ABSTRACTWhile conspiracies have always been with us, conspiracy theories are more recent arrivals. The framing of conspiracy theories as rooted in erroneous or delusional belief in conspiracies is characteristic of “positive” approaches to the topic, which focus on identifying the causes and cures of conspiracy theories. “Critical” approaches, by contrast, focus on the historical and cultural construction of the concept of conspiracy theory itself. This issue presents a range of essays that cut across these two broad approaches, and reflect on (...) the problematic relationship between conspiracy theory and democratic politics. (shrink)

In this paper, we draw attention to the epistemological assumptions of market liberalism and standpoint theory and argue that they have more in common than previously thought. We show that both traditions draw on a similar epistemological bedrock, specifically relating to the fragmentation of knowledge in society and the fact that some of this knowledge cannot easily be shared between agents. We go on to investigate how market liberals and standpoint theorists argue with recourse to these similar foundations, and sometimes (...) diverge, primarily because of normative pre-commitments. One conclusion we draw from this is that these similarities suggest that market liberals ought to, by their own epistemological lights, be more attentive towards various problems raised by feminist standpoint theorists, and feminist standpoint theorists ought to be more open to various claims made by market liberals. ABSTRACTHayek’s social theory is resolutely anti-conspiratorial: He consistently rejects conceiving complex orders as though they were designed or planned. His account of democratic politics, by contrast, treats it as conducive to conspiracy, organized deception, and ultimately totalitarianism. His epistemology of spontaneous order and his radical suspicion of democratic politics are connected: The decay of democracy is itself a complex consequence of popular misunderstandings of social order. Hayek developed two contradictory epistemologies. The epistemology for which he is famous attributed dispersed knowledge to economic actors and credited the price system for aggregating and communicating this knowledge. The other epistemology attributed to human and non-human organisms alike the error-prone interpretation of stimuli, which could never truly be said to be “knowledge.” Several of the paradoxes of Hayek's economic and political thought that are explored in this symposium can be explained by the triumph of the first epistemology over the (...) second, including his historical interpretation of socialism as a planning mentality; his tendentious definitions of “liberty” and “justice”; and his opposition to economic redistribution even as he endorsed all manner of economic and social regulations. Much has been written about the relationship between biology and social science during the early twentieth century. However, discussion is often drawn toward a particular conception of eugenics, which tends to obscure our understanding of not only the wide range of intersections between biology and social science during the period but also their impact on subsequent developments. This paper draws attention to one of those intersections: the British economist and social reformer William Beveridge’s controversial efforts to establish a Department of (...) Social Biology at London School of Economics during the 1920s and 1930s. Featuring a fully equipped laboratory headed by a leading geneticist, the Department of Social Biology was Beveridge’s attempt to “cross-fertilise” biology and social science and, in so doing, take the ideological heat out of social scientific, in particular economic, methods of investigation. Exploring why Beveridge’s project failed and throwing light on its long-term legacies, this paper considers what we can learn from the short-lived Department of Social Biology. (shrink)

Karl Popper and Friedrich von Hayek became close friends soon after they first met in the early 1930s. Ever since, they discussed their ideas intensively on many occasions. But even though an analysis of the origins and contents of their ideas and correspondence reveals a number of important and fundamental differences, they rarely criticize each other in their published work. The article analyzes in particular the different ideas they have on the role of reason in society and on rationalism and (...) the roots of these differences. Popper’s “Towards a Rational Theory of Tradition” of 1948 contains a criticism of Hayek’s idea—published, for instance, in “Individualism: True and False” of 1945—that we must accept tradition without trying to change it. An analysis of the differences between the two authors touches on topics such as the possibility of public intervention in society, the role of social science in this, the methodology of social science, and the differences between liberalism and social democracy. The article concludes with some possible explanations for Popper and Hayek downplaying their differences in public. The fact remains that they never resolved the tension between Popper’s critical rationalism and Hayek’s conservative rationalism. (shrink)

Hayek's later work on the possibility of socio-economic order in decentralized market economies is an exercise in contrastive causal explanation as conceptualized by realist social theorists and philosophers. This interpretation of Hayek's work lends support to the view that Hayek's post-1960 writings can be thought of as an example of comparative institutional analysis. It also provides a means of reinforcing Hayek's own efforts to establish the scientific credentials of his work.

