Scholarship on gender mainstreaming in the European Union consistently highlights the disappointing implementation of gender mainstreaming. This article contributes to that discussion through the analysis of the first policy frame on gender equality in the work programmes of the EU’s Framework Programme for Research and Development, Horizon 2020, from 2014 until 2016. This article analyses how GM as a transformative strategy is contextualised by advisory group experts, and what is being achieved within Horizon 2020 work programmes. In opposition to the (...) Commission’s rhetorical commitment to GM, this article demonstrates that Horizon 2020 work programmes exemplify a failure of implementing GM, further depoliticising gender equality in the Commission’s neoliberal context. Discursive dynamics play an important role in shaping the meanings of gender equality. The article discusses the relation between hegemonic discourses on gender equality policies and feminist taboos. It suggests that feminist scholars could paradoxically be trapped in hegemonic discourses on gender equality policies that may lead to taboos about particular approaches to and interpretations of such policies. Three main feminist hegemonic discourses are considered to act as taboos. They deal with the possibility to overcome patriarchy, the role of elites (...) and other groups of actors in processes of gender transformation and the merits of incremental change. The article further discusses the implications of the postulate about hegemonic discourses and taboos on gender equality for feminist knowledge production and reflects on the potential of Bacchi’s notion of ‘reflexivity’ to overcome them. Citizenship is both a contentious and contested struggle about the creation of rights, duties, and opportunities. Feminist practices and debates can clarify the meaning of citizenship. This is because the form of feminist practices, characterized by an ongoing struggle, and the content of feminist debates, focusing on gender and other inequalities, recognition of different voices, and critiques of the public and private dichotomy, are particularly suited for dealing with the challenges of contentious and contested processes of citizenship. This article examines the development of a gender mainstreaming strategy in the EU by illustrating how this strategy was shaped by other than gender equality policy goals. Gender mainstreaming was originally launched in 1996 to promote gender equality in all EU policies, in the context of international and European mobilization on women’s issues. It was aimed to transform mainstream policies by introducing a gender equality perspective. However, it has been largely used as an alibi for neutralizing positive action. The successful (...) implementation of positive action in political decision-making had challenged the gender distribution of political power over policy institutions and technical, human and financial resources. This led to policy softening and institutional weakening due to counteracting by the EU political and administrative hierarchies. This article explores three dimensions of the current state of gender equality in Serbia: public policy on gender equality, public opinion on gender equality and the context of Serbia’s accession to the EU. Using data from the recent public opinion survey of citizens’ attitudes towards gender equality, the authors address the following issues: harmonization of public policy on gender equality in Serbia with EU policies; differences between public policy on gender equality in Serbia and citizens’ preferences; convergences/divergences between citizens of (...) Serbia and EU citizens regarding gender equality. As Serbia’s policy of promoting gender equality in the last decade has been dominated by the political goal of accession to the EU, it shows where the opinions converge, and where there are certain differences. The authors show the complexity of ideological positions among average Serbian citizens, while highlighting different paradigms in the official public policy on gender equality. While Serbian citizens still do not place gender equality high on their political agenda, they are convinced that it has a certain value, which does provide some important pointers for the future. This article explores the dynamics and impact of the gender mainstreaming reform conducted within the European Social Fund in Poland in 2007–2013. It is based on qualitative interviews carried out with gender mainstreaming practitioners, both feminists and state administrators. The article examines factors enabling and hindering successful implementation of gender mainstreaming and discusses its potential positive spin-off effects. The analysed case suggests that civil servants’ strong professional ethics do facilitate progressive changes, whereas bureaucratic norms and non gender-specific values of particular (...) public policies eventually hinder the effectiveness of the strategy. However, gender mainstreaming reforms, even if limited in time and undertaken in a technocratic manner, may serve for feminists as a unique entry point to state institutions, and further allow for changes to public organizations’ gender regimes. Gender mainstreaming may lead to an increase in the number of feminist allies within public administrations and give more legitimization to feminists’ demands on the state. Thus, the strategy may produce a destabilizing impact on public administration gender regimes. (shrink)

This article explores the strategies followed by the International Olympic Committee for the achievement of gender equality. It is argued that this international body can go beyond simply adopting an equality of opportunities approach to gender equality. It suggests which other strategies can be incorporated for which it draws on the different ways of understanding gender equality in gender political theory.
