The present essay includes an overview of key milestones in the development of computer ethics as a field of applied ethics. It also describes the ongoing debate about the proper scope of CE, as a subfield both in applied ethics and computer science. Following a brief description of the cluster of ethical issues that CE scholars and practitioners have generally considered to be the standard or "mainstream" issues comprising the field thus far, the essay speculates about the future direction of (...) The paper presents a critical appraisal of Floridi’s metaphysical foundation of information ecology. It highlights some of the issues raised by Floridi with regard to the axiological status of the objects in the “infosphere,” the moral status of artificial agents, and Floridi’s foundation of information ethics as information ecology. I further criticise the ontological conception of value as a first order category. I suggest that a weakening of Floridi’s demiurgic information ecology is needed in order not to forget the limitations (...) of human actors and/or of their surrogates, digital agents. I plea for a rational theoretical and practical view of such agents beyond utopian reasoning with regard to their potential moral status. (shrink)

This study explores the ethical attitudes, behaviors, and perceptions of a sampling of political science students in Taiwan. It investigates their intentions toward observing ethics in the area of digital rights, on topics such as the freedom of expression, freedom of association, equal access to information, confidentiality, security, and protection of intellectual property while using computers. Based on preliminary studies, a questionnaire was designed and distributed to 660 political science and public administration students throughout colleges in Taiwan. Data collected from (...) 440 valid samples have been analyzed using structural equation modeling to test the three sets of hypotheses made by the researchers in the framework of the theory of planned behavior. Findings show attitude, subjective norm, and perceived behavior control of the respondents all have positive impacts on the personal observation of information ethics. In this regard, altruism, the secondary group, and the sense of security have greater influence than egoism, the primary group, and the consideration of self-efficacy. Implications of these findings and recommendations for cultivating computer ethics in Taiwan and elsewhere are discussed. (shrink)

This chapter explains how case studies can be used successfully in distance education to provide an authentic, interactive way to teach ethical behavior through critical analysis and decision-making while addressing ethical standards and theories. The creation and choice of case studies are key for optimum learning, and can reflect both the instructor’s and students’ knowledge base. The process for using this approach is explained, and examples are provided. As a result of such practice, students support each other as they come (...) to a deeper, co-constructed understanding of ethical behavior, and they make more links between coursework and professional lives. The instructor reviews the students’ work to determine the degree of understanding and internalization of ethical concepts/applications, and to identify areas that need further instruction. (shrink)
