The debate between instrumentalist and technological determinist positions on the nature of technology characterised the early history of the philosophy of technology. In recent years however technological determinism has ceased to be viewed as a credible philosophical position within the field. This paper uses Merleau-Ponty’s phenomenology to reconsider the technological determinist outlook in phenomenological terms as an experiential response to the encounter with the phenomenon of modern technology. Recasting the instrumentalist-determinist debate in a phenomenological manner enables one to reconcile the (...) apparent dualism of the instrumentalist and determinist positions through Merleau-Ponty’s ontology of the flesh. This ontology has recently been used to ground accounts of virtual embodiment. We argue that in addition to explaining away the classical form of technological determinism, it can also phenomenologically ground a novel understanding of technological determinism. Digital contact tracing is used in different countries to help contain the COVID-19 pandemic. It raises challenging empirical and ethical questions due to its complexity and widespread effects calling for a broader approach in ethical evaluation. However, existing approaches often fail to include all relevant value perspectives or lack reference to empirical data on the artifact in question. In this paper, we describe the development of an interdisciplinary framework to analyze digital contact tracing from an empirical and ethical perspective. Starting (...) with an analysis of methodological tensions in the attempt to analyze digital contact tracing, we, firstly, set out three methodological premises regarding (a) a specific view of technology, (b) a fruitful normative perspective, and (c) ways to gather empirical knowledge about the object under investigation. Secondly, we inspect consequences of these premises to develop our research methodology. In doing so, we argue for a postphenomenological perspective on technology, solidarity as an important concept to guide the ethical perspective, and an empirical approach based on qualitative social science research and the concept of affordances. We illustrate these considerations by referring to our analysis of the German Corona-Warn-App as an instance of contact tracing based on the Exposure Notification Framework by Google and Apple. We then discuss the implications of using such a framework, including considerations concerning future developments of technologies similar to or inspired by the current concepts of contact tracing. The purpose of the present article is to contribute to the postphenomenological theory of technological mediation by introducing a new type of ‘human-technology’ relation named ‘transcending mediation’. Previously postphenomenology didn’t pay much attention to the role technology plays in mediating human relation to Transcendence. This was because of empirical turn and pragmatism that are anti-metaphysical in their nature. In the present paper, however, I will show that the empirical element of technology can be balanced by some metaphysical findings. Keeping this (...) in mind, I will rely on Karl Jaspers’s metaphysics of ciphers in order to demonstrate how technology mediates not only our relation to the world but also shapes human’s relation to Transcendence. As I am going to show in the present paper, this sort of mediation becomes possible because technologies are actively participating in so-called self-transcending practices. The latter, according to Karl Jaspers, are practices through which humans can elucidate one’s true self (e.g., become an Existenz). In this article, I will take a case of Smart education as a particular type of self-transcending practice and will show how contemporary AI educational systems enable and disable particular forms of becoming true self (Existenz). Intelligent algorithms together with various machine learning techniques hold a dominant position among major challenges for contemporary value sensitive design. Self-learning capabilities of current AI applications blur the causal link between programmer and computer behavior. This creates a vital challenge for the design, development and implementation of digital technologies nowadays. This paper seeks to provide an account of this challenge. The main question that shapes the current analysis is the following: What conceptual tools can be developed within the value sensitive (...) design school of thought for evaluating machine learning algorithms where the causal relation between designers and the behavior of their computer systems has been eroded? The answer to this question will be provided through two levels of investigation within the value sensitive design methodology. The first level is conceptual. Within the conceptual level, we will introduce the notion of computer intentionality and will show how this term may be used for solving an issue of non-causal relation between designer and computer system. The second level of investigation is technical. At this level the emphasis will be given to machine learning algorithms. (shrink)

