Purpose. The article deals with the consideration of certain types of value models of human creation from the standpoint of philosophical anthropology and social philosophy. It is about certain models that fulfill the worldview-semantic modes of a person. Theoretical basis. The authors cover peculiarities of such models in the process of creation of "the new types of a person". The process of reformatting these types and its means are studied. The process of valuing metamorphoses of Ukrainians is taken as an (...) example. The research is limited to the Soviet period and the period of independence, which is reflected respectively in Thesis I – The Phenomenon of Homo Sovieticus and Thesis II – A Person in the Situation of Post-Homo Sovieticus. The emphasis is on the peculiarities of the value matrix of these types and their ideological potential. Originality is in the disclosure of anthropological models that correspond to the value functionality, that is, the determination and expression of the essence of a person. It is shown that certain projects, under the conditions of forced reformatting, by their value reduction are classified as inhuman. They are based on the narrative of ideological myth and deprived of the projection of the complete development of a personality. The proposed approach allows to revise the current trends of such projections and, most importantly, to predict their value potentials in the dynamics of the transformational progress of the essence of the modern Ukrainian. Conclusions. The essay reflects the process of transformation of the worldview-semantic modes, which are represented by two situations-products – the Soviet person and the contemporary. The first type is formed by the mythology of political ideology. This person is deprived of himself or herself. Their collective identity is brought up by the anthropological effect of violence and fear. The second type is very similar. This person finds himself or herself in the situation of value disorientation, nostalgic impulses and instrumental thinking. Their task is to move towards the "monad personality". This is possible by means of formation of the "own philosophy", "inherent teleology of a breakthrough", as well as by taking into account the problem of consolidation and radicalism of external factor. Охарактеризовано стан використання найбільш відомої криптовалюти Bitcoin в Україні.

The article presents the preconditions and empirical limitations for implementation of ideal-type deliberative democratic decision making in foreign relations sphere which exist in Ukraine. Communicative representation theory explains the stability of the Ukrainian public system in the foreign policy dimension through the functionality of foreign policy determined by elites, social tension and conflict of orientations in the transformation period. Politicians’ communication is generalized through media-strategies: the hidden, ambivalent, and confrontational. A computer algorithm for structural and morphological analysis of large amounts (...) of text data created. Text corpuses are transformed into the semantic network of an issue, combined with all of the attributes which an analyst may be interested in. For the analysis of large number of surveys with different sample size and different wording of questions the technique of thematic clustering of questions with the use of content analysis applied. Work on the prevention of crises in the activities of the institutional political subjects should be conducted at the stage of nucleation problems. One of the directions of preventive anti-crisis technologies is a problem management. This period in terms of political activity involves the ability to understand, to mobilize, coordinate and submit all the functions of strategy and tactics of the political organization. The process of problem management involves problem identification, analysis and determination of the boundaries of each problem from (...) the point of view of its influence on localised groups of the public; identification and demonstration of alternative strategies; implementation of the programme of action to prevent the crisis; evaluation of the results program execution. The process of problem management unfolds technological blocks: foresight problems; selective identification of problems; attention to the strengths and weaknesses in the activities of the institutional political subject; planning in the direction of «outside-in»; orientation to benefit; scheduling actions; support from the leadership of the institutional political subject. The problem analysis of the political situation is aimed at understanding the entity, specifics of one or another problem and searching for its solutions. Along with problem analysis is a complex of analytical management problems need to be supplemented diagnostic analysis, which provides a political actor to be informed about recent activities of his allies and competitors, to have information about potential opponents, the real alignment of forces in the political arena, on vnutriigrovoy struggle within the ruling elite, the mood among the public, and other The most productive direction of diagnosing problems is rapid diagnostic analysis and a comprehensive diagnosis. An important step analytical actions on realization of the process of problem management is the evaluation of possible consequences of acute problems, define priorities, which is ensured by the procedures of the SWOT analysis and NPEST-analysis.
