A new theory is taking hold in neuroscience. It is the theory that the brain is essentially a hypothesis-testing mechanism, one that attempts to minimise the error of its predictions about the sensory input it receives from the world. It is an attractive theory because powerful theoretical arguments support it, and yet it is at heart stunningly simple. Jakob Hohwy explains and explores this theory from the perspective of cognitive science and philosophy. The key argument throughout The Predictive Mind is (...) that the mechanism explains the rich, deep, and multifaceted character of our conscious perception. It also gives a unified account of how perception is sculpted by attention, and how it depends on action. The mind is revealed as having a fragile and indirect relation to the world. According to “actionism” (Noë 2010), perception constitutively depends on implicit knowledge of the way sensory stimulations vary as a consequence of the perceiver’s self-movement. My aim in this contribution is to develop an alternative conception of the role of action in perception present in the work of Gareth Evans using resources provided by Ruth Millikan’s biosemantic theory of mental representation.

The Conscious Brain brings neuroscientific evidence to bear on enduring philosophical questions. Major philosophical and scientific theories of consciousness are surveyed, challenged, and extended.

An attempt is made to defend a general approach to the spatial content of perception, an approach according to which perception is imbued with spatial content in virtue of certain kinds of connections between perceiving organism's sensory input and its behavioral output. The most important aspect of the defense involves clearly distinguishing two kinds of perceptuo-behavioral skills—the formation of dispositions, and a capacity for emulation. The former, the formation of dispositions, is argued to by the central pivot of spatial content. (...) I provide a neural information processing interpretation of what these dispositions amount to, and describe how dispositions, so understood, are an obvious implementation of Gareth Evans' proposal on the topic. Furthermore, I describe what sorts of contribution are made by emulation mechanisms, and I also describe exactly how the emulation framework differs from similar but distinct notions with which it is often unhelpfully confused, such as sensorimotor contingencies and forward models. This paper develops an empirically motivated theory of visual consciousness. It begins by outlining neuropsychological support for Jackendoff's (1987) hypothesis that visual consciousness involves mental representations at an intermediate level of processing. It then supplements that hypothesis with the further requirement that attention, which can come under the direction of high level representations, is also necessary for consciousness. The resulting theory is shown to have a number of philosophical consequences. If correct, higher-order thought accounts, the multiple drafts account, and the (...) widely held belief that sensation precedes perception will all be found wanting. The theory will also be used to illustrate and defend a methodology that fills the gulf between functionalists who ignore the brain and neural reductionists who repudiate functionalism. (shrink)

I offer an explanation of how subjects are able to perceive the intrinsic spatial properties of objects, given that subjects always perceive from a particular location. The argument proceeds in two steps. First, I argue that a conception of space is necessary to perceive the intrinsic spatial properties of objects. This conception of space is spelled out by showing that perceiving intrinsic properties requires perceiving objects as the kind of things that are perceivable from other locations. Second, I show that (...) having such a conception of space presupposes that a subject represent her location in relation to perceived objects. More precisely the thesis is that a subject represents her location as the location from which she both perceives objects and would act in relation to objects were she to act. So I argue that perception depends on the capacity to know what it would be to act in relation to objects. (shrink)