While nurses can and do behave as intentional political agents, claims that nurses collectively do , should or must act to advance political objectives lack credibility. This paper challenges the coherence and legitimacy of political demands placed upon nurses. It is not suggested that nurses ought not to contribute to political discourse and activity. That would be foolish. However, the idea that nursing can own or exhibit a general political will is discarded. It is suggested that to protect and advance (...) political discussion, to aid explanatory adequacy and clarity, the form in which nursing associates itself with political claims merits critical appraisal. Thus significant numbers of nurses probably reject or disagree with many of the political claims that attach to them – claims often made on their behalf. More specifically, the individual beliefs and goals of nurses can be in conflict with the political pronouncements of nursing scholars and organizations . It is proposed that nurses need not share substantive normative beliefs/goals and, if this proposal holds, group descriptors such as ‘nurses’ and ‘nursing’ cannot meaningfully or easily attach to political claims. Shared value theory is linked to the fallacy of composition and the concept of collective ascription error is introduced to explore the implausibility of using group descriptors such as ‘nurses’ and ‘nursing’ to refer to the beliefs/goals of all nurses. Abduction, deduction and induction describe forms of reasoning. Deduction and induction are discussed in the nursing literature. However, abduction has been largely neglected by nurse scholars. In this paper it is proposed that abduction may play a part in qualitative data analysis – specifically, in the identification of themes, codes, and categories. Abduction is not, in research, restricted to or associated with any particular methodology. Nevertheless, situating abduction in qualitative research facilitates the identification of three interlinked issues. First, it is (...) suggested that abductively derived claims require support from deductive and inductively sourced evidence if they are to ‘hold’ and, yet, in qualitative research this is clearly problematic. Second, difficulties in choosing between alternative plausible hypotheses are explored through an examination of the ‘generality problem’. Third, the role of background and auxiliary theories in adjudicating between hypothesis options is discussed. It is argued that if qualitative researchers utilize abductive inference in the manner suggested, then the peculiarly fallible nature of abduction must be acknowledged and, in consequence, the action guiding potential of qualitative research findings is compromised. Although Schütz’s relationship with the Austrian school of economics was an intimate one, Lavoie and other Austrian scholars have challenged (a) Schütz’s characterization of praxeology as an objective science of subjective phenomena and (b) the ability of Schütz’s phenomenology, which emphasizes the subjective meanings of actors, to really make sense of spontaneous social orders. It is my contention, however, that Schütz can be adequately defended against both these charges. First, for Schütz, the claim that social science is an objective science (...) of subjective phenomena need not imply apodictic apriorism nor solipsism. Second, in spite of his emphasis on subjective meanings, the study of spontaneous social orders need not be difficult to justify. (shrink)

