Throughout this paper, we are trying to show how and why our Mathematical frame-work seems inappropriate to solve problems in Theory of Computation. More exactly, the concept of turning back in time in paradoxes causes inconsistency in modeling of the concept of Time in some semantic situations. As we see in the first chapter, by introducing a version of “Unexpected Hanging Paradox”,first we attempt to open a new explanation for some paradoxes. In the second step, by applying this paradox, it (...) is demonstrated that any formalized system for the Theory of Computation based on Classical Logic and Turing Model of Computation leads us to a contradiction. We conclude that our mathematical frame work is inappropriate for Theory of Computation. The objective of this thesis is to present a naturalised metaphysics of information, or to naturalise information, by way of deploying a scientific metaphysics according to which contingency is privileged and a-priori conceptual analysis is excluded (or at least greatly diminished) in favour of contingent and defeasible metaphysics. The ontology of information is established according to the premises and mandate of the scientific metaphysics by inference to the best explanation, and in accordance with the idea that the primacy of physics (...) constraint accommodates defeasibility of theorising in physics. This metametaphysical approach is used to establish a field ontology as a basis for an informational structural realism. This is in turn, in combination with information theory and specifically mathematical and algorithmic theories of information, becomes the foundation of what will be called a source ontology, according to which the world is the totality of information sources. Information sources are to be understood as causally induced configurations of structure that are, or else reduce to and/or supervene upon, bounded (including distributed and non-contiguous) regions of the heterogeneous quantum field (all quantum fields combined) and fluctuating vacuum, all in accordance with the above-mentioned quantum field-ontic informational structural realism (FOSIR.) Arguments are presented for realism, physicalism, and reductionism about information on the basis of the stated contingent scientific metaphysics. In terms of philosophical argumentation, realism about information is argued for primarily by way of an indispensability argument that defers to the practice of scientists and regards concepts of information as just as indispensable in their theories as contingent representations of structure. Physicalism and reductionism about information are adduced by way of the identity thesis that identifies the substance of the structure of ontic structural realism as identical to selections of structure existing in re to combined heterogeneous quantum fields, and to the total heterogeneous quantum field comprised of all such fields. Adjunctly, an informational statement of physicalism is arrived at, and a theory of semantic information is proposed, according to which information is intrinsically semantic and alethically neutral. The overall aim of this thesis is to look at some philosophical issues surrounding autonomous systems in society and war. These issues can be divided into three main categories. The first, discussed in papers I and II, concerns ethical issues surrounding the use of autonomous systems – where the focus in this thesis is on military robots. The second issue, discussed in paper III, concerns how to make sure that advanced robots behave ethically adequate. The third issue, discussed in papers (...) IV and V, has to do with agency and responsibility. Another issue, somewhat aside from the philosophical, has to do with coping with future technologies, and developing methods for dealing with potentially disruptive technologies. This is discussed in papers VI and VII. Paper I systemizes some ethical issues surrounding the use of UAVs in war, with the laws of war as a backdrop. It is suggested that the laws of war are too wide and might be interpreted differently depending on which normative moral theory is used. Paper II is about future, more advanced autonomous robots, and whether the use of such robots can undermine the justification for killing in war. The suggestion is that this justification is substantially undermined if robots are used to replace humans to a high extent. Papers I and II both suggest revisions or additions to the laws or war. Paper III provides a discussion on one normative moral theory – ethics of care – connected to care robots. The aim is twofold: first, to provide a plausible and ethically relevant interpretation of the key term care in ethics of care, and second, to discuss whether ethics of care may be a suitable theory to implement in care robots. Paper IV discusses robots connected to agency and responsibility, with a focus on consciousness. The paper has a functionalistic approach, and it is suggested that robots should be considered agents if they can behave as if they are, in a moral Turing test. Paper V is also about robots and agency, but with a focus on free will. The main question is whether robots can have free will in the same sense as we consider humans to have free will when holding them responsible for their actions in a court of law. It is argued that autonomy with respect to norms is crucial for the agency of robots. Paper VI investigates the assessment of socially disruptive technological change. The coevolution of society and potentially disruptive technolgies makes decision-guidance on such technologies difficult. Four basic principles are proposed for such decision guidance, involving interdisciplinary and participatory elements. Paper VII applies the results from paper VI – and a workshop – to autonomous systems, a potentially disruptive technology. A method for dealing with potentially disruptive technolgies is developed in the paper. (shrink)