Experimental philosophy is a relatively recent discipline that employs experimental methods to investigate the intuitions, concepts, and assumptions behind traditional philosophical arguments, problems, and theories. While experimental philosophy initially served to interrogate the role that intuitions play in philosophy, it has since branched out to bring empirical methods to bear on problems within a variety of traditional areas of philosophy—including metaphysics, philosophy of language, philosophy of mind, and epistemology. To date, no connection has been made between developments in experimental philosophy (...) and philosophy of technology. The technological virtual converges with our contemporary existence in a multitude of ways, which suggests a need to interrogate the question of the virtual existentially. Merleau-Ponty’s existential phenomenological account of embodiment is invaluable in this regard because the virtual is encountered from the basis of the facticity of the embodied individual – a facticity that is closely related to perception and motor intentionality. The current article argues that these characteristics of the body-subject should be taken into consideration in order to (...) develop a clearer description of the virtual. However, beyond an embodied account that relates to early technologies, Merleau-Ponty also presents through his concept of the flesh a novel avenue for the ontological investigation of the virtual. The flesh describes the intertwining of the body-subject and the world, which is suggestive of a new account of the individual’s sensibility in relation to the virtual. An original concept is suggested to describe the existential-ontological structure of the virtual: The embodied screen. The embodied screen as neologism presents an alternative conceptualisation of the coincidence of the body-subject (who understands the world spatially) with the virtual (as non-spatial). By tracing imaginative signification and embodied habitude in terms of the virtual, this article suggests certain existential implications of the virtual for contemporary being. (shrink)

This paper aims to propose philosophical criticism toward 'classical' thinking on philosophy of technology. This set of thinking tends to be trapped in the distinction between subject-object and romantic-pessimisms on the existence of technological dominance. The authors objective is to provide comprehensive understanding through contemporary approaches in philosophy concerning technological mediation. The study employs factual historical analysis and philosophical reflection to understand technological mediation patterns. The result maps point of view that develops a metaphysical orientation of technological mediation in terms (...) of several approaches. Postphenomenological approaches technological mediation in a relational and intentional context rather than providing a subject-object distinction. Actor-network theory improves the asymmetrical relation of humans and non-humans. Simondon and Harman provide for ontological analysis of tools and technology in human relationships. Critical theory of technology opens the chance that technological relations are not only neutral-instrumental but have transformative and emancipatory power. Therefore, the technological mediation approach can become a new subject in the metaphysics of technology discourse in overcoming the limitations of the classical philosophy of technology. (shrink)

There are a number of recent attempts to introduce Confucian values to the ethical analysis of technology. These works, however, have not attended sufficiently to one central aspect of Confucianism, namely Ritual (‘Li’). Li is central to Confucian ethics, and it has been suggested that the emphasis on Li in Confucian ethics is what distinguishes it from other ethical traditions. Any discussion of Confucian ethics for technology, therefore, remains incomplete without accounting for Li. This chapter aims to elaborate on the (...) concept of Confucian Li and discuss its relevance to ethics of technology. Particularly, by referring to Li’s communicative, formative, and aesthetic function, I formulate an approach to ethics of technology with an emphasis on community, performance, and the aesthetic and demonstrate how this approach proceeds with the ethical analysis of technology. In doing so, I attempt to answer the question: why Confucianism matters in ethics of technology. (shrink)

Design for Values (DfV) philosophies are a series of design approaches that aim to incorporate human values into the early phases of technological design to direct innovation into beneficial outcomes. The difficulty and necessity of directing advantageous futures for transformative technologies through the application and adoption of value-based design approaches are apparent. However, questions of whose values to design are of critical importance. DfV philosophies typically aim to enrol the stakeholders who may be affected by the emergence of such a (...) technology. However, regardless of which design approach is adopted, all enrolled stakeholders are human ones who propose human values. Contemporary scholarship on metahumanisms, particularly those on posthumanism, have decentred the human from its traditionally privileged position among other forms of life. Arguments that the humanist position is not (and has never been) tenable are persuasive. As such, scholarship has begun to provide a more encompassing ontology for the investigation of nonhuman values. Given the potentially transformative nature of future technologies as relates to the earth and its many assemblages, it is clear that the value investigations of these design approaches fail to account for all relevant stakeholders (i.e., nonhuman animals). This paper has two primary objectives: (1) to argue for the cogency of a posthuman ethics in the design of technologies; and (2) to describe how existing DfV approaches can begin to envision principled and methodological ways of incorporating non-human values into design. To do this, the paper provides a rudimentary outline of what constitutes DfV approaches. It then takes up a unique design approach called Value Sensitive Design (VSD) as an illustrative example. Out of all the other DfV frameworks, VSD most clearly illustrates a principled approach to the integration of values in design. (shrink)