A traditional view of perception and action makestwo assumptions: that the causal flow betweenperception and action is primarily linear or one-way,and that they are merely instrumentally related toeach other, so that each is a means to the other.Either or both of these assumptions can be rejected. Behaviorism rejects the instrumental but not theone-way aspect of the traditional view, thus leavingitself open to charges of verificationism. Ecologicalviews reject the one-way aspect but not theinstrumental aspect of the traditional view, so thatperception and (...) action are seen as instrumentallyinterdependent. It is argued here that a betteralternative is to reject both assumptions, resultingin a two-level interdependence view in whichperception and action co-depend on dynamicallycircular subpersonal relations and as a result may bemore than merely instrumentally interdependent. Many current neurophysiological, psychophysical, and psychological approaches to vision rest on the idea that when we see, the brain produces an internal representation of the world. The activation of this internal representation is assumed to give rise to the experience of seeing. The problem with this kind of approach is that it leaves unexplained how the existence of such a detailed internal representation might produce visual consciousness. An alternative proposal is made here. We propose that seeing is a way of (...) acting. It is a particular way of exploring the environment. Activity in internal representations does not generate the experience of seeing. The out- side world serves as its own, external, representation. The experience of seeing occurs when the organism masters what we call the gov- erning laws of sensorimotor contingency. The advantage of this approach is that it provides a natural and principled way of accounting for visual consciousness, and for the differences in the perceived quality of sensory experience in the different sensory modalities. Sev- eral lines of empirical evidence are brought forward in support of the theory, in particular: evidence from experiments in sensorimotor adaptation, visual “filling in,” visual stability despite eye movements, change blindness, sensory substitution, and color perception. In this important book, Susan Hurley sheds new light on consciousness by examining its relationships to action from various angles. She assesses the role of agency in the unity of a conscious perspective, and argues that perception and action are more deeply interdependent than we usually assume. A standard view conceives perception as input from world to mind and action as output from mind to world, with the serious business of thought in between. Hurley criticizes this picture, and considers how (...) the interdependence of perceptual experience and agency at the personal level (of mental contents and norms) may emerge from the subpersonal level (of underlying causal processes and complex dynamic feedback systems). Her two-level view has wide implications, for topics that include self-consciousness, the modularity of mind, and the relations of mind to world. The self no longer lurks hidden somewhere between perceptual input and behavioral output, but reappears out in the open, embodied and embedded in its environment. Hurley traces these themes from Kantian and Wittgensteinian arguments through to intriguing recent work in neuropsychology and in dynamic systems approaches to the mind, providing a bridge from mainstream philosophy to work in other disciplines. Consciousness in Action is unique in the range of philosophical and scientific work it draws on, and in the deep criticism it offers of centuries-old habits of thought. (shrink)

The aim of this paper is twofold: (1) to assess whether the construct of neural representations plays an explanatory role under the variational free-energy principle and its corollary process theory, active inference; and (2) if so, to assess which philosophical stance - in relation to the ontological and epistemological status of representations - is most appropriate. We focus on non-realist (deflationary and fictionalist-instrumentalist) approaches. We consider a deflationary account of mental representation, according to which the explanatorily relevant contents of neural (...) representations are mathematical, rather than cognitive, and a fictionalist or instrumentalist account, according to which representations are scientifically useful fictions that serve explanatory (and other) aims. After reviewing the free-energy principle and active inference, we argue that the model of adaptive phenotypes under the free-energy principle can be used to furnish a formal semantics, enabling us to assign semantic content to specific phenotypic states (the internal states of a Markovian system that exists far from equilibrium). We propose a modified fictionalist account: an organism-centered fictionalism or instrumentalism. We argue that, under the free-energy principle, pursuing even a deflationary account of the content of neural representations licenses the appeal to the kind of semantic content involved in the aboutness or intentionality of cognitive systems; our position is thus coherent with, but rests on distinct assumptions from, the realist position. We argue that the free-energy principle thereby explains the aboutness or intentionality in living systems and hence their capacity to parse their sensory stream using an ontology or set of semantic factors. Orthodox neurocognitive accounts of the bodily sense of agency suggest that the experience of agency arises when action-effects are anticipated accurately. In this paper, I argue that while successful anticipation is crucial for the sense of agency, the role of unsuccessful prediction has been neglected, and that inefficacy and uncertainty are no less central to the sense of agency. I will argue that this is reflected in the phenomenology of agency, which can be characterized both as the experience of efficacy (...) and effort. Specifically, the “sense of efficacy” refers to the perceptual experience of an action unfolding as anticipated. The “sense of effort”, in contrast, arises when an action has an uncertain trajectory, feels difficult, and demands the exertion of control. In this case, actions do not unfold as anticipated and require continuing adaptation if they are to be efficacious. I propose that, taken individually, the experience of efficacy and effort are insufficient for the sense of agency and that these experiences can even disrupt the sense of agency when they occur in isolation from each other. I further argue that a fully-fledged sense of agency depends on the temporally extensive process of prediction error-cancelation. This way, a comparator account can accommodate both the role of accurate prediction and prediction error and thus efficacy and effort. (shrink)

