This paper aims to develop a novel account of the normativity of assertion. Its core thesis is that assertion has an etiological epistemic function, viz. to generate knowledge in hearers. In conjunction with a general account of etiological functions and their normative import, it is argued that an assertion is epistemically good if and only if it has the disposition to generate knowledge in hearers. In addition, reason is provided to believe that it makes sense to regulate the practice of (...) assertion by a speaker rule—and, more specifically, by a knowledge rule—as so regulating assertion contributes to ensuring that assertion fulfils its etiological function reliably. This paper investigates a capacity I call actuality-oriented imagining, by which we use sensory imagination in a way that's directed at representing the actual world. I argue that this kind of imagining is distinct from other, similar mental states in virtue of its distinctive content determination and success conditions. Actuality-oriented imagining is thus a distinctive cognitive capacity in its own right. Thinking about this capacity reveals that we should resist an intuitive tendency to think of the imagination’s primary function or (...) default mode as representing the non-actual or the fictional. Instead, the imagination is a cognitive faculty that often puts us in touch with the way things are in reality. (shrink)

Perception involves the processing of content or information about the world. In what form is this content represented? I argue that perception is widely compositional. The perceptual system represents many stimulus features (including shape, orientation, and motion) in terms of combinations of other features (such as shape parts, slant and tilt, common and residual motion vectors). But compositionality can take a variety of forms. The ways in which perceptual representations compose are markedly different from the ways in which sentences or (...) thoughts are thought to be composed. I suggest that the thesis that perception is compositional is not itself a concrete hypothesis with specific predictions; rather it affords a productive framework for developing and evaluating specific empirical hypotheses about the form and content of perceptual representations. The question is not just whether perception is compositional, but how. Answering this latter question can provide fundamental insights into perception. (shrink)

Proper functionalism explicates epistemic warrant in terms of the function and normal functioning of the belief-forming process. There are two standard substantive views of the sources of functions in the literature in epistemology: God (intelligent design) or Mother Nature (evolution by natural selection). Both appear to confront the Swampman objection: couldn’t there be a mind with warranted beliefs neither designed by God nor the product of evolution by natural selection? Is there another substantive view that avoids the Swampman objection? There (...) are two. The first is the generalized selected-effects theory of functions. The second is the organizational theory of functions. Both, however, require some history to assign functions, for both are etiological theories of functions: past effects help explain current function. Swampman can then acquire functions, perhaps soon after creation, though he has none at the moment of inception. (shrink)

Our perceptual systems are not stagnant but can learn from experience. Why is this so? That is, what is the function of perceptual learning? I consider two answers to this question: The Offloading View, which says that the function of perceptual learning is to offload tasks from cognition onto perception, thereby freeing up cognitive resources (Connolly, 2019) and the Perceptual View, which says that the function of perceptual learning is to improve the functioning of perception. I argue that the Perceptual (...) View better explains data from infants and animals, and better accounts for learned tasks that only perception could perform. (shrink)

A proper function of an entity is a beneficial effect that helps explain the persistence of the entity. Proper functions thereby arise through feedback mechanisms with beneficial effects as inputs and persistence as outputs. We continue to make assertions because they benefit speakers by benefiting speakers. Hearers benefit from true information. Speakers benefit by influencing hearer belief. If hearers do not benefit, they will not form beliefs in response to assertions. Speakers can then only maintain influence by providing true information, (...) often enough. The function of assertion is then inducing true hearer belief. When interests conflict, however, some mechanism must ensure that speakers provide true information often enough, instead of deceiving, or providing information regardless of quality. In humans, a core mechanism stabilizing true assertion involves social norms for truth telling. We tell the truth partly because we prescribe and enforce telling the truth. (shrink)