The goal of this article is to present a first list of ethical concerns that may arise from research and personal use of virtual reality (VR) and related technology, and to offer concrete recommendations for minimizing those risks. Many of the recommendations call for focused research initiatives. In the first part of the article, we discuss the relevant evidence from psychology that motivates our concerns. In Section “Plasticity in the Human Mind,” we cover some of the main results suggesting that (...) one’s environment can influence one’s psychological states, as well as recent work on inducing illusions of embodiment. Then, in Section “Illusions of Embodiment and Their Lasting Effect,” we go on to discuss recent evidence indicating that immersion in VR can have psychological effects that last after leaving the virtual environment. In the second part of the article, we turn to the risks and recommendations. We begin, in Section “The Research Ethics of VR,” with the research ethics of VR, covering six main topics: the limits of experimental environments, informed consent, clinical risks, dual-use, online research, and a general point about the limitations of a code of conduct for research. Then, in Section “Risks for Individuals and Society,” we turn to the risks of VR for the general public, covering four main topics: long-term immersion, neglect of the social and physical environment, risky content, and privacy. We offer concrete recommendations for each of these 10 topics, summarized in Table 1. (shrink)

This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it is argued that in both (...) the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

This paper builds a three-part argument in favour of a more transcendentally focused form of ‘postphenomenology’ than is currently practised in philosophy of technology. It does so by problematising two key terms, ‘constitution’ and ‘postphenomenology’, then by arguing in favour of a ‘transcendental empiricist’ approach that draws on the work of Foucault, Derrida, and, in particular, Deleuze. Part one examines ‘constitution’, as it moves from the context of Husserl’s phenomenology to Ihde and Verbeek’s ‘postphenomenology’. I argue that the term tends (...) towards different senses in these contexts, and that this renders its sense more problematic than the work of Ihde and Verbeek makes it appear. Part two examines ‘postphenomenology’. I argue that putatively ‘poststructuralist’ thinkers such as Derrida, Foucault, and Deleuze may be better characterised as ‘postphenomenologists’, and that approaching them in this way may allow better access to their work from a philosophy of technology perspective. Part three argues for a ‘transcendental empiricist’ approach to philosophy of technology. In doing so, it argues for a rewriting of contemporary philosophy of technology’s political constitution: since an ‘empirical turn’ in the 1990s, I argue, philosophy of technology has been too narrowly focused on ‘empirical’ issues of fact, and not focused enough on ‘transcendental’ issues concerning conditions for these facts. Philosophers have talked to each other about moral issues concerning technology, but few of them have talked about issues of technology and the good life, and even fewer have talked about technology and the good life with the public in the form of recommendation. In effect, recommendations for various technologies are often left to technologists and gurus. Given the potential benefits of informing the public on their impacts on the good life, however, this is a curious state of affairs. In (...) the present paper, I will examine why philosophers are seemingly reluctant to offer recommendations to the public. While there are many reasons for philosophers to refrain from offering recommendations, I shall focus on a specific normative reason. More specifically, it appears that, according to a particular definition, offering recommendations can be viewed as paternalistic, and therefore is prima facie wrong to do so. I will provide an argument to show that the worry about paternalism is unfounded, because a form of paternalism engendered by technology is inevitable. Given the inevitability of paternalism, I note that philosophers should accept the duty to offer recommendations to the public. I will then briefly turn to design ethics, which has reconceptualised the role of philosophers and, in my mind, fitted well with the inevitability of paternalism. Finally, I shall argue that design ethics has to be supplemented by the practice of recommendation if it is to sustain its objective. (shrink)

