It is in the position where one stands that the world reveals itself. All of humanity exists within the species' taxonomy, yet each individual creates a unique set of experiences within their kind. Some forces are beyond our control, but our views, impressions, beliefs, and sense of reality are shaped by perspectives that belong solely to us as individuals. Friedrich Nietzsche's2 Beyond Good and Evil (Nietzsche, 2020) is a masterpiece of iconoclastic thought, expanding philosophy's broad wings to examine its individual (...) components closely. Similarly, The Little Prince (Saint-Exupéry, 1943) by Antoine de Saint-Exupéry3 presents a story of iconoclasm from a different angle. This paper will argue that while Nietzsche dismantles the values and paradigms of his own time, his observations come from the same viewpoint as those he criticizes. This viewpoint, known as ‘the frog perspective,’ is a concept Nietzsche adopts from contemporary painters of his time (Nietzsche, 2020, p. 10) in his critique of philosophers' prejudices. This low-lying perspective can be attributed to a fixed point in place and time, leading to a narrow scope of understanding. In contrast, Saint-Exupéry’s multi-dynamic perspective illustrates a cosmic journey from naivete to knowledge and its subsequent rebirth. I will also explore Nietzsche’s systematic ‘will to change,’ serving as an agent of doubt, alongside Saint-Exupéry’s ‘will to dream,’ which reveals truth through subconscious revelation. It is now generally recognized that Earth is at risk of a devastating collision with an asteroid or a comet. Impressive strides in our understanding of this threat have been made in recent decades, and various efforts to deal with it have been undertaken. However, the pace of government action hasn’t kept up with the advance of our knowledge. Despite the daunting dimensions of planetary defense, one intrepid NGO has stepped up to the plate: The B612 Foundation has embarked on (...) a half-billion-dollar project, called Sentinel, to map the estimated one million near-Earth objects that could wipe out a city or even end civilization. This article offers an explanation of how it came to be that private citizens have assumed what is arguably government’s primary mandate to "provide for the common defence." It then examines some of the practical – or, if you will, ethical – risks that may be attendant on such a shift of responsibility. Finally, a new policy emphasis is proposed. (shrink)

Current planetary defense policy prioritizes a probability assessment of risk of Earth impact by an asteroid or a comet in the planning of detection and mitigation strategies and in setting the levels of urgency and budgeting to operationalize them. The result has been a focus on asteroids of Tunguska size, which could destroy a city or a region, since this is the most likely sort of object we would need to defend against. However a complete risk assessment would consider (...) not only the probability of an impact but also the magnitude of its consequences, which in the case of an object of Chicxulub size could be the end of civilization or even human extinction. This paper argues that a planetary defense policy based on a complete (or one could say genuine) risk assessment would justify expenditures much higher than at present. (shrink)

Like asteroids, hundred-year floods and pandemic disease, thermonuclear war is a low-frequency, high-impact threat. In the long run, catastrophe is inevitable if nothing is done − yet each successive government and generation may fail to address it. Drawing on risk perception research, this paper argues that psychological biases cause the threat of nuclear war to receive less attention than it deserves. Nuclear deterrence is, moreover, a ‘front-loaded good’: its benefits accrue disproportionately to proximate generations, whereas much of the expected (...) cost will be borne in the distant future. Recent surveys indicate that the US and Russian publics assign a surprisingly high likelihood to nuclear war. Nevertheless, earlier research suggests that it is probably not believed to be just around the corner. This, along with the absence of easy solutions, encourages governments and publics to give priority to more pressing concerns. The danger is that the pattern will continue clear up to the point that nuclear war arrives. (shrink)

