The article discusses some of the major issues which need to be examined in a gendered reading of citizenship. However, its basic claim is that a comparative study of citizenship should consider the issue of women's citizenship not only by contrast to that of men, but also in relation to women's affiliation to dominant or subordinate groups, their ethnicity, origin and urban or rural residence. It should also take into consideration global and transnational positionings of these citizenships. The article challenges (...) the gender-blind and Westocentric character of many of the most hegemonic theorizations of citizenship, focusing in particular on the questions of membership in ‘the community’, group rights and social difference and the ways binaries of public/private and active/passive have been constructed to differentiate between different kinds of citizenships. The article argues that in order to be able to analyse adequately people's citizenship, especially in this era of ethnicization on the one hand and globalization on the other hand, and with the rapid pace at which relationships between states and their civil societies are changing, citizenship should best be analysed as a multi-tiered construct which applies, at the same time to people's membership in sub-, cross- and supra-national collectivities as well as in states. This paper reflects upon the adoption of Lesbian, Gay, Bisexual, Transgender and Intersex rights discourse and imagery in police public relations and problematises the construction of police as protectors and defenders of gay liberties and homonormative life. Building from a foundational conceptualisation of policing as a racial capitalist project, it analyses the phenomenon of police rainbow branding practiced in nominally public spaces, such as Pride parades, and online through news media and social networking sites. Drawing on critiques of queer liberalism (...) and complicities with state violence, the paper explores the contours of carceral homonationalism, arguing that ‘officially anti-homophobic’ police image work attempts to obscure the role of the carceral state in producing sexual and gender oppression. However, this image work has also given rise to new forms of political action. Counter-movements against police and ‘carceral pride’ are actively reworking the distributions of space and visibility within LGBTI movements. (shrink)

This article offers a critique of the recently revised BMA guidance on routine neonatal male circumcision and seeks to challenge the assumptions underpinning the guidance which construe this procedure as a matter of parental choice. Our aim is to problematise continued professional willingness to tolerate the non-therapeutic, non-consensual excision of healthy tissue, arguing that in this context both professional guidance and law are uncharacteristically tolerant of risks inflicted on young children, given the absence of clear medical benefits. By interrogating historical (...) medical explanations for this practice, which continue to surface in contemporary justifications of non-consensual male circumcision, we demonstrate how circumcision has long existed as a procedure in need of a justification. We conclude that it is ethically inappropriate to subject children—male or female—to the acknowledged risks of circumcision and contend that there is no compelling legal authority for the common view that male circumcision is lawful. The paper examines the effects of intersecting social divisions on constructions of multi‐layered citizenships and the politics of belonging in contemporary Britain. It starts with conceptual clarifications of the notions of citizenship, belonging and intersectionality and then turns to examine contemporary politics of belonging in contemporary Britain, focusing on the current debate on the ‘death of multiculturalism’ and on ‘social cohesion’. This essay argues that the material conditions of capitalist patriarchal societies are more integrally linked to institutionalized heterosexuality than they are to gender. Building on the critical strategies of early feminist sociology through the articulation of a materialist feminist theoretical framework, the author provides a critique of contemporary sex-gender theory. She argues that the heterosexual imaginary in feminist sociological theories of gender conceals the operation of heterosexuality in structuring gender and closes off any critical analysis of heterosexuality as an organizing (...) institution.... every sociological concept and thesis, as well as the overall patterning of these concepts and theses, is potentially open for reconsideration... With the emergence of feminist sociological theory, the critical emphases in sociology are strengthened by an insistence that sociological work be critical and change-oriented... in an intensely reflexive way towards sociology itself (Lengermann and Niebrugge-Brantley 1990:318). We must produce a political transformation of the key concepts, that is of the concepts which are strategic for us (Wittig 1992:30). (shrink)

This article contributes to debates concerning the sexualization of culture in the European context by analysing shifts in contemporary forms of British women’s sexual sexual subjectivities in relation to consumer culture. The article employs a ‘heterotopological’ analysis of how space is materialized through history, power and discourse. A two-part analysis is employed that, first, maps the history of British sex shops in relation to two discourses of sexuality and consumption, namely ‘safe’ and ‘seedy’; and second, analyses how these discourses can (...) be taken up and negotiated by young women today, as evidenced in a focus group discussion on ‘Ann Summers’. It concludes that new directions and interesting insights into the intersections of space, power, gender and sexuality within neoliberal postfeminist shifts in feminine identity can be made by considering female-oriented sex shops as ‘postfeminist heterotopias’. Drawn from an investigation of the construction of collective identity in DIVA magazine between 1994 and 2004, this article considers the discursive contestation of the boundaries necessarily, though never straightforwardly, erected in the process. Analysing first a selection of articles and second debates about who ‘we’ are in and between readers' letters, the article focuses on the ‘trouble’ posed by bisexuality in this era. Readers draw on and contest a cluster of interrelated characterisations of bisexuals: as undecided, as a kind (...) of pollutant, and as inadequate facsimiles of ‘real lesbians', as well as more or less open characterisations of ‘us’. These arguments are necessarily managed editorially, and always ‘end’ with calls for acceptance. This does not fully recover the ambiguity with which bisexuality is handled, however, and the article concludes by discussing the dilemma faced by the imagined community. (shrink)