This article builds on the hypothesis that theoretical approaches to philosophy of technology are currently stuck in a false alternative: either embrace the “empirical turn” or jump back into the determinism, pessimism, and general ignorance towards specific technologies that characterized the “humanities philosophy of technology.” A third path is however possible, which consists of articulating an empirical point of view with an interest in the symbolic dimension in which technologies and technological mediations are always already embedded. Bourdieu’s sociology of the (...) symbolic forms represents an important and mostly unexplored resource in this respect. In this article, we introduce the notion of technological capital and its tree states—objectified, institutionalized, and embodied. In the first section, we briefly account of the empirical turn in philosophy of technology. Specific attention is then devoted to postphenomenology. We depict three perspectives in postphenomenology: standard postphenomenology, in which one single human-technology-world relation at a time is considered; the attempt of some technological mediation theorists to articulate postphenomenology and actor-network theory ; the original effort in Ihde, which is currently practiced by a minority of postphenomenologists, to combine an interest for the empirical dimension of technological mediations with an attention to the social and cultural conditions of possibility in which these mediations are embedded. In the second section, we consider some recent critiques of the limits of the empirical turn in philosophy of technology, especially related to postphenomenology. Furthermore, we argue that Pierre Bourdieu’s sociology may benefit the philosophy of technology. One might say that according to a Bourdieusian perspective, technologies are, in their invention, implementation, and use, embedded in symbolically organized interactions among social actors or groups. The notion of technological capital is introduced. A specific attention is given to its embodied state, which is related to the habitus. Such concept suggests that, to rephrase the famous sentence by Heidegger, “the essence of technology is not totally technological.” In the conclusion, we consider three risks related to a Bourdieusian approach to technology: transparency, determinism, and absolutism. Science and technology are so intertwined that technoscience has been argued to more accurately reflect the progress of science and its impact on society, and most socioscientific issues require technoscientific reasoning. Education policy documents have long noted that the general public lacks sufficient understanding of science and technology necessary for informed decision-making regarding socioscientific/technological issues. The science–technology–society movement and scholarship addressing socioscientific issues in science education reflect efforts in the science education community to promote more informed decision-making regarding such issues. (...) Now Science, Technology, Engineering, Mathematics education has emerged as a major reform movement impacting science education. STEM education efforts emphasize literacy across the disciplines of science, technology, engineering, and mathematics, but with rare exceptions, treat issues of technology superficially and uncritically. Informed decision-making regarding many personal and societal issues requires technological literacy beyond merely becoming an enthusiastic designer or skilled user of technology, but the science education community has given little attention to what such literacy entails. Here, we present results of an extensive review of the literature regarding the nature of technology in order to identify key issues among scholars who study technology. We then provide predominant perspectives among those scholars and suggest which identified NOT issues are most essential to address as part of STEM education efforts that seek to promote informed personal and societal decision-making. This research project aims to accomplish two primary objectives: (1) propose an argument that a posthuman ethics in the design of technologies is sound and thus warranted and, (2) how can existent SBD approaches begin to envision principled and methodological ways of incorporating nonhuman values into design. In order to do this this MRP will provide a rudimentary outline of what constitutes SBD approaches. A particular design approach - Value Sensitive Design (VSD) - is taken up as an illustrative example (...) given that it, among the other SBD frameworks, most clearly illustrates a principled approach to the integration of values in design. -/- This explication will be followed by the strongest arguments for a posthumanist ethic, primarily drawing from the works of the Italian philosophers Leonardo Caffo and Roberto Marchesini and Francesa Ferrando. In doing so I will show how the human imperative to account for nonhuman values is a duty and as such must be continually ready-to-hand when making value-critical decision. (shrink)

Ethics education has become essential in modern engineering. Ethics education in engineering has been increasingly implemented worldwide. It can improve ethical behaviors in technology and engineering design under the guidance of the philosophy of technology. Hence, this study aims to compare China-US engineering ethics education in Sino-Western philosophies of technology by using literature studies, online surveys, observational researches, textual analyses, and comparative methods. In my original theoretical framework and model of input and output for education, six primary variables emerge in (...) the pedagogy: disciplinary statuses, educational goals, instructional contents, didactic models, teaching methods, and edificatory effects. I focus on the similarities and differences of engineering ethics educations between China and the US in Chinese and Western philosophies of technology. In the field of engineering, the US tends toward applied ethics training, whereas China inclines toward practical moral education. The US is the leader, particularly in the amount of money invested and engineering results. China has quickened its pace, focusing specifically on engineering labor input and output. Engineering ethics is a multiplayer game effected at various levels among lower level technicians and engineers, engineering associations, and stockholders; middle ranking engineering ethics education, the ministry of education, the academy of engineering, and the philosophy of technology; and top national and international technological policies. I propose that professional engineering ethics education can play many important roles in reforming engineering social responsibility by international cooperation in societies that are becoming increasingly reliant on engineered devices and systems. Significantly, my proposals contribute to improving engineering ethics education and better-solving engineering ethics issues, thereby maximizing engineering sustainability. (shrink)

