ABSTRACT “Complexity” is ubiquitous in contemporary political commentary, where it is invoked to justify innovative governance programs. However, the term lacks analytic clarity. One way to make sense of it is to construct a genealogy of the notion of “wicked problems,” a concept that highlights the intractability of complex problems and problematizes the technocratic management of complexity. The term wicked problems originated in science planning in postwar Germany and urban planning in the United States. In both cases, planners rejected a (...) naïve optimism about the potential of technical expertise in favor of recognizing that many problems transcend the knowledge possessed by experts. This appreciation of complexity led to attempts, still ongoing, to accommodate both participatory and expert-based decision making in the face of wicked problems, producing a form of technical democracy in which problem solving requires the orchestration of conflict. En este texto se trata de pensar el proyecto que Foucault inició con el análisis de la parrhesía. Se aborda ese problema en relación a otros dos elementos de su obra: la reflexión sobre la función de los intelectuales y sus escritos sobre la noción de crítica. Desde esa perspectiva trataré de mostrar que las investigaciones sobre la parrhesía reflejan el intento de pensar una nueva política de la verdad.

Resumen La parrhesía constituye una práctica de "decir veraz" que Michel Foucault investiga en sus últimos seminarios del Colegio de Francia, como una de las maneras originales de constitución de uno mismo en la cultura grecolatina antigua. En este trabajo, dicha noción de parrhesía es desplegada en toda su contemporaneidad política y se afirma que constituye un complemento fundamental para la tesis agonísitica de la democracia, en especial la defendida por Chantal Mouffe. El "decir veraz" del parrhesiasta, al interpelar de (...) manera radical el statu quo de la identidad colectiva constituida en el proceso de politización propio de la democracia radical, subvierte y transforma dicha identidad en un objeto permanente de disputa. Se recupera así el sentido del polemos propio de la práctica democrática.The parrhesia is a practice of "true-telling" that Michel Foucault researches in his last courseof the College of France, as one of the most singulars ways of becoming oneself in the ancient Greco Latin culture. In this paper, such notion of parrhesia is developed in its whole political contemporaneity, and it is assumed as a key component for the agonistic thesis of democracy, especially in Chantal Mouffe's work. The "true-telling" of parrhesiast, while contesting in a radical way the status quo of the collective identity formed in the own process of politization of radical democracy, it subverts and transform this given identity in an object of constant dispute. The polemos sense characteristic of democracy is in that way recovered. (shrink)

Finally published 34 years after his death, Foucault's book Confessions of the Flesh sheds new light on the debate about freedom and power that shaped the reception of his works. Many contributors to this debate argue that Foucault's theory of power did not allow for freedom in the 'genealogical phase,' but that he corrected himself and presented a solution to the problem of freedom in his later works, especially through his reflection on ancient ethics and technologies of the self in (...) volumes two and three of History of Sexuality, as well as the concept of parrhesia. In contrast to this view, I argue that Confessions of the Flesh shows that a concept of freedom as self-critical hermeneutics that aims at identifying a foreign power within the subject was only developed in Foucault's analysis of Christian practices of penance and confession. This interpretation of Confessions of the Flesh opens a new field of inquiry into the genealogy of critique and both the repressive and emancipative effects of truth-telling and juridification. This article interrogates twelve step practice within Alcoholics Anonymous from the perspective of Foucault’s later work on governance, truth-telling and subjectivity. Recent critical studies of addiction tend to view self-help cultures like that of AA and related twelve step programs as integral parts of contemporary power/knowledge complexes, and thus as agents of the modern “will to knowledge” that Foucault often engages with. In line with the widespread Foucauldian critique of governmentality, addiction self-help culture is thus conceived as one that primarily (...) reproduces abstract, neoliberal norms on health and subjectivity. The argument put forward in this article aims to upset this framework attending to a number of features of twelve step practice that, arguably, bear striking resemblances to Foucault’s later discussions of ethics, care of self and truth-telling. In this, it is suggested that a close study of AA practices, might interrupt assumptions about contemporary addiction discourse and its relationship to issues of truth and power often reproduced in Foucauldian critiques. This article addresses contemporary concerns about critique through an interpretation of the “writing prophets.” This approach draws on Foucauldian genealogy and suggests that alongside Greek parrhesia, Old Testament prophecy is a key forerunner of contemporary critical discourses. Our analysis draws upon Weber’s interpretative historical sociology and Gadamerian hermeneutics but shifts the emphasis from charisma to critique, through a direct engagement with prophetic texts. In particular, prophetic discourse claims to reveal injustice and idolatry and speaks from a position of transcendence within (...) immanent historical moments. Prophets position their own era as a moment of crisis, and themselves as liminal figures, opposed to the delusion of others and “false prophets” which resonates with contemporary conceptions of “ideology.” Rather than focusing on historical individuals, we approach prophecy as a discourse, multiple and hybrid, discontinuous, and contradictory, yet constituting a distinctive precursor which informs contemporary critique. The general claim advanced in this article is that Foucault’s genealogy of the modern state traces two ideal-typically different power arrangements at the origin of the modern state, roughly referred to as ‘sovereign power’ and ‘governmentality’. They are ideal-typically different in that they operate according to a different logic, including different ends, means and modi operandi. The more specific claim, then, is that due to this different logic, their ever changing interpenetration on the level of the state is imbalanced. In (...) order for ‘governmentality’ to operate according to the law, it must be backed by the juridical frameworks provided by sovereign power, but then again these juridical frameworks prove inadequate and insufficient to curb ‘governmentality’s’ operational procedures as well as the modalities and intensities of its implementation. In other words, in his genealogy of the modern state, Foucault tracks down ‘governmentality’ as a distinctive form of power which, although intertwined with the state, cannot juridically be contained by the state. It cannot be appropriately restrained by its legal regulations and, as such, constitutes an excess vis-à-vis those regulations. (shrink)

Contention in the form of protests, riots, and direct action is a central political practice in contemporary democracies. It is also a staple of sociological analysis, after slowly crystallizing as a distinct object of analysis from the 1970s onward. Lately, however, it has become unclear what this distinctiveness consists of and how it may help guide studies of contention: What distinguishes contention from other practices? I argue that contention can be seen as an ontologically distinctive experience. What sets this experience (...) apart is that it expresses a potential for conflict that underlies all social formations. We can take these expressions of conflict as objects of analysis. This means asking how the conflict expressed in contentious practices is ascribed meaning. I develop this perspective theoretically and show how it may facilitate new empirical analyses of contention’s boundaries, its relation to truth, and ethical relations in contention. (shrink)

ABSTRACT This article examines Michel Foucault’s views concerning the ethical salience of critique and compares those views to the Buddhist Madhyamaka tradition. As a critic of the Enlightenment, Foucault’s approach to ethics vacillated between deconstructing moral concepts such as “self” and “freedom,” and affirming them as the basis of an ethics conceived as “self-fashioning.” Madhyamaka thought provides a critical account of social reality that resonates with Foucault, particularly concerning the emancipatory potential of critique, but it arrives at different ethical conclusions, (...) viewing compassion rather than vertiginous freedom as the outcome of any thorough critique of the self.