There is a view on consciousness that has strong intuitive appeal and empirical support: the intermediate-level theory of consciousness, proposed mainly by Ray Jackendoff and by Jesse Prinz. This theory identifies a specific “intermediate” level of representation as the basis of human phenomenal consciousness, which sits between high-level non-perspectival thought processes and low-level disjointed feature-detection processes in the perceptual and cognitive processing hierarchy. In this article, we show that the claim that consciousness arises at an intermediate-level is true of some (...) cognitive systems, but only in virtue of specific constraints on their active interactions with the environment. We provide ecological reasons for why certain processing levels in a cognitive hierarchy are privileged with respect to consciousness. We do this from the perspective of a prediction-error minimization model of perception and cognition, relying especially on the notion of active inference: the privileged level for consciousness depends on the specific dispositions of an organism concerned with inferring its policies for action. Such a level is indeed intermediate for humans, but this depends on the spatiotemporal resolution of the typical actions that a human organism can normally perform. Thus, intermediateness is not an essential feature of consciousness. In organisms with different action dispositions the privileged level or levels may differ as well. (shrink)

Recent work in cognitive and computational neuroscience depicts the human brain as a complex, multi-layer prediction engine. This family of models has had great success in accounting for a wide variety of phenomena involving perception, action, and attention. But despite their clear promise as accounts of the neurocomputational origins of perceptual experience, they have not yet been leveraged so as to shed light on the so-called “hard problem” of consciousness—the problem of explaining why and how the world is subjectively experienced (...) at all, and why those experiences seem just the way they do. To address this issue, I motivate and defend a picture of conscious experience as flowing from “generative entanglements” that mix predictions about the world, the body, and our own reactive dispositions. The meta-problem of consciousness prompts the metaquestion: is it the only problem consciousness poses? If we could explain all our phenomenal intuitions in topic-neutral terms, would anything remain to be explained? Realists say yes, illusionists no. In this paper I defend the illusionist answer. While it may seem obvious that there is something further to be explained -- consciousness itself -- this seemingly innocuous claim immediately raises a further problem -- the hard meta-problem. What could justify our continued confidence in (...) the existence of consciousness once all our intuitions about it have been explained away? The answer would involve heavy-duty metaphysical theorizing, probably including a commitment either to substance dualism or to the existence of a mysterious intrinsic subjectivity. A far less extravagant option is to endorse the illusionist response and conclude that the meta-problem is not a meta-problem at all but the problem of consciousness. (shrink)