The main claim of this chapter is that planetary defense against asteroids cannot be implemented under a decentralized model of democratic global governance, as espoused elsewhere in this book. All relevant indices point to the necessity of establishing a centralized global political authority with legitimate coercive powers. It remains to be seen, however, whether such a political system can be in any recognizable sense democratic. It seems unconvincing that planetary-wide physical-threat, all-comprehensive macrosecuritization, coupled with deep transformations of international law, (...) global centralization of core decision-making powers, de-stigmatization of nuclear weapons and the like can proceed, succeed, and be implemented in a non-hierarchical international system where planetary defense constitutes only one regime among many, and where states basically remain the decisive actors. Although rationally and scientifically robust, the project suffers from oversimplification, as well as naivety with respect to how both international and domestic politics works. Among other topics, this chapter discusses problems associated with the rule of law and constituent powers, political representation and sources of legitimacy, conditions of multilevel collective action, or limits of theoretical idealization. This article had its beginning with Einstein's 1919 paper "Do gravitational fields play an essential role in the structure of elementary particles?" Together with General Relativity's statement that gravity is not a pull but is a push caused by the curvature of space-time, a hypothesis for Earth's ocean tides was developed that does not solely depend on the Sun and Moon as Kepler and Newton believed. It also borrows from Galileo. The breakup of planets and asteroids by white dwarfs, (...) neutron stars or black holes is popularly ascribed by today's science to tidal forces (gravitation emanating from the stellar body and having a greater effect on the near side of a planet/asteroid than the farthest side). Remembering Einstein's 1919 paper, it was apparent that my revised idea of tidal forces improves on current accounts because it views matter and mass as unified with space-time whose curvature is gravitation. Unification is a necessity for modern science's developing view of one united and entangled universe – expressed in the Unified Field Theory, the Theory of Everything, String theory and Loop Quantum Gravity. The writing of this article was also assisted by visualizing the gravitational fields forming space-time being themselves formed by a multitude of weak and presently undetectable gravitational waves. The final part of this article concludes that the section BITS AND TOPOLOGY will lead to the conclusions in ETERNAL LIFE, WORLD PEACE AND PHYSICS' UNIFICATION. The final part also compares cosmology to biological enzymes and biology's substrate of reacting "chemicals" - using virtual particles, hidden variables, gravitation, electromagnetism, electronics’ binary digits, plus topology’s Mobius strip and figure-8 Klein bottle. The product is mass - enzyme, substrate and product are all considered mathematical in nature. Also, gravitation and electromagnetism are united using logic and topology – showing there’s no need in this article for things like mathematical formalism, field equations or tensor calculus. This is a quickly produced book that is an easy read on a plane. It will not give you any kind of depth on any of the issues and there are no refs to enable you to check anything. He covers asteroids, WMD´s, greenhouse effect, ice ages, volcanos, plagues, insects, bioengineering, cyberterror and, presciently, tsunamis. He does not mention overpopulation, supernovas or the Doomsday Hypothesis (the seemingly absurd but quite serious idea that on general grounds alone it is likely (...) we have lived half our total span as a species). His chapter on volcanos does not mention that Yellowstone Park in the USA is the worlds biggest caldera. To his credit he does take the greenhouse effect seriously and he was writing at least 13 years ago. Abstract -- Most research reviews are concerned with empirical findings. This one takes astrological concepts and principles, the ideas on which astrology is based, and submits them to critical evaluation. It covers recent shifts in astrological ideas, how astrologers avoid dealing with criticism, and the problems associated with (in turn) the fundamental assumptions of astrology, the origins of astrological ideas, modern psychological astrology, astrological world views, astrological symbolism, non-falsifiability, and magical influences. To be plausible astrology needs sound ideas with sound (...) origins, and sound methods for verifying those ideas. But none of the possible origins of astrological ideas (revelation, paranormal, analogy, observation, theory) are plausible. Astrologers can explain away wrong chart interpretations by blaming the symbolism, inadvertently left out factors (such as an asteroid) method, data, the astrologer or the client. They can also dismiss the interpretation as misguided (it used to be visible events, now it is invisible inner meaning). So astrologers could never know if astrology was wrong or which of their explanatory theories could actually apply. Central ideas such as "as above so below" and "inter-connectedness" and the "whole chart" are too poorly developed to amount to anything useful. There is little agreement on many basic issues and on how to resolve differences among astrological techniques and ideas. Astrological symbolism is unsystematic and based on metaphors, analogies, verbal associations, word play, and mythology, which are developed in different ways by different astrologers with no clear way of evaluating them. The philosophies and worldviews associated with astrology are underdeveloped or poorly described. Consequently astrology does not have the resources to put its house in order. Astrology seems quite unlikely to deliver anything beyond what non-astrological factors (eg cognitive and perceptual biases) can account for. Existential risks threaten the future of humanity, but they are difficult to measure. However, to communicate, prioritize and mitigate such risks it is important to estimate their relative significance. Risk probabilities are typically used, but for existential risks they are problematic due to ambiguity, and because quantitative probabilities do not represent some aspects of these risks. Thus, a standardized and easily comprehensible instrument is called for, to communicate dangers from various global catastrophic and existential risks. In this article, inspired by (...) the Torino scale of asteroid danger, we suggest a color coded scale to communicate the magnitude of global catastrophic and existential risks. The scale is based on the probability intervals of risks in the next century if they are available. The risks’ estimations could be adjusted based on their severities and other factors. The scale covers not only existential risks, but smaller size global catastrophic risks. It consists of six color levels, which correspond to previously suggested levels of prevention activity. We estimate artificial intelligence risks as “red”, while “orange” risks include nanotechnology, synthetic biology, full scale nuclear war and a large global agricultural shortfall (caused by regional nuclear war, coincident extreme weather, etc.) The risks of natural pandemic, supervolcanic eruption and global warming are marked as “yellow” and the danger from asteroids is “green”. -/- Keywords: global catastrophic risks; existential risks; Torino scale; policy; risk probability . In this article, I present a view on the future of nuclear war which takes into account the expected technological progress as well as global political changes. There are three main directions in which technological progress in nuclear weapons may happen: a) Many gigaton scale weapons. b) Cheaper nuclear bombs which are based on the use of the reactor-grade plutonium, laser isotope separation or are hypothetical pure fusion weapons. Also, advanced nanotechnology will provide the ability to quickly build large nuclear (...) arsenals and AI could be used in designing, manufacturing and nuclear strategy planning. c) Specialized nukes like nuclear-powered space lasers, hafnium bombs and nuclear-powered space ships as kinetic weapons. Meanwhile, the nuclear war strategy also has changed as the bipolar world has ended and as new types of weapons are becoming available. The first strategy change is that Doomsday weapons for blackmail will become attractive for weaker countries which can’t use ICBM to penetrate the anti-missile defense of the enemies. Secondly, the cheaper nukes will become available to smaller actors, who may be involved in “worldwide guerilla”. Cheaper nukes and a larger number of actors also encourage nuclear terrorism and anonymous or false-flag warfare. This will result in the normalization of the use of nuclear weapons in war and growing nuclear arsenals, now distributed between many countries. The third change of the strategy is the use of nukes not against primary military targets but on other objects, which could increase their effects: nuclear power plants, supervolcanos, EMP, tsunamis, taiga fires for global cooling, and even more hypothetical things like asteroid deflection to Earth. All these unconventional means and strategies of nuclear war could become available somewhere in the 21st century and may cause or contribute to the civilizational collapse and even human extinction.