The term " technoscience " gained philosophical significance in the 1970s but it aroused ambivalent views. On the one hand, several scholars have used it to shed light on specific features of recent scientific research, especially with regard to emerging technologies that blur boundaries (such as natural/artificial, machine/living being, knowing/making and so on); on the other hand, as a matter of fact " technoscience " did not prompt great interest among philosophers. In the French area, a depreciative meaning prevails: " (...) technoscience " means the contamination of science by management and capitalism. Some even argue that " technoscience " is not a concept at all, just a buzzword. In this chapter, on the contrary, we make the case for the constitution of a philosophical concept of technoscience based on the characterization of its objects in order to scrutinize their epistemological, ontological, political and ethical dimensions. This paper is a contribution to a discussion in philosophy of technology by focusing on the epistemological status of the example. Of the various developments in the emerging, inchoate field of philosophy of technology, the “empirical turn” stands out as having left the most enduring mark on the trajectory contemporary research takes. From a historical point of view, the empirical turn can best be understood as a corrective to the overly “transcendentalizing” tendencies of “classical” philosophers of technology, such as Heidegger. (...) Empirically oriented philosophy of technology emphasizes actual technologies through case-study research into the formation of technical objects and systems and how they, for example, transform our perceptions and conceptions or pass on and propagate relations of power. This paper explores the point of convergence of classical and contemporary approaches by means of the notion of the “example” or “paradigm.” It starts with a discussion of the quintessential modern philosopher of technology, Martin Heidegger, and his thinking about technology in terms of the ontological difference. Heidegger’s framing of technology in terms of this difference places the weight of intelligibility entirely on the side of being, to such an extent that his examples become heuristic rather than constitutive. The second part of the paper discusses the methodological and epistemological import of the “example” and the form of intelligibility it affords. Drawing on the work of Wittgenstein, Foucault, and Agamben, we argue that the example offers an alternative way of understanding the study of technologies from that of empirical case studies. Philosophy of technology was not initially considered a consolidated field of inquiry. However, under the influence of sociology and pragmatist philosophy, something resembling a consensus has emerged in a field previously marked by a lack of agreement amongst its practitioners. This has given the field a greater sense of structure and yielded interesting research. However, the loss of the earlier “messy” state has resulted in a limitation of the field’s scope and methodology that precludes an encompassing view of the problematic (...) issues inherent in the question of technology. It is argued that the heterodox disunity and diversity of earlier philosophy of technology was not a mark of theoretical immaturity but was necessitated by the field’s complex subject matter. It is further argued that philosophy of technology should return to its pluralistic role as a meta-analytical structure linking insights from different fields of research. (shrink)

This dissertation explores energy transition from a philosophical perspective. It puts forward the thesis that energy production and consumption are so intimately intertwined with society that the transition towards a sustainable alternative will involve more than simply implementing novel technologies. Fossil energy sources and a growth-based economy have resulted in very specific energy practices, which will change in the future. Broader reflection is needed to understand how and in which direction such change is acceptable and desirable. This reflection is initiated (...) by articulating two pertinent problems with current energy practices that have thus far failed to receive appropriate attention in debates on energy transition: 1) the difficulty of dealing with intermittent sources in relation to the idea of cumulative accounting of energy consumption, and 2) the mismatch between expectations of ethical consumer behaviour in energy systems that discourage engagement. To move forward, instead of assuming that all consumption is equivalent and that more is better, we must develop a better informed and more nuanced idea of 'good' energy practices that actually contribute to our quality of life. One often overlooked aspect of this may be 'embodied engagement', which would suggest that automation of tasks through energy-consuming technologies may be convenient, but also tends to lead to a loss of appreciation for both the task and its result. Some things, like creating a cozy environment around a fireplace, or climbing a mountain, are better partly because they take effort. In such cases, the 'efficiency' of the technology (e.g. the heat-pump, or the automobile) is besides the point - the question is whether it gives us anything of value at all. (shrink)

