Concepts originating in the philosophy of science generally are used only ritualistically and in careful isolation from research practice in political science. But philosophical considerations are fundamental to political research, and critically influence its decisions. The question is whether ideas offered by philosophers of science have practical (that is to say, theoretical) significance for political researchers. This essay argues that philosophy of science has extremely relevant ideas to offer. The argument proceeds through an initial presentation of some elementary notions drawn (...) from reconstructions of the nature of concept formation-theory construction. These are then utilized in a critique of the research of quantitative political scientists. Three rather central concerns of this, still very young, discipline are discussed: measurement problems, the use of recursive and structural systems in causal modeling, and the primary logical function of multivariate analysis in political studies. The discussion is viewed as supporting the general point that applied philosophy of science ought to be, not an adjunct, but one of the key critical contributors to political research. (shrink)

In recent times it has become fashionable to emphasize the role of conceptual change in the history of science. To judge from recent writers, every significant theoretical change in science is first and foremost a revolution in scientific concepts—a conceptual revolution. According to this view, every level of experience is affected by each fundamental theoretical change: physical theory, experimental practice and even perceptual experience. The Aristotelian patrician who watched the sun sink beneath the horizon not only had different beliefs about (...) the phenomenon but actually saw something different from the Newtonian gentleman who saw the horizon rise above his eye-sun line, and the Einsteinian professional who saw the sun's varying geometrical relations to the world light-geodesics on which successive temporal stages of his eye world-line lay. Moreover, such is the completeness of the conceptual-experiential shifts undergone in a fundamental scientific change that it is impossible to meaningfully discuss the one theory within the confines of the other or, indeed, to provide any systematic, cumulative comparison of successive theories. Paul Feyerabend once made a remark to the effect that his pragmatic theory of observation can be traced back to proposals put forward by leading Logical Empiricists during the height of the protocol sentence debate. In this paper I want to vindicate the systematic side of Feyerabend’s remark and show that a pragmatic theory of observation can in fact be found in Rudolf Carnap’s writings of 1932. I first proceed to dispel a misunderstanding concerning the term “pragmatic” raised by Thomas (...) Oberdan. Following Morris’ and Carnap’s documented usage, I show that the intended meaning of “pragmatic” refers to a specific semiotic relation between users of a language and their environment describable by empirical means. I reconstruct such a pragmatic theory in terms of a detector model that interprets observation sentences as bodily dispositions indicating physical events in the surroundings of the detector. I then proceed to show how Feyerabend’s later theory of observation picks up central features of Carnap’s account and also shares some of the motivations. I conclude by noting how an empirical theory of observation sentences offers a bootstrapping solution to the “basis problem”. (shrink)

Although incommensurability between theories has been object of study during many years, there does not seem to be a clear consensus regarding the notion of meaning according to which it should be characterised. Based on the notion of incommensurability proposed here, the common ground between incommensurable theories is neither determined by the sense nor by the reference of the relevant terms, but by a given phenomenon type, which fixes (...) the subject matter of inquiry. Phenomenon types are understood as expressions that are associated with some phenomenon and describable or understandable in some language. In this proposal, two theories can refer to a same phenomenon type even if they are mutually incommensurable about the concepts used in them to grasp it. This possibility may serve as a way of fixing the subject matter of an investigation and, thus, to characterise the common ground between incommensurable paths of inquiry.: This is the first part of a three-part paper on incommensurability.
