If counterfactual dependence is sufficient for causation and if omissions can be causes, then all events have many more causes than common sense tends to recognize. This problem is standardly addressed by appeal to pragmatics. However, Carolina Sartorio [2010] has recently raised what I shall argue is a more interesting problem concerning omissions for counterfactual theories of causation—more interesting because it demands a more subtle pragmatic solution. I discuss the relationship between the idea that causes are proportional to their effects, (...) the idea that causation is contrastive, and the question of the dimensions along which causal explanations should be evaluated with respect to one another. Many assert that affluent countries have contributed in the past to poverty in developing countries through wars of aggression and conquest, colonialism and its legacies, the imposition of puppet leaders, and support for brutal dictators and venal elites. Thomas Pogge has recently argued that there is an additional and, arguably, even more consequential way in which the affluent continue to contribute to poverty in the developing world. He argues that when people cooperate in instituting and upholding institutional arrangements that foreseeably (...) result in more severe or more widespread poverty or human rights deficits than would foreseeably result under feasible alternative arrangements, they are contributors to these harms. Because of this, he argues, they have stringent, contribution-based (or negative) duties to address this poverty. We will call this the ‘Feasible Alternatives Thesis' (FAT), and our aim in this article is to examine it critically. (shrink)

In this paper, we explore locative grounding harmony, according to which the location of the grounds mirrors the location of the grounded. We proceed in three stages. First, we clarify the notion of locative harmony and describe different locative harmony principles. Second, we offer two arguments for the claim that grounding between physically located entities obeys principles of locative harmony. Third, we consider and respond to a range of cases that seem to show that grounding relations between physically located entities (...) do not obey such principles. Philosophers have already recognized the importance of causal preemption involving “positive” events. First, preemption with positive events raises problems for counterfactual theories of causation. Second, theories of moral and legal responsibility rely heavily on the concept of causation, so accurately assessing responsibility in preemption cases requires correctly assessing their causal structure. However, philosophers have not discussed preemption involving “negative” events or omissions. This paper argues that cases of preemptive omissions exist and have important implications for theories of causation and for (...) moral and legal responsibility. Of theoretical importance, the alterations made to counterfactual theories of causation to address preemption with positive events do not seem to work for accommodating preemptive omissions. Of practical importance, there have been actual legal cases involving preemptive omissions, and at least one such case was, this paper contends, decided incorrectly on erroneous causal grounds. This paper identifies what must happen for preemptive omissions to obtain. It then argues for the existence of preemptive omissions by constructing a series of cases and drawing structural parallels between preemption cases with positive events and cases with omissions. It ultimately presents a formula for generating preemptive omissions and examines both why “traditional” methods of generating preemption fail for omissions and why the proposed method avoids such concerns. Traditionally, moral philosophers have distinguished between doing and allowing harm, and have normally proceeded as if this bipartite distinction can exhaustively characterize all cases of human conduct involving harm. By contrast, cognitive scientists and psychologists studying causal judgment have investigated the concept ‘enable’ as distinct from the concept ‘cause’ and other causal terms. Empirical work on ‘enable’ and its employment has generally not focused on cases where human agents enable harm. In this paper, we present new empirical evidence to support (...) the claim that some important cases in the moral philosophical literature are best viewed as instances of enabling harm rather than doing or allowing harm. We also present evidence that enabling harm is regarded as normatively distinct from doing and allowing harm when it comes to assigning compensatory responsibility. Moral philosophers should be exploring the tripartite distinction between doing harm, allowing harm, and enabling harm, rather than simply the traditional bipartite distinction. Cognitive scientists and psychologists studying moral judgment, who have so far largely adopted the bipartite distinction in this area of research, should likewise investigate the tripartite distinction. Recently Stephen Barker has raised stimulating objections to the thesis that, roughly speaking, if two events stand in a relation of counterfactual dependence, they stand in a causal relation. As Ned Hall says, however, this thesis constitutes the strongest part of the counterfactual analysis of causation. Therefore, if successful, Barker’s objections will undermine the cornerstone of the counterfactual analysis of causation, and hence give us compelling reasons to reject the counterfactual analysis of causation. In order to motivate the thesis that there is no single concept of causation that can do justice to all of our core intuitions concerning that concept, Ned Hall has argued that there is a conflict between a counterfactual criterion of causation and the condition of causal locality. In this paper I critically examine Hall's argument within the context of a more general discussion of the role of locality constraints in a causal conception of the world. I present two strategies (...) that defenders of counterfactual accounts of causation can pursue to respond to Hall's challenge—including the adoption of a counterfactual condition that is sufficient for causal action-at-a-distance in place of Hall's ‘process’ condition—and conclude that Hall's argument against counterfactual accounts of causation is unsuccessful. Is double prevention causation? Some say yes and some say no, but the answer is yes and no. Interrupting double prevention, where A prevents B from continuing to prevent something, is causation, while blocking double prevention, where A intervenes before B has begun preventing anything, is not. I present two arguments for this thesis. First, it sorts canonical examples of double prevention correctly. Second, well-known theoretical arguments that double prevention is not causation only show that blocking double prevention is not (...) causation. (shrink)

Contemporary philosophical debates about causation are dominated by two approaches, which are often referred to as difference-making and causal process approaches to causation, respectively. I provide a characterization of the dialectic between these two approaches, on which that dialectic turns crucially on the question as to whether our common sense concept of causation involves a commitment to locality – i.e., to the claim that causal relations are always subject to spatial constraints. I then argue that we can extract from existing (...) work on perceptual judgement (specifically work that invokes the notion of a simple theory of perception) materials for an argument in favour of a positive answer to that question, and that this work can also help to bring out a distinctive kind of role that a commitment to locality plays in our reasoning about causal relationships. Whether there exist causal relations between guns firing and people dying, between pedals pressed and cars accelerating, or between carbon dioxide emissions and global warming, is typically taken to be a mind-independent, objective, matter of fact. However, recent contributions to the literature on causation, in particular theories of contrastive causation and causal modelling, have undermined this central causal platitude by relativising causal facts to models or to interests. This thesis flies against the prevailing wind by arguing that we must pay (...) greater attention to which elements of our causal talk vary with context and which elements track genuine features of the world around us. I will argue that once these elements are teased apart we will be in a position to better understand some of the most persistent problems in the philosophy of causation: pre-emption cases, absence causation, failures of transitivity and overdetermination. The result is a naturalist account of causation, concordant with the contextual variability we find in our ordinary causal talk, and parsimonious with respect to the theoretical entities posited. The concept of regulation pervades biology, for example in models of genetic regulatory networks and the endocrine system. Regulation has a normative opposite, dysregulation, which figures prominently in biomedical models of disease. The use of normative concepts in biology, however, has been thought to present some challenges for the physicalist view of the world, and various resolutions have been proposed. Up to now the problem of biological normativity has been debated largely in connection with the concept of biological information. In (...) this paper we shift focus to the concept of biological regulation, proposing that it provides a promising new approach to these issues. Models of regulatory systems have several features: they are causal, but they do not deal with the energy exchanges and transformations covered by physics and chemistry; further, and entirely connected, regulatory systems can break down, and this is because they and their causal-regulatory properties are dependent on fragile molecular structures. Biological regulatory systems exhibit normativity, because they are not determined by physical and chemical laws, but their close relationship with physical laws and physicalist ontology is transparent.
