The category «state of nature» is analyzed as one of the basic in foreign and Ukrainian political thought. It is noted that complex research of this category as the goal of this paper may be achieved by formation the system of categories. In addition to the category «state of nature» there are such categories as «natural law», «natural human rights», «social contract». Natural law is scrutinized as one of the fist categories which was applied to analyze a state of nature (...) in Antiquity. It is made up a conclusion that the idea of state of nature was related to natural law concept development. Besides, correlation between natural and positive law is studied. It is noted that this correlation is optimal in the theory of constitutional state, where a state guarantees human rights which are based in human nature and are as essential part of a state of nature. In the paper it is stressed that political philosophers, who represent different scientifi schools in political thought history, consider a state of nature as initial stage regarding human being in the framework of state. At that, existence of natural law and human rights as natural phenomena is described as ultimate cause of consideration of a state of nature as primary as compared to a state. It is depicted the tendency in political theories of certain of the philosophers, for example J. Locke, to portray a state of nature as «golden age» of the human race. It is placed high emphasis on the idea of dependence of interpretation of the category «state of nature» by different political thinkers from their characterization of human nature. A lot of attention in this article is devoted to the analysis of the category «social contract». A social contract is researched, according to ideas of before-mentioned political philosophers, as mechanism of transition from a state of nature to a state. In conclusion it is ascertained, that the category «state of nature» is essential part of world political thought, which allowed scrutinizing a number of different phenomena – from human nature to form of government. Present international relations are a complex of relatively particular varieties, especially political, diplomatic, economic, religious, cultural and media relations. Integration is a versatile and complex phenomenon. It is quite diffiult process which does not have defiitive typology. Integration determines patterns of development of the modern world, because it inflences the global structure, global governance. At the present, the development of integration organizations has great importance in international relations. These organizations exist in all regions. They have a great inflence on the (...) development of political, economic, social and cultural relations between states that are members of these associations. New integration structure should ensure an active human development in general. This is the main criteria and principles of the modern world, and according to this criteria, it is also an institutional functional mechanism. In particular, the process of integration is very popular in Latin America. In Latin America, there are a large number of different integration organizations. Among them are: Latin American Integration Association, Andean Community of Nations, Central American Integration System. All of these organizations inflence the development of integration processes on the continent. Latin American integration has one feature. The cooperation between states has an economic basis. The above organizations have not only economic interests, but also common political, cultural, eco and social projects. It can be argued that the process of integration in Latin America is developing rapidly and has great prospects. But there are some problems. First of all, there is no unity among the states. Different countries have different integration strategy. Also, Latin American countries do not develop uniformly. Argentina and Brazil are developing faster rate than other countries. Thus, it is obvious that the integration of Latin America has some problems. But there are many organizations that are developing and increase their potential. (shrink)

Внаслідок інноваційного характеру розвитку світового господарства та безупинного розгортання науково–технічного прогресу однією з провідних глобальних тенденцій постає інтелектуалізація. Метою статті є оцінювання стану інтелектуалізації національної економіки України в умовах глобалізації. У статті розглянуто існуючі підходи міжнародних організацій та експертних агенцій до оцінювання рівня інтелектуалізації країн світу. Досліджено наявні показники стану інтелектуалізації у публікаціях Державної служби статистики України. Надано авторську синтетичну характеристику стану інтелектуалізації регіонів (за двадцяти чотирма показниками) та видів економічної діяльності (за трьома показниками) національної економіки. Визначено, що в сучасних (...) умовах підвищення рівня інтелектуалізації української економіки може відбутися, з одного боку, за рахунок збалансування стану інтелектуалізації регіонів, з урахуванням їх наявного природо–ресурсного потенціалу, соціально–економічного стану та міжнародного руху людських ресурсів. А з іншого – завдяки упровадженню нових форм національної економічної політики розвитку людських ресурсів у сферах ІТ–технологій, інформаційних послуг, спорту, освіти, космічної індустрії, туризму. Наукова новизна, практичне значення та оригінальність отриманих результатів полягає у формуванні методологічного підґрунтя щодо оцінювання стану інтелектуалізації національної економіки та подальшого проектування механізмів інтелектуалізації Україні у світовому просторі. Based as a theoretical and methodological framework for the analysis of ideology of the information society is information and the related formation of information culture and consciousness. Information approach conformation considered on the basis of the works of N. Castells. Revealed the formation of a new social stratum of society, which he called netocracy that prevails in the information society. The conclusion is that informatiology is an influential factor in the formation of the ideology of the information society. The result is the ideology of the information society, based on innovation, is the ideology of innovative development of countries striving to achieve competitiveness under conditions of globalization.
