The object of study is the phenomenon of the European integration of the Republic of Moldova. The subject of this study are the measures taken by the political elites of Moldova on their country’s integration into the European Union and membership in the organization. Статья посвящена исследованию теоретико-прикладных аспектов безопасности человеческого развития. Рассмотрены современные методологические решения международных организаций в сфере измерения состояния человеческого развития. Освещены национальные методики и особенности измерения состояния человеческого развития в странах. Исследованы имеющиеся глобальные проблемы и разработаны направления оптимизации обеспечения безопасности человеческого развития.

Прояснення питання про можливість представлення системи художніх образів візуального мистецтва як особливого роду мови, а також про найбільш адекватні методи вивчення такої системи є вельми актуальним завданням для сучасної гуманітарної науки. Аналіз цієї проблематики показує, що композицію кожного зразка образотворчого мистецтва не потрібно розглядати як «висловлювання» в прямому сенсі цього слова, так само як і взагалі говорити про «візуальному мову мистецтва» у тому ж сенсі, в якому ми говоримо про мову природну. Бути знаком – означає бути репрезентацією чого-небудь, але не (...) всяка репрезентація є знаком у його спеціальному лінгвістичному розумінні. У втілених у межах візуального мистецтва образів часто бракує атрибутів лінгвістичного знака. Але якщо ми широко трактуємо поняття знака та мови, то герменевтика й структурно-семіотичний аналіз виявляють практично невичерпні інтерпретативні можливості, перетворюючи фактично всю зовнішню форму нашого соціокультурного існування на певну форму «тексту». Такий «маневр», у свою чергу, трансформує інтерпретації та аналіз знаково-символічних систем у різновид культурологічних досліджень, а також у певних випадках дозволяє їм служити теоретичною основою для соціальної критики в її творчій та політичній формах. The article discusses current issues essence of judicial policy and its role in modern political process on the material prosecutions of former Italian Prime Minister Silvio Berlusconi. Berlusconi revealed character of the struggle against the so-called «dictatorship of leftist judges» in Italy. Draws attention to the connection between the trials against Berlusconi’s political opponents and attempts to weaken its position and remove from all political activity, as well as unsuccessful attempts led by Berlusconi’s political forces to use legal mechanisms and (...) public outcry for protection from prosecution. The term «judicial policy» is commonly used by lawyers in a purely legal context, but we can not ignore its political meaning. In the seminal book by A. Barak «Judicial discretion» judicial politics is seen as «a set of factors that guide the judiciary when she makes the choice of the options that gives it the right». A key figure in the field of judicial politics serving judge has the authority to review the relevant legal disputes in a certain kind of justice, development and production of judicial policy on the application of regulations generalization of judicial practice and the creation of legal positions and so on. Prosecution Silvio Berlusconi give reason to consider judicial policy of Italy as an example, which confirms the high level of integrity of the judiciary in the political process. Politics judiciary, implemented including through judicial policies are not free from the influence of ideological factors, factors of political competition and more. The use of the judiciary as a tool of political influence in these conditions becomes an important factor in the creation of additional benefits to certain political forces in the fight against opponents that undermines democratic political system. The author analyses the role and meaning of the Mamluk Egypt as the center of Arab-Muslim culture of 13-14th centuries. The factors leading Egypt to become the significant cultural center are studied. It is stressed, that in the 13-14th centuries Egyptian culture reached its climax due to historical conditions and Mamluks patronage, who managed to make this state the center of Arab-Muslim culture. The urgent problem of modern international relations – complex peacekeeping collective actions in conflct management and prevention including the proliferation of the conflcts and reduction of their negative impact on the separate countries and regions – are examined. The essence of the types and kinds of peacekeeping operations is examined. Taking into account that in the modern world there are many long-term and unresolved conflcts and of course they affect both international relations and the situation in the separate countries and (...) regions, it is important to examine the value and the effectiveness of peacekeeping operations in modern international relations. The article is aimed to examine the peacekeeping operations in modern international relations. The author considers it appropriate to reveal the essence of peacemaking, types and kinds of peacekeeping operations as well as to examine the history of their conduct and to analyze current international peacekeeping operations to summarize their rating. The essence of classic peacekeeping operations and of the operations