Can we conceive of a philosophy of technology that is not technophobic, yet takes seriously the problem of alienation and human meaning-giving? This paperretrieves the concern with alienation, but brings it into dialogue with more recent philosophy of technology. It defines and responds to the problem of alienation in a way that avoids both old-style human-centered approaches and contemporary thingcentered or hybridity approaches. In contrast to the latter, it proposes to reconcile subject and object not at the ontic level but (...) at the ontological, transcendental level and at the level of skilled activity. Taking inspiration from Dreyfus’s reading of Heidegger and engaging critically with the work of Borgmann and Arendt, it explores a phenomenology and ethics of skill. It is concluded that new and emerging technologies must be evaluated not only as artifacts and their consequences, but also in terms of the skills and activities they involve and require. Do they promote engagement with the world and with others, thus making us into better persons? (shrink)

In modern continental thought, natural science is widely portrayed as an exclusively instrumental mode of reason. The breadth of this consensus has partly preempted the question of how it came to persuade. The process of persuasion, as it played out in Germany, can be explored by reconstructing the intellectual exchanges among three twentieth-century theorists of science, Heidegger, Habermas, and Werner Heisenberg. Taking an iconic Heisenberg as a kind of limiting case of “the scientist,” Heidegger and Habermas each found themselves driven (...) to place new constraints on their previously more capacious assessments of science, especially its capacity to reflect on its method. Tracing how that happened, through archival and historical contextualization and close readings of their texts, lets us make visible Heidegger and Habermas’s intellectual affinities and argumentative parallels, which derived not only from their shared grounding in earlier reactions against positivism, but also from confrontation with contemporary events. The latter included, for Heidegger, the rise of a technically powerful science exemplified by nuclear physics, and for Habermas, post-World War II controversies over science, technology, and their socially critical possibilities. Es wird eine Unterscheidung zwischen für eine einzelne Wissenschaft eigentümlichen Problemen und technologischen Problemen vorgeschlagen. Dieser Unterscheidung liegt eine Auffassung zugrunde, nach welcher jede Wissenschaft einen speziellen Ausblick auf die Welt erarbeitet, einen Ausblick, der nur diejenigen Aspekte eines wirklichen Vorgangs heraussucht und sich aneignet, welche für diese Wissenschaft eigentümlich sind. Im Gegensatz dazu erfaßt die Technologie Vorgänge in der Gesamtheit ihrer Aspekte. El propósito del presente artículo es mostrar en qué medida el proyecto transhumanista de optimización humana, cuyo contenido manifiesto incide ante todo en la ambición, a priori legítima, de perfeccionarse a uno mismo, entronca en realidad —a la vez que prolonga— con el programa neoliberal de dar a luz al hombre nuevo, más capacitado para adaptarse al entorno competitivo, que el capitalismo postfordista viene construyendo desde hace más de cuatro décadas.

As a relational concept, responsible innovation can be made more tangible by asking innovation of what and responsibility of whom for what? Arranging the scattered field of responsible innovation comprehensively, starting from an anthropological point of view, into five fields of tension and five categories of spearheads, may be theoretically and practically helpful while offering suggestions for both research and management.

Big data-analysis is linked to the expectation to provide a general image of socially relevant topics and processes. Similar to this, the idea of the public sphere involves being representative of all citizens and of important topics and problems. This contribution, on one side, aims to explain how a normative concept of the public sphere could be infiltrated by big data. On the other, it will discuss how participative processes and common wealth can profit from a thorough use of big (...) data analysis. As important parts of the argument, two concepts will be introduced: the numerical public and total politicisation. (shrink)

The trajectory of critical ethical reflection on technology has been from big issues to small ones. It is time again to think in large-scale terms.

Este texto muestra cómo la tradición fenomenológica de la filosofía de la tecnología ha interrogado y cuestionado a la tecnología moderna entendida como ciencia aplicada y neutral. El análisis inicia con la indagación ontológica sobre el significado de la técnica para el hombre llevada a cabo por Heidegger y Ortega, para señalar luego la pertinencia de encontrar vínculoscon otros modos de considerar la acción práctica del hombre y explicitar con ello el acercamiento entre la racionalidad técnica con el poder humanizante (...) de la imaginación y la creatividad. Finalmente se muestra cómo este vínculo fue desarrollado por Gaston Bachelard bajo la sugerente idea de un racionalismo inventivo que debe acompañar tanto a la práctica científica del sabio como a la construcción técnica de los fenómenos por parte del ingeniero. Humanity is made of technical objects. Despite of this fact, technique is not considered as a cultural matter especially in engineering schools where it should be taught. As teachers and searchers at the INSA Lyon, we have experienced the way and the difficulties to develop this technical culture.