This work addresses the autonomous organization of biological systems. It does so by considering the boundaries of biological systems, from individual cells to Home sapiens, in terms of the presence of Markov blankets under the active inference scheme—a corollary of the free energy principle. A Markov blanket defines the boundaries of a system in a statistical sense. Here we consider how a collective of Markov blankets can self-assemble into a global system that itself has a Markov blanket; thereby providing an (...) illustration of how autonomous systems can be understood as having layers of nested and self-sustaining boundaries. This allows us to show that: (i) any living system is a Markov blanketed system and (ii) the boundaries of such systems need not be co-extensive with the biophysical boundaries of a living organism. In other words, autonomous systems are hierarchically composed of Markov blankets of Markov blankets—all the way down to individual cells, all the way up to you and me, and all the way out to include elements of the local environment. According to the free energy principle biological agents resist a tendency to disorder in their interactions with a dynamically changing environment by keeping themselves in sensory and physiological states that are expected given their embodiment and the niche they inhabit :127–138, 2010. doi: 10.1038/nrn2787). Why would a biological agent that aims at minimising uncertainty in its encounters with the world ever be motivated to seek out novelty? Novelty for such an agent would arrive in the form of sensory and physiological (...) states that are unexpected. Such an agent ought therefore to avoid novel and surprising interactions with the world one might think. Yet humans and many other animals find play and other forms of novelty-seeking and exploration hugely rewarding. How can this be understood in frameworks for studying the mind that emphasise prediction error minimisation? This problem has been taken up in recent research concerned with epistemic action—actions an agent engages in to reduce uncertainty. However that work leaves two questions unanswered, which it is the aim of our paper to address. First, no account has been given yet of why it should feel good to the agent to engage the world playfully and with curiosity. Second an appeal is made to precision-estimation to explain epistemic action, yet it remains unclear how precision-weighting works in action more generally, or active inference. We argue that an answer to both questions may lie in the bodily states of an agent that track the rate at which free energy is being reduced. The recent literature on the predictive brain has connected the valence of emotional experiences to the rate of change in the reduction of prediction error :e1003094, 2013. doi: 10.1371/journal.pcbi.1003094; Van de Cruys, in Metzinger and Wiese Philosophy and predictive processing, vol 24, MIND Group, Frankfurt am Main, 2017. doi: 10.15502/9783958573253). In this literature valenced emotional experiences are hypothesised to be identical with changes in the rate at which prediction error is reduced. Experiences are negatively valenced when overall prediction error increases and are positively valenced when the sum of prediction errors decrease. We offer an ecological-enactive interpretation of the concept of valence and its connection to rate of change of prediction error. We show how rate of change should be understood in terms of embodied states of affordance-related action readiness. We then go on to apply this ecological-enactive account of error dynamics to provide an answer to the first question we have raised: It may explain why it should feel good to an agent to be curious and playful. Our ecological-enactive account also allows us to show how error dynamics may provide an answer to the second question we have raised regarding how precision-weighting works in active inference. An agent that is sensitive to rates of error reduction can tune precision on the fly. We show how this ability to tune precision on the go can allow agents to develop skills for adapting better and better to the unexpected, and search out opportunities for resolving uncertainty and progressing in its learning. This paper deals with the question of agency and intentionality in the context of the free-energy principle. The free-energy principle is a system-theoretic framework for understanding living self-organizing systems and how they relate to their environments. I will first sketch the main philosophical positions in the literature: a rationalist Helmholtzian interpretation (Hohwy 2013; Clark 2013), a cybernetic interpretation (Seth 2015b) and the enactive affordance-based interpretation (Bruineberg and Rietveld 2014; Bruineberg et al. 2016) and will then show how agency and intentionality (...) are construed differently on these different philosophical interpretations. I will then argue that a purely Helmholtzian is limited, in that it can account only account for agency in the context of perceptual inference. The cybernetic account cannot give a full account of action, since purposiveness is accounted for only to the extent that it pertains to the control of homeostatic essential variables. I will then argue that the enactive affordance-based account attempts to provide broader account of purposive action without presupposing goals and intentions coming from outside of the theory. In the second part of the paper, I will discuss how each of these three interpretations conceives of the sense agency and intentionality in different ways. (shrink)

Predictive processing approaches to the mind are increasingly popular in the cognitive sciences. This surge of interest is accompanied by a proliferation of philosophical arguments, which seek to either extend or oppose various aspects of the emerging framework. In particular, the question of how to position predictive processing with respect to enactive and embodied cognition has become a topic of intense debate. While these arguments are certainly of valuable scientific and philosophical merit, they risk underestimating the variety of approaches gathered (...) under the predictive label. Here, we first present a basic review of neuroscientific, cognitive, and philosophical approaches to PP, to illustrate how these range from solidly cognitivist applications—with a firm commitment to modular, internalistic mental representation—to more moderate views emphasizing the importance of ‘body-representations’, and finally to those which fit comfortably with radically enactive, embodied, and dynamic theories of mind. Any nascent predictive processing theory must take into account this continuum of views, and associated theoretical commitments. As a final point, we illustrate how the Free Energy Principle attempts to dissolve tension between internalist and externalist accounts of cognition, by providing a formal synthetic account of how internal ‘representations’ arise from autopoietic self-organization. The FEP thus furnishes empirically productive process theories by which to guide discovery through the formal modelling of the embodied mind. (shrink)

What is the role of conscious visual experience in the control and guidance of human behaviour? According to some recent treatments, the role is surprisingly indirect. Conscious visual experience, on these accounts, serves the formation of plans and the selection of action types and targets, while the control of 'online' visually guided action proceeds via a quasi-independent non-conscious route. In response to such claims, critics such as (Wallhagen [2007], pp. 539-61) have suggested that the notions of control and guidance invoked (...) are unacceptably vague, and that that the image of 'zombie systems' guiding action fails to take account of the possibility that there is genuine but unconceptualized, unnoticed, and/or unreportable experience taking place and guiding or controlling the actions. I address both sets of concerns. I try to show that refining and clarifying the key notions of control and guidance leaves the original argument intact, as does the appeal to unconceptualized, unnoticed, or unreportable experiences. The exercise serves, however, to highlight an important complex of considerations concerning the relations between control, agency, and experience. Better understanding these relations is, I suggest, an important source of insights concerning the nature of phenomenal experience. (shrink)

First published in 1995, The Visual Brain in Action remains a seminal publication in the cognitive sciences. For this new edition, a very substantial and illustrated epilogue has been added to the book in which Milner and Goodale review the key developments that support or challenge the views that were put forward in the first edition.

