Contemporary discussions about practical reason or practical rationality invoke four competing views which can be named as follows by reference to their historical models: Aristotelian, Hobbesian, Kantian and Nietzschean. The subject-matter of this article is a defence of the Kantian conception of practical rationality in the interpretation of discourse theory. At the heart, lies the justification and the application of the rules of discourse. An argument consisting of three parts is pre sented to justify the rules of discourse. The three (...) parts are as follows: a transcen dental-pragmatic argument; an argument which takes account of the maximisation of individual utility and an empirical premise about an interest in correctness. Within the framework of the problem of application, the article outlines a justification of human rights and of the basic institutions of the democratic constitutional state on the basis of discourse theory. The majority of studies of post-communism – habitually grouped under the heading of 'transitology' – understand the transition ultimately as a political and cultural convergence of the ex-communist societies with Western Europe. Even those critical approaches that regard the post-communist transition as a relatively unique phenomenon (as in the approaches of path dependency and neo-classical sociology) tend to conflate normative prescriptions with empirical descriptions and to move within an overall framework of what Michael Kennedy has aptly called 'transition culture'. This (...) article argues instead that the transition's nature can only be fully grasped if a case-specific and historical-contextual approach is taken. In theoretical terms, a three-step movement to grasp diversity in Central and Eastern Europe is proposed: (1) the acknowledgement of the plurality of modernizing agency and its creativity; (2) the acknowledgement of multi-interpretability and difference as primary elements of modernity; and (3) a sensitivity to the resulting institutional variety in societal constellations. In substantive terms, it is argued that diversity is a distinctive mark of Europe that is bound to persist in an enlarged Europe, despite the spirit of assimilation in the accession process. In this article, we develop a concept of stakeholder dialogue in responsible innovation (RI) processes. The problem with most concepts of communication is that they rely on ideals of openness, alignment and harmony, even while these ideals are rarely realized in practice. Based on the work of Burke, Habermas, Deetz and Levinas, we develop a concept of stakeholder dialogue that is able to deal with fundamentally different interests and value frames of actors involved in RI processes. We distinguish four main (...) characteristics of stakeholder dialogue. Dialogical responsiveness (1) enhances self-criticism, (2) is characterized by the constitution and the destruction of the self or identity of the actors involved, (3) consists only in the actual enactment of the dialogue and (4) is primarily responsive to the grand challenges of our time. Based on our findings, we provide a novel conceptualization of the central notion of responsiveness in the RI literature. (shrink)

A fil rouge goes through Habermas’s decade long research. It is the idea that Reason and rationality permeate human societies and may lead human action towards emancipation, if aptly elaborated through the filter of theoretical reflection. Theory must pick up on this rational core and turn the intrinsic rational potential inherent to modern societies into a self-consciously pursued ‘project of enlightenment’. This introduction to the special issue ‘Habermas, Democracy, and the Public Sphere: Theory and Practice’ shows how Habermas’s work in (...) different scientific domains contributes to the construction of the ‘project of modernity’ from the many angles that such a complex project requires. The public sphere is, in Habermas’s theory, the societal domain in which communicative interactions have a chance to make Reason come to bear on human societies and lead them on the path to social and political emancipation. The contributions to this special issue focus therefore on the public sphere and illustrate the evolution of the concept in Habermas’s work and its relation to democracy at national and supranational level. Identity and democracy and, more particularly, national identity and deliberative democracy account for a controversial relationship. However, from a classical deliberative democratic point of view, the controversy over who is the ‘we’ that needs to stand together in contemporary complex societies settled with the constitution of modern states. In this sense, the main contribution of this paper is twofold. On the one hand, I rebut the analytical appropriateness and conceptual coherence of Habermas’ discursive approach to democracy for the case of (...) plurinational societies in contemporary constitutional democracies. A discussion of a test case – Catalonia – demonstrates that this inadequacy renders incoherent the deliberative model regarding one of its most fundamental premises: the equal weight of the principles of law and the principle of democracy. On the other hand, I sustain that the challenge is not about identity but democracy, and more particularly, about the role deliberative democracy is called to play when controversy challenges whether the people of a state do conform to a single people or not. More concretely, I explore the opportunities offered by the systemic turn to sustain a more realistic approach to deliberative democracy regarding its capacity to steer society towards integration in the context of the system of public deliberation. On the one hand, constitutional patriotism — understood as a post-national, universalist form of democratic political allegiance — is rejected on account of its abstract quality. On the otherhand, it is argued that constitutional patriotism, while apprearing universalist, is in fact particular through and through. According to this genealogical critique, it is held that constitutional patriotism might have been appropriate in the context when it originated — (...) namely West Germany, a half-nation with a deeply compromised sense of nationality on account of the Nazi past — but it is not universally applicable. This article reconstructs the origins of constitutional patriotism arguing that both the ‘protective’ and state-centred patriotism of Dolf Sternberger, and the ‘purifying’ patriotism of Jurgen Habermas — focused mainly on the public sphere — can indeed be understood as relying on ‘supplements of particularily’. However, there are also normative connections between universalist constitutional morality and militant democracy on the one hand, and universalist constitutionalist morality and an imperative to remember on the other. Thus, the genealogical critique by itself is insufficient to invalidate the idea of constitutional patriotism. (shrink)