This article recalls the historical evolution of training in humanities and social sciences (SHS) in French engineering schools as that of the research’s implementation before presenting the current situation of HSS research in these schools. The progressive passage of the humanities in the HSS including the human training of the engineers does not have anything linear nor obvious, not more than are to it the links of schools with the university research. The committed efforts since the 1950’s to develop these (...) trainings, in spite of the renewal of the debates in 1990s very scarcely allowed thinking of the science and technique as human and social realities. In addition, the schools historical situation compared to that of the universities and their long opposition to the latter did not facilitate a research development in the schools. The disparity is strong today between the schools both as regard the training in HSS as the research in HSS which remain overall not very present, in spite of the challenges which interdisciplinary collaborations between HSS and sciences and technology of speciality take on. ResumoNo início do século xviii, Isaac Newton publicou seu principal trabalho sobre óptica, o Opticks. Impregnado por uma perspectiva indutiva, o livro logo se tornou a principal referência para os estudos sobre a luz e as cores, sendo amplamente popularizado pelos seguidores de Newton. Neste artigo, analisamos como dois importantes livros contribuíram para essa popularização e também qual era a imagem de ciência que tencionavam propagar, o Élements de la philosophie de Newton de Voltaire e o Newtonianismo per le dame (...) de Algarotti. Será possível perceber que ambos os autores distorceram o conteúdo do livro de Newton, no intuito de propagar uma imagem idealizada das ideias newtonianas e da própria filosofia natural.In the beginning of 18th century, Newton published his main work about light and colors, the Opticks. Impregnated by an inductive perspective, the book became the major reference for the studies about light and colors, being widely popularized by Newton's followers. In this article, we analyze how two important works contributed to this process of popularization and also what image of science they intended to propagate: Voltaire's Elements of Newton's philosophie and Algarotti's Sir Isaac Newton's philosophy explain'd for the use of the ladies. We will be notice that both authors distorted the content of the Opticks, in order to propagate an idealized image of Newtonian ideas and natural philosophy itself. (shrink)

The paper discusses the limitations of engineering ethics as implemented in practice, with a focus on the fact that engineering and other activities are carried out without any consideration of whether the activities are themselves ethical, and on the gap between legality and ethics. This leads to the following three central ideas of the paper. The first is the need for engineers to both be aware of and critique their own values and be able to widen their perspective to that (...) of the ‘other’, i.e., marginalised and minority groups and the environment. This understanding of the ‘other’ and values is also applied to the discussion of ethical issues relating to minority world (‘developed’) country engineers working in majority world (‘developing’) countries. The second central idea is the fact that structural and contextual factors in the form of barriers and enablers affect ethical values and practices. Individuals are not necessarily unethical in themselves, but the context and organisational ethos may present barriers to ethical behaviour and encourage the development of unethical values. These barriers and enablers are investigated through a pilot survey. The third central idea is the relationship between individual and collective responsibility and the need for support to enable engineers to think and behave ethically. (shrink)

The current viewpoint on technology seems to derive from the optimistic idea of the existence of pre-established harmony that any technological progress leads to people's health, and welfare. But history has shown us that this is not always the case, and that we must select the proper direction which leads to health and welfare. For that purpose, this article presents the viewpoint of technology as a kind of human care service, along with the lessons from nursing theories. Five leading nursing (...) theories are introduced as well as their implications for technology. ‘The nursing model of technology’ is then presented. (shrink)

La pandémie de COVID-19 témoigne à vif comment, dans nos sociétés modernes, les liens sociaux ont été fragilisés en mettant à nu la vulnérabilité de tous, de chacun et chacune. Nous avons aussi découvert collectivement comment, le care, entendu dans l’un de ses sens, celui di prendre soin, était au cœur de tous nos liens sociaux et qu’il tissait la trame de notre société. Tout à coup, certains travailleurs essentiels, qui étaient souvent des travailleuses essentielles, sont devenues visibles et, parfois, (...) reconnues. De nombreuses personnes, en revanche, se sont retrouvées dans des situations d’extrême vulnérabilité. Certaines institutions essentielles se sont avérées fragiles ou dysfonctionnelles. Pour faire face à ces ébranlements sociaux profonds, les gouvernements occidentaux se sont souvent tournés vers un techno-solutionnisme numérique et ils ont fait usage d’une rhétorique guerrière se voulant mobilisatrice. Cet ouvrage collectif explore les facettes de ces vulnérabilités individuelle, collective et institutionnelle qui se sont manifestées pendant la pandémie de COVID-19. Il met en évidence comment le care, qui ne se limite pas à sa dimension de prendre soin, est à la fois ce qui nous a permis de tenir ensemble, mais aussi ce à quoi nous tenons. Les textes réunis ici interrogent donc à partir de la théorie du care, différents enjeux cruciaux de la pandémie, en particulier, la crise de la responsabilité et de la démocratie, l’invisibilité du travail des femmes et des immigrants et immigrantes, la gestion des risques et les solutions numériques, la collecte des données personnelles à des fins de santé publique, le prendre soin face à la mort, la résilience collective.
