The critical realist conception of open and closed systems is not about systems: it is about regularities in the flux of events and states of affairs. It has recently been criticised on the grounds that critical realists should take on board ideas about the general nature of systems; recognise that genuinely open social systems would be impossible; avoid polarities or dualisms where either there are event regularities and open systems, or there are no event regularities and closed systems and accept (...) partial regularities and partially open systems; and understand that orthodox economics is not based upon event regularities, laws or Humean empiricism. This paper considers the possibility of prediction in land use planning, and the use of statistical research methods in analyses of relationships between urban form and travel behaviour. Influential writers within the tradition of critical realism reject the possibility of predicting social phenomena. This position is fundamentally problematic to public planning. Without at least some ability to predict the likely consequences of different proposals, the justification for public sector intervention into market mechanisms will be frail. Statistical methods like regression analyses (...) are commonly seen as necessary in order to identify aggregate-level effects of policy measures, but are questioned by many advocates of critical realist ontology. Using research into the relationship between urban structure and travel as an example, the paper discusses relevant research methods and the kinds of prediction necessary and possible in spatial planning of urban development. Finally, the political implications of positions within theory of science rejecting the possibility of predictions about social phenomena are addressed. (shrink)

The problem of structure and agency has been the subject of intense debate in the social sciences for over 100 years. This book offers a solution. Using a critical realist version of the theory of emergence, Dave Elder-Vass argues that, instead of ascribing causal significance to an abstract notion of social structure or a monolithic concept of society, we must recognise that it is specific groups of people that have social structural power. Some of these groups are entities with emergent (...) causal powers, distinct from those of human individuals. Yet these powers also depend on the contributions of human individuals, and this book examines the mechanisms through which interactions between human individuals generate the causal powers of some types of social structures. Despite inroads made by critical realism against the ‘scientific method’ in social science, the latter remains strong in subject-areas like human resource management. One argument for the alleged superiority of the scientific method lies in the taken-for-granted belief that it alone can formulate empirically testable predictions. Many of those who employ the scientific method are, however, confused about the way they understand and practice prediction. This paper takes as a case study empirical research on the alleged empirical association between human (...) resource management practices and organisational performance. By unpacking the confusion surrounding the two basic notions of prediction used, it reveals what is wrong with them, why the scientific method cannot actually make accurate predictions and why, therefore, the scientific method fails to meet its own criteria for scientificity. Finally, explanation is considered in order to prevent any confusion between it and prediction and to offer what we call tendential prediction. (shrink)

My central claim is that texts introducing and explaining critical realism focus on its ontological insights, and even though issues of judgemental rationality and theory choice are central to research these often become peripheral and/or are not stated in the way Bhaskar presented them. This claim is defended by comparing Bhaskar's statements and arguments about theory choice to texts introducing critical realism and its potential research implications. The method of rational theory choice and the key criterion for it are presented: (...) immanent critique combined with retroduction to determine whether a theory has greater explanatory power than its rivals, where greater explanatory power is defined as having greater epistemic credibility because it can explain more significant phenomena and has a greater ability to integrate knowledge; and multitheoretic-linguality as a prerequisite for applying the criterion of greater explanatory power. Greater explanatory power may be assigned to competing theories, metatheories and interpretations. Lastly, a more detailed example of the disparity between Bhaskar's specifications for rational theory choice and those found in a methodology text is provided. (shrink)
