Among ethicists and engineers within robotics there is an ongoing discussion as to whether ethical robots are possible or even desirable. We answer both of these questions in the positive, based on an extensive literature study of existing arguments. Our contribution consists in bringing together and reinterpreting pieces of information from a variety of sources. One of the conclusions drawn is that artifactual morality must come in degrees and depend on the level of agency, autonomy and intelligence of the machine. (...) Moral concerns for agents such as intelligent search machines are relatively simple, while highly intelligent and autonomous artifacts with significant impact and complex modes of agency must be equipped with more advanced ethical capabilities. Systems like cognitive robots are being developed that are expected to become part of our everyday lives in future decades. Thus, it is necessary to ensure that their behaviour is adequate. In an analogy with artificial intelligence, which is the ability of a machine to perform activities that would require intelligence in humans, artificial morality is considered to be the ability of a machine to perform activities that would require morality in humans. The capacity for artificial (artifactual) morality, such as artifactual agency, artifactual responsibility, artificial intentions, artificial (synthetic) emotions, etc., come in varying degrees and depend on the type of agent. As an illustration, we address the assurance of safety in modern High Reliability Organizations through responsibility distribution. In the same way that the concept of agency is generalized in the case of artificial agents, the concept of moral agency, including responsibility, is generalized too. We propose to look at artificial moral agents as having functional responsibilities within a network of distributed responsibilities in a socio-technological system. This does not take away the responsibilities of the other stakeholders in the system, but facilitates an understanding and regulation of such networks. It should be pointed out that the process of development must assume an evolutionary form with a number of iterations because the emergent properties of artifacts must be tested in real world situations with agents of increasing intelligence and moral competence. We see this paper as a contribution to the macro-level Requirement Engineering through discussion and analysis of general requirements for design of ethical robots. (shrink)

I discuss the realizability and the ethical ramifications of Machine Ethics, from a number of different perspectives: I label these the anthropocentric, infocentric, biocentric and ecocentric perspectives. Each of these approaches takes a characteristic view of the position of humanity relative to other aspects of the designed and the natural worlds—or relative to the possibilities of ‘extra-human’ extensions to the ethical community. In the course of the discussion, a number of key issues emerge concerning the relation between technology and ethics, (...) and the nature of what it is to have moral status. Some radical challenges to certain technological presuppositions and ramifications of the infocentric approach will be discussed. Notwithstanding the obvious tensions between the infocentric perspective on one side and the biocentric and ecocentric perspectives on the other, we will see that there are also striking parallels in the way that each of these three approaches generates challenges to an anthropocentric ethical hegemony, and possible scope for some degree of convergence. The prospective robots in healthcare intended to be included within the conclave of the nurse-patient relationship—what I refer to as care robots—require rigorous ethical reflection to ensure their design and introduction do not impede the promotion of values and the dignity of patients at such a vulnerable and sensitive time in their lives. The ethical evaluation of care robots requires insight into the values at stake in the healthcare tradition. What’s more, given the stage of their development and lack of (...) standards provided by the International Organization for Standardization to guide their development, ethics ought to be included into the design process of such robots. The manner in which this may be accomplished, as presented here, uses the blueprint of the Value-sensitive design approach as a means for creating a framework tailored to care contexts. Using care values as the foundational values to be integrated into a technology and using the elements in care, from the care ethics perspective, as the normative criteria, the resulting approach may be referred to as care centered value-sensitive design. The framework proposed here allows for the ethical evaluation of care robots both retrospectively and prospectively. By evaluating care robots in this way, we may ultimately ask what kind of care we, as a society, want to provide in the future. (shrink)

The growing field of machine morality has becoming increasingly concerned with how to develop artificial moral agents. However, there is little consensus on what constitutes an ideal moral agent let alone an artificial one. Leveraging a recent account of heroism in humans, the aim of this paper is to provide a prospective framework for conceptualizing, and in turn designing ideal artificial moral agents, namely those that would be considered heroic robots. First, an overview of what it means to be an (...) artificial moral agent is provided. Then, an overview of a recent account of heroism that seeks to define the construct as the dynamic and interactive integration of character strengths and situational constraints that afford the opportunity for moral behavior . With this as a foundation, a discussion is provided for what it might mean for a robot to be an ideal moral agent by proposing a dynamic and interactive connectionist model of robotic heroism. Given the limited accounts of robots engaging in moral behavior, a case for extending robotic moral capacities beyond just being a moral agent to the level of heroism is supported by drawing from exemplar situations where robots demonstrate heroism in popular film and fiction. Although applications are being developed and have reached the market, nanopharmacy to date is generally still conceived as an emerging technology. Its concept is ill-defined. Nanopharmacy can also be construed as a converging technology, which combines features of multiple technologies, ranging from nanotechnology to medicine and ICT. It is still debated whether its features give rise to new ethical issues or that issues associated with nanopharma are merely an extension of existing issues in the underlying fields. We argue here that, (...) regardless of the alleged newness of the ethical issues involved, developments occasioned by technological advances affect the roles played by stakeholders in the field of nanopharmacy to such an extent that this calls for a different approach to responsible innovation in this field. Specific features associated with nanopharmacy itself and features introduced to the associated converging technologies- bring about a shift in the roles of stakeholders that call for a different approach to responsibility. We suggest that Value Sensitive Design is a suitable framework to involve stakeholders in addressing moral issues responsibly at an early stage of development of new nanopharmaceuticals. (shrink)

Humans will not always be the most intelligent agents on Earth, the ones steering the future. What will happen to us when we no longer play that role, and how can we prepare for this transition?

