This essay is concerned with the relation between motivating and normative reasons. According to a common and influential thesis, a normative reason is identical with a motivating reason when an agent acts for that normative reason. I will call this thesis the ‘Identity Thesis’. Many philosophers treat the Identity Thesis as a commonplace or a truism. Accordingly, the Identity Thesis has been used to rule out certain ontological views about reasons. I distinguish a deliberative and an explanatory version of the (...) Identity Thesis and argue that there are no convincing arguments to accept either version. Furthermore, I point out an alternative to the Identity Thesis. The relation between motivating and normative reasons can be thought of as one of representation, not identity. (shrink)

Since its publication in 1979, Bernard Williams' "Internal and External Reasons" has been one of the most influential and widely discussed papers in ethics. I suggest here that the paper's argument has nevertheless been universally misunderstood. On the standard interpretation, his argument—which he subsequently elaborated and defended in further discussions—is perplexingly weak. In the first section I sketch this Standard (or, more provocatively, "Supposed") argument, and detail just how terrible it is. The badness of the argument itself may not be (...) a conclusive reason not to ascribe it even to a great philosopher—perhaps every philosopher is guilty of having offered some terrible arguments—but Williams himself seems to point out blithely the very flaws that make it so terrible, making the standard reading difficult to justify. The second section proposes an interpretation on which he offers an Alternative (or, more provocatively, the "Actual") argument, one which is immune to the objections that seem fatal to the Standard argument. On this interpretation, better supported by the textual evidence and the principle of charity, Williams' conclusion seems to follow validly from defensible premises, including a substantive and interesting analysis of the concept of a normative reason. In this article I advocate a worldly account of normative reasons according to which there is an ontological gap between these and the premises of practical thought, i.e. motivating considerations. While motivating considerations are individuated fine-grainedly, normative reasons should be classified as coarse-grained entities, e.g. as states of affairs, in order to explain certain necessary truths about them and to make sense of how we count and weigh them. As I briefly sketch, acting for normative reasons is nonetheless possible if (...) the connection between normative reasons and motivating considerations is a competence-based correspondence. Often, when there is a reason for you to do something, it is the kind of thing to motivate you to do it. For example, if Max and Caroline are deciding whether to go to the Alcove for dinner, Caroline might mention as a reason in favor, the fact that the Alcove serves onion rings the size of doughnuts, and Max might mention as a reason against, the fact that it is so difficult to get parking there this time of (...) day. It is some sign—perhaps not a perfect sign, but some sign—that each of these really is a reason, that Max and Caroline feel the tug in each direction. Mention of the Alcove's onion rings makes them feel to at least some degree inclined to go, and mention of the parking arrangements makes them feel to at least some degree inclined not to. According to some philosophers, reasons for action always bear some relation like this to motivation. This idea is variously known as ‘ reasons internalism’, ‘internalism about reasons ’, or ‘the internal reasons theory’. According to other philosophers, not all reasons are related to motivation in any of the ways internalists say. This idea is known as ‘ reasons externalism’ or ‘externalism about reasons ’. (shrink)

I believe that normative force depends on desire. This view faces serious difficulties, however, and has yet to be vindicated. This paper sketches an Argument from Voluntary Response, attempting to establish this dependence of normativity on desire by appeal to the autonomous character of our experience of normative authority, and the voluntary character of our responses to it. I first offer an account of desiring as mentally aiming intrinsically at some end. I then argue that behaviour is only voluntary if (...) it results from such aiming; hence all voluntary behaviour is produced by desire. Full-blooded responses to normativity, I then argue, are voluntary actions: motivation to act arises voluntarily from perception of reasons to act. This fits the desire-based model of normativity but not its rivals. However this argument concludes merely that our responses to normativity are desire-based. I end with some observations about how I think we can bridge the gap from the nature of response to normativity to the nature of normativity itself. (shrink)

