This article seeks to open up a new avenue for feminist technology studies—gender-aware research on engineers and engineering practice—on the grounds that engineers are powerful symbols of the equation between masculinity and technology and occupy significant roles in shaping new technologies. Drawing on the disparate evidence available, the author explores four themes. The first asks why the equation between masculinity and technology is so durable when there are such huge mismatches between image and practice. The second examines this mismatch in (...) the detail of engineering knowledge and practice to reveal that fractured and contradictory constructions of masculinity frequently coexist. The third theme addresses the suggestion that women and men might bring different styles to engineering. Finally, the author explores subjective experiences of engineering to argue that engineers’ shared pleasures in and identification with technology both define what it means to be an engineer and provide appealing symbols of power that act to compensate for a perceived lack of power or competence in other arenas. A recent initiative at Muffakham Jah College of Engineering and Technology, Hyderabad, India, has resulted in setting up a program called Centre for Environment Studies and Socioresponsive Engineering which seeks to involve undergraduate students in studying and solving environmental problems in and around the city of Hyderabad, India. Two pilot projects have been undertaken — one focusing on design and construction of an eco-friendly house, The Natural House, and another directed at improving environmental and general living conditions in a slum (...) area. The paper describes our attempts and experience of motivating our students to take interest in such projects. In an interesting development we invited a member of a student-faculty team at Massachusetts Institute of Technology (M.I.T.) that is doing a project in Nepal on safe drinking water. We report in our paper how the presentation by the guest from M.I.T. served as a catalyst for generating interest among civil and mechanical engineering students in our own projects. This essay raises the question of material hermeneutics in Heelan’s philosophy of techno-science. For Heelan, a continental philosophy of technoscience, referring to Husserl and Heidegger and especially to Merleau-Ponty, features hermeneutic contexts of mathematics and measurement as well as laboratory observation, including what the later Heelan spoke of as “portable laboratories,” for the sake of objectivity and “meaning making.” For Paul Feyerabend, this material practice corresponded to the use of both techniques of observation and instrumentation, and not less “propaganda” in (...) the case of Galileo which practice for Heelan included the ontological status of measures and numbers as well as apprenticeship in what Heelan called “contingent local practical cultural milieus.” The essay includes a discussion of Heidegger on mathematics and Bruno Latour on pasteurization. Innovation processes are extremely complex and opaque, which makes it tough or even impossible to govern them. Innovators lack control of large parts of these developments and lack of foreknowledge about the possible consequences of emerging technologies. Because of these features some scholars have argued that innovation processes should be structurally reformed and the agent-centered model of responsibility for innovation should be dismissed altogether. In the present article it will be argued that such a structural idea of responsible research and (...) innovation presumes rational agents who can be motivated by reasons. Instead of dismissing the agent-centered approach to responsibility for innovation processes a virtue ethical approach will be developed. Virtues should be considered as the intellectual and moral dispositions presumed for good decision making. It will be shown that creativity and eagerness are creditable character traits that have a distinct positive value for managing the opaqueness of innovation processes. Such traits are mandatory for change and betterment. Furthermore, it will be argued that the notion of responsibility of innovators should not be understood merely as means for constraining them but also as a tool to perpetuate their integrity and happiness. Through discussing the captivating examples of Steve Jobs and the protagonist of Mary Shelley’s Frankenstein it will be shown how to apply this virtue ethical framework for innovators in practice. My dissertation explores the ways in which Rudolf Carnap sought to make philosophy scientific by further developing recent interpretive efforts to explain Carnap’s mature philosophical work as a form of engineering. It does this by looking in detail at his philosophical practice in his most sustained mature project, his work on pure and applied inductive logic. I, first, specify the sort of engineering Carnap is engaged in as involving an engineering design problem and then draw out the complications of design (...) problems from current work in history of engineering and technology studies. I then model Carnap’s practice based on those lessons and uncover ways in which Carnap’s technical work in inductive logic takes some of these lessons on board. This shows ways in which Carnap’s philosophical project subtly changes right through his late work on induction, providing an important corrective to interpretations that ignore the work on inductive logic. Specifically, I show that paying attention to the historical details of Carnap’s attempt to