conducted under the auspices of international organizations and separate countries is characterized. International relations and peacekeeping activities in overcoming of the most dangerous conflcts in Libya and Syria are under consideration. It is proved that during the recent decades a number of comprehensive peace operations have been conducted, even with the use of the military component. Peacemaking is always a complex process that is associated with the preparation of making an important decision. The use of force or coercion to peace is not a guarantee of freezing of the armed confrontation and human deaths. Vice versa, one can see on the example of Libya that fistly there was no unity according to the beginning of the military operation among the member countries of NATO. Second, there is still an armed confrontation in Libya now continues to armed confrontation. Thirdly, the consequence of the destabilization in the country was an illegal migration to the European Union. The last can affect a crisis in European countries. According to it, one can argue that there are no effective standards worked out by the international community to settle armed conflcts for now. All this proves a controversial importance of peacekeeping operations in modern international relations because on one hand they help to create the safer world, on the other hand they resulted in provoking further problems and conflcts. Baudrillard is related to the virtual-online culture of the information society, because a person uses substitutes, copies of things, and not their originals. Setting objectives. This problem is caused by the fact that today the personality is formed in an artificially created virtual world that distorts the personality and forms its (...) torn and inappropriate image. This type of society as a virtual-online one needs its interpretation and analysis of a new conceptual-categorical apparatus. Analysis of recent research and publications. These are works by J. Baudrillard "Simulacra and simulations", as well as R. Simmel, R. Bart, R. Deborah, G. Bataille, G. Lacan, M. McLuhan, M. Foucault, G. Deleuzae, J. Derrida.The questions of the philosophy of postmodernism and the theory of simulacra of J. Baudrillard are considered in the works of such researchers: A. Gritsanov, N. Katsuk, A. Dyakov, N. Zinchenko, N. Mankovskaya, O. Pechenkina, O. Scalatska, V. Ferroni and others. The question of the simulacrum is considered by J. Baudrillard in a number of works: "Symbolic Exchange and Death", "Seduction", "Simulacra and Simulation", "Transparency of Evil" and others. The selection of unexplored parts of the general problem is the conceptualization of the concept of "simulacrum" and its discovery in the virtual-online information society. The basis of the research is the conceptualization of the basic patterns of simulacra and the virtual-online culture of the information society, which is a scientific novelty. Setting the objective - the usage of approaches, in particular, structural-synergistic and practical synergetic methodology that makes it possible to analyze the simulacra of postmodern as complex constuctions. Presenting main material. The analysis of formation and development of online-virtual culture of personality which uses simulacra; the definition of "simulacrum" is presented; an analysis was made of the fact that the game constituent has become a dominant component of the modern virtual world, and the game itself became a marker of the postmodern society with the performing "I"-game in the middle; the definition of "online virtual culture" is given in the context of which "I" is implemented; the network society is shown as a new type of culture of virtual reality. Present international relations are a complex of relatively particular varieties, especially political, diplomatic, economic, religious, cultural and media relations. Integration is a versatile and complex phenomenon. It is quite diffiult process which does not have defiitive typology. Integration determines patterns of development of the modern world, because it inflences the global structure, global governance. At the present, the development of integration organizations has great importance in international relations. These organizations exist in all regions. They have a great inflence on the (...) development of political, economic, social and cultural relations between states that are members of these associations. New integration structure should ensure an active human development in general. This is the main criteria and principles of the modern world, and according to this criteria, it is also an institutional functional mechanism. In particular, the process of integration is very popular in Latin America. In Latin America, there are a large number of different integration organizations. Among them are: Latin American Integration Association, Andean Community of Nations, Central American Integration System. All of these organizations inflence the development of integration processes on the continent. Latin American integration has one feature. The cooperation between states has an economic basis. The above organizations have not only economic interests, but also common political, cultural, eco and social projects. It can be argued that the process of integration in Latin America is developing rapidly and has great prospects. But there are some problems. First of all, there is no unity among the states. Different countries have different integration strategy. Also, Latin American countries do not develop uniformly. Argentina and Brazil are developing faster rate than other countries. Thus, it is obvious that the integration of Latin America has some problems. But there are many organizations that are developing and increase their potential. (shrink)

