    This paper presents a theory of conclusions based upon the suggestions of Tukey [21]. The logic offered here is based upon two rules of detachment that occur naturally in probabilistic inference, a traditional rule of acceptance, and a rule of rejection.     This paper deals with meta-statistical questions concerning frequentist statistics. In Sections 2 to 4 I analyse the dispute between Fisher and Neyman on the so called logic of statistical inference, a polemic that has been concomitant of the development of mathematical statistics. My conclusion is that, whenever mathematical statistics makes it possible to draw inferences, it only uses deductive reasoning.     To whatever extent the use of a behavioral, not an evidential, interpretation of decisions in the Lindley-Savage argument for Bayesian theory undermines its cogency as a criticism of typical standard practice, it also undermines the Neyman-Pearson theory as a support for typical standard practice.     While the common procedure of statistical significance testing and its accompanying concept of p-values have long been surrounded by controversy, renewed concern has been triggered by the replication crisis in science. Many blame statistical significance tests themselves, and some regard them as sufficiently damaging to scientific practice as to warrant being abandoned.     I document some of the main evidence showing that E. S. Pearson rejected the key features of the behavioral-decision philosophy that became associated with the Neyman-Pearson Theory of statistics (NPT).     While orthodox (Neyman-Pearson) statistical tests enjoy widespread use in science, the philosophical controversy over their appropriateness for obtaining scientific knowledge remains unresolved.