ArgumentFriedrich August von Hayek is mainly known for his defense of free-market economics and liberalism. His views on science – more specifically on the methodological differences between the physical sciences on the one hand, and evolutionary biology and the social sciences on the other – are less well known. Yet in order to understand, and properly evaluate Hayek's political position, we must look at the theory of scientific method that underpins it. Hayek believed that a basic misunderstanding of the discipline (...) of economics and the complex phenomena with which it deals produced misconceptions concerning its method and goals, which led in turn to the adoption of dangerous policies. The objective of this article is to trace the development of Hayek's views on the nature of economics as a scientific discipline and to examine his conclusions concerning the scope of economic prediction. In doing so, I will first show that Hayek's interest in the natural sciences, as well as his interest in epistemology, were central to his thought, dating back to his formative years. I will then emphasize the important place of historical analysis in Hayek's reflections on methodology and examine the reasons for his strong criticism of positivism and socialism. Finally, in the third and fourth sections that constitute the bulk of this article, I will show how Hayek's understanding of the data and goal of the social sciences, culminated in an analogy that sought to establish economics and evolutionary biology as exemplary complex sciences. I will challenge Hayek's interpretation of this analogy through a comparison with Darwin's views inThe Origin of Species, and thus open a door to re-evaluating the theoretical foundations of Hayek's political claims. In this paper we will analyze Lawson’s criticism of Hayek for not having transcended positivism. We will distinguish two levels in the criticism: methodological and ontological. So far as methodological criticism is concerned, we consider that Lawson’s positivist interpretation of Hayek regarding the method in economics is not the only possible, and we will try to develop another one. With respect to ontological criticism, we will state that though it is possible to understand Hayek as an ontological positivist, since he (...) assumes an ontological individualism, this fact would not necessarily lead to positivism -question to which Lawson seems to bring Hayek closer after 1955- but a moderate ontological individualism could be assigned to Hayek founded on a realistic interpretation of Husserl’s phenomenology. The discipline of economics can benefit from a more explicit, systematic, and sustained concern with ontology; that is, with the philosophical analysis of the nature of the social world. Contrary to the argument advanced in these pages by Gerry Steele , critical-realist ontological analysis encourages fruitful economic research in a number of ways: by helping to identify research methods suitable for analyzing economic issues; by promoting the development of key substantive economic concepts; and by helping to reveal and resolve inconsistencies (...) in existing research. Readers looking for an articulate, well‐informed exposition of Hayek's multifaceted intellectual achievement will be pleased with Bruce Cald‐well's new book, Hayek's Challenge: An Intellectual Biography of F. A. Hayek. Readers interested in a more critical consideration of Hayek's ideas, or in their ability to withstand cross‐examination from the positions Hayek himself criticized, are less likely to be satisfied. But even for the latter group, Caldwell has performed a useful service, compressing the varied elements of Hayek's complex thought into a lucid (...) synopsis that should facilitate engagement with those outside the Austrian camp. The terms neoliberalism and neoliberal play a variety of roles ranging from major to trivial in the papers they appear in. Both phrases carry pejorative connotations in nurse writing. Yet irrespective of the role assumed in argument, readers are rarely provided with enough information to determine what the descriptors mean in a substantive or concrete sense. It is proposed that scholars who use these terms in their work should consider expressing themselves more carefully than often occurs at present. Virtue signalling (...) in academic writing should, absent critical argument, be discouraged. (shrink)

In the 1930s, socialist economists used the assumptions of equilibrium theory to argue that a central planner could coordinate supply and demand from above. This argument led Hayek, over the years, to try to explain the limitations of equilibrium theory and, conversely, to explain how capitalism functioned without the assumptions of equilibrium being met. In a changing world of agents who are ignorant of the future, how is a functioning market “order” possible? One answer can be found in Hayek's argument (...) that evolved rules make people's future behavior more predictable and, more to the point, that they contain previously accumulated knowledge that provides the building blocks for future economic growth. Hayek's evolutionary theory was flawed, however, in failing to explain how people can know which rules are responsible for their success or failure so that they persist in using those rules and pass them forward in time. However, markets provide immediate feedback about success and failure through profits and losses. An evolutionary explanation of the economy would have permitted Hayek to dispense with the metaphor of general equilibrium, which was increasingly irrelevant to his understanding of economic order. The theory of cultural evolution proposed by economist Friedrich August von Hayek is without doubt the most harshly criticized component in his highly prolific intellectual corpus. Hayek depicted the emergence of the market order as the unintended consequence of an evolutionary process in which groups whose rules of behavior led to a comparative increase in population and wealth were favored over others. Key to Hayek’s theory was the claim that the rules of the market, on which modern civilization relies, evolved (...) at the meta-individual level and therefore surpass human reason. Hayek believed that his theory provided scientific explanation for the superiority of the market order over rational planning. In this article, I conduct a selective comparison between Hayek’s and Darwin’s theories of cultural group selection and analyze the role that demographic growth and reason play in their respective accounts. I first present Hayek’s theory of cultural group selection, its sources of inspiration, and its important place in his intellectual legacy. I then compare Hayek’s claims to Darwin’s views and highlight fundamental differences in their evaluation of the role of reason in moral evolution. Finally, I offer some comments concerning the place assigned to demographic growth in Hayek’s theory and his over-reliance on economics in explaining cultural evolution. (shrink)

