The paper addresses the issue of how indemocratic societies a procedure might be formulatedto facilitate ethical judgements on modernbiotechnologies used in food production. A frameworkfor rational ethical analysis, the Ethical Matrix, isproposed. The Matrix adapts the principles describedby Beauchamp and Childress for application to medicalissues, to interest groups (e.g., producers,consumers, and the biotic environment) affected bythese technologies. The use of the Matrix isillustrated by applying it to an example of a ``novelfood,'' viz., a form of genetically modified maize.

As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00. Agricultural research and education ended 100 years of funding under the Hatch Act with a decade of unprecedented criticism of goals and outcomes. This paper examines the way that planners can accommodate some of these criticisms within a framework for understanding the ethical and social goals of agriculture that is consistent with traditional practice. The paper goes on to state that some criticisms are so fundamental that they cannot be readily incorporated into this framework. This paper explores the usefulness of the 'ethical matrix', proposed by Ben Mepham, as a tool in technology assessment, specifically in food ethics. We consider what the matrix is, how it might be useful as a tool in ethical decision-making, and what drawbacks might be associated with it. We suggest that it is helpful for fact-finding in ethical debates relating to food ethics; but that it is much less helpful in terms of weighing the different ethical problems that it uncovers. (...) Despite this drawback, we maintain that, with some modifications, the ethical matrix can be a useful tool in debates in food ethics. We argue that useful modifications might be to include future generations amongst the stakeholders in the matrix, and to substitute the principle of solidarity for the principle of justice. (shrink)

The Ethical Matrix was developed to help decision-makers explore the ethical issues raised by agri-food biotechnologies. Over the decade since its inception the Ethical Matrix has been used by a number of organizations and the philosophical basis of the framework has been discussed and analyzed extensively. The role of tools such as the Ethical Matrix in public policy decision-making has received increasing attention. In order to further develop the methodological aspects of the Ethical Matrix method, work was carried out to (...) study the potential role of the Ethical Matrix as a decision support framework. When considering which frameworks to apply when analyzing the ethical dimensions of the application of agri-food biotechnologies, it is important to clarify the substantive nature of any prospective framework. In order to further investigate this issue, reflections on the neologism “ethical soundness” of an ethical framework are presented here. This concept is introduced in order to provide more structured evaluations of a range of ethical tools, including ethical frameworks such as the Ethical Matrix. As well as examining the philosophical dimensions of the method, theoretical analysis and literature studies were combined with stakeholder engagement exercises and consultations in order to review the Ethical Matrix from a user perspective. This work resulted in the development of an Ethical Matrix Manual, which is intended to act as a guide for potential user groups. (shrink)

The Norwegian National Committee for Research Ethics inScience and Technology (NENT), collaborating with The NorwegianFisherman''s Association and The Research Council of Norway,started in 1999 a project aiming at an ethical assessment of Norwegian fisheries for the year 2020. The project was to preparethe ground for ethical debate in and of the fishery sector inview of pending important decisions on long term strategies. Thispaper has its focus on the method used for achieving these aims,rather than the substantive results concerning the fisheries. (...) Amethod was developed for this purpose, called the ethicalscenario process. This included the construction of scenarios forthe future of Norwegian fisheries, using an ethical matrix for evaluating strategies, and organizing a ``value workshop'''' whereparticipants from different stakeholder groups came together todo ethical evaluations. The positive achievements and theshortcomings of this method are discussed in this paper. The useof an ethical matrix was meant to combine a participatory approachwith insights from theoretical ethics. The project revealedinherent tensions between these two objectives. Possible ways ofdealing with this tension are indicated, but in general a goodgrasp of the socio-political context might be the best guardianagainst the possible pitfalls involved in such an approach. The U.S. agricultural research establishment has been severely criticized by biological and physical scientists, humanists, and various activist groups. The scientists have criticized concentration on short-run problems to the neglect of basic hard science research. The humanists have criticized agricultural researchers for failing to give adequate attention to such basic values as equity, the value of family farms, environmental values, etc.Closely related to the humanists' criticisms are those of activists who have railed against (1) an alleged alliance between big agribusinesses, (...) the agricultural research establishment, and large farmers, (2) multinational corporations, (3) alleged premature development of labor-saving technology in order to dispossess small farmers and eliminate jobs for farm laborers, and (4) the creation of technology unduly emphasizing fertilizers, pesticides, and fuels derived from exhaustible fossil energy. These activists' criticisms have been offset, in part, by activists who support the status quo.This paper demonstrates that logical positivism mitigates against the objective research of intrinsic (as opposed to exchange) values needed to satisfy such criticisms. Attention is given to the advantages of placing greater reliance on pragmatism and various forms of normativism. These philosophies have distinct advantages as guides for structuring and understanding the problem-solving and issue-oriented research that the land-grant colleges of agriculture are uniquely qualified to conduct. Such practical problems and issues will be numerous as we expand land use 50 to 100 million acres, double yields, and intensify land use in the next 50 years. (shrink)

Most debate about the ethical implications of modern biotechnology has centred around medical issues, but public concerns over the impact of agricultural biotechnologies have gathered momentum. This volume, resulting from the 55th University of Nottingham Easter School in Agricultural and Food Science, provides a survey of this new field of enquiry. The book will be of interest to a wide readership, including applied philosophers, sociologists, economists and ecologists, as well as biotechnologists and agricultural and food scientists.

Weed science, like most sciences, has distanced itself from social and ethical discourse in theory and practice. This symposium illustrates my point. The 38th meeting of our society is the first time there has been a formal discussion of the ethical aspects of our work. Weed science, we often believe, is value free, as science ought to be. But neither basic nor applied weed science is value free; they are value laden. Operative values include meeting basic human needs through improved (...) food production, promoting the common good through abundant food, improving people's lives through efficient production of safe food, achieving agricultural sustainability, and increasing efficient food and fiber production and farmer profit. Truth pursued via the scientific method is valued and respected, as is belief in the goodness of scientific and technological progress. Most of these values rest on an ethical foundation known as utilitarianism. Most weed scientists and their colleagues in agricultural sciences are utilitarian in that they believe their work should be useful to humans and should promote the greatest good for the greatest number of people. What weed scientists believe and stand for and the validity of the ethical foundation of their utilitarian convictions ought to be central subjects of the weed scientist's research and teaching. Ethical reflection does not necessarily imply criticism or a need for reform, but it does demand intellectual clarity and an ability to affirm who we are, what we do, and what we value. Weed scientists should engage in an exchange about the ideas that are the end result of their experiences and discuss the experiences that give shape, substance, and depth to those ideas. In the absence of internal ethical reflection and value clarification, external distortions-including public criticism-will define the moral universe weed scientists must work in. Without embarrassment, weed scientists have to learn to ask about the ethical foundation of their science. (shrink)