The buck-passing account of values offers an explanation of the close relation of values and reasons for action: of why it is that the question whether something that is of value provides reasons is not ”open.” Being of value simply is, its defenders claim, a property that something has in virtue of its having other reason-providing properties. The generic idea of buck-passing is that the property of being good or being of value does not provide reasons. It is other properties (...) that do. There are, however, at least three versions of the account which differ in their understanding of those “other properties.” The first two versions both assume that non-normative properties provide reasons, the difference being that the second allows that normative properties also provide reasons. Both run into difficulties, which I explain, in trying to defend the claim that non-normative properties provide reasons for action. The third version of the buck-passing account which explains being of value in terms of more specific evaluative properties that are reason-providing remains unpersuasive as well. Once we understand the relation between general and specific properties as a difference in degree, there is no space for a reduction of the one kind of properties to the other. In section II I sketch an alternative account of the relation between reasons and values, which is based on a thesis that I call the Conceptual Link and the claim that values are not just co-extensive with reasons, but explain them. This essay criticizes Joseph Raz’s service conception of authority on the basis of its knowability condition. The condition states that for agents to be justified in following authoritative directives, they must be able to know (i.e., form reliable beliefs) that the authority issuing the directives is in fact legitimate. Three grounds for concern are identified. The first is that the satisfaction of the normal justification thesis (NJT), which states that the legitimacy of authorities hinges on whether their directives enable subjects (...) to better conform to reason, only provides agents with reasons to believe that it is justified to act as if an authority were legitimate (i.e., on the assumption that it is). Based on the belief/acceptance distinction, the NJT allows for a gap between what is actually the case and what agents are willing to go along with in order to improve the likelihood of conforming to right reason. The independence condition (IC), which states that for those matters where the NJT obtains it must be better for a subject to improve such conformity than to decide for herself, must be satisfied in conjunction with the NJT, but suffers from its own particular problems. Thus, the second problem identified is that of incommensurable values, which appears when agents are not able to decide between the value of improving right reason—NJT—and the value of deciding for themselves—IC. Finally, the third problem is that of vagueness about right reason, where agents attempting to determine whether an authority meets the two conditions are not able to settle whether reason is improved. Together, these three problem areas of knowability serve to challenge Raz’s position. (shrink)

Rationalists including Nagel and Korsgaard argue that motivation to the means to our desired ends cannot be explained by appeal to the desire for the end. They claim that a satisfactory explanation of this motivational connection must appeal to a faculty of practical reason motivated in response to desire-independent norms of reason. This paper builds on ideas in the work of Hume and Donald Davidson to demonstrate how the desire for the end is sufficient for explaining motivation to the means. (...) Desiring is analyzed as having motivation towards making the end so, which is analyzed as engaging in mental activity aimed at facilitating that end. I conclude that it is constitutive of an agent’s desiring an end that he is motivated towards what he believes to be means. (shrink)

This article presents a limited defense of Humeanism about practical reason. Jonathan Dancy and other traditional objective-reasons theorists argue that all practical reasons, what we think about when we deliberate, are facts or states of affairs in the world. On the Humean view, the reasons that motivate us are belief-desire combinations, which are in the mind. Thus, Dancy and others reject Humeanism on the grounds that it cannot allow that anyone acts from a normative reason. I argue, first, that this (...) critique fails. What we deliberate about prior to action in cases of conflict sometimes are our desires: we consider our wants from a “normative” perspective. So normative reasons are also desire-based, but involve appeal to desires of a higher order. These second-order desires can motivate. Second, I argue that objective-reasons theorists have a reverse problem with explanation of behavior. If reasons are considerations in the world, a person has reasons to do any number of actions at any given time. I charge that theories that exclude desire-based reasons cannot explain why an agent does one particular action rather than another. Recent philosophers strike a compromise position, allowing for normative reasons in terms of facts and motivating reasons in other terms. However, I suggest that they may be subject to the same difficulty because of the relation between normative and motivating reasons that each has. (shrink)

My dissertation addresses the question "do desires provide reasons?" I present two independent lines of argument in support of the conclusion that they do not. The first line of argument emerges from the way I circumscribe the concept of a desire. Complications aside, I conceive of a desire as a member of a family of attitudes that have imperative content, understood as content that displays doability-conditions rather than truth-conditions. Moreover, I hold that an attitude may provide reasons only if it (...) has truth-evaluable content. Insofar as desires lack truth-evaluable content, I hold that the content of a desire has the wrong kind of logical structure to provide reasons. My second line of argument claims that even if a desire did have truth-evaluable content, it would not follow that desires provide reasons. This is because a desire has no more rational significance than a guess or coin-flip. My argument relies on what I call the non-substitutability principle, the thesis that (all things being equal) one cannot substitute something that lacks rational significance, relative to some attitude, A, for something that has rational significance, relative to A, and leave the rational standing of A unchanged. For example, one cannot substitute the guess that P (i.e., something that lacks rational significance relative to the belief that P) for the perception that P (i.e., something that is rationally significant relative to the belief that P) without altering the rational standing of the belief. I argue that when the non-substitutability principle is applied to a desire that gives rise to an intention, it turns out that one can always substitute a guess or coin-flip (i.e., something that lacks rational significance relative to the intention) for the desire, without altering the rational standing of the intention. I take this to show that desires are not rationally significant relative to the intentions to which they give. (shrink)