Die Spannung zwischen individuellem Ansehen und Gruppenmeriten oder individuellem Ehrgeiz und Gruppenleistung ist der wissenschaftlichen Arbeit inhärent und trägt zu ihrem Erfolg bei. Die Autorin vergleicht zwei soziale Modelle der Wissenschaft, die entwickelt wurden, als Wissenschaftler im 20. Jahrhundert zunehmend begannen kollaborativ zu forschen: Michael Polanyis individualistische Freie-Markt-Republik der Wissenschaft und Ludwik Flecks Denkkollektiv. Diese beiden Modelle sollten Praktiken beschreiben und Ideale für (...) die Wissenschaft im allgemeinen auf der Grundlage der Erfahrungen spezialisierter Forschungsgruppen vorschreiben. Die Arbeitsgruppen von Linus Pauling und Dorothy Crowfoot Hodgkin dienen hier der Erläuterung der beiden Modelle. Die Autorin untersucht verschiedene Auswirkungen von Paulings und Hodgkins Praktiken auf das persönliche Ansehen des Direktors und der Mitarbeiter, und schließt mit der Frage, ob eine kollektive Wissenschaft möglich ist. Hayek's case for the limits of economic agents’ knowledge does not, as Greg Hill seems to suggest, imply that government should be in the business of engaging in countercyclical fiscal policy or paternalistic corrections of people's pursuit of “imaginary goods.” In the latter case, markets have corrective learning mechanisms for consumer mistakes. In the former, public‐choice and public‐ignorance problems plague government efforts to correct the business cycle. The problem of public ignorance is, in turn, Jeffrey Friedman's topic, but he is (...) unfair in condemning Hayek's abandonment of this problem in order to develop his thesis that a “planning mentality” was the source of the leftist ideas with which Hayek disagreed. Hayek was confronted by widely popular planning schemes that were endorsed by a great many of his colleagues, who were not ignorant of economics. (shrink)

Where economists previously viewed the market as arising from a ‘spontaneous order’, antithetical to design, they now design markets to achieve specific purposes. This paper reconstructs how this change in what markets are and can do came about and considers some consequences. Two decisive developments in economic theory are identified: first, Hurwicz’s view of institutions as mechanisms, which should be designed to align incentives with social goals; and second, the notion of marketplaces – consisting of infrastructure and algorithms – which (...) should be designed to exhibit stable properties. These developments have empowered economists to create marketplaces for specific purposes, by designing appropriate algorithms. I argue that this power to create marketplaces requires a shift in ethical reasoning, from whether markets should reach into certain spheres of life, to how market algorithms should be designed. I exemplify this shift, focusing on bias, and arguing that transparency should become a goal of market design. (shrink)

According to Searle’s theory of collective intentionality, the fundamental structure of any society can be accounted for in terms of cooperative mechanisms that create deontic relations. This paper criticizes Searle’s standpoint on the ground that, while his social ontology can make sense of simple systems of interaction like symphony orchestras and football teams, the whole coordinative structure of the modern market society cannot be explained solely in terms (...) of we-intentional collaboration and deontic relations. As clarified by Hayek, because of its complexity, this society is a self-organizing system. It results not only from micro-level agreed constraints, but also from an unintended cybernetic mechanism that affects and shapes both its micro and macro dynamics via a circular causality. Searle ignores the coordination problem posed by complexity and provides strawman arguments against the theory of action underpinning the invisible hand explanation of social phenomena. (shrink)

