In light of arguments that citizen science has the potential to make environmental knowledge and policy more robust and democratic, this article inquires into the factors that shape the ability of citizen science to actually influence scientists and decision makers. Using the case of community-based air toxics monitoring with ‘‘buckets,’’ it argues that citizen science’s effectiveness is significantly influenced by standards and standardized practices. It demonstrates that, on one hand, standards serve a boundary-bridging function that affords bucket monitoring data a (...) crucial measure of legitimacy among experts. On the other hand, standards simultaneously serve a boundary-policing function, allowing experts to dismiss bucket data as irrelevant to the central project of air quality assessment. The article thus calls attention to standard setting as an important site of intervention for citizen science-based efforts to democratize science and policy. (shrink)

Whipple and his colleagues recruited satellite spotters for Moonwatch, a program for amateur scientists initiated by the Smithsonian Astrophysical Observatory (SAO) in 1956. At the same time, however, the administrators with responsibility for the IGY program closely monitored and managed—sometimes even contested—amateur participation. IGY programs like Moonwatch provided valuable scientific information and gave (...) amateurs opportunities to contribute actively to the research of professional scientists. Moonwatch, which operated until 1975, eventually became the public face of a vast satellite‐tracking network that expanded the SAO’s global reach and helped further Whipple’s professional goals. Understanding amateurs’ interactions with the professional science community enables us better to understand the IGY as a phenomenon that enlisted broad participation and transcended traditional boundaries between professional and amateur scientists. In 1916, a 41 year old woman with little formal scientific education became the secretary of the New York Aquarium. In becoming the Aquarium’s first female officer, Ida M. Mellen realized her lifelong dream of successfully pursuing a career in the biological sciences and broke with the limitations and low expectations surrounding her sex and class backgrounds. By 1930, Mellen left the NYA and pursued a career in popular hobbyist writing, becoming the foremost expert on aquarium fishes and domesticated cats (...) in the United States. Margaret Rossiter and other historians of science have illuminated women’s common career paths in the sciences, but little work has been done on individuals whose gender and class impacted their career. Building on Rossiter’s framework, this case study suggests that class, as much as gender, structured the scientific career of women. Through the narrative of the outsider scientific practitioner, we can more fully illuminate the social structure of scientific work. Examining the struggles of Mellen to enter and maintain a scientific career sheds light, not just on her own career path, but those alternately closed to her. If we wish to understand science in the early twentieth century, especially questions of inclusion and exclusion in the scientific process, we must examine those individuals who operated on the periphery of the “traditional” scientific path.
