“Eco-labels” are an increasingly important form of private regulation for sustainability in areas such as carbon emissions, water consumption, ethical sourcing, or organic produce. The growing interest and popularity of eco-labels has also been coupled with growing concerns about their credibility, in part because the standard-setting and conformity assessment practices that eco-labels adopt exhibit striking differences. In this paper, we assess which assurance practices contribute to eco-labels being perceived as better governed, in the eyes of experts as well as the (...) media. Unlike previous studies, which are mostly conceptual, qualitative, or focused on one or few eco-labels, we study a large set of eco-labels, combining data from three different sources. Our findings suggest that experts and media are primarily concerned about “re-assurance” practices, looking for one or preferably multiple layers of “re-assurance” that independent parties are overseeing the eco-label and the firms certified under it. Contemporary global politics is characterized by an increasing trend toward experimental forms of governance, with an emphasis on private governance. A plurality of private standards, codes of conduct and quality assurance schemes currently developed particularly, though not exclusively, by TNCs replace traditional intergovernmental regimes in addressing profound global environmental and socio-economic challenges ranging from forest deforestation, fisheries depletion, climate change, to labor and human rights concerns. While this trend has produced a heated debate in science and politics, surprisingly little attention (...) has been paid on the effects of private governance on questions of distribution and justice. This is highly problematic. At the beginning of the twenty-first century global inequalities are greater than ever before, while rapid economic, social, political, and environmental changes threaten to further derail sustainable development and humanitarian objectives. If private governance creates or intensifies some of the pressing global inequalities (e.g., food security), and alleviates others (e.g., environmental degradation), from a business ethics perspective, we need to know which aspects need to be strengthened and where appropriate interventions are necessary and desirable. This paper proposes a framework to examine and classify the distributive outcomes of private governance institutions through the lenses of one particular approach to distributive justice, the capability approach. Empirically, it focuses on agrifood one area where the controversy regarding the distributive concerns of private governance are particularly pronounced. (shrink)

Are public and private standards affecting farmer knowledge and moving farm practices toward food safety and environmental sustainability in China? We surveyed 355 apple farmers involved in chains supplying a diversity of retailing points, including supermarkets. Using a multivariate regression model, we find no measurable evidence that the certification schemes of farm bases and agribusiness companies lead to improved apple growers’ knowledge regarding pest and disease management. The observed behavioral changes are mainly prompted by delegated decision-making towards leaders of farm (...) bases, which raises questions on the long-term changes in farmers’ practices and on the fundamental values and ethics of China’s agrofood system that is governed through the standards. In response to the chronic overuse and misuse of pesticides in agriculture, governments in Southeast Asia have sought to improve food safety by introducing public standards of good agricultural practices (GAP). Using quantitative farm-level data from an intensive horticultural production system in northern Thailand, we test if fruit and vegetable producers who follow the public GAP standard use fewer and less hazardous pesticides than producers who do not adhere to the standard. The results show that this is not the case. (...) By drawing on qualitative data from expert interviews and an action research project with local litchi (“lychee”) producers we explain the underlying reasons for the absence of significant differences. The qualitative evidence points at poor implementation of farm auditing related to a program expansion that was too rapid, at a lack of understanding among farmers about the logic of the control points in the standard, and at a lack of alternatives given to farmers to manage their pest problems. We argue that by focusing on the testing of farm produce for pesticide residues, the public GAP program is paying too much attention to the consequences rather than the root cause of the pesticide problem; it needs to balance this by making a greater effort to change on-farm practices. Although organic standards and certification schemes have a crucial role in ensuring quality, safety, and sustainability within food systems, there is a need to critically analyze their implications on human capabilities within alternative food networks (AFNs). Therefore, this paper draws upon the capability approach to analyze the implications of three governance mechanisms (i.e., third-party, social control, and hybrid certification) on human flourishing within AFNs in Ceará, Brazil. The three cases primarily build on 66 interviews with farmers, consumers, AFN owners and (...) employees, certifying officials, governmental and non-governmental representatives, and researchers. Third-party certification has some positive effects in terms of material, political, and environmental capabilities and many negative effects regarding social/cultural capabilities. Social control certification bolsters material, social/cultural, political, and environmental capabilities for the benefit of farmers and consumers. Hybrid certification increases the material control, political power, social legitimacy, and environmental governance of market intermediaries. The findings can help scholars, practitioners, and policymakers rethink the role of organic standardization and certification in fostering fundamental human capabilities and tackling inequalities within AFNs. Non-governmental organizations and governments are promoting cooperatives as key to linking smallholder farmers with modern markets to achieve inclusive development, yet the specifics of these supply relationships remain poorly understood. This article uses data from 51 interviews with supply chain stakeholders and a survey of 110 smallholder vegetable farmers in Nicaragua to investigate the impact of cooperative-supermarket supply chain relationships on cooperatives, and the role retailers and NGOs play in facilitating these relationships. The study found that in Nicaragua, cooperatives selling (...) to Walmart became unstable, in contrast with the performance of cooperatives selling to local supermarket chain La Colonia. The results show that cooperative performance is impacted by an interaction between differences in the types of farmers reached by the two supermarket chains, in the performance of the NGOs involved in each supply chain, and in the supermarkets’ business practices. The findings suggest that NGOs should pay more attention to buyer sourcing strategies and farmer needs when designing development interventions to link cooperatives of resource-poor farmers to markets, so as not to increase the vulnerability of smallholder farmers. The post-war Western world has seen a gradual shift from government to governance, a process that also concerned the issues related to agro-food sustainability, such as food quality, environmental impact, social justice, and farm animal welfare. Scholars believe that social media are a new site that reconfigures relations between various actors involved in the governance of these problems. However, empirical research on this matter remains scarce. This paper fills this gap by examining the case of Februdairy, a Twitter hashtag campaign (...) to promote the British dairy industry, hijacked by animal protection activists. For this case, I employ the relational perspective on technology affordances—as operationalised by Faraj and Azad, Materiality and organizing. Social interaction in a technological world, Oxford University Press, Oxford, 2012)—to highlight two distinct strategic modes of embracement of social media functionalities by the opposing groups: hashtag hijacking and crowdsourcing transparency. The analysis reveals also that a pre-existing social structure of the agro-food system conditions reconfiguration of social relations by technology in a way that actually strengthens the tendency to govern the issue of farm animal protection with market mechanisms. Green design tools are emerging as a new response to the dilemmas that architects and designers face in preventing the toxic impacts of building construction. Environmental health advocates, scientists, and consulting firms are stepping in to provide designers with new tools—including science-based assessment methods, standards, databases, and software—intended to help structure and inform decision-making in sustainable design. We argue that green design tools play an important but largely uninvestigated role in giving designers new forms of influence while mediating how designers’ (...) values are translated into actual design choices. Tool makers embed their own values and politics into the construction of the tools, which function as “black boxes”—their internal operations are understood as less important than their outputs for informing sustainable design. Using the green building movement as a case study, we consider three tools for selecting environmentally benign materials: the GreenScreen for Safer Chemicals, Pharos, and the Health Product Declaration. Examining controversies about the scientific validity of green design tools, we suggest that they are rooted in value conflicts and tensions in the politics of chemical knowledge. Transparent engagement with values and politics among tool developers and users could strengthen the legitimacy and credibility of green design tools. (shrink)