How do questions concerning consciousness and phenomenal experience relate to, or interface with, questions concerning plans, knowledge and intentions? At least in the case of visual experience the relation, we shall argue, is tight. Visual perceptual experience, we shall argue, is fixed by an agent’s direct unmediated knowledge concerning her poise (or apparent poise) over a currently enabled action space. An action space, in this specific sense, is to be understood not as a fine-grained matrix of possibilities for bodily movement, (...) but as a matrix of possibilities for pursuing and accomplishing one’s intentional actions, goals and projects. If this is correct, the links between planning, intention and perceptual experience are tight, while (contrary to some recent accounts invoking the notion of ‘sensorimotor expectations’) the links between embodied activity and perceptual experience, though real, are indirect. What matters is not bodily activity itself, but our practical knowledge (which need not be verbalized or in any way explicit) of our own possibilities for action. Such knowledge, selected, shaped and filtered by the grid of plans, goals, and intentions, plays, we argue, a constitutive role in explaining the content and character of visual perceptual experience. How should we characterize the functional role of conscious visual experience? In particular, how do the conscious contents of visual experience guide, bear upon, or otherwise inform our ongoing motor activities? According to an intuitive and philosophically influential conception, the links are often quite direct. The contents of conscious visual experience, according to this conception, are typically active in the control and guidance of our fine-tuned, real-time engagements with the surrounding three-dimensional world. But this idea is hostage to empirical fortune. (...) It is a hostage, moreover, whose safety is in serious doubt. Thus Milner and Goodale argue for a deep and abiding dissociation between the contents of conscious seeing, on the one hand, and the resources used for the on-line guidance of visuo-motor action, on the other. This ‘dual visual systems’ hypothesis, which finds many echoes in various other bodies of cognitive scientific research, poses a prima facie challenge to the Assumption of Experience-Based Control. More importantly, it provides fuel for an alternative and philosophically suggestive account of the functional role of conscious visual experience. (shrink)

Among the exciting prospects raised by advocates of predictive processing [PP] is the offer of a systematic description of our neural activity suitable for drawing explanatory bridges to the structure of conscious experience. Yet the gulf to cross seems wide. For, as critics of PP have argued, our visual experience certainly doesn’t seem probabilistic.While Clark proposes a means to make PP compatible with the experience of a determinate world, I argue that we should not rush to do so. Two notions (...) of determinacy are conflated in the claim that perception is determinate: ‘univocality’ and ‘full detail’. The former, as Clark argues, is only to be expected in any PP agent that models its world for the purpose of acting on it. But as Husserl argued, and as perceptual psychology has borne out, we significantly overestimate the degree of detail with which we perceive a univocal world.This second form of indeterminacy is due not to the probabilistic nature of PP’s model, but rather to its hierarchical structure, with increasingly coarse-grained representations as we move further from the sensory periphery. A PP system may, or may not, deliver a univocal hypothesis at each of these levels. An action-oriented PP system would only be expected to do so only at the level needed for successful action guidance. A naïve reporter’s overestimation of the degree of determinate detail in their visual experience can thereby be accounted for with a more gradual version of the ‘refrigerator light’ effect: we experience determinate details just to the degree that they’re needed – immediately as they’re needed. In this paper, we set out to develop a theoretical and conceptual framework for the new field of Radical Embodied Cognitive Neuroscience. This framework should be able to integrate insights from several relevant disciplines: theory on embodied cognition, ecological psychology, phenomenology, dynamical systems theory, and neurodynamics. We suggest that the main task of Radical Embodied Cognitive Neuroscience is to investigate the phenomenon of skilled intentionality from the perspective of the self-organization of the brain-body-environment system, while doing justice to the phenomenology (...) of skilled action. In previous work, we have characterized skilled intentionality as the organism's tendency toward an optimal grip on multiple relevant affordances simultaneously. Affordances are possibilities for action provided by the environment. In the first part of this paper, we introduce the notion of skilled intentionality and the phenomenon of responsiveness to a field of relevant affordances. Second, we use Friston's work on neurodynamics, but embed a very minimal version of his Free Energy Principle in the ecological niche of the animal. Thus amended, this principle is helpful for understanding the embeddedness of neurodynamics within the dynamics of the system “brain-body-landscape of affordances.” Next, we show how we can use this adjusted principle to understand the neurodynamics of selective openness to the environment: interacting action-readiness patterns at multiple timescales contribute to the organism's selective openness to relevant affordances. In the final part of the paper, we emphasize the important role of metastable dynamics in both the brain and the brain-body-environment system for adequate affordance-responsiveness. We exemplify our integrative approach by presenting research on the impact of Deep Brain Stimulation on affordance responsiveness of OCD patients. (shrink)

