This paper praises and criticizes Peter-Paul Verbeek's What Things Do . The four things that Verbeek does well are: remind us of the importance of technological things; bring Karl Jaspers into the conversation on technology; explain how technology "co-shapes" experience by reading Bruno Latour's actor-network theory in light of Don Ihde's post-phenomenology; develop a material aesthetics of design. The three things that Verbeek does not do well are: analyze the material conditions in which things are produced; criticize the social-political design (...) and use context of things; and appreciate how liberal moral-political theory contributes to our evaluation of technology. This article investigates the types of intentionality involved in human–technology relations. It aims to augment Don Ihde’s analysis of the relations between human beings and technological artifacts, by analyzing a number of concrete examples at the limits of Ihde’s analysis. The article distinguishes and analyzes three types of “cyborg intentionality,” which all involve specific blends of the human and the technological. Technologically mediated intentionality occurs when human intentionality takes place “through” technological artifacts; hybrid intentionality occurs when the technological actually merges (...) with the human; and composite intentionality is the addition of human intentionality and the intentionality of technological artifacts. The experience of computer use can be productively articulated with concepts developed in the phenomenological tradition of philosophy. Building on the insights of classical phenomenologists, Ihde has advanced a sophisticated view of the ways humans relate to technology. I review and expand on his notions of “technological mediation,” “embodiment,” and “multistability,” and apply them to the experience of computer interface. In particular, I explore the experience of using a computer that fails to work properly. A revealing example is the experience (...) of a user who suddenly and unexpectedly encounters a slowly-loading webpage while using the Internet. This phenomenological framework provides an account of the ways a suddenly failing technology changes our relationships to the device, to the world, and to ourselves, and it also suggests how this experience can be usefully reconceptualized. In this article I propose that a postphenomenological approach to science and technology can open new analytical understandings of how material artifacts, embodiment and social agency co-produce learned perceptions of objects. In particle physics, physicists work in huge groups of scientists from many cultural backgrounds. Communication to some extent depends on material hermeneutics of flowcharts, models and other visual presentations. As it appears in an examination of physicists’ scrutiny of visual renderings of different parts of a detector, perceptions vary in (...) relation to social and bodily experiences. Vision in physics has seemingly allowed an objective perception at a convenient distance of the body. This article challenges this view and proposes that the variations can be analysed as cultural at two echelons with the help of a postphenomenological approach combined with cultural psychological theory of artifacts. A third echelon presumably constitutes the phenomenological limit to culture in science. Even this last resort of subjectivity can be embraced by a postphenomenological approach. The process of culturalization in physics can be defined as a process of situating knowledge in a body whose continuous learning of micro-and macro perceptions makes scientific renderings unstable. Taken together postphenomenology, following the distinctions between body one and body two, and combined with cultural psychological learning theory, enables new insight into what constitutes culture in science. Maps the future of phenomenological thought, accounting for how technology expands our means of experiencing the world.

As societies become increasingly technologised, the need for careful and critical assessment rises. However, attempts to assess or normatively evaluate technological development invariably meet with an antinomy: both structurally and historically, technologies display multistable possibilities regarding uses, effects, side effects and other outcomes. Philosophers, usually expected to play applied ethics roles, often come to the scene after these effects are known. But others who participate at the research and development stages find even more difficulties with prognosis. Recent work on ‘revenge’ (...) effects (Tenner) and negative side effects (Kevles) are examined, as well as several cases of philosophers in ‘R&D’ roles. After sketching the antinomy,I outline a heuristic pragmatics of prognosis that addresses this quandary. (shrink)

In this essay, I will investigate the implications of human enhancement for personal identity and assess likely social and ethical consequences of these changes. Human enhancement, also called human augmentation, is an emerging field within medicine and bioengineering that aims to develop technologies and techniques for overcoming current limitations of human cognitive and physical abilities (Naam, 2004; Wilsdon and Miller, 2006; Garreau, 2005; Parens, 1998; Agar, 2004). Technologies developed in this field are called human enhancement technologies (HETs). HETs rely on (...) advances in genetic engineering, pharmacology, bioengineering, cybernetics and nanotechnology. In these fields, it is becoming possible to develop techniques that improve human functions beyond a normal range. The envisioned applications are limitless, and include the enhancement of human traits like muscular strength, endurance, vision, intelligence, mood and personality. (shrink)