The goal of this article is twofold. First, it aims at sketching the outlines of material hermeneutics as a three-level analysis of technological artefacts. In the first section, we introduce Erwin Panofsky’s three levels of interpretation of an artwork, and we propose to import this approach in the field of philosophy of technology. Second, the rest of the article focuses on the third level, with a specific attention towards big data and algorithms of artificial intelligence. The thesis is that these (...) new technologies are not only radically transforming our interactions with the world, or our modes of production and consumption, but also our worldview. In the second section, we rely on Panofsky’s Gothic Architecture and Scholasticism to describe the Scholastic “mental habit” or worldview and its principles. In the third section, we confront this worldview with the mechanistic and informationistic worldviews. Our contribution consists in arguing that (1) despite the differences, the Scholastic, mechanistic, and informationistic worldviews are part of the same logical and causal order that dominated Western epistemology, and (2) today we are facing the appearance of a new worldview that we call “data worldview”. How engineers know, and act on that knowledge, has a profound impact on society. Consequently, the analysis of engineering knowledge is one of the central challenges for the philosophy of engineering. In this article, we present a thematic multidisciplinary conceptual survey of engineering epistemology and identify key areas of research that are still to be comprehensively investigated. Themes are organized based on a survey of engineering epistemology including research from history, sociology, philosophy, design theory, and engineering itself. Five major interrelated (...) themes are identified: the relationship between scientific and engineering knowledge, engineering knowledge as a distinct field of study, the social epistemology of engineering, the relationship between engineering knowledge and its products, and the cognitive aspects of engineering knowledge. Although many scientists and engineers insist that technologies are value-neutral, philosophers of technology have long argued that they are wrong. In this paper, I introduce a new argument against the claim that technologies are value-neutral. This argument complements and extends, rather than replaces, existing arguments against value-neutrality. I formulate the Value-Neutrality Thesis, roughly, as the claim that a technological innovation can have bad effects, on balance, only if its users have “vicious” or condemnable preferences. After sketching a microeconomic model for (...) explaining or predicting a technology’s impact on individuals’ behavior, I argue that a particular technological innovation can create or exacerbate collective action problems, even in the absence of vicious preferences. Technologies do this by increasing the net utility of refusing to cooperate. I also argue that a particular technological innovation can induce short-sighted behavior because of humans’ tendency to discount future benefits too steeply. I suggest some possible extensions of my microeconomic model of technological impacts. These extensions would enable philosophers of technology to consider agents with mixed motives—i.e., agents who harbor some vicious preferences but also some aversion to acting on them—and to apply the model to questions about the professional responsibilities of engineers, scientists, and other inventors. In this paper, in the first place, I aim to enquire into Bernard Stiegler’s critical appropriation of his mentor Jacques Derrida’s notion of différance, emphasizing how Stiegler’s philosophy of technology stems from an original interpretation of the main tenets of deconstruction. From this perspective, I will investigate Stiegler’s definition of technology as tertiary retention, i.e., exosomatized, artificial memory interrelating with biological memory, testing its hermeneutic strengths as well as possible weaknesses. In the second place, I aim to contrast Stiegler’s understanding (...) of technology with the concept of multistability brought forward by postphenomenological philosophies of technology such as those elaborated by Don Ihde and Peter-Paul Verbeek. This investigation will enable me to submit that Stiegler’s approach represents a peculiar and innovative way to conceive of technology. On the one hand, indeed, it does not seem to fall prey to the criticisms raised by postphenomenology against traditional philosophies of technology such as Martin Heidegger’s or Jacques Ellul’s, deemed to be overly deterministic, abstract and pessimistic in their understanding of technology. On the other, it retains important methodological precautions from deconstruction, thereby pointing at some possible blind spots of postphenomenology, especially concerning the vexed question of the empirical-transcendental divide, which Stiegler aims to develop beyond both Derrida’s and postphenomenology’s stances. The introduction of new technologies in society is sometimes met with public resistance. Supported by public policy calls for “upstream engagement” and “responsible innovation,” recent years have seen a notable rise in attempts to attune research and innovation processes to societal needs, so that stakeholders’ concerns are taken into account in the design phase of technology. Both within the social sciences and in the ethics of technology, we see many interdisciplinary collaborations being initiated that aim to address tensions between various (...) normative expectations about science and engineering and the actual outcomes. However, despite pleas to integrate social science research into the ethics of technology, effective normative models for assessing technologies are still scarce. Rawls’s wide reflective equilibrium is often mentioned as a promising approach to integrate insights from the social sciences in the normative analysis of concrete cases, but an in-depth discussion of how this would work in practice is still lacking. In this article, we explore to what extent the WRE method can be used in the context of technology development. Using cases in engineering and technology development, we discuss three issues that are currently neglected in the applied ethics literature on WRE. The first issue concerns the operationalization of abstract background theories to moral principles. The second issue concerns the inclusiveness of the method and the demand for openness. The third issue is how to establish whether or not an equilibrium has been reached. These issues should be taken into account when applying the methods to real-world cases involving technological risks. Applying the WRE method in the context of engaged interdisciplinary collaboration requires sensitivity for issues of power and representativeness to properly deal with the dynamics between the technical and normative researchers involved as well as society at large. Transition to a sustainable energy regime is one of the key global societal challenges for the coming decades. Many technological innovations are in the pipeline, but an uncritical appraisal of anything and everything called green innovation lacks methods for testing both the necessity and the sufficiency of these developments. We propose to develop a philosophy of energy to fill this lacuna. Its task is to explore and clarify the space in which the so-called energy transition is taking place. This article (...) sketches the fundaments of such a philosophy and suggests how it might be built upon the work of twentieth century critics of the functioning of energy in society, including Mumford, Bataille, and Heidegger; but not without empirical analysis of contemporary energy systems. Via the example of flux and potentiality - two apparently opposing conceptions of energy - we propose that a philosophy of energy allows for a broader perspective on specific problems in energy transition, and illuminates implicit and problematic assumptions behind these problems. This article outlines the constitution of a disciplinary field called ‘philosophy of design’. The roots of this philosophical branch can be traced back to the one of the first theoretical consideration about the “sciences of the artificial” (Simon 1996 [1969]) – which in opposition to natural sciences should deal with non-natural entities which populates our world, namely artifacts. These considerations have been extended and discussed starting from a research program aimed at changing the route within philosophy of technology: the so (...) called “empirical turn in philosophy of technology” (Kroes, Meijers 2000). Following this, two issues have been debated in the subsequent years: the first is related to the definition of ‘design’ and to the philosophical questions that arise (like the reference of design terms and their truth-value); the second is a problem of demarcation between science and design (are these two activities different?). The aim of the article is presenting an overview of the debate and showing some possible future developments for the philosophy of design. (shrink)