Friedrich A. von Hayek influenced many areas of inquiry including economics, psychology and political theory. This article will offer one possible interpretation of the ethical foundation of Hayek's political and social contributions to libertarianism and free market capitalism by analyzing several of his important non-economic publications, primarily The Road to Serfdom, The Fatal Conceit, The Constitution of Liberty and Law, Legislation and Liberty. While Hayek did not offer a particular ethical foundation for free market capitalism, he argued consistently that free (...) markets are liberating and, for the markets to be truly free and for individuals to participate freely in markets, they should be subject to little control. Beyond some very basic principles, such as the protection of private property, that enable the free market to function properly, individuals are both free to and required to determine their own ethical compass. The central question, then, is what are the ethical principles that underlie Hayek's view of the successful organization and operation of a free market? If formal rules and regulations must be kept to a minimum, then ethical behavior is an individual choice as well as an important foundation for the self-regulating free market. This article will argue that one possible ethical foundation underlying Hayek's libertarian justification for free market capitalism are Friedrich Nietzsche's "will to power" and noble/slave ethics. This article will rely primarily on Nietzsche's On The Genealogy of Morals, Beyond Good and Evil, Zarathustra, and the Will to Power. (shrink)

In his biography of Karl Popper, Malachi Hacohen brilliantly reconstructs the development of Popper's ideas through 1946, correcting many errors regarding the sequence of their emergence. In addition he recreates Popper's Vienna and provides insights into Popper's complex personality. A larger goal of Hacohen's narrative is to show the relevance of Popper's philosophical and political thought for the left. Unfortunately this leads him to neglect and distort certain aspects of the story he tells, particularly when it comes to the relationship (...) between Popper and F.A. Hayek. (shrink)

In his reply to my critical book review, ?Don't Shoot the Messenger: Caldwell's Hayek and the Insularity of the Austrian Project,? Bruce Caldwell criticizes my account of Carl Menger's ?imaginary goods,? and rejects the line of reasoning I advanced in drawing Keynesian conclusions from Hayekian premises. But Caldwell's proposed methodology for assessing the significance of ?imaginary goods? in advanced market economies is ill conceived; and my pathway from Hayek to Keynes merely pursues a thoroughgoing subjectivism to its inexorable conclusion, which (...) is not, as Caldwell suggests, countercyclical fiscal policy. Závěrečné části poté stručně rozšiřují možné využití tohoto díla ve filosofii vědy, v rozdílném chápání přírodních a společenských věd, v pojetí (...) svobodné vůle i v aplikaci na konkrétní oblasti ekonomie, ke kterým Hayek nejvíce přispěl. In the year 1749 Adam Smith conceived his theory of commercial liberty and David Hume laid the foundation of his monetary theory. These two intellectual developments, despite their brevity, heralded a paradigm shift in economic thinking. Smith expanded and promulgated his theory over the course of his scholarly career, culminating in the publication of The Wealth of Nations in 1776. Hume elaborated on the constituents of his monetary framework in several essays that were published in 1752. Although Smith and Hume (...) devised their economic theories in 1749 independently, these theories complemented each other and to a considerable extent created the structure of classical economics. ArgumentThis paper examines some of the ways that machines, mechanisms, and the new mechanics were treated in post-World War I discourse. Spengler's 1919Decline of the Westand Hessen's 1931 study of Newton have usually been tied closely to Weimar culture in Germany, and Soviet politics. Linking them also to the writings of Rathenau, Simmel, Chase, Mumford, Hayek, and others, as well as to Dada and film studies of the city will indicate central features of a wide-ranging, international discourse on the machine (...) and mechanization. I argue that machines were so thoroughly integrated into social and economic experience that we can treat this as a distinctive new phase in the cultural history of mechanics, what some contemporaries called the “machine age”: a period in which rather than the hand mill or steam engine, the city stands as an appropriate realization (and sometimes symbol) of the significance but also ambiguities and tensions of mechanical life; and concepts of mechanization were extended to encompass the economy and market mechanisms. This paper examines two paths by which F. A. Hayek’s work has influenced the cognitive theory of institutions: cognition and cultural evolution. It argues that there is a relationship between the sensory order and the social order. The explanation of social order begins with the human mind. This is illustrated with ideas relating to understanding culture from a cognitive viewpoint. Human cognition makes cultural evolution an endogenous process. The paper draws on ideas of co-evolution of individuals’ mental models and their (...) actions. Mental models can be modified by feedback from altered perceived reality as a consequence of peoples’ altered actions. A key to understanding cultural evolution is an understanding of how individuals modify their mental models. (shrink)