apply his work in inductive logic to decision theory and theoretical statistics in the 1950s and 1960s helps us understand how Carnap develops and rearticulates the philosophical point of the practical/theoretical distinction in his late work, offering thus a new interpretation of Carnap’s technical work within the broader context of philosophy of science and analytical philosophy in general. The goal of responsible engineers is the creation of useful and safe technological products and commitment to public health, while respecting the autonomy of the clients and the public. Because engineers often face moral dilemma to resolve such issues, different engineers have chosen different course of actions depending on their respective moral value orientations. Islam provides a value-based mechanism rooted in the Maqasid al-Shari‘ah (the objectives of Islamic law). This mechanism prioritizes some values over others and could help resolve the (...) moral dilemmas faced in engineering. This paper introduces the Islamic interpretive-evaluative maxims to two core issues in engineering ethics: genetically modified foods and whistleblowing. The study aims primarily to provide problem-solving maxims within the Maqasid al-Shari‘ah matrix through which such moral dilemmas in science and engineering could be studied and resolved. (shrink)

Today’s conflicts between the views that the humanities hold of science and engineering and the views science and engineering hold of the humanities weaken the very core of our culture. Their cause is lack of integration in today’s education among subjects that hark back to the medieval trivium and quadrivium. A new trivium is needed to provide every educated person with a basic understanding of the endeavors and instruments that help us address our world and shape a new morality—the humanities, (...) in the noblest sense of the word, to civilize, science to understand nature, and engineering, broadly defined, to encompass the kindred activities that modify nature. Integration of these endeavors is urgent. It involves, in turn, an intimate interaction (the “biosoma”) of biological organisms, society, and machines—a new quadrivium. ABSTRACT Most American engineers believe that they have a responsibility for the safety and well‐being of society, but whence does this responsibility arise? What does it entail? After describing engineering practice in America as compared with the practice of other professions, this paper examines two standard types of accounts of the social responsibilities of professionals. While neither provides a satisfactory account of the social responsibilities of American engineers, several lessons are learned by uncovering their weaknesses. Identifying the framework in which (...) professional rights and responsibilities are justified, I argue that an end or primary good is the starting place for conceptualizing a profession, and justifying its existence and shape. Too little attention has been paid to the end(s) of engineering. The social responsibilities of American engineers as defined in the present system of engineering are ambiguous and weak. I indicate how the case for assigning American engineers stronger social responsibilities must be made by starting with the end(s) of engineering. I argue that, at present, American engineers do not have social responsibilities as engineers, though they do have social responsibilities as persons. (shrink)

The pleasures experienced by boys and men who work and play closely with technology have important implications for both gender and technology. This article presents empirical evidence on the topic from two studies: one of hobbyist “robot builders” who build machines for the U.K. television program Robot Wars, the other of professional software developers working in a large U.S. corporation. In spite of the obvious differences between these two groups, they experience strikingly similar pleasures—in creating technologies, in their skills and (...) knowledge, and in their intimacy and comfort with technology. The authors discuss available gender-based analyses of men’s pleasures in technology, drawing on the empirical material to both challenge and extend these analyses. The authors suggest, tentatively, that technology is a gender-authentic and gender-available avenue for those men who particularly crave certainty because technology appears more certain, easier to understand, and easier to master than other worlds they inhabit. Science and technology are so intertwined that technoscience has been argued to more accurately reflect the progress of science and its impact on society, and most socioscientific issues require technoscientific reasoning. Education policy documents have long noted that the general public lacks sufficient understanding of science and technology necessary for informed decision-making regarding socioscientific/technological issues. The science–technology–society movement and scholarship addressing socioscientific issues in science education reflect efforts in the science education community to promote more informed decision-making regarding such issues. (...) Now Science, Technology, Engineering, Mathematics education has emerged as a major reform movement impacting science education. STEM education efforts emphasize literacy across the disciplines of science, technology, engineering, and mathematics, but with rare exceptions, treat issues of technology superficially and uncritically. Informed decision-making regarding many personal and societal issues requires technological literacy beyond merely becoming