While there are many issues to be raised in using lethal autonomous robotic weapons (beyond those of remotely operated drones), we argue that the most important question is: should the decision to take a human life be relinquished to a machine? This question is often overlooked in favor of technical questions of sensor capability, operational questions of chain of command, or legal questions of sovereign borders. We further argue that the answer must be ?no? and offer several reasons for banning (...) autonomous robots. (1) Such a robot treats a human as an object, instead of as a person with inherent dignity. (2) A machine can only mimic moral actions, it cannot be moral. (3) A machine run by a program has no human emotions, no feelings about the seriousness of killing a human. (4) Using such a robot would be a violation of military honor. We therefore conclude that the use of an autonomous robot in lethal operations should be banned. (shrink)

This article discusses mechanisms and principles for assignment of moral responsibility to intelligent robots, with special focus on military robots. We introduce the concept autonomous power as a new concept, and use it to identify the type of robots that call for moral considerations. It is furthermore argued that autonomous power, and in particular the ability to learn, is decisive for assignment of moral responsibility to robots. As technological development will lead to robots with increasing autonomous power, we should be (...) prepared for a future when people blame robots for their actions. It is important to, already today, investigate the mechanisms that control human behavior in this respect. The results may be used when designing future military robots, to control unwanted tendencies to assign responsibility to the robots. Independent of the responsibility issue, the moral quality of robots’ behavior should be seen as one of many performance measures by which we evaluate robots. How to design ethics based control systems should be carefully investigated already now. From a consequentialist view, it would indeed be highly immoral to develop robots capable of performing acts involving life and death, without including some kind of moral framework. (shrink)

The Accreditation Board of Engineering and Technology (ABET) has declared that to achieve accredited status, “engineering programs must demonstrate that their graduates have an understanding of professional and ethical responsibility.” Many engineering professors struggle to integrate this required ethics instruction in technical classes and projects because of the lack of a formalized ethics-in-design approach. However, one methodology developed in human-computer interaction research, the Value-Sensitive Design approach, can serve as an engineering education tool which bridges the gap between design and ethics (...) for many engineering disciplines. The three major components of Value-Sensitive Design, conceptual, technical, and empirical, exemplified through a case study which focuses on the development of a command and control supervisory interface for a military cruise missile. In modern technical societies computers interact with human beings in ways that can affect moral rights and obligations. This has given rise to the question whether computers can act as autonomous moral agents. The answer to this question depends on many explicit and implicit definitions that touch on different philosophical areas such as anthropology and metaphysics. The approach chosen in this paper centres on the concept of information. Information is a multi-facetted notion which is hard to define comprehensively. However, the (...) frequently used definition of information as data endowed with meaning can promote our understanding. It is argued that information in this sense is a necessary condition of cognitivist ethics. This is the basis for analysing computers and information processors regarding their status as possible moral agents. Computers have several characteristics that are desirable for moral agents. However, computers in their current form are unable to capture the meaning of information and therefore fail to reflect morality in anything but a most basic sense of the term. This shortcoming is discussed using the example of the Moral Turing Test. The paper ends with a consideration of which conditions computers would have to fulfil in order to be able to use information in such a way as to render them capable of acting morally and reflecting ethically. This paper discusses means for promoting artificial intelligence that is designed to be safe and beneficial for society. The promotion of beneficial AI is a social challenge because it seeks to motivate AI developers to choose beneficial AI designs. Currently, the AI field is focused mainly on building AIs that are more capable, with little regard to social impacts. Two types of measures are available for encouraging the AI field to shift more toward building beneficial AI. Extrinsic measures impose constraints (...) or incentives on AI researchers to induce them to pursue beneficial AI even if they do not want to. Intrinsic measures encourage AI researchers to want to pursue beneficial AI. Prior research focuses on extrinsic measures, but intrinsic measures are at least as important. Indeed, intrinsic factors can determine the success of extrinsic measures. Efforts to promote beneficial AI must consider intrinsic factors by studying the social psychology of AI research communities. (shrink)

Resulting from a three-year research project entitled i design and funded by the Engineering and Physical Sciences Research Council, the ideas in this study reflect the need to overcome the complexities of designing objects and systems that are socially inclusive.

Two theses are proposed; regarding the future evolution of the value systems of advanced AGI systems. The Value Learning Thesis is a semi-formalized version of the idea that; if an AGI system is taught human values in an interactive and experiential way as its intelligence increases toward human level; it will likely adopt these human values in a genuine way. The Value Evolution Thesis is a semi-formalized version of the idea that if an AGI system begins with human-like values; and (...) then iteratively modifies itself; it will end up in roughly the same future states as a population of human beings engaged with progressively increasing their own intelligence. Taken together; these theses suggest a worldview in which raising young AGIs to have human-like values is a sensible thing to do; and likely to produce a future that is generally desirable in a human sense. While these two theses are far from definitively proven; I argue that they are more solid and more relevant to the actual future of AGI than Bostrom’s “Instrumental Convergence Thesis” and “Orthogonality Thesis” which are core to the basis of his argument for fearing ongoing AGI development and placing AGI R&D under strict governmental control.