In this paper, we address reports of “selfless” experiences from the perspective of active inference and predictive processing. Our argument builds upon grounding self-modelling in active inference as action planning and precision control within deep generative models – thus establishing a link between computational mechanisms and phenomenal selfhood. We propose that “selfless” experiences can be interpreted as cases in which normally congruent processes of computational and phenomenal self-modelling diverge in an otherwise conscious system. We discuss two potential mechanisms – within (...) the Bayesian mechanics of active inference – that could lead to such a divergence by attenuating the experience of selfhood: “self-flattening” via reduction in the depth of active inference and “self-attenuation” via reduction of the expected precision of self-evidence. Psychedelic drugs such as psilocybin, LSD and DMT are known to induce powerful alterations in phenomenology. Perhaps of most philosophical and scientific interest is their capacity to disrupt and even “dissolve” one of the most primary features of normal experience: that of being a self. Such “peak” or “mystical” experiences are of increasing interest for their potentially transformative therapeutic value. While empirical research is underway, a theoretical conception of the mechanisms underpinning these experiences remains elusive. In the following paper, psychedelic-induced (...) ego-dissolution is accounted for within an active inference framework, as a collapse in the “temporal thickness” of an agent’s deep temporal model, as a result of lowered precision on high-level priors. The argument here is composed of three moves: first, a view of the self-model is proposed as arising within a temporally deep generative model of an embodied organism navigating an affordance landscape in the service of allostasis. Next, a view of the action of psychedelics as lowering the precision of high-level priors within the generative model is unpacked in terms of a high Bayesian learning rate. Finally, the relaxation of high-level priors is argued to cause a “collapse” in the temporal thickness of the generative model, resulting in a collapse in the self-model and a loss of the ordinary sense of being a self. This account has implications for our understanding of ordinary self-consciousness and disruptions in self-consciousness present in psychosis, autism, depression, and dissociative disorders. Objects are central in visual, auditory, and tactual perception. But what counts as a perceptual object? I address this question via a structural unity schema, which specifies how a collection of parts must be arranged to compose an object for perception. On the theory I propose, perceptual objects are composed of parts that participate in causally sustained regularities. I argue that this theory falls out of a compelling account of the function of object perception, and illustrate its applications to multisensory (...) perception. According to active inference, action is enabled by a top-down modulation of sensory signals. Computational models of this mechanism complement ideomotor theories of action representation. Such theories postulate common neural representations for action and perception, without specifying how action is enabled by such representations. In active inference, motor commands are replaced by proprioceptive predictions. In order to initiate action through such predictions, sensory prediction errors have to be attenuated. This paper argues that such top-down modulation involves systematic misrepresentations. More specifically, (...) the paper first argues for the following conditional claim. If active inference provides an accurate computational description of how action is enabled in the brain, then action is enabled by systematic misrepresentations. Furthermore, it is argued that an inference to the best explanation provides reason for believing the antecedent is true: Firstly, active inference provides a crucial extension to ideomotor theories. Secondly, active inference explains otherwise puzzling phenomena related to sensory attenuation, e.g. in force-matching or self-tickling paradigms. Taken together, these reasons support the claim that action is indeed enabled by systematic misrepresentations. The claim casts doubt on the assumption that representations are systematically beneficial to the extent that they are true: if the argument in this paper is sound, systematically beneficial misrepresentations may lie at the heart of our neural architecture.