The dissertation explains the internet as an aesthetic medium, authorship in the medium and platforms’ influence on the medium’s aesthetic function. This is achieved by analysing the actual art that uses the internet as an aesthetic medium. The aesthetic function of the internet as a medium is different from its informative and communicative function. It entails manipulation of the medium defined by the permanent and instant interconnectedness of the digitalised instances or representations of people, things, artificial intelligence and information to (...) achieve a specific aesthetic aim. Internet as a medium, similarly to comics and film, allows for different kinds of authorship. A typical example of art that uses the internet as a medium is a meme. This is because memes involve meta-level discussions and group authorship, elements that are most easily facilitated by the internet as a medium. Art that uses the internet as an aesthetic medium can be single-authored if the sole author manipulates digital interconnectedness in an aesthetically significant way. Besides this general level of how the internet is characterised as a medium, there is a practical level that includes platforms on which artwork is made. These two levels are necessarily connected. Even though platforms also manipulate digitalised interconnectedness, they do not erase the internet’s potential as an aesthetic medium because artists manipulate this already manipulated content. This chapter addresses two questions. First, if knowledge is accounted information, how are we supposed (to apply this analysis in order) to understand perceptual knowledge and knowledge by testimony? In the first part of the chapter, I articulate an answer in terms of a re-interpretation of perception and testimony as data providers rather than full-blown cases of knowledge. Second, if perception and testimony are correctly understood as data providers, how are we supposed (to apply this analysis in order) to understand (...) the semantic value of the data provided by such processes? In the second part of the chapter, I argue in favour of a constructionist hypothesis about how data may become meaningful for human cognitive agents through a process of repurposing of natural data/signals. The conclusion of the chapter is that human agents are natural-born data hackers. (shrink)

The article develops a correctness theory of truth (CTT) for semantic information. After the introduction, in section two, semantic information is shown to be translatable into propositional semantic information (i). In section three, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in section four, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. (...) This completes the reduction of the truth of i to the correctness of A. In sections five and six, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates (in a Fregean sense) Q by verifying and validating it (in the computer science’s sense of “verification” and “validation”); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of “proxy”) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of “commutation”); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. The last section draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. (shrink)

In this article, I outline the three main philosophical lessons that we may learn from Turing’s work, and how they lead to a new philosophy of information. After a brief introduction, I discuss his work on the method of levels of abstraction (LoA), and his insistence that questions could be meaningfully asked only by specifying the correct LoA. I then look at his second lesson, about the sort of philosophical questions that seem to be most pressing today. Finally, I focus (...) on the third lesson, concerning the new philosophical anthropology that owes so much to Turing’s work. I then show how the lessons are learned by the philosophy of information. In the conclusion, I draw a general synthesis of the points made, in view of the development of the philosophy of information itself as a continuation of Turing’s work. (shrink)

Philosophers of information, according to Luciano Floridi (The philosophy of information. Oxford University Press, Oxford, 2010, p 32), study how information should be “adequately created, processed, managed, and used.” A small number of epistemologists have employed the concept of information as a cornerstone of their theoretical framework. How this concept can be used to make sense of seemingly intractable epistemological problems, however, has not been widely explored. This paper examines Fred Dretske’s information-based epistemology, in particular his response to radical epistemological (...) skepticism. We discuss the relationship between information, evidence and knowledge in relation to the problem of skepticism and the options available to an information-based epistemology for dealing with it. The concept of distributed moral responsibility (DMR) has a long history. When it is understood as being entirely reducible to the sum of (some) human, individual and already morally loaded actions, then the allocation of DMR, and hence of praise and reward or blame and punishment, may be pragmatically difficult, but not conceptually problematic. However, in distributed environments, it is increasingly possible that a network of agents, some human, some artificial (e.g. a program) and some hybrid (e.g. a group of (...) people working as a team thanks to a software platform), may cause distributed moral actions (DMAs). These are morally good or evil (i.e. morally loaded) actions caused by local interactions that are in themselves neither good nor evil (morally neutral). In this article, I analyse DMRs that are due to DMAs, and argue in favour of the allocation, by default and overridably, of full moral responsibility (faultless responsibility) to all the nodes/agents in the network causally relevant for bringing about the DMA in question, independently of intentionality. The mechanism proposed is inspired by, and adapts, three concepts: back propagation from network theory, strict liability from jurisprudence and common knowledge from epistemic logic. (shrink)

