Universities have long been involved in knowledge transfer activities. Yet the last 30 years have seen major changes in the governance of university–industry interactions. Knowledge transfer has become a strategic issue: as a source of funding for university research and (rightly or wrongly) as a policy tool for economic development. Universities vary enormously in the extent to which they promote and succeed in commercializing academic research. The identification of clear-cut models of governance for university–industry interactions and knowledge transfer processes is (...) not straightforward. The purpose of this article is to critically discuss university knowledge transfer models and review the recent developments in the literature on research collaborations, intellectual property rights and spin-offs, those forms of knowledge transfer that are more formalized and have been institutionalized in recent years. The article also addresses the role played by university knowledge transfer organizations in promoting commercialization of research results. (shrink)

Organizational institutionalism has shown how institutional entrepreneurs can introduce new logics into fields and push for their broader acceptance. In academic science in the United States, however, market logic gained strength without such an entrepreneurial project. This article proposes an alternative “practice selection” model to explain how a new institutional logic can gain strength when local innovations interact with changes outside the field. Actors within a field are always experimenting with practices grounded in a variety of logics. When one logic (...) is dominant, innovations based on alternative logics may have trouble gaining the resources they need to become more broadly institutionalized. But if a changing environment starts systematically to favor practices based on an alternative logic, that logic can become stronger even in the absence of a coherent project to promote it. This is what happened in US academic science, as growing political concern with the economic impact of innovation changed the field’s environment in ways that encouraged the spread of local market-logic practices. The Entrepreneurial University plays a central role in entrepreneurial ecosystems and actively influences the development of entrepreneurial human capital, which is a critical asset for many economies. There is thus a requirement for the identification and strengthening of entrepreneurial competences, but no previous studies have included any analysis of these competences in the university context using an approach based on profiles. The present study fills this gap by investigating the existence of different entrepreneurial profiles among students, based on their competences. (...) It also defines key competences that are critical for differentiating between these profiles and improving entrepreneurial competence levels more generally. To meet these objectives, a field research campaign was developed. Data on 1104 students from various degrees and faculties were collected and analyzed using a quantitative methodological approach. The results reveal the existence of four entrepreneurial competence profiles, namelylow profile,top profile,social profile, andgrit profile. Among as many as 12 possible entrepreneurial competences, the most prominent can explain to a large extent the entrepreneurial profiles of students; these are networking and professional social skills, community engagement, perseverance of effort, and consistency of interest. The results provide evidence of the importance of social capital andgrit. In addition to their contribution to the theory in this area and the development of the Entrepreneurial University paradigm, the results are also useful for the design of training strategies aimed at strengthening the levels of competence of students, thereby providing universities with tools to foster the creation of entrepreneurial human capital. The rapid commercialization of applied genetics in the mtd-1970s, accompanied by a sudden rise in academic-corporate partnerships, raised questions about the impacts these linkages have had on the social and professional norms of scientists. The extent and pattern of faculty tnvolvement in commercialization of biological research is largely an unexplored area. This article provcdes a quantitative assessment of the linkages between biology faculty in American uncverscties and the newly formed biotechnology industry. The results of thes study, covering the period 1985-88, (...) show that academic scientists responded en masse to participating in the commercialization of genetecs research by estabhshmg formal associations with many of the new biotechnology compances. A data base consisting of 889 U.S. and Canadian biotechnology companies and 832 sccentcsts who had formal ties to them was developed over a four-year period. The patterns of academic-corporate Icnkages are revealed by institution. Three universities with the most commercially active faculty are Harvard, Stanford, and MIT. Of the 359 bcomedeca! scientists and geneteccsts who were members of the Nateonal Academy of Sceences, at minimum, 37% had formal ties with the biotechnology industry. (shrink)

Within Ajzen's Planned Behavior Theory framework, this article tests a model to estimate the predictors of entrepreneurial intention in academic scientists working in Chile. We adapted into Spanish the entrepreneurship intention questionnaire. We tested the entrepreneurship intention model on a sample of 1,027 scientists leading research projects funded by the Chilean Scientific and Technological Development Fund, the country's primary scientific research grant. The results show strong empirical support for the entrepreneurship intention model proposed while highlighting some critical issues specific to (...) entrepreneurial intention in scientists. In particular, we found an indirect effect of perceived subjective social support on entrepreneurial intention, which is mediated by entrepreneurial attitude and perceived behavioral control toward entrepreneurship. These results suggest that policies orientated toward promoting academic entrepreneurship should include developing a healthy social environment toward it, meaning that entrepreneurial intention is not only an individual but an organizational challenge. These policies should analyze the social norms guiding the scientists' reference groups to increase their effectiveness. (shrink)