an enthusiastic designer or skilled user of technology, but the science education community has given little attention to what such literacy entails. Here, we present results of an extensive review of the literature regarding the nature of technology in order to identify key issues among scholars who study technology. We then provide predominant perspectives among those scholars and suggest which identified NOT issues are most essential to address as part of STEM education efforts that seek to promote informed personal and societal decision-making. This second companion volume on engineering studies considers engineering practice including contextual analyses of engineering identity, epistemologies and values. Key overlapping questions examine such issues as an engineering identity, engineering self-understandings enacted in the professional world, distinctive characters of engineering knowledge and how engineering science and engineering design interact in practice. -/- Authors bring with them perspectives from their institutional homes in Europe, North America, Australia\ and Asia. The free and open source software (Foss) movement deserves to be placed in an historico-ethical perspective that emphasizes the end user. Such an emphasis is able to enhance and support the Foss movement by arguing the ways it is heir to a tradition of professional ethical idealism and potentially related to important issues in the history of science, technology, and society relations. The focus on software from an end-user’s perspective also leads to the concept of program conviviality. From a non-technical (...) perspective, however, software is simply a new example of technology, and the effort to assure that technology is developed in a socially responsible manner has a significant history. The argument thus begins with observations about the history of technology. This leads to critical reflections on the development of professional engineering ethics, and to a discussion of the alternative technology movement. Finally, it concludes by indicating some criteria to consider when imagining the design of convivial software. (shrink)

This article attributes the many conflicting theories about the nature and direction of contemporary technological society to the revolutionary and paradoxical character of technology itself. Commentators come to very different conclusions about the same basic phenomena; but their differences, while reflecting divergent assumptions and intellectual styles, also reveal contradictions within the subject matter. Dialectical and historical methods are introduced as ways to redefine the basic terms involved, augment traditional studies, and indicate directions for authentic interdisciplinary research. From at least 1925 to the present, science and technology have been depicted largely negatively in popular films of all genres. The images of science and technology in films reflect consistent public anxiety over the linkage between science, technology, and corporate power; the complacency of government agen cies and scientists toward new knowledge and artifacts; the insensitivity of scientists toward the moral implications of their research and its applications; and the co-option of technical knowledge by vested corporate and government interests. This paper suggests that design ethics can be enriched by considering ethics beyond the traditional approaches of deontology, teleology, and virtue ethics. Design practice and design ethics literature tend to frame ethics in design according to these approaches. The paper argues that a fundamental and concrete ethical understanding of design ethics can also be found in Sartrean Existentialism, a philosophy centered on the individual and his/her absolute freedom. Through the analysis of four core concepts of Sartrean Existentialism that define a (...) specific ethics, the paper illustrates why such philosophical approach is relevant to design ethics. The paper also shows how Sartrean Existentialism and its ethics apply to critical issues of professional practice in design such as professional engagement and design decision-making. The paper finally argues that Sartre’s philosophy and ethics is a perspective that offers the designer in design practice a solid ground to engage his/her ethical dilemma. (shrink)

The purpose of this article is to establish that Lewis Mumford’s historical and philosophical writings were heavily influenced by the psychoanalytic theories of Sigmund Freud. It is argued that Freudian ideas and concepts played a foundational role in the construction of Mumford’s views on the nature and function of mind, culture and history, which in turn founded his views on the relationship between technology and society. Indeed, it is argued that a full understanding of Mumford’s technological writings cannot be achieved (...) until one has grasped their psychoanalytic influence. To this end, this article will reconstruct the psychological views of Lewis Mumford and indicate how they draw upon and modify Freudian theory. It will then be shown how Mumford’s theory of the psyche interacts with Mumford’s own concept of the idolum. This interaction, I will argue, considerably underpins Mumford’s holistic views on the relationship between society and the individual and between the internal and external world and will require us to reconsider our understanding of Mumford’s philosophy of technology, particularly with regard to his descriptions of monotechnics and biotechnics, the authoritarian and democratic technological forms. It will be argued that for Mumford the division intechnics corresponds to a division in the human psyche, and indeed arises from it. Not only will an appreciation of Mumford’s Freudian influence alter our understanding of Mumford’s technological writings in general, but also in particular it can enable us better to comprehend the reasoning behind Mumford’s recommended method of resistance to the modern power complex of the megamachine. Such a revised understanding of Mumford’s philosophy also undercuts any attempts to characterize his position as being a technological determinist one. Rather, his philosophy of technology is better understood as a form of technological voluntarism. (shrink)