Investigated the specifi formation of the theory of «hybrid war» in modern scientifi discourse. Analyzes the political, economic, diplomatic, military and informational aspects of hybrid struggle in Ukrainian conditions. In political science there is a constant search for new scientifi theories can adequately describe and analyze the changes in the socio-political relations. One of these theories, which now has considerable heuristic potential, can be called the theory of «hybrid war», which in modern Ukrainian conditions of particular importance. Each hybrid war (...) is a multidimensional process that combines traditional forms of violence, cyberwar, terrorism, organized crime, irregular military forces, private military companies. An important part of this form of political violence is to use civilian infrastructure and information communication channels to manipulate public opinion and providing support to civilians. In the 1960s – 1970s American society has undergone substantial transformation associated with different ethnic groups struggle for self-determination and self-governance. Indigenous peoples of the United States have made every effort to self-organization, held a peaceful rally in support of their own demands across the country. Attention of the American society and international organizations provided the problem’s wide resonance. There have been significant changes in American law system that put an end to the policy of assimilation of the indigenous peoples. (...) After the World War II, despite the ambiguity of U.S. policy toward indigenous peoples, the latter managed to bring its relations with the federal government to a new level - the level of the newly formed community organizations and movements representing not a specific tribe, but indigenous community in general. Declaration of the right to self-determination and the respect for personal identity, cultural and spiritual values occured in the 1960s – 1970s, a period when the whole American society was transformed by the movements for civil rights. On the verge of 1960s – 1970s principles of American Indian policy were formulated as «self-determination without termination». It changed the attitude of the authorities towards Aboriginal peoples. It has been adopted by a number of legal acts, especially «Indian Civil Rights Act» that provided the legal embodiment of a set of rights and freedoms to the American Indians. American Indians’ self-determination and self-governance is a promising topic for further research based on the need for regulation of the legal status of the Crimean Tatars in Ukraine. (shrink)

Forms of institutionalizing of the political opposition, which exist today in the European Union and transition democracies, are reviewed and analyzed in detail in the article. Consequences of a particular model of institutionalizing are studied. During the study, European states with different types of political systems and forms of government were considered. Both formal and informal mechanisms of functionalizing of the political opposition were studied on concrete examples. The research is concentrated on two major topics or issues. On the one (...) hand, it makes the case for distinguishing different sets of constitutional devices designed to facilitate and channel legitimate political opposition to the government. On the other hand, a brief portrait of what is being considered to represent the key models of institutionalizing political opposition at the constitutional level should be suggested. For each of these models a “prototype” may be found among the consolidated liberal democracies. The aim pursued in this research is rather to sketch out the specific institutional parameters and the overarching constitutional doctrine of each model. Then they will be evaluated in terms of the respective constitutional practice. The conclusions drawn on the basis of advanced democracies give a chance for constitution-makers and legislators in post-soviet and post-authoritarian regimes to fix errors and to consider a rewarding experience. As a part of my research, I am supposed to examine why some of the existing models work properly or do not have such outcomes in other countries and why Ukraine can not just make use of patterns which can be found in the advanced practice of the political opposition. In the research author tries to identify the connections between the chosen model of the institutionalized political opposition and the consequences for the development of political systems, aggregation of interests, which is believed to be one of the key functions, for political opposition. Electoral rules and outcomes of elections should also be studied in detail. It is essential for finding an optimal way of institutionalizing of political opposition in Ukraine in particular. (shrink)