The existence of a French philosophy of technology is a matter of debate. Technology has long remained invisible in French philosophy, due to cultural circumstances and linguistic specificities. Even though a number of French philosophers have developed views and concepts about technology during the twentieth century, “philosophy of technology” has never been established as a legitimate branch of philosophy in the French academic landscape so far. This book, however, demonstrates that a community of philosophers dealing with various issues related to (...) technology and built up on the legacy of the previous generations has emerged. In gathering scholars with quite diverse theoretical backgrounds and matters of concern, this volume outlines a coherent, albeit heterogeneous, philosophical trend. Five chief characteristics are identified in this introduction: a close connection between history and philosophy, with a focus on the temporalities of technology, the prevalence of the anthropological approach to technology whether it be social anthropology or paleoanthropology, a focus on technological objects that we characterize as a “thing turn” à la française, the dignification of technoscience as a philosophical category, and a pervading concern with ethical issues based on the anthropological interpretation of technology and quite distinct from current trends in applied ethics. This paper is a contribution to a discussion in philosophy of technology by focusing on the epistemological status of the example. Of the various developments in the emerging, inchoate field of philosophy of technology, the “empirical turn” stands out as having left the most enduring mark on the trajectory contemporary research takes. From a historical point of view, the empirical turn can best be understood as a corrective to the overly “transcendentalizing” tendencies of “classical” philosophers of technology, such as Heidegger. Empirically oriented philosophy of technology emphasizes actual technologies through case-study research into the formation of technical objects and systems (constructivist studies) and how they, for example, transform our perceptions and conceptions (the phenomenological tradition) or pass on and propagate relations of power (critical theory). This paper explores the point of convergence of classical and contemporary approaches by means of the notion of the “example” or “paradigm.” It starts with a discussion of the quintessential modern philosopher of technology, Martin Heidegger, and his thinking about technology in terms of the ontological difference. Heidegger’s framing of technology in terms of this difference places the weight of intelligibility entirely on the side of being, to such an extent that his examples become heuristic rather than constitutive. The second part of the paper discusses the methodological and epistemological import of the “example” and the form of intelligibility it affords. Drawing on the work of Wittgenstein (standard metre), Foucault (panopticism), and Agamben (paradigm), we argue that the example offers an alternative way of understanding the study of technologies from that of empirical case studies.
