Монографія "Проблеми та перспективи розвитку системи вищої освіти в сучасному суспільстві" присвячена висвітленню особливостей функціонування сучасної вищої освіти, що виникають під впливом сучасних викликів у VUCA-світі, а також – визначенню перспектив подальшого розвитку вищої освіти. Особливу увагу авторам монографії потрібно приділяти вивченню тих умов реформування вищої освіти, які забезпечать сталий та результативний розвиток майбутніх фахівців. Автори колективної монографії дослідили комплекс нагальних проблем вищої освіти в Україні та за кордоном; визначили шляхи їх вирішення в умовах сучасних викликів на тлі трансформаційних змін (...) у суспільстві. Це, у свою чергу, вплинуло на побудову логічної структури монографії. У першому розділі монографії "Врядування у системі вищої освіти України" висвітлено проблеми ефективного управління в сучасних університетах, а також перехід від управління до врядування у закладах вищої освіти та фактори, що сприяють цьому процесу. Розглянуто український досвід щодо участі студентів у діяльності університетів. У другому розділі "Розвиток потенціалу університетів: від теорії до практики" автори вивчають фактори, які впливають на розвиток ЗВО. Особлива увага приділяється вивченню розвитку наукового-педагогічного персоналу та впровадженню інноваційних технологій у розвиток працівників закладів вищої освіти. У третьому розділі «Забезпечення якості вищої освіти: європейський та український досвід» увагу авторів монографії зосереджено на вивченні сучасних підходів до оцінювання студентів та аналізі стейкхолдерів забезпечення якості системі вищої освіти в Україні та в ЄС. Oksana Horkusha’s article «The World Outlook function of religion and church identity: challenges in the contempopary coordinates of Ukrainian reality» analyzes the world outlook functioning of churches in the events of modern Ukraine. The research is relevant due to the need of successful solution of the domestic and foreign policy objectives of Ukraine in the current context of hybrid war. Understanding the nature of political propaganda on a theoretical level is a prerequisite for mastering this phenomenon in a practical way. This suggests that defiing the nature of political propaganda, one can optimize propaganda both in relation to political opponents, and effectively counter the opponents’ propaganda inflence. The purpose of this article is to (...) determine the nature of political propaganda, to examine what determines the role of propaganda as an effective instrument of control over consciousness and behavior of the masses. The author argues that the nature of political propaganda is manipulative. This means that political propaganda for the achievement of strategic outcomes should be based on the mechanism of manipulative inflence on public consciousness and behavior. Effective propaganda, by absorbing the mechanism of manipulation, inconspicuously seeks to change the perception of reality its recipient, directing its activity on keeping with interests of the propagandist through different kinds of motivating actions. The most effective instrument of propaganda is the manipulation in combination with the structuring of various discourses. This leads to the fact that the image of the political subject becomes more desirable for public opinion, if it acquires a positive interpretation in legal, domestic, mass-media, entertainment and any other discourses. However, any discourse be understood to the General public through the images that illustrate and give it life dimension. The nature of propaganda is not determined by social practices, which propaganda uses as carriers of their inflence. Subordinating diverse social practices and phenomena as the methods and instruments of its dissemination, propaganda spreading its manipulative nature to them. The author of this article made the following conclusions. Propaganda operates in multiple dimensions simultaneously, using ideological, symbolic, mythological, verbal, visual, emotional, rational, communicative, entertainment, virtual, educational inflence on the perception of the target audience, which helps it to penetrate into all spheres of social interaction, including political relations. The role of propaganda as an effective instrument of control over consciousness and behavior of the masses is defied by its following features: ability to motivate, tempt, confuse, intimidate the target audience; to give the target the illusion that one can choose actions freely and independently; to act invisibly on the decision-making process, during which one cannot understand, what is propaganda or what is not; to neutralize the critical ability of his recipient; to create a link between the intentional action and satisfaction a strong desire of the target audience. Significant changes in various spheres of life and development of our country influence the updating, reforming and modernization of the national higher education system, which aims at improving the quality of the provision of educational services. In turn, the existing system of military education in Ukraine is integrated with the general state system of education and operates on the basis of the current legislative and regulatory framework. etc. Recent research and publications analysis. Conceptual principles of formation of the (...) national education system in the context of European integration of Ukraine are represented by the works of A. Boyko, M. Kultayeva, M. Trinyak, V. Shinkaruk and