Farm to institution (FTI) efforts aim to increase the amount of locally produced foods, typically fruits and vegetables, served by institutions such as schools, colleges, hospitals, senior meal sites, and correctional facilities. Scholars have cited these efforts as contributing to public health and community-based food systems goals. Prior research has found that relationships based on shared values have played a critical role in motivating and sustaining FTI efforts. We review previous studies, discussing values that motivate participation, and affect practices and (...) relationships in FTI supply chains. We use semi-structured interviews to better understand supply chain actors’ values and motivations and how they affect behaviors, with the aim of informing efforts to increase the scope and effectiveness of FTI efforts. All participants are currently engaged in FTI efforts. We find a mix of social and economic values were present for farmers, distributors, and buyers. Our implications focus on the importance of shared values and relationships, the benefit of local food for businesses along the supply chain, and the potential of non-school institution markets as entry points for farmers. Farm to School programs aim to connect school children with local foods, to promote a synergistic relationship between local farmers, child nutrition and education goals, and community development. Drawing from 18 months of ethnographic research with a regional FTS project and interviews with child nutrition program operators implementing FTS across Georgia, we identify perceptions of food safety as an emerging barrier in efforts to bring local foods into schools. Conducting a thematic analysis of data related to food safety, we find (...) that FTS participation may be hindered by discourses and perceptions of safety risks attributed to local foods—and to local produce in particular. We argue that this results, paradoxically, from a core tenant of FTS and other local food movements: forging personal relationships with farmers, through which POs confront the transparency of local food production, in contrast to the opacity of food procured through standard supply chains. Faced with unfamiliar production practices, and responsibilized to protect students as “at risk” subjects, POs may decide that buying local food is “not worth the risk.”. (shrink)

Farm to institution programs represent alternative supply chains that aim to organize the activities of local producers with institutions that feed the local community. The current study demonstrates the value of structuration theory :75–80, 1983; The constitution of society: outline of the theory of structuration. University of California Press, Berkeley, 1984) for conceptualizing how FTI agents create, maintain, and change organizational structures associated with FTI and traditional supply chains. Based on interviews with supply chain agents participating in FTI programs, we (...) found that infrastructure, relationships, and pricing were seen as important factors that enabled and constrained FTI organizing. Additionally, we describe how FTI organizing serves to simultaneously reinforce and challenge the practices associated with traditional supply chains. Sustainable Public Food Procurement (SPFP) is gaining recognition for its potential to improve the sustainability of food systems and promote healthier diets. However, SPFP faces various challenges, including coordination issues, actor dynamics, infrastructure limitations, unsustainable habits, and institutional resistance, among others. Drawing upon insights from the Multi-Level Perspective (MLP) on socio-technical transitions and the X-curve model on transition dynamics, this study investigates the role of transition intermediaries in facilitating SPFP-induced transformations in food systems. Focusing on four case studies in Spain, (...) we identify common barriers encountered in SPFP and analyse how distinct types of transition intermediaries contribute individually and collectively to address these challenges. Additionally, we explore how intermediary networks evolve throughout different phases of the transition process. Our findings reveal that SPFP barriers are systemic and interconnected, emphasizing the necessity of collective intermediation to overcome these obstacles. Furthermore, our results reveal how collective intermediation is orchestrated by pivotal intermediaries who mobilize diverse transition intermediaries, shaping multiple transition pathways. These intermediaries operate at both food system regimes and niches, challenging the conventional notion that transformative change can only originate from niche efforts. Lastly, we highlight the dynamic and flexible nature of intermediation in SPFP transitions, underscoring the importance of adaptability in strategies as these transitions evolve over time. Practical implications include the need for context-specific, adaptive approaches and strategies that leverage intermediary diversity. This research offers insights for policymakers, practitioners, and scholars into SPFP and broader transitions towards food systems transformation, fostering a more comprehensive understanding of these transition processes. The way farm viability is defined and conceptualized has become increasingly incongruent with the way that small-scale farmers make a living, as their livelihood strategies have evolved and changed in response to broad structural changes over the past several decades. Farm viability is typically defined as meeting the income needs of the farm family as well as supporting the farm’s operating costs. However, our study shows that New England farmers define farm viability as their ability to stay in business and (...) to keep the land in agriculture. In this paper, we bring together the agricultural economics and rural sociological research literature on farm viability and persistence as well as food justice scholarship to advance the development of a more relevant and integrated approach to evaluating the viability of small and mid-sized farms. We present farmers’ own conceptions of farm viability, drawn from 37 interviews with the operators of small farms in New England. While most of the farmers we interviewed conceptualize farm viability as their ability to stay in business, many of them shared broader views of farm viability that integrated the social and environmental sustainability of their enterprises in the face of financial pressures and increased weather extremes from climate change. These were described as their ability to continue farming year after year and keep their land in agriculture, and their ability to maintain their own health and wellbeing as integral to a viable farm enterprise. Farmers emphasized their (in)ability to continue farming from a social sustainability standpoint as directly impacting the viability of their farms. We argue for a shift away from narrow measures of farm viability that are solely based on farm owners’ household income to a broader, multidimensional approach to defining and measuring farm viability that could enable analyses that are relevant to critical sustainability concerns for US agriculture.
