    Individualist normative theories appear inadequate for the complex moral challenges of climate change. In climate ethics, this is especially notable with the relative marginalization of Kant. I argue that Kant’s philosophy, understood through its historical and cosmopolitan dimensions, has untapped potential for the climate crisis. First, I situate Kant in climate ethics and evaluate his marginalization due to perceived individualism, interiority and anthropocentrism.     Drawing on the work of Jacques Derrida, I propose a deconstructive reading of Gutmann and Thompson’s theory of deliberative democracy. The deconstructive reading starts from their concept of provisionality, and I argue that provisionality has consequences beyond those admitted by Gutmann and Thompson. While provisionality is an essential part of Gutmann and Thompson’s theory of deliberative democracy, it also dislocates the principles and distinctions on which their theory rests.     Taking Kant’s philosophy of right as my starting point, I defend the view that just exercise of political power requires economic redistribution. Against the common view that Kant’s political thinking has no economic implications, I argue that republican interpretations of his philosophy of right succeed in reconstructing a cogent argument in favor of public poverty relief.     The coercive authority of the Kantian state is rationally grounded in the ideal of equal external freedom, which is realized when each individual can choose and act without being constrained by another's will. This ideal does not seem like it can justify state-mandated economic redistribution.