This article examines the regulation of Latina youth sexualities in the context of sexual and reproductive health care provision. In-depth interviews with health care providers working in two Latino-serving community health centers are analyzed for how they interpret and respond to the sexual and reproductive practices of their low-income Latina teen patients. The author finds that providers emphasize teenage pregnancy as a social problem among this population to the exclusion of other dimensions of youth sexualities and encourage Latina girls’ adherence (...) to a life course trajectory that conforms to middle-class, heteronormative ideals as a solution to this problem. By relying on such understandings, providers construct meanings of sexual citizenship that require participation in bourgeois heteronormativity. These findings suggest that Latino-serving community health centers, their providers, and their teen patients could benefit from questioning the assumptions that inform providers’ appraisals of Latina youth and developing a more inclusive approach to Latina youth sexualities beyond a discourse of pregnancy prevention. Such efforts could allow community health centers to actively participate in disrupting the structural inequalities that shape their young patients’ lives. (shrink)

Over the last decade and a half, in a literature otherwise obsessed with citizenship in all its forms, a broad array of scholars has downplayed, criticized, and at times trivialized national citizenship. The assault on citizenship has had both an expansionary and a contractionary thrust. It is expansionary in that the language of citizenship is no longer linked with nationality, but rather protest politics. An earlier generation of social scientists would have described these actions as lobbying; they have now become (...) “citizenship practice.” It is contractionary in that what one might have thought to be the core of citizenship; nationality, the possession of a nation-state’s passport is viewed as less and less relevant to citizenship. Scholars have dislodged both the substance of citizenship, what it is, and the location of citizenship, where it “happens,” from the nation-state and national citizenship. The article challenges this devaluation of citizenship and the nation-state on empirical, conceptual, and normative grounds. Empirically, scholars, whom I link together under the umbrella term “postnationalists,” have based their anti-statist arguments on evidence that, when subjected to further inspection, wholly fails to support the arguments advanced. Conceptually, postnationalists rely on categories that are confused and untenable, being that national variables are cited as evidence of transnational developments. Normatively, postnationalists have lost the emancipatory thrust that once gave concerns with citizenship real-world purchase. (shrink)

This article is an offshoot of a research project on lesbian and gay self-organization in the UK's public sector union UNISON. The site upon which lesbians and gay men ‘work together’ is a complex and contradictory one, located at the juncture of several pathways – women's and men's movements, gendered politics and sexual politics, purist ghettos and queer rainbows. The UNISON group furnishes an ideal site for a case-study of sexual and gendered dynamics in lesbian-and-gay politics by dint of institutional (...) arrangements whereby separate spaces for lesbians and gay men respectively encourage reflexivity in working through these hyphens. While reflections from the lesbian feminist mirror have been active ingredients in the ongoing resocialization of gay men, it is argued that reflections from a gay male mirror will also be necessary if we are to nurture greater wisdom and justice in gender relations. Since the lesbian and gay group co-exists with other self-organized groups for women, black people and disabled people within a broader pro-socialist movement, the potential for working across other sets of differences is also noteworthy. Nevertheless, it can be demonstrated that a sustained coalition between lesbians and gay men is not sufficient in bringing about coalitions with other oppressed minorities or majorities, and may even be at loggerheads with them. Disentangling Privacy and Intimacy: Intimate Citizenship, Private Boundaries and Public Transgressions Recent theorisations of transformations of intimacy—like Ken Plummer's (2003) Intimate Citizenship project—concentrate on social and cultural transformations that erode the containment of intimacy within the private sphere. They have less to say about the character of and oppositions to that erosion, and specifically how far the idea of the private stands in opposition to intimacy transgressing into the public. In this essay, the private is explored through its constitutive features—liberal (...) codifications of rights, liberty and property, medico-moral discourses and conservative values and legal and political regulation—to give a more political and critical reading. This reading suggests that an explicit disentangling of the private and the intimate is necessary if tendencies toward public and emancipated intimacies are to become meaningful transformations, and this involves a dissembling of and critical engagement with the powerful historically entrenched idea of privacy in western societies.
