Contemporary, technoscientific capitalism is characterized by the configuration of a range of “things” as assets or capitalized property. Accumulation strategies have changed as a result of this assetization process. Rather than entrepreneurial strategies based on commodity production, technoscientific capitalism is increasingly underpinned by rentiership or the appropriation of value through ownership and control rights, monopoly conditions, and regulatory or market devices and practices. While rentiership is often presented as a negative phenomenon in both neoclassical and Marxist political economy literatures—and much (...) in between—in this paper, I conceptualize rentiership as a technoeconomic practice and process framed by insights from science and technology studies. So, rather than a problematic “side effect” of capitalism, the concept of rentiership enables us to understand how different forms of value extraction constitute, and are constituted by, different forms of technoscience. This allows STS to contribute a distinctive analytical approach to ongoing debates in political economy about economic rents and rent-seeking. (shrink)

Current debates in science and technology studies emphasize that the bio-economy—or, the articulation of capitalism and biotechnology—is built on notions of commodity production, commodification, and materiality, emphasizing that it is possible to derive value from body parts, molecular and cellular tissues, biological processes, and so on. What is missing from these perspectives, however, is consideration of the political-economic actors, knowledges, and practices involved in the creation and management of value. As part of a rethinking of value in the bio-economy, this (...) article analyzes three key political-economic processes: financialization, capitalization, and assetization. The bioeconomy is becoming increasingly prominent in policy and scholarly literature, but critical examination of the concept is lacking. We argue that the bioeconomy should be understood as a political project, not simply or primarily as a technoscientific or economic one. We use a conceptual framework derived from the work of Karl Polanyi to elucidate the politically performative nature of the bioeconomy through an analysis of an influential Organization for Economic Cooperation and Development initiative, The Bioeconomy to 2030. We argue (...) that this initiative is a response to some of the most acute challenges facing the current neoliberal-capitalist accumulation regime, which seeks to protect and extend that regime, through both what it occludes and what it promotes. Rather than taking the bioeconomy as a description of some subset of economic activity, we regard it as a promissory construct that is meant to induce and facilitate some actions while deterring others; most explicitly, it is meant to bring about a particular set of political–institutional changes that will shape the parameters of possible future action. The bioeconomy concept highlights the potential dangers of failing to situate ethnographic examinations of horizontal micro-relations within a political–economic macro-context that enables and constrains. Scholarly work in science and technology studies and elsewhere that does not recognize the wider politics of the bioeconomy risks unintentionally contributing to the legitimation of this political project. AI technology is capturing the African imaginations as a gateway to progress and prosperity. There is a growing interest in AI by different actors across the continent including scientists, researchers, humanitarian and aid organizations, academic institutions, tech start-ups, and media organizations. Several African states are looking to adopt AI technology to capture economic growth and development opportunities. On the other hand, African researchers highlight the gap in regulatory frameworks and policies that govern the development of AI in the continent. They (...) argue that this could lead to AI technology exacerbating problems of inequalities and injustice in the continent. However, most of the literature on AI ethics is biased toward Euro-American perspectives and lack the understanding of how AI development is apprehended in the Global South, and particularly Africa. Drawing on the case study of the first African Master’s in Machine Intelligence program, this paper argues for looking beyond the question of ethics in AI and examining AI governance issues through the analytical lens of the raciality of computing and the political economy of technoscience to understand AI development in Africa. By doing so, this paper seeks a different theorization for AI ethics from the South that is based on lived experiences of those in the margins and avoids the framings of technological futures that simplistically pathologize or celebrate Africa.