others. Scientists insist that there should be a single mechanism for the modern modernization of the national higher education system and military education in particular. Theoretical and methodological aspects of the formation of national military education, the problems of its modernization and reformation, the quality of training of military specialists, the introduction into the educational process of innovative technologies and modern teaching and training practices are considered in the studies of such scholars as Kvitkin P, V. Osodlo, V. Telelim, and others. Paper objective. The purpose of the article is to philosophically analyze and highlight the main aspects of modernizing and reforming the national military education system. Paper main body. First of all, reforming is bringing the political, financial, economic and public institutions of the state into conformity with some "generally recognized norms", such as those of the European Union, for example. At the same time, modernization is the bringing of various spheres of life, and in particular the education of the country into a competitive state in accordance with the requirements of the present. Reformation can be considered a necessary prerequisite for modernization. And modernization, therefore, is a natural consequence of reform. Under the circumstances of the current challenges that present-day Ukraine faces and the armed conflict in the East, the issues of reforming and modernizing the content of the national higher education system become especially urgent. This is a complex, important task. It includes various aspects: modernization of the educational management system, the combination of education and science, etc. The main components of the military education system are: education management bodies; a network of military education institutions. We suppose that the urgent need for modernization shifts in military education institutions is the conceptual change in all activities. Conclusions of the research. At the present stage of development of power and special structures of the state there is a significant change in the requirements of society for the competencies that a military specialist should possess, and thus the requirements for filling the content of the national education system and the military education system in particular are changing. All this leads to the updating and the process of reforming and modernizing the national education and military education system as interconnected phenomena. All the above mentioned is due to the needs of practice, the complication of our country's military-political situation, the Euro-Atlantic vector of our country's integration, and other challenges of today. Considering the fifteen years of experience in studying NRT in Ukraine, it should be noted that the interest in the new in religion has always been and will be sustainable, and the study of these innovations will never lose its relevance. Due to the specificity of the object itself in its estimations there will be ambiguity, polysyllosity, heterogeneity, alternatives, etc., that is, all that characterizes the modern literature on new religions.

The article is devoted to the problem of social medicine’s understanding from the standpoint of philosophy as the source of ideological paradigm. The depth research in the national scientific and social-humanitarian spheres of knowledge is insufficient. The state-bureaucratic approach is dominated. The purpose of the study is that social medicine is primarily a justification of the world values exclusively with philosophical thinking, because the man is its unique object. Hence, the use of a philosophical methodology, presented with the analysis of (...) authoritative primary sources, the author's intellectual intuition and the synthesis of the obtained results. The basic proposal: you should treat not only the human body, as the world of his mental and spiritual values, for which the state must take a course on the humanization of all spheres of society, starting with the system of primary education. Партисипативне управління доцільно розглядати як управлінську діяльність, яка є грунтованою на включенні об'єкта управління в процес підготовки та прийняття рішень і являє собою істотний аспект демократизації основних сфер життя суспільства, інтенсифікованої в XX столітті. Основними умовами розвитку партисипативних процесів є: демократизація соціальних відносин; зорієнтованість загальносоціальних і галузевих цілей на розвиток показників людського потенціалу; розвиток організаційної культури і перехід від бюрократично-ієрархічного до адаптивного її типу. Партисипація управлінської діяльності в різних суспільних сферах може бути охарактеризована диференційовано стосовно до суб'єкта і до об'єкта (...) управління. Ознаками партисипації з боку керівника є: делегування виконавцям частини повноважень та ресурсів; участь працівників у плануванні, здійсненні організаційних змін, підготовці та прийнятті рішень; включення працівників у здійснення контрольних функцій; вплив виконавців на якість кінцевого результату діяльності; відкритість керівника у відносинах з підлеглими. З боку виконавців ознаками партисипації є: наділення правами участі у прийнятті рішень і самостійного планування своєї діяльності ; делегування прав контролю та управлінської відповідальності; участь у вдосконаленні організаційної структури і виборі напрямів кооперування з іншими виконавцями; право на використання кінцевих результатів діяльності.
