In the latter half of the twentieth century, philosophers of science have argued (implicitly and explicitly) that epistemically rational individuals might compose epistemically irrational groups and that, conversely, epistemically rational groups might be composed of epistemically irrational individuals. We call the conjunction of these two claims the Independence Thesis, as they together imply that methodological prescriptions for scientific communities and those for individual scientists might be logically independent of one another. We develop a formal model of scientific inquiry, define four (...) criteria for individual and group epistemic rationality, and then prove that the four definitions diverge, in the sense that individuals will be judged rational when groups are not and vice versa. We conclude by explaining implications of the inconsistency thesis for (i) descriptive history and sociology of science and (ii) normative prescriptions for scientific communities. (shrink)

Science's priority rule rewards those who are first to make a discovery, at the expense of all other scientists working towards the same goal, no matter how close they may be to making the same discovery. I propose an explanation of the priority rule that, better than previous explanations, accounts for the distinctive features of the rule. My explanation treats the priority system, and more generally, any scheme of rewards for scientific endeavor, as a device for achieving an allocation of (...) resources among different research programs that provides as much benefit as possible to society. I show that the priority system is especially well suited to finding an efficient allocation of resources in those situations, characteristic of scientific inquiry, in which any success in an endeavor subsequent to the first success brings little additional benefit to society. Because of its complexity, contemporary scientific research is almost always tackled by groups of scientists, each of which works in a different part of a given research domain. We believe that understanding scientific progress thus requires understanding this division of cognitive labor. To this end, we present a novel agent-based model of scientific research in which scientists divide their labor to explore an unknown epistemic landscape. Scientists aim to climb uphill in this landscape, where elevation represents the significance of the (...) results discovered by employing a research approach. We consider three different search strategies scientists can adopt for exploring the landscape. In the first, scientists work alone and do not let the discoveries of the community as a whole influence their actions. This is compared with two social research strategies, which we call the follower and maverick strategies. Followers are biased towards what others have already discovered, and we find that pure populations of these scientists do less well than scientists acting independently. However, pure populations of mavericks, who try to avoid research approaches that have already been taken, vastly outperform both of the other strategies. Finally, we show that in mixed populations, mavericks stimulate followers to greater levels of epistemic production, making polymorphic populations of mavericks and followers ideal in many research domains. We offer a new account of the role of values in theory choice that captures a temporal dimension to the values themselves. We argue that non-epistemic values sometimes serve as “inquiry tickets,” justifying scientists’ pursuit of certain questions in the short run, while the answers to those questions mitigate transient underdetermination in the long run. Our account of inquiry tickets shows that the role of non-epistemic values need not be restricted to belief or acceptance in order to be relevant to (...) hypothesis choice: the relevance of non-epistemic values to a particular cognitive attitude with respect to h vary over time. Supposedly, stubbornness on the part of scientists—an unwillingness to change one’s position on a scientific issue even in the face of countervailing evidence—helps efficiently divide scientific labor. Maintaining disagreement is important because it keeps scientists pursuing a diversity of leads rather than all working on the most promising, and stubbornness helps preserve this disagreement. Planck’s observation that “Science progresses one funeral at a time” might therefore be an insight into epistemically beneficial stubbornness on the part of researchers. In conversation with (...) extant formal models, recent empirical research, and a novel agent-based model of my own I explore whether the epistemic goods which stubbornness can secure—disagreement and diversity—are attainable through less-costly methods. I make the case that they are, at least in part, and also use my modeling results to show that if stubbornness is scientifically valuable, it still involves a willingness to change one’s mind. It is valuable for inquiry to have researchers who are committed advocates of their own theories. However, in light of pervasive disagreement, such a commitment is not well explained by the idea that researchers believe their theories. Instead, this commitment, the rational attitude to take toward one’s favored theory during the course of inquiry, is what I call endorsement. Endorsement is a doxastic attitude, but one which is governed by a different type of epistemic rationality. This inclusive epistemic rationality is (...) sensitive to reasons beyond those to think the particular proposition in question is true. Instead, it includes extrinsic epistemic reasons, which concern the health of inquiry more generally. Such extrinsic reasons include the distribution of cognitive labor that a researcher will contribute to by endorsing a particular theory. Recognizing endorsement and inclusive epistemic rationality thus allows us to smooth a tension between individual rationality and collective rationality. It does so by showing how it can be epistemically rational to endorse a theory on the basis of the way this endorsement will benefit collective inquiry. I provide a decision theoretic treatment for inclusive epistemic rationality and endorsement which illustrates how this can be accomplished. (shrink)