Having an etiological function to F is sufficient to have a competence to F. Having an etiological function to reliably F is sufficient to have a reliable competence, a competence to reliably F. Epistemic warrant consists in the normal functioning of the belief-forming process when the process has forming true beliefs reliably as an etiological function. Epistemic warrant requires reliable competence. Warrant divides into two grades. The first consists in normal functioning, when the process has forming true beliefs reliably as (...) an etiological function, so that it reliably produces true beliefs when in normal conditions, but need not be in normal conditions. The second grade requires the first, and presence in normal conditions, so that the chance of true belief is high. Why is warrant normative? Because when reliably forming true beliefs is a function, both grades meet evaluative norms that follow from that function. The paper ends by comparing Tyler Burge’s answer to this question from "Perceptual Entitlement" and "Entitlement: The Basis of Empirical Warrant". It is argued that Burge’s answer implausibly presupposes that all belief-forming processes—not just those with forming reliably true beliefs as an etiological function—should form reliably true beliefs. Tyler Burge is famous for defending primitivist naturalism about mental representations, according to which mental representations are primitive natural states. Primitivist naturalism contrasts with semantic reductionism, according to which mental representations are reducible to more fundamental natural states. Burge developed the most compelling and influential attack on semantic reductionism from a primitivist naturalist point of view. My goal in this paper is to defend semantic reduc- tionism from Burge’s attack. I assess and refute his objection to the motivations for semantic (...) reductionism and his objection to the semantic reductionist theory that he takes to be the most promising one, namely, teleosemantics. I argue that in spite of the ingenuity of Burge’s objections, they fail to show that there is no motivation for taking representational states as reducible to more fundamental natural states or that the core thesis of teleosemantics is flawed. In this paper, I defend a new theory of the nature and individuation of perceptual capacities. I argue that we need a theory of perceptual capacities to explain modal facts about what sorts of perceptual phenomenal states one can be in. I defend my view by arguing for three adequacy constraints on a theory of perceptual capacities: perceptual capacities must be individuated at least partly in terms of their place in a hierarchy of capacities, where these capacities include the senses (...) themselves; an adequate account of perceptual capacities must be sensitive to empirical considerations; and an adequate account should accommodate the nature of the capacity to perceive. I arrive at these constraints by considering how Schellenberg’s view fails, before defending and developing my alternative in line with the constraints. I defend a view on which there are few, coarse-grained perceptual capacities which can fulfil complex explanatory roles because they are evaluatively gradable on many axes. Finally, on my view, perceptual capacities bear a particularly close relation to the sensory modalities themselves. (shrink)

We argue that cognitive functions are not reducible to biological functionality. Since only neural animals can develop complex forms of agency, we assume that genuinely cognitive processes are deeply related with the activity of the nervous system. We first analyze the significance of the appearance of the nervous system in certain multicellular organisms, arguing that it has changed the logic of their biological organization. Then, we focus on the appearance of specifically cognitive capacities within the nervous system. Considering a case (...) of a minimal form of perceptual representation, we analyze the specific functional role of this minimal form of activity in relatively earlier nervous systems, arguing that though this role is only understandable within a biological organization, yet it is not reducible to the underlying biological functionality. Finally, we conclude that the appearance of cognition is in turn linked to the emergence of an autonomous neurodynamic domain and a qualitative change in body complexity. (shrink)

Reliability theories of epistemic justification face three main objections: the generality problem, the demon-world (or brain-in-a-vat) counterexample, and the clairvoyant-powers counterexample. In Perception and Basic Beliefs(Oxford 2009), Jack Lyons defends reliabilism at length against the clairvoyant powers case. He argues that the problem arises due to a laxity about the category of basic beliefs, and the difference between inferential and non-inferential justification. Lyons argues reliabilists must pay more attention to architecture. I argue this isn’t necessarily so. What really matters for (...) understanding and solving the case involves paying closer attention to the origins of our belief forming capacities, both inferential and non-inferential. The paper argues that (i) the notion of epistemic reliability, as it is standardly defined within mainstream epistemology, is a multidimensional concept, and that (ii) paying attention to reliability’s multidimensional nature can significantly expand reliabilism’s purview both in the theoretical and practical domain. Reliabilist theories of knowledge and justification agree that a process is reliable just in case it leads to a ‘sufficiently high preponderance of true over false beliefs.’ Given this straightforward definition, reliability appears to be, and so far (...) has been implicitly treated by epistemologists as, a mono-dimensional concept. Nevertheless, the terminology and formulas that statisticians and computers scientists have developed for assessing the reliability of binary classification processes reveal that for any belief-forming process whose aim is to identify the presence or the absence of some quality ι, there are at least four different interpretations of the above definition. These interpretations correspond to four separate dimensions of reliability: Precision, Negative Predictive Value (NPV), Recall and Specificity. Though epistemologists do not explicitly specify how they interpret the above definition of reliability, due to their main interest in ‘know-that’, their mono-dimensional focus seems to have so far been mainly directed at Precision alone (or, at best, to both Precision and NPV—but without distinguishing between the two). As it transpires, however, the (entirely) neglected dimensions of Recall and Specificity can guide the satisfaction of another important epistemic goal, best captured by the locution ‘know-most/all.’ The upshot is that different epistemic goals call for high levels of reliability along different dimensions (and, often, their combinations too). This observation invites upgrading reliabilism into dimensional reliabilism, according to which assessing whether a process is knowledge-conducive depends on whether it manifests high reliability along the appropriate dimension(s), given the epistemic goal at hand.