Universalism and particularism have become poles of modern social thought and lead to distinct definitions of democracy, citizenship, and social policy. Challenging Habermas and the Habermasians, this article argues that democracy can never be identified with domination. Meanwhile, contesting Chatterjee and Foucault, the author reaffirms citizenship and law in their various forms in relation to both bounded and unbounded serialities as the basis for democracy, beyond and despite governmentality. Latin America, and especially Brazil, with processes that check state domination and (...) have implied democratizing changes, provide the empirical focus for the discussion, albeit mediated by other countries, particularly India. A sociologist who has to confront him/herself with social change cannot avoid running into subjectivity, which is seen as a clear indicator of the most recent tendencies that are going through contemporary society. The demand for subjectivity, generically considered as self-consciousness and the need for self-fulfilment, is undoubtedly a distinguishing feature of our age. The central role this concept has gained within recent sociological literature, however, coincides with the rise of a postmodern sociology, which tends to put forward a precise (...) image of subjectivity that I would call ?minimalist.? Through its call for subjectivity, postmodern sociology intends to celebrate indeed a radical freeing from the ethical, social, and relational constraints that would have oppressed human beings during modernity, which was characterized by a high degree of sociocentrism. Although I share all the contentions that aim at underlining the positive achievements of subjectivity over the constrictions and the de-personalizing forces that distressed the so-called homo sociologicus, I think we need nonetheless to distance ourselves from this new reductionism, which levels out subjectivity to its postmodern conception, and to underline instead the existence of a dual aspect in contemporary subjectivity. As a matter of fact, along with its minimalist and disengaged aspect, conceptualized in the homo psychologicus, another possible expression, called ?significant subjectivity? is emerging, which is a typical feature of the kind of human I propose to define civicus, a human who distinguishes him/herself because of the ability to become the bearer of an authentic form of responsible freedom. Consequently, we can identify two different aspects, at least, in contemporary subjectivity, notably a minimalist and a significant aspect. (shrink)

Abstract An analysis of welfare?state restructuring under conservative governments during the 1980s undermines the notion that the nation?state is being rendered obsolete by economic globalization. The nation?state is still the principal site of political conflict. Yet this conflict has to be analyzed in light of global economic and cultural pressures. Conservative attempts to restructure the welfare state were parallel events within a larger transition in the world economy, but they had decisively distinct national trajectories.

A review essay of key works and trends in the political thought of Central and Eastern Europe, before and after 1989. The topics examined include the nature of the 1989 velvet revolutions in the region, debates on civil society, democratization, the relationship between politics, economics, and culture, nationalism, legal reform, feminism, and “illiberal democracy.” The review essay concludes with an assessment of the most recent trends in the region.

