    This article develops a constructive criticism of methodological conventionalism. Methodological conventionalism asserts that standards of inductive risk ought to be justified in virtue of their ability to facilitate coordination in a research community. On that view, industry bias occurs when conventional methodological standards are violated to foster industry preferences. The underlying account of scientific conventionality, however, is problematically incomplete.     Kevin Elliott and others separate two common arguments for the legitimacy of societal values in scientific reasoning as the gap and the error arguments. This article poses two questions: How are these two arguments related, and what can we learn from their interrelation?     Using pure statistical evidence about a group to judge a particular member of that group is often found objectionable. One natural explanation of why this is objectionable appeals to the moral notion of respecting individuality: to properly respect individuality, we need individualized evidence, not pure statistical evidence.     To resolve the impasse between skeptic, idealist and positivist as to whether or not historical inquiry can be objective, an affirmative answer is argued by exposing, clarifying and challenging the common presupposition: the thesis of scientific value neutrality.     Through the use of Bayesian probability theory and Communication theory, a formal mathematical model of a Churchmanian Dialectical Inquirer is developed. The Dialectical Inquirer is based on Professor C. West Churchman's novel interpretation and application of Hegelian dialectics to decision theory.
