    The expansion of the higher education system and the rationalization of universities in South Korea, while broadly following the global patterns, reflect the characteristics of the national political system. We show the rapid growth of universities and document core organizational changes among universities: the elaboration of faculty performance evaluation rules, the expansion and differentiation of central administrations, and the emergence of engagement in vision statements.     Business groups dominate the economic landscape in many economies around the world. While business groups overcome the institutional voids arising due to inefficiencies of external markets, they also possess market power, which could be economically and socially counterproductive, especially for unaffiliated firms.     Weak states and ineffective economic policies are assumed to mediate the constraints of the world system and to prevent upward mobility among peripheral countries. This article tests the effects of state strength and economic policy on world system mobility in the period 1970–85 on a sample of 162 countries.     Recent theories of the state often draw attention to states’ autonomy from social preferences. This paper suggests that the phenomenon of public ignorance is the primary mechanism responsible for state autonomy in democratic polities. Such theorists as Skocpol and Poulantzus, who do not take account of public ignorance, either underestimate the state's autonomy or stress causal mechanisms that are necessary but not sufficient conditions for its autonomy.