In this chapter, we critically examine the most important extant ways of understanding and motivating the idea that reasons for belief are normative. First, we examine the proposal that the distinction between explanatory and so-called normative reasons that is commonly drawn in moral philosophy can be rather straightforwardly applied to reasons for belief, and that reasons for belief are essentially normative precisely when they are normative reasons. In the course of this investigation, we explore the very nature of the reasons-for-belief (...) relation, as well as the ontology of such reasons. Second, we examine the idea that the normativity derives from the internal connection between reasons for belief and epistemic justification, distinguishing between two distinct normativist accounts of justification, a weaker and a stronger one. We argue that neither line of argument is compelling. Pending further arguments, we conclude that normativism about reasons for belief is not supported. (shrink)

Plausibly, agents act freely iff their actions are responses to reasons. But what sort of relationship between reason and action is required for the action to count as a response? The overwhelmingly dominant answer to this question is modalist. It holds that responses are actions that share a modally robust or secure relationship with the relevant reasons. This thesis offers a new alternative answer. It argues that responses are actions that can be explained by reasons in the right way. This (...) explanationist answer comes apart from the modalist answer. For it holds that actions are responses to reasons if they are explained by those reasons even if they don’t share a modally robust relationship. Explanationism thus offers a novel way of vindicating the intuition that alternative possibilities don’t matter to responding to reasons and (consequently) free agency. The key dialectical position the thesis develops is that both modalism and explanationism constitute attempts to capture he core type of relationship encoded by the notion of a response. Responses to reasons, at core, involve a non-accidental relationship between reason and action. We can either understand non-accidentality as a modal phenomenon – as a modally robust tracking between two facts. Or we can understand non-accidentality as an explanatory phenomenon – as a special explanatory relationship between two facts. According to my rival explanationist proposal, two facts share a non-accidental relationship iff we can give a unified explanation of why both obtain. Unified explanations are explanations of why [p&q] that cannot be decomposed into two (or more) separate independent explanations of p and of q. Consequently, according to explanationism about responding to reasons, actions are responses to reasons iff those reasons offer a rational explanation of the action that cannot be decomposed into separate independent components. Intentional actions are those which are performed because the subject sees something to be said for performing them; the subject sees performing the action “in a positive light”. Intentional actions are therefore susceptible to a distinctive kind of explanation, which explains them as intentional; that is, which accounts for them in terms of their unique property, of being performed because the subject sees that there is something to be said for doing so. Practical reasoning is the process of figuring out (...) what there is reason to do; that is, what actions are best supported by the considerations available to the subject. To put it another way, practical reasoning is the process of figuring out which actions there is the most to be said for; so practical reasoning explains intentional action “properly”, i.e., in terms of its special properties. Many philosophers, loosely following the lead of David Hume, have argued for a close connection between desire and intentional action. If desires explain intentional actions properly, then they must do so through practical reasoning; that being the case, how do they do it? Another sizeable group of philosophers, the anti-Humeans, have argued that desires cannot explain intentional actions properly; they claim that desires are not the right sorts of things to appear in the premises of arguments, do not count in favour of any action, do not constitute evaluations of any action, and are in any case too fickle and lawless to take part in distinctively normative forms of explanation. The central question in this thesis is, what is the role of desire in practical reasoning? I put forward a characterisation of desire which explains how some desires can explain intentional actions properly, and leaves the question open whether all intentional actions are properly explained by desires. When someone does something for a reason, what are the reasons for which she does what she does? What is her ‘motivating reason’, as it is sometimes put? The simple answer is: it depends on what is meant by ‘motivating reason’. Non-Psychologists hold that motivating reasons are what the agent believes. I have shown that given that we understand ‘motivating reasons’ as what I term 'grounds', this is quite correct, as what we believe is what plays the role of a (...) ground. However, we have to be careful not to confuse the role of a ground and the role of an explanans. For the conflation of those two roles can occlude the truth in Non-Psychologism. What the Non-Psychologist about Grounds should say is that what plays the role of an explanans, when someone acts on a ground, is a motivation-fact. She should also say that there are two kinds of motivation-facts: those that include normative reasons and those that do not. (shrink)
