Quantum computer is considered as a generalization of Turing machine. The bits are substituted by qubits. In turn, a "qubit" is the generalization of "bit" referring to infinite sets or series. It extends the consept of calculation from finite processes and algorithms to infinite ones, impossible as to any Turing machines (such as our computers). However, the concept of quantum computer mets all paradoxes of infinity such as Gödel's incompletness theorems (1931), etc. A philosophical reflection on how quantum computer might (...) implement the idea of "infinite calculation" is the main subject. The book is devoted to the contemporary stage of quantum mechanics – quantum information, and especially to its philosophical interpretation and comprehension: the first one of a series monographs about the philosophy of quantum information. The second will consider Be l l ’ s inequalities, their modified variants and similar to them relations. The beginning of quantum information was in the thirties of the last century. Its speed development has started over the last two decades. The main phenomenon is entanglement. (...) The subareas are quantum computer, quantum communication (and teleportation), and quantum cryptography. The book offers the following main conceptions, theses and hypotheses: – dualistic Phythagoreanism as a new kind among the interpretations of quantum mechanics and information: arithmetical, logical, and metamathematical one; – Gödel ’ s first incompleteness theorem is an undecidable proposition, and consequently the second one,too. – a partial rehabilitation of Hilbert ’ s program for the self-foundation of mathematics; – the dual-foundation of mathematics; – Skolemian relativity between: Cantor ’s kinds of infinity, finiteness and infinity, discreteness and continuity, completeness and incompleteness, etc.; – information is a physical quantity representing the non-reducibility of a system to its parts, particularly nonaddtivity; – there exist pure relations «by itself», which cannot be reduced to predications; – energy conservation can and should be generalized; – Einstein’ s «general covariance» or «principle of relativity» can and should be generalized to cover discrete morphisms where the notion of velocity does not make sense. У статті розглядається трактат «Мир з Богом людині», автором якого вважають Інокентія Ґізеля. Цей твір, який вийшов друком у 1669 р., є відомою українською літературною пам’яткою середини XVII ст. Певним свідченням актуальності дослідження твору «Мир з Богом людині» є його перевидання в 2012 р. у перекладі українською мовою в зібранні творів Інокентія Ґізеля. Різні аспекти цього твору розглядали як українські, так і зарубіжні дослідники. «Мир з Богом людині» – перший значний твір з морального богослов’я у Православній Церкві України. Написаний церковнослов’янською (...) мовою, він був зорієнтований на православне духовенство України, а також Московії, Білої Русі й навіть, можливо, інших країн, де в богослужінні використовувалася церковнослов’янська мова. При написанні трактату «Мир з Богом людині» використовувалися західні, переважно католицькі, джерела, що було притаманним книжникам кола київського митрополита Петра Могили. Особливо відзначимо, що в творі маємо постійне звернення до українських реалій. Використовуючи їх, можемо реконструювати картину українського соціуму середини XVII ст. Варто відзначити, що Києво-Печерська лавра, у друкарні якої і вийшов друком трактат, була на той час одним з найбільших видавничих осередків України, а друковані в ній видання розходилися не лише в Україні, а й серед православного населення усієї Східної Європи й Балкан. Автор доходить висновку, що трактат «Мир з Богом людині» значно вплинув на розвиток моральних уявлень в Україні. Навіть сьогодні цей твір становить інтерес для українських православних теологів. The term «populism» is derived from the Latin word populus, which means people respectively used in most European languages. This term is far from unambiguous definition because it is actively used not only scientists, but also politicians, journalists, ordinary citizens on a wide range of historical and contemporary events, often in different contexts. Therefore, it is difficult to speak of a single, universal version of populism at the level of doctrine and social or political movement. Populism is a good option (...) for election campaigns. After all, people always like simple and understandable way without undue burden. There is already helping human logic and speculation. Later populism «fueled» autocrats. This successful combination for personal expression and the protection of their own ego. And populist dictators helps keep power in their hands. It’s like a panacea to flourish «decorative democracy» illusory and civil rights. However, the appeal of various political forces to the people, and even more speculation name of the people, not populism. The amplitude of the term in Western science is so great that it makes it difficult to develop a scientific definition. The path to enlightenment is through the issue of populism study the specificity of each phenomenon called populist. A kind of positive message of populism is often abstract demand the return of people power as a result of the removal from power of current at a particular time, groups, political parties and the transfer of power « true « representatives of the people. According populism seeks to correct, amend the rules adopted on the basis only of interest position his political force, disregarding the interests of other political actors. (shrink)

The article discusses the features of the innovative type of social development and reveals the essence of an innovative society. The conditions of its formation. Particular attention is given to the quality of higher education. We study the system of higher educa- tion quality: quality of higher education building, the quality of the process of higher edu- cation and quality results of higher education. Different approaches to ensure the quality of higher education as a prerequisite for becoming an innovative society (...) in Ukraine. Critical to the innovative development of higher education Ukraine should solve the problem of quality assurance. Its review should be carried out in the context of the Bologna Process, to which Ukraine was in 2005. Being a member of the Bologna process, Ukraine has committed to work to bring the quality of national education in line with Europeanмstandards and harmonization of legal and regulatory changes in higher education accord- ing to the standards and recommendations of the European higher education. The real change in the quality assurance of higher education institutions of higher education must take place with the implementation of the Law «On higher education», according to which the defined quality assurance system of higher education, which consists of: 1) system of universities as educational activities and quality of higher education ; 2) a system of external quality assurance of higher education institutions and quality assurance; 3) quality assurance system of the National Agency for Quality Assurance in higher education institutions and independent assessment and quality assurance. Effective tool to ensure the quality of higher education in Ukraine serve European and national qualifications framework, including Qualifications Frame- work European Higher Education Area, the European Qualifications Framework for lifelong learning, the National Qualifications Framework and the imple- mentation of internal and external quality assurance in accordance with the standards and guidelines for quality Assurance in the European higher education area. Thus, innovative society marks a transition from a society based on industrial technologies to society, the basic content of which is innovation. It connects humanity with innovations its future fate, seeing them as the main source of social needs and the most important means of solving practical and spiritual problems. One of the most important conditions for innovative development of Ukrainian society is quality assurance, to ensure which requires imple- mentation of competency approach to the analysis of the quality of higher education, the implementation of complex tools of internal and external quality assurance in accordance with the standards and recommendations of the European Higher Education as a basis for the integration of the national system of quality assurance in the European system of as- sessment of learning outcomes of higher education applicants.