In 2007 new meat inspection regulations standardizing meat production throughout the Province of British Columbia (BC), Canada came into effect moving food for local consumption closer to continentally harmonized production standards. Critics argue that the economic viability of small-scale livestock farmers is threatened. Small-scale women farmers are central to the creation of alternative local agri-food networks in BC. Using gender as an analytically enabling tool this paper argues that public food-safety regulation can create the conditions for the dominance of private (...) agri-food governance. The discursive creation of a feminized privileged consumer legitimates much non-democratic agri-food governance. The paper argues that more just and ecologically sustainable futures require a ‘gender troubling’ of agri-food governance in which the privileged identity of the food consumer is reconstructed as global citizen in the context of the food sovereignty of the farmers who produce their food. This paper concludes the special issue of Agriculture and Human Values devoted to private governance of global agri-food systems. Rather than aiming to summarize the findings of the various papers that make up the issue, it highlights a number of cross-cutting issues relating to the increasing role of private governance. Key issues that are discussed include the legitimacy of private governance of agri-food systems and the scope for trade-off between its various dimensions, private governance in a global context and the (...) motivation for firms to engage in governance. Throughout, the major focus is on unresolved issues and on-going controversies with the intention of stimulating further research in this area. (shrink)

Recent scholarship has considered the implications of the rise of voluntary private standards in food and the role of private actors in a rapidly evolving, de-facto ‘mandatory’ sphere of governance. Standards are an important element of this globalising private sphere, but are an element that has been relatively peripheral in analyses of power in agri-food systems. Sociological thought has countered orthodox views of standards as simple tools of measurement, instead understanding their function as a governance mechanism that transforms many things, (...) and people, during processes of standardisation. In a case study of the Australian retail supermarket duopoly and the proprietary standards required for market access this paper foregrounds retailers as standard owners and their role in third-party auditing and certification. Interview data from primary research into Australia’s food standards captures the multifaceted role supermarkets play as standard-owners, who are found to impinge on the independence of third-party certification while enforcing rigorous audit practices. We show how standard owners, in attempting to standardize the audit process, generate tensions within certification practices in a unique example of ritualism around audit. In examining standards to understand power in contemporary food governance, it is shown that retailers are drawn beyond standard-setting into certification and enforcement, that is characterized by a web of institutions and actors whose power to influence outcomes is uneven.
