This is Jürgen Habermas's most concrete historical-sociological book and one of the key contributions to political thought in the postwar period. It will be a revelation to those who have known Habermas only through his theoretical writing to find his later interests in problems of legitimation and communication foreshadowed in this lucid study of the origins, nature, and evolution of public opinion in democratic societies.

The essay theorizes the responsibilities moral agents may be said to have in relation to global structural social processes that have unjust consequences. How ought moral agents, whether individual or institutional, conceptualize their responsibilities in relation to global injustice? I propose a model of responsibility from social connection as an interpretation of obligations of justice arising from structural social processes. I use the example of justice in transnational processes of production, distribution and marketing of clothing to illustrate operations of structural (...) social processes that extend widely across regions of the world. The social connection model of responsibility says that all agents who contribute by their actions to the structural processes that produce injustice have responsibilities to work to remedy these injustices. I distinguish this model from a more standard model of responsibility, which I call a liability model. I specify five features of the social connection model of responsibility that distinguish it from the liability model: it does not isolate perpetrators; it judges background conditions of action; it is more forward looking than backward looking; its responsibility is essentially shared; and it can be discharged only through collective action. This paper seeks to show that the proposition of 'double contingency' introduced by Parsons and defended by Luhmann and Habermas is insufficient under the conditions of contemporary communication societies. In the latter context, the increasing differentiation and organization of communication processes eventuated in the recognition of the epistemic authority of the public, which in turn compels us to conceptualize a new level of contingency. A first step is therefore taken to capture the role of the public in communication societies theoretically (...) by what may be called 'triple contingency'. John Dewey's Public and its Problems provides his fullest account of democracy under the emerging conditions of complex, modern societies. While responding to Lippmann's criticisms of democracy as self-rule, Dewey acknowledges the truth of many of the social scientific criticisms of democracy, while he defends democracy by reconstructing it. Dewey seeks a new public in a “Great Community” based on more face-to-face communication about nonlocal issues. Yet Dewey fails to consistently apply his own reconstructive argument, retreating to a communal basis (...) for democracy. I offer an extension of Dewey's argument in this direction in which “publics” and not “the public” offer the best basis for reconstructing democracy. (shrink)

A pragmatic (communication-discursive) cognitive sociology beyond observationism (Luhmann, Turner, Conein) and individualistic reductionism (Esser, Boudon) as a way to do sociology as a critical theory and as a positive science is proposed, drawing on the Habermasian theory of communicative action and its radical continuation in Luhmann's concept of the (cognitive) autopoiesis of social systems.
