Summary Harry Alpert (1912–1977), the US sociologist, is best-known for his directorship of the National Science Foundation's social science programme in the 1950s. This study extends our understanding of Alpert in two main ways: first, by examining the earlier development of his views and career. Beginning with his 1939 biography of Emile Durkheim, we explore the early development of Alpert's views about foundational questions concerning the scientific status of sociology and social science more generally, proper social science methodology, the practical (...) value of social science, the academic institutionalisation of sociology, and the unity-of-science viewpoint. Second, this paper illuminates Alpert's complex involvement with certain tensions in mid-century US social science that were themselves linked to major transformations in national science policy, public patronage, and unequal relations between the social and natural sciences. We show that Alpert's views about the intellectual foundations, practical relevance, and institutional standing of the social sciences were, in some important respects, at odds with his NSF policy work. Although remembered as a quantitative evangelist and advocate for the unity-of-science viewpoint, Alpert was in fact an urbane critic of natural-science envy, social scientific certainty, and what he saw as excessive devotion to quantitative methods. This article discusses the role of communication research in the Cold War, moving from a US-centered to a comparative-transnational point of view. It examines research on prop-aganda and mass communication in the United States and the Soviet Union, focusing not only on the similarities and differences, but also on mutual perceptions and transnational entanglements. In both countries, communication scientists conducted their research with its benefits for propaganda practitioners and waging the Cold War in mind. It has been suggested that after (...) an initial period of close cooperation between politics and communication science, early expectations of the potential of systematic research for controlling the hearts and minds of people through propaganda started to fade. This article focuses on the emergence and development of gerontology in communist Bulgaria, looking at the interplay of various circumstances: scientific and political, national and international. We ask if an apparently ideologically neutral field of knowledge such as gerontology may have had some intrinsic qualities imbued by the regimes of knowledge production under a communist regime. More specifically, we ask to what extent and in which ways the production of such specialized, putatively universal knowledge could be ideologically driven and/or politically (...) controlled. To this end, we unpack the ideological, political, institutional, and epistemic circumstances that may have affected the emergence, the institutionalization, and the paradigm of Bulgarian gerontology. We focus in on the social actors, both individuals and organizations, and the roles they played in the process, as well as on international networking and the uses of international contacts and agendas. While behaviourist psychology had proven its worth to the US military during the Second World War, the 1950s saw behaviourism increasingly associated with a Cold War discourse of ‘totalitarianism’. This article considers the argument made in Hannah Arendt’s The Origins of Totalitarianism on totalitarianism as a form of behaviourist control. By connecting Arendt’s Cold War anti-behaviourism both to its discursive antecedents in a Progressive-era critique of industrial labour, and to contemporaneous attacks on behaviourism, this paper aims to answer two interlocking (...) questions: Why was behaviourism overtaken by cognitivism as the dominant theoretical orientation of psychologists in the 1960s, and what role did the concept of language play in this shift? At the height of the Cold War, in the 1950s, the process of parallel invention of masers and lasers took place on the opposing sides of the Iron Curtain. While the American part of the story has been investigated by historians in much penetrating detail, comparable Soviet developments were described more superficially. This study aims at, to some extent, repairing this discrepancy by analyzing the Soviet path towards the maser from a comparative angle. It identifies, on the one hand, significant (...) differences between the two projects regarding their heuristics, the relationship between theory and experiment, grounding in different academic cultures, and the resulting conceptualization of the maser principle. At the same time, the case also illustrates more fundamental transformations in the practices of postwar research that can be characterized as a convergence between the Soviet and the American science of the period. With this introduction we aim to illuminate Western Europe's place on the map of Cold War science and, specifically, to draw attention to the differences in and the diversity of Western European Cold War science in comparison to the United States. By discussing narratives of Cold War science in small states and asking how they fit into the European condition, we suggest that the fact of being a small state affects the conditions for and the scope of Cold War science. As a whole, this special issue also emphasizes the importance of the spatial dimension; that is, the significant dependence of Cold War science on geographical relations and geopolitical interests. While the history of Cold War social and human sciences has become an immensely productive line of inquiry and has generated some exciting research, a lot remains still to be done in studying more deeply the known stories, venturing into the unknown ones and, in particular, looking in greater detail at the Soviet side of the Iron Curtain. In our expository introduction to this special issue, we demonstrate how its articles enhance our understanding of the postwar social and human sciences. (...) The special issue invites us to rethink the role of the local intellectual and disciplinary contexts in the postwar cultures of knowledge; to pay more attention to the networks and institutions that fostered communication across the Iron Curtain; to trace various asymmetries at work in the divided academic world and the ambiguous status of many actors who enable the East–West contacts despite the general hostility and ideological cleavages; and finally to arrive at a more differentiated and complex view of the whole intellectual landscape in the history of social and human sciences opening up once all the Cold War protagonists, including the countries of the eastern bloc, are subject to a detailed study. This project, we believe, is worthwhile not just for the sake of historical accuracy but also for understanding and changing the societies we live in, which are often still contaminated by the maladies of the Cold War. The Congress for Cultural Freedom is remembered as a paramount example of the “cultural cold wars.” In this paper, I discuss the ways in which this powerful transnational organization sought to promote “science studies” as a distinct – and politically relevant – area of expertise, and part of the CCF broader agenda to offer a renewed framework for liberalism. By means of its Study Groups, international conferences and its periodicals, such as Minerva, the Congress developed into an influential forum for (...) examining the ways Big Science impacted the relations between science, society, and politics, thus constituting a semi-institutional niche for Science Studies before its professionalization within academia during the 1970s. I argue that the Congress contributed to the construction of public space in which the relations between science, society and politics were debated, and science was reconceptualized as a social activity. The vision of “science studies” the CCF-associated intellectuals promulgated was different from the science studies we know today. Yet, this alternative vision, in which the issues of science politics appeared inseparable from those of science policy, science organization, and science governance, constituted the “pre-history” of science studies today. Anglophone philosophers are often associated with rejecting philosophy’s moral guidance function after 1945. This article builds on existing work on Jean-Paul Sartre’s reception in universities to show that, actually, many British and U.S. philosophers embraced moral guidance roles by engaging with his work and that they promoted creativity and choice in society as a result. Sartre first came to philosophers’ attention in the context of post-war Francophilia, but interest in him quickly went beyond the fact that he was French and (...) expanded to include the wider existentialist movement that he was a part of. Sartre had enduring popularity among English-speaking philosophers because his philosophy resonated with the older British and U.S. philosophies of idealism and pragmatism that, like his, were inspired by Hegel. Sartre’s respondents also valued existentialism because, to them, it made certain Judeo-Christian principles relevant, thus protecting religion at a time when they believed it was threatened with decline and by the advance of specialisation. Anglophone philosophers who were interested in Sartre spread their responses to him through teaching an expanding student population, but also reached the wider public through activism, journalism, broadcasting, and government advisory roles. In doing so, philosophers integrated their interpretations of existential ideas into several aspects of culture in post-war Britain and U.S.A. (shrink)

In May 1973 a new collaboration between NASA, the Indian Health Service, and the Lockheed Missiles and Space Company promised to transform the way members of the Papago (now Tohono O’odham) Tribe of southern Arizona accessed modern medicine. Through a system of state-of-the-art microwave relays, slow-scan television links, and Mobile Health Units, the residents of the third-largest American Indian reservation began to access physicians remotely via telemedical encounters instead of traveling to distant hospitals. Examining the history of the STARPAHC (Space (...) Technology Applied to Rural Papago Advanced Health Care) project from the perspective of NASA and its contractors, from the perspective of the Indian Health Service, and from the perspective of O’odham engineers and health professionals offers a new focus, emphasizing the American Indian reservation as a site of medical research and technological development in the late twentieth century, with specific attention to the promise of information technology to address health disparities and the role of American Indians as actors in the late twentieth-century history of science, technology, and medicine. In the wake of revelations about the American Psychological Association's complicity in the military's enhanced interrogation program, some psychologists have called upon the association to sever its ties to national security agencies. But psychology's relationship to the military is no short-term fling born of the War on Terror. This article demonstrates that psychology's close relationship to national security agencies and interests has long been a visible and consequential feature of the discipline. Drawing on social scientific debates about the relationship between (...) national security agencies and the social sciences in the late 1960s and early 1970s, this article also provides cautionary lessons for psychologists confronting the torture controversy. It concludes that an ethically robust response to this controversy requires that psychologists engage in a sustained reckoning with the powerful institutional, epistemological, and financial incentives that have bound the discipline to the military and intelligence communities since World War I. Richard Löwenthal’s response to the challenges of ‘1968’ was more complex than that of most of his liberal colleagues. He did not simply remain beholden to the interpretative patterns of a German ‘special path’ (Sonderweg). He also, and increasingly so, drew on the conceptual framework of ‘Western civilization’ to make sense of and cope with the socio-cultural transformations of his times. What many like-minded intellectuals perceived solely as a ‘deviation from the West’, he also viewed as a ‘crisis of the (...) West’. This article argues that this transnationally ‘Western’ stance was part and parcel of Löwenthal’s intellectual profile as ‘cold war liberal’. This was a relatively rare species in Cold War Germany, and Löwenthal was rather exceptional in his sustained engagement with the topic of ‘Western civilization’. Compared with luminaries such as Carl Joachim Friedrich, Ernst Fraenkel or Karl Loewenstein, Richard Löwenthal may be lesser known in English-speaking scholarship, but he makes for a particularly instructive case when discussing ‘cold war liberalism’ in West Germany. With its focus on the spatialization of political thought, and ‘the West’ as a spatial imaginary, this article also seeks to contribute to the growing discussion of how to ‘spatialize’ intellectual history. An Area Studies Division was created at the 6th Section of the École Pratique des Hautes Études (Paris) in the mid-1950s. It was devoted to several world regions, including the USSR and eastern Europe. This article investigates the links between its institutionalization and the international scientific and financial transfers underpinning it: the transatlantic support granted to the nascent division by the Rockefeller and Ford foundations and the academic cooperation programme that it launched with eastern Europe. The Russian, Soviet and East (...) European programme served, thus, as an East/West interface and a platform for broader intellectual exchanges. Local French scientific, academic and political rationales favoured the specific pathways it took. The article also shows that the EPHE 6th Section was discreetly linked with American players in Cold War intellectual warfare whose forms of action gradually changed in the context of the thaw. In particular, it had connections with the Congress for Cultural Freedom. These collusions attest to the entanglement of scientific and political issues, their intricacies increasing when external factors compounded domestic ones. (shrink)
