This book outlines a major new theory of natural laws. The book begins with the question of whether there are any genuinely law-like phenomena in nature. The discussion addresses questions currently being debated by metaphysicians such as whether the laws of nature are necessary or contingent and whether a property can be identified independently of its causal role.

Among the most important questions in the metaphysics of science are "What are the natures of fundamental laws and chances?" and "What grounds the direction of time?" My aim in this paper is to examine some connections between these questions, discuss two approaches to answering them and argue in favor of one. Along the way I will raise and comment on a number of issues concerning the relationship between physics and metaphysics and consequences for the subject matter and methodology of (...) metaphysics. John Carroll undertakes a careful philosophical examination of laws of nature, causation, and other related topics. He argues that laws of nature are not susceptible to the sort of philosophical treatment preferred by empiricists. Indeed he shows that emperically pure matters of fact need not even determine what the laws are. Similar, even stronger, conclusions are drawn about causation. Replacing the traditional view of laws and causation requiring some kind of foundational legitimacy, the author argues that these phenomena are inextricably (...) intertwined with everything else. This distinctively clear and detailed discussion of what it is to be a law will be valuable to a broad swathe of philosophers in metaphysics, the philosophy of mind, and the philosophy of science. Recently several thought experiments have been developed (by John Carroll amongst others) which have been alleged to refute the Ramsey-Lewis view of laws of nature. The paper aims to show that two such thought experiments fail to establish that the Ramsey-Lewis view is false, since they presuppose a conception of laws of nature that is radically at odds with the Humean conception of laws embodied by the Ramsey-Lewis view. In particular, the thought experiments presuppose that laws of nature govern the (...) behavior of objects. The paper argues that the claim that laws govern should not be regarded as a conceptual truth, and shows how the governing conception of laws manifests itself in the thought experiments. Hence the thought experiments do not constitute genuine counter-examples to the Ramsey-Lewis view. since the Humean is free to reject the conception of laws which the thought experiments presuppose. This book presents a radical new picture of natural order. The Newtonian idea of a cosmos ruled by universal and exceptionless laws has been superseded; replaced by a conception of nature as a realm of diverse powers, potencies, and dispositions, a 'dappled world'. There is order in nature, but it is more local, diverse, piecemeal, open, and emergent than Newton imagined. In each chapter expert authors expound the historical context of the idea of laws of nature, and explore the diverse (...) sorts of order actually presupposed by work in physics, biology, and the social sciences. They consider how human freedom might be understood, and explore how Newton's idea of a 'universal designer' might be revised, in this new context. They argue that there is not one unified totalizing program of science, aiming at the completion of one closed causal system. We live in an ordered universe, but we need to rethink the classical idea of the 'laws of nature' in a more dynamic and creatively diverse way. (shrink)

This chapter explores some issues having to do with the structure of the evidential reasoning we use to infer causal and lawful claims. It is argued that such reasoning always makes use of prior, causally, or nomologically committed information, thus undercutting various views that attempt to reduce causal and lawful claims to claims about regularities. A non-reductive account of laws and causes built around the notion of invariance is advanced as an alternative.

Those who think of some aspects of the world as "physically necessary" usually think of this kind of necessity as being confined to the general law of nature, initial conditions being "contingent." Tachyon theory and general relativity provide independent but related reasons for thinking that some initial states are, however, "impossible." And statistical mechanics seems to lead us to conclude that some initial conditions are, if not impossible, "highly improbable." We are then, led from these aspects of physics to wonder (...) if initial conditions are always "freely specifiable" and in the domain of physical contingency. (shrink)
