What does it mean to be disadvantaged? Is it possible to compare different disadvantages? What should governments do to move their societies in the direction of equality, where equality is to be understood both in distributional and social terms? The book is in three parts. Part 1 presents a pluralist analysis of disadvantage, modifying the capability theory of Sen and Nussbaum to produce the 'genuine opportunity for secure functioning' view. This emphasises risk and insecurity as a central component of disadvantage. Part 2 shows how to identify the least advantaged in society even on a pluralist view. The authors suggest that disadvantage 'clusters' in the sense that some people are disadvantaged in several different respects. Thus identifying the least advantaged is not as problematic as it appears to be. Conversely, a society which has 'declustered disadvantaged' - in the sense that no group lacks secure functioning on a range of functionings - has made considerable progress in the direction of equality. Part 3 explores how to decluster disadvantage, by paying special attention to 'corrosive disadvantages' - those disadvantages which cause further disadvantages - and 'fertile functionings' - those which are likely to secure other functionings. In sum this books presents a refreshing new analysis of disadvantage, and puts forward proposals to help governments improve the lives of the least advantaged in their societies, thereby moving in the direction of equality. There are two principal philosophical conceptions of socialism, corresponding to two interpretations of the notion of a rational society. The first conception corresponds to an instrumental view of social rationality. Captured by the image of socialism as “one big workshop,” the instrumental view holds that social ownership of the means of production is rational because it promotes the optimal development of the productive forces. Social ownership is optimal because it eliminates the costs of coordination imposed by the conduct of economic (...) activities in formally independent enterprises, and, more generally, overcomes fetters on development that result from the control of resources by individuals whose particular interests imperfectly correspond to a general interest in productive advance. Temkin presents a new way of thinking about equality and inequality that challenges the assumptions of philosophers, welfare economists, and others, and has significant implications on both a practical and theoretical level.

This paper assesses G. A. Cohen's critique of Rawlsian special incentives. Two arguments are identified and criticized: an argument that the difference principle does not justify incentives because of a limitation on an agent's prerogative to depart from a direct promotion of the interests of the worst off, and an argument that justice is limited in its scope. The first argument is evaluated and defended from the criticism that once Cohen has conceded some ethically grounded special incentives he cannot sustain (...) his critique of special incentives. But it is finally rejected as a subtle form of an unreasonably demanding moral rigorism. The second argument is interpreted as the more plausible of Cohen's claims. It has, however, to be defended via two subsidiary theses: the claim that Rawls endorses a moral division of labour and that this in turn grounds a further commitment to moral dualism as opposed to moral monism. This argument is assessed and rejected. Neither the moral division of labour nor moral monism supports the claim that in applying the principles of justice to a basic structure one does not thereby apply them to the individuals constrained to act within that structure in the marketing of their labour. Nor is it plausible to identify local aspects of social relations where the principles of justice are suspended. Such principles are presupposed, for example in market relations or the family, but limitation in scope of direct application does not limit the scope of justification. That scope extends at least as far as individual decisions to market one's labour. The latter are made fair in the only possible way they could be made fair. Rawls's commitment to the revisionary socialism of James Meade illustrates this point. It is concluded that no version of Cohen's critique succeeds. However, Cohen's critique identifies the most plausible version of Rawls's egalitarianism. (shrink)
