Proposals for how to redesign democracy so as to better secure the demands of intergenerational justice can be divided into three broad families: (1) representative proxies; (2) differential voting schemes; and (3) counter-majoritarian devices. However, these proposals suffer from a fundamental weakness: namely, they all assume that despite the fact that democracy is by its very nature ill-equipped to secure intergenerational justice, it is nevertheless possible to rely on democracy to solve this problem in the first place. But that, to (...) put it colloquially, is like thinking that one can pull oneself up by one’s own bootstraps. This paper sketches the shape and contours of a solution to this problem that is better able than the alternatives to escape this objection. In political philosophy, citizenship is a key concept. Citizenship is tied to rights and duties, as well as to concepts of social justice. Recently, the debate on citizenship has developed a new direction in focusing on qualified notions of citizenship. In this contribution, I shall defend three claims. Firstly, consumer citizenship fits into the discussion of qualified notions of citizenship. Secondly, the debate on qualified notions of citizenship cannot be detached from the normative claims in the philosophy of citizenship more (...) generally. In particular, duties and rights receive a distinct shape when debated in terms of “consumer citizenship”. Thirdly, I shall argue that further normative limits can be established by discussing qualified notions of citizenship as items of a list that need to cohere in normative terms. In this chapter we first discuss the main principles of justice and note the standard objections to them, which we believe necessitate a hybrid approach. The hybrid account we defend is primarily based on the distributive principle of sufficientarianism, which we interpret as the idea that each country should have the means to provide a minimally decent quality of life for each of its citizens. We argue that sufficientarian considerations give good reason to think that what we call the ‘ability (...) to pay objection’ should be taken much more seriously in this debate. Following this, our account emphasises what we believe are the two most important moral desiderata in any attempt to distribute responsibility for dealing with climate change: the ability to mitigate the problem and the making of culpable contributions to the problem. After noting that our proposal includes enough detail to be a useful start for policy makers, we defend our account against some potential objections. (shrink)

Thirty years ago the American philosopher Holmes Rolston published a seminal article in Ethics announcing the birth of a new sub‐discipline in philosophy: environmental ethics. However, while environmental ethicists focused on meta‐ethical questions, the public needed answers to many political questions and dilemmas. This gave rise to some fascinating works in environmental political theory. As part of the recent rethinking of green politics, the construction of a green democracy has been subjected to increasing scrutiny. There is a growing consensus around deliberative democracy as the preferred model for the realisation of the green programme. As a result several arguments emerge when deliberative principles and procedures are to be justified from a green standpoint. This paper offers a critical assessment of the green case for deliberative democracy, showing that deliberation is being asked to deliver more (...) than it is able to. However, it is suggested that the connection between sustainability, understood as a normative principle, and deliberative procedures may ultimately offer the best grounds for such a defence. Both scientific realism and social constructionism offer unpromising and even destructive ways of trying to understand nature and human–nature relations. The reasons include what these apparent opponents share: a commitment to the (latterly) modernist division between subject/culture and object/nature that results from what is here called 'monist essentialism'. It is contrasted with 'relational pluralism', which provides the basis of a better alternative – ecopluralism – which, properly understood, is necessarily both ecocentric and pluralist.

In this chapter, we will consider the relationships between values, beliefs and Environmental Citizenship. The role of personal values, value orientations and environmental beliefs in explaining pro-environmental actions and behaviour is widely explored. It is already acknowledged that self-enhancement values are less predictive of pro-environmental actions than self-transcendence values. Additionally, beliefs are considered to be at the core of human behaviour in cognitive theories explaining pro-environmental behaviour and are an important part of many theories used to predict pro-environmental actions. We (...) regard Environmental Citizenship as a combination of certain pro-environmental actions and civic engagement, both public and private, that lead to the mitigation of environmental problems. It is important to answer the question of whether general values and beliefs can potentially be relevant antecedents of Environmental Citizenship. Understanding how values and beliefs relate to Environmental Citizenship would allow for evidence-based ways of promoting Environmental Citizenship in schools and communities and would empower educators to make effective decisions in promoting Environmental Citizenship. Bioregionalism is often presented as the politics of deep ecology, or deep ecology 's social philosophy. That the ties uniting these doctrines are rarely explored can be put down to a perception amongst commentators that such links are self-evident and therefore unworthy of closer examination. By arguing that the bonds between deep ecology and bioregionalism are more tenuous than has often been assumed, this paper addresses this theoretical lacuna. There is nothing exclusive to the central tenets of deep ecology which (...) provides us with a coherent rationale for a specifically bioregional form of decentralisation. However, deep ecology has nonetheless had an appreciable impact on bioregional thinking. In this context it is argued that bioregionalism's assimilation of aspects of deep ecology, and particularly an emphasis upon cross-species identification, undermines the project in various ways. The recent phase of economic growth in the Republic of Ireland has led to an increase in industrial and infrastructural development across the island. One offshoot of this accelerated growth has been a rise in community based environmental movements, as environmentalists and concerned communities have come to mobilise campaigns to protect local communities and hinterlands. This paper examines the contestation of two forms of environmentalism, institutional ecomodernism versus a grassroots ecopopulism within the context of the ongoing dispute between a local (...) community in the west of Ireland and both multinationals and the state, who are attempting to run gas pipelines from the Atlantic Corrib Field through the rural community's lands.