This paper explores the possibility of building a coherent knowledge base for philosophyof design in IS research. After identifying and categorizing what is considered as designissues in the IS field, we propose a taxonomy of design abstractions in the form of a meta-theoretical structure. Based on the proposed hierarchical taxonomy, we have conducteda concept-centric literature review on four leading IS research journals publishedbetween January 2011 and July 2016. Our result shows that the IS field struggles withmisalignment of philosophy of design (...) issues, including constructing design theory,research positioning, and an inconsistent knowledge base in design subject areas such asethics and aesthetics. It is suggested that integrating philosophy of design into IS researchcould contribute to the development of a coherent body of design knowledge. We concludeby proposing a model both to study and integrate philosophy of design into the ISresearch field. (shrink)

There is much discussion about whether the human mind is a computer, whether the human brain could be emulated on a computer, and whether at all physical entities are computers (pancomputationalism). These discussions, and others, require criteria for what is digital. I propose that a state is digital if and only if it is a token of a type that serves a particular function - typically a representational function for the system. This proposal is made on a syntactic level, assuming (...) three levels of description (physical, syntactic, semantic). It suggests that being digital is a matter of discovery or rather a matter of how we wish to describe the world, if a functional description can be assumed. Given the criterion provided and the necessary empirical research, we should be in a position to decide on a given system (e.g. the human brain) whether it is a digital system and can thus be reproduced in a different digital system (since digital systems allow multiple realization). On 8th August 2019, Secretary of State for Health and Social Care, Matt Hancock, announced the creation of a £250 million NHS AI Lab. This significant investment is justified on the belief that transforming the UK’s National Health Service (NHS) into a more informationally mature and heterogeneous organisation, reliant on data-based and algorithmically-driven interactions, will offer significant benefit to patients, clinicians, and the overall system. These opportunities are realistic and should not be wasted. However, they may be missed (one may (...) recall the troubled Care.data programme) if the ethical challenges posed by this transformation are not carefully considered from the start, and then addressed thoroughly, systematically, and in a socially participatory way. To deal with this serious risk, the NHS AI Lab should create an Ethics Advisory Board and monitor, analyse, and address the normative and overarching ethical issues that arise at the individual, interpersonal, group, institutional and societal levels in AI for healthcare. The dialogue develops arguments for and against a broad new world system - info-computationalist naturalism - that is supposed to overcome the traditional mechanistic view. It would make the older mechanistic view into a special case of the new general info-computationalist framework (rather like Euclidian geometry remains valid inside a broader notion of geometry). We primarily discuss what the info-computational paradigm would mean, especially its pancomputationalist component. This includes the requirements for a the new generalized notion of computing that would (...) include sub-symbolic information processing. We investigate whether pancomputationalism can provide the basic causal structure to the world and whether the overall research program of info-computationalist naturalism appears productive, especially when it comes to new approaches to the living world, including computationalism in the philosophy of mind. It has been suggested that to overcome the challenges facing the UK’s National Health Service (NHS) of an ageing population and reduced available funding, the NHS should be transformed into a more informationally mature and heterogeneous organisation, reliant on data-based and algorithmically-driven interactions between human, artificial, and hybrid (semi-artificial) agents. This transformation process would offer significant benefit to patients, clinicians, and the overall system, but it would also rely on a fundamental transformation of the healthcare system in a way that (...) poses significant governance challenges. In this article, we argue that a fruitful way to overcome these challenges is by adopting a pro-ethical approach to design that analyses the system as a whole, keeps society-in-the-loop throughout the process, and distributes responsibility evenly across all nodes in the system. In his article Open Problems in the Philosophy of Information 1 Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridis program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information emerging at present. As we analyze the progress of PI we try to situate Floridis program (...) in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems.
