the right direction in many respects, I think that she fails to see one key dimension of the Duhemian conundrum. Indeed, she risks solving not Duhem's problem but quite a different one. I shall gently try to encourage her to steer her way back towards the central task. (shrink)

Conservation planning is only as good as the science on which it relies. This paper evaluates the science underlying the least-cost-path model, developed by Meegan and Maehr (2002) , for the Florida panther, Puma concolor coryi. It also assesses the resulting claim that private lands in central Florida are desirable for panther colonization (Maehr et al. 2002a , p. 187; Maehr 2001 , pp. 3–4; Maehr and Deason 2002 , p. 400). The paper argues that panther conservation planning, as proposed (...) by Maehr, is flawed because of its (1) poor analysis of panther-habitat requirements, owing largely to use of only daytime telemetry, a black-box model, and failure to take account of spatial and temporal uncertainties; (2) use of stipulative and misleading definitions of key biological terms, such as “forest obligate” and panther “dispersal”; (3) employment of question-begging value judgments to rank habitat; (4) weak testing of the model; (5) inconsistency in evaluation of forest habitat; (6) inconsistency in evaluation of agricultural lands; and (7) inconsistency in assessing effects of highways on panther habitat. Several diagrams and tables from review articles during the Ox-Phos Controversy serve as an occasion to assess the nature of competition in models of theory choice in science. Many models follow "Super-Bowl" principles of polar, either-or, winner-take-all competition. A significant alternative highlighted by this episode, however, is the differentiation of domains. Incommensurability and the partial divergence of overlapping domains serve both as signals and context for shifting frameworks of competition. Appropriate strategies may thus help researchers diagnose the status of competition (...) and shape their research accordingly. (shrink)