The universalism of rights is a corollary to the individualistic semantics of the Enlightenment and the French Revolution. Paradoxically, the grounds of universalism were those legal and political concepts that theoretically describe the 19th century nation-state (such as sovereignty of the people, citizenship, rights, and the like). All these concepts of the liberal tradition construct the nation-state on the presupposition of a highly homogeneous political community of rational subjects, whose homogeneity consists in the very social, economic, political and sexual conditions (...) of their rationality. This kind of legal and political semantics is no longer adequate to characterize contemporary society which is a multicultural, highly in-homogeneous world-society. It no longer incorporates an ethic which is able to enforce universal leading values for human action. (shrink)

Political and cultural diversity in contemporary Europe can be encountered on many levels and in a variety of forms. The significance of such political and cultural diversity is, however, differently understood, and conceptualized, and not always sufficiently appreciated in distinct perceptions of Europe. A variety of perceptions of Europe have played a role in the project of Eastern enlargement, even if a communitarian/unitarian vision of a single European identity seemed to prevail. Such a vision was not only promoted by Western (...) European political forces, but also actively endorsed by some of the new-comers themselves, who, in a way, embedded the unitarian understanding of European identity in their local self-identification as `Central Europe'. A unitary vision of Europe was, however, at odds with a number of connotations associated with the myth of a distinct Central European identity as it had emerged in the 1980s. The article identifies three understandings of the idea of Central Europe as they have historically emerged, and suggests their contemporary relevance for the European integration project. Subsequently, the usage and understanding of Central Europe will be briefly looked at in the context of the fifth enlargement project. Finally, the future of political and cultural integration in the post-enlargement era is hypothesized. While the unitary vision of European identity remains an important marker, a diversity-sensitive, post-national, and deliberative understanding of European identity seems increasingly important, an identity that can significantly build on an emancipatory reading of Central Europe. This article undertakes a critical examination of the political philosophy of Richard Rorty with special reference to his treatment of patriotism, pragmatism and democracy. Pragmatism, especially in the work of John Dewey, provided an energetic defence of American democracy, claiming that American democratic culture did not require any philosophical lessons from European social theory. American pragmatism is in this sense a celebration of indigenous political traditions. In his defence of pragmatism and patriotism against the cosmopolitanism of Left cultural critics, Rorty (...) advocates pragmatic ethnocentrism. Through a parallel commentary on socialist internationalism, this article asks whether ‘democracy in one country’ - the United States of America - is either feasible or compatible with the critical legacy of pragmatism. In its response to the growth of international terrorism, especially in its ‘liberation of Iraq’, the United States is in danger of becoming a ‘predatory democracy’. While Rorty has in the past argued that America cannot function as a global policeman, the trend of contemporary international relations is to create an American Empire. The article concludes by arguing that Rorty’s patriotism functions as ‘a final vocabulary’ that contradicts his postmodernism and makes it difficult for modern pragmatism to remain a critical theory. Postmodernist thinkers have often claimed that there is something like a `modernist' model of theory and metatheory in the social sciences which is objectivistic, dogmatic, and generally over-ambitious, aiming to dominate the theoretical landscape like a modernist skyscraper. This paper suggests that there is little to support such a view, and that most sociologists and social anthropologists, and many other social scientists, have been much more cautious and tentative in their claims than postmodernists have claimed. The alleged distinctiveness of postmodern (...) social science is therefore itself open to question. The paper includes a discussion of reflection and reflexivity in realist philosophy of science and in the social theory of Habermas and Bourdieu. (shrink)

The text analyzes the discourse on sovereignty in the Czech politics in the light of current processes of the transformation of sovereignty caused by the globalization and Europeanization. The author discusses the dispute between liberal-conservative critics of the European integration and cosmopolitan critics of the sovereign statehood and points to the limits of both positions. It is argued that the conservatives who warn against the loss of sovereignty in the ongoing process of Europeanization and who call for the protection of (...) the Czech statehood cling to an obsolete and invalid concept of sovereignty that is no longer adequate to changing social and geopolitical conditions. Similarly, it is pointed out that the defenders of cosmopolitan Europe who take sovereignty to be an old and useless category hindering the process of democratization are unable to off er an alternative capable of responding to growing concerns regarding the democratic defi cit and the loss of political autonomy. The text tries to show that both positions misconstrue the challenges of globalization and Europeanization for the state and democracy. (shrink)