At present, peer review is the most common method used by funding agencies to make decisions about resource allocation. But how reliable, efficient, and fair is it in practice? The ex ante evaluation of scientific novelty is a fundamentally uncertain endeavor; bias and chance are embedded in the final outcome. In the current study, I will examine some of the most central problems of peer review and highlight the possible benefits of using a lottery as an alternative decision-making mechanism. Lotteries (...) are driven by chance, not reason. The argument made in the study is that the epistemic landscape could benefit in several respects by using a lottery, thus avoiding all types of bias, disagreement, and other limitations associated with the peer review process. Funding agencies could form a pool of funding applicants who have minimal qualification levels and then select randomly within that pool. The benefits of a lottery would not only be that it saves time and resources, but also that it contributes to a more dynamic selection process and increases the epistemic diversity, fairness, and impartiality within academia. Private companies provide by far the most funding for scientific research and development. Nevertheless, relatively little attention has been paid to the dynamics of industry‐funded research by philosophers of science. This paper addresses this gap by providing an overview of the major strengths and weaknesses of industry research funding, together with the existing recommendations for addressing the weaknesses. It is designed to provide a starting point for future philosophical work that explores the features of industry‐funded research, avenues for addressing concerns, (...) and strategies for making research funded by the private sector as fruitful as possible. BackgroundThe Health Research Council of New Zealand is the first major government funding agency to use a lottery to allocate research funding for their Explorer Grant scheme. This is a somewhat controversial approach because, despite the documented problems of peer review, many researchers believe that funding should be allocated solely using peer review, and peer review is used almost ubiquitously by funding agencies around the world. Given the rarity of alternative funding schemes, there is interest in hearing from the first (...) cohort of researchers to ever experience a lottery. Additionally, the Health Research Council of New Zealand wanted to hear from applicants about the acceptability of the randomisation process and anonymity of applicants.MethodsThis paper presents the results of a survey of Health Research Council applicants from 2013 to 2019. The survey asked about the acceptability of using a lottery and if the lottery meant researchers took a different approach to their application.ResultsThe overall response rate was 39%, with 30% from applicants in the years 2013 to 2018, and 68% for those in the year 2019 who were not aware of the funding result. There was agreement that randomisation is an acceptable method for allocating Explorer Grant funds with 63% in favour and 25% against. There was less support for allocating funds randomly for other grant types with only 40% in favour and 37% against. Support for a lottery was higher amongst those that had won funding. Multiple respondents stated that they supported a lottery when ineligible applications had been excluded and outstanding applications funded, so that the remaining applications were truly equal. Most applicants reported that the lottery did not change the time they spent preparing their application.ConclusionsThe Health Research Council’s experience through the Explorer Grant scheme supports further uptake of a modified lottery. In 2013 the Health Research Council of New Zealand began a stream of funding titled 'Explorer Grants', and in 2017 changes were introduced to the funding mechanisms of the Volkswagen Foundation 'Experiment!' and the New Zealand Science for Technological Innovation challenge 'Seed Projects'. All three funding streams aim at encouraging novel scientific ideas, and all now employ random selection by lottery as part of the grant selection process. The idea of funding science by lottery has emerged independently in several corners (...) of academia, including in philosophy of science. This paper reviews the conceptual and institutional landscape in which this policy proposal emerged, how different academic fields presented and supported arguments for the proposal, and how these have been reflected in actual policy. The paper presents an analytical synthesis of the arguments presented to date, notes how they support each other and shape policy recommendations in various ways, and where competing arguments highlight need for further analysis or more data. In addition, it provides lessons for how philosophers of science can engage in shaping science policy, and in particular highlights the importance of mixing complementary expertise: it takes a village to raise policy. The way research is, and should be, funded by the public sphere is the subject of renewed interest for sociology, economics, management sciences, and more recently, for the philosophy of science. In this contribution, I propose a qualitative, epistemological criticism of the funding by lottery model, which is advocated by a growing number of scholars as an alternative to peer-review. This lottery scheme draws on the lack of efficiency and of robustness of the peer-review based evaluation to argue that the (...) majority of public resources for basic science should be allocated randomly. I first differentiate between two distinct arguments used to defend this alternative funding scheme based on considerations about the logic of scientific research. To assess their epistemological limits, I then present and develop a conceptual frame, grounded on the notion of “system of practice”, which can be used to understand what precisely it means, for a research project, to be interesting or significant. I use this epistemological analysis to show that the lottery model is not theoretically optimal, since it underestimates the integration of all scientific projects in densely interconnected systems of conceptual, experimental, or technical practices which confer their proper interest to them. I also apply these arguments in order to criticize the classical peer-review process. I finally suggest, as a discussion, that some recently proposed models that bring to the fore a principle of decentralization of the evaluation and selection process may constitute a better alternative, if the practical conditions of their implementation are adequately settled.