Creativity in science and engineering has moral significance and deserves attention within professional ethics, in at least three areas. First, much scientific and technological creativity constitutes moral creativity because it generates moral benefits, is motivated by moral concern, and manifests virtues such as beneficence, courage, and perseverance. Second, creativity contributes to the meaning that scientists and engineers derive from their work, thereby connecting with virtues such as authenticity and also faults arising from Faustian trade-offs. Engineers today cannot meet their professional obligation to the welfare of society if they do not have a broad, multidisciplinary vision, and yet a multidisciplinary vision is becoming enormously difficult to obtain. A new curriculum must emerge that can integrate a focused, discipline-based scientific approach with an integrated approach. To do this, we must recognize that there is already a structure that is deeply embedded into the current pedagogy, which values performance ratios such as efficiency as paramount. Current trends indicate (...) a call for a broader, reflexive, and preventative curriculum, but like many other calls for change, these will fail if the focus continues to be on wrong values. A model for an adaptive engineering curriculum is developed that strives to maintain a scientific approach as well as a broad “culture-based approach.” A new way of thinking about engineering curriculum must involve a “resymbolization” in which experience, context, community, and certain nonmeasurable principles are valued. The nature of engineering and history as disciplines are explored and found to have some striking similarities, for example in the importance they place on context and practitioner involvement. They are found to be different from science, which focuses more on universal generalizations rather than on the particulars of given situations. The history of technology is paid special attention, because the discipline has developed in a way that incorporates both scientific (generalizing) and historical (context specific) characteristics. David Hull has demonstrated a marvelous ability to annoy everyone who caresabout science (or should), by forcing us to confront deep truths about howscience works. Credit, priority, precularities, and process weave together tomake the very fabric of science. As Hull's studies reveal, the story is bothmessier and more irritating than those limited by a single disciplinaryperspective generally admit. By itself history is interesting enough, andphilosophy valuable enough. But taken together, they do so much in tellingus about science and by puncturing (...) the comfortable popular illusion abouthow science works. Ultimately, David Hull shows by his example thathistory and philosophy of science can make science better. I agree, and withits focus on the history of science in particular, this paper explores why. In this paper, we reflect on current notions of engineering practice by examining some of the motives for engineered solutions to the problem of climate change. We draw on fields such as science and technology studies, the philosophy of technology, and environmental ethics to highlight how dominant notions of apoliticism and ahistoricity are ingrained in contemporary engineering practice. We argue that a solely technological response to climate change does not question the social, political, and cultural tenet of infinite material growth, (...) one of the root causes of climate change. In response to the contemporary engineering practice, we define an activist engineer as someone who not only can provide specific engineered solutions, but who also steps back from their work and tackles the question, What is the real problem and does this problem “require” an engineering intervention? Solving complex problems like climate change requires radical cultural change, and a significant obstacle is educating engineers about how to conceive of and create “authentic alternatives,” that is, solutions that differ from the paradigm of “technologically improving” our way out of problems. As a means to realize radically new solutions, we investigate how engineers might deploy the concept of praxis, which raises awareness in engineers of the inherent politics of technological design. Praxis empowers engineers with a more comprehensive understanding of problems, and thus transforms technologies, when appropriate, into more socially just and ecologically sensitive interventions. Most importantly, praxis also raises a radical alternative rarely considered—not “engineering a solution.” Activist engineering offers a contrasting method to contemporary engineering practice and leads toward social justice and ecological protection through problem solving by asking not, How will we technologize our way out of the problems we face? but instead, What really needs to be done?