Do immigrant faculty trained in American higher education institutions adopt the outlook and practices of native US scientists and engineers, or do they diverge from such practices? The modern science paradigm holds that location will not matter significantly and that immigrants in either place will converge to a common standard of scientific practice. Drawing upon 134 in-depth interviews, this paper compares the scientific practices of two groups of Indian immigrant faculty in science and engineering: those who studied and worked in (...) the United States and then returned to India and those who continued to work in the United States. This paper shows that the two groups differed in important ways: ease of securing grants, management of grants, research environment, professional autonomy, and research type. (shrink)

One hundred years ago, in his lecture Science as a Vocation, Max Weber prefigured a transition from science as a calling to science as bureaucratically organized work. He argued that a calling for science is critical for sustaining scientific work. Using Weber’s arguments for science as a vocation as a lens, in this paper, we discuss whether a calling for science may become difficult to maintain in increasingly bureaucratized scientific work—and also whether such a calling is necessary for the advance (...) of science. We present empirical evidence for this bureaucratization of scientific work and further develop Weber’s discussion of science by contrasting it with the views of other theorists of science and innovation. Finally, we discuss the implications of these theories, develop a set of policy recommendations, and outline a research agenda designed to develop science policies and a sociology of science that match this shift from vocation to bureaucracy in scientific work. A comparison of the engineering schools at UC Berkeley and Stanford during the 1940s and 1950s shows that having an excellent academic program is necessary but not sufficient to make a university entrepreneurial. Key factors that made Stanford more entrepreneurial than Cal during this period were superior leadership and a focused strategy. The broader institutional context mattered as well. Stanford did not have the same access to state funding as public universities and some private universities. Therefore, in order to gather (...) resources, Stanford was forced to become entrepreneurial first, developing business skills at the same time Cal was developing political skills. Stanford ’s early development of entrepreneurial business skills played a crucial role in the development of Silicon Valley. (shrink)

The paper examines the role of organizational commercial slack (OCS) in mediating the relationship between entrepreneurial orientation (EO) and the effectiveness of knowledge transfer (KT) in universities. The paper identifies two types of commercial slack in the university setting: financial and promotional. Four research hypotheses are proposed. Pooled data, that is, a combination of a questionnaire survey of 110 Taiwanese universities with a data set of university KT effectiveness from the Ministry of Education, Taiwan, are collected to test the aforementioned (...) research hypotheses. The empirical results indicate that the EO of a university enables the university to provide appropriate OCS. Furthermore, the commercial slack of a university positively mediates the relationship between EO and KT effectiveness. The paper concludes that developing EO and OCS are crucial for improving the KT effectiveness of a university. Moreover, some managerial and policy implications for promoting EO and OCS in universities are suggested. (shrink)

Today universities are increasingly seen as motors of innovation: they not only need to provide trained manpower and publications to society, but also new products, new processes and new services that create firms, jobs, and economic growth. This function of universities is controversial, and a huge and still expanding literature has tried to understand it. The approach of this paper is integrative; it uses the existing literature to answer a number of straightforward questions about the creation of innovations with university (...) knowledge production: how does this happen, to what extent, and if it is desirable. In this way this article grounds the issue. Creating innovation with university knowledge production is relevant, justified and important but this has not been, is not and will not become the core function of universities. The existing literature, in other words, overestimates the importance of university knowledge production - in general, and for innovation in particular. (shrink)

This paper aims to build an integrated account of the history of twentieth-century laboratories. The historical literature is fragmented, which has led to the impression that one type of laboratory has dominated, or has become more important than other types. The university laboratory has also unjustly shaped the conceptualization of other types of laboratory. This paper approaches laboratories as sites of organized knowledge production, and as entities engaged in different activities for different audiences at any point in time. Eight types (...) of laboratory are identified, and their developments in the twentieth century are sketched. The two world wars of that century and models of innovation, building links between knowledge production in the laboratory and the impact of this knowledge outside the laboratory, are important catalysts of this history.
