In this article, I map current conceptions of cosmopolitanism and sketch distinctions between the concept and humanism and multiculturalism. The differences mirror what I take to be a central motif of cosmopolitanism: the capacity to fuse reflective openness to the new with reflective loyalty to the known. This motif invites a reconsideration of the meaning of culture as well as of the relations between home and the world.

Through analysing different case studies in the Middle East, this section uses rooted cosmopolitanism as a theoretical lens to explore exported modernism and architecture between socialist and capitalist countries during the Cold War. This research analyses the circulation and local applications of urban development and modernisation paradigms in so-called ‘Third World’ countries. For assessing the socialist and capitalist-inspired modernisation processes in the Middle East, this chapter studies the cosmopolitan and trans-cultural architecture created by global and local influences. Comparing two types (...) of cosmopolitan architecture (socialist and capitalist) during the Cold War period in third-world contexts will help us to analyse and compare their relative rootedness and to learn from the interconnected, multifaceted, and multilayered planning transfers and architectural exportations. In this article, it is argued that cosmopolitans should elucidate the qualities and dispositions, or ‘virtues’, associated with the ideal of cosmopolitan citizenship. Bryan Turner's suggestion that cosmopolitan virtue should be identified as a type of ‘Socratic irony’, which enables individuals to achieve distance from their homeland or way of life, is explored. While acknowledging the attractions of his account, certain limitations which indicate the need to generate a richer theory of cosmopolitan virtue are identified. To that end, an alternative (...) picture of cosmopolitan virtue is presented by drawing on Hannah Arendt's ideas of ‘world’ and ‘worldliness’. It is argued that cosmopolitan virtue involves the adoption of a self-reflexive mode of being in the world, the cultivation of a heightened care or feeling for the world, and the ability to adopt certain skills in the manner of our disclosures to the world. This article addresses the character and potential of the radical cosmopolitanism that is currently flourishing within the social sciences. I explore how cosmopolitanism is articulated in a number of disciplines–including international law, international relations, sociology and political philosophy–and how it conceives of its own age. I focus first of all on the timeconsciousness that informs the cosmopolitan representation of modernity, in particular its projection of a rupturebetween the old ‘Westphalian’ order of nation states and the advancing cosmopolitan order of the (...) present, and, second, on the nature of cosmopolitan critiques of nationalism, socialism and ‘modernist’ social and political thought in general. Behind this focus lie a question over the extent to which cosmopolitanism replicates in its own normative proposals the defects of that which it criticizes, and another question over the means by which the critical kernel of contemporary cosmopolitanism can be separated from its doctrinal shell. This article puts forward a critical investigation and comparative assessment of Julia Kristeva's political writing on Europe and cosmopolitanism. Kristeva's reflections on the status of the stranger in the European religious and secular traditions, and her persistent argument on the need to constructively reformulate what is most conducive to a present and future cosmopolitanism from within those traditions and discourses, have already been recognized. What this article addresses is the need for a constructive critical dialogue with the themes and arguments (...) of Kristeva's writing on these issues in the context of recent writing on cosmopolitanism. The article is concerned with ethical cosmopolitanism, as Kristeva's thought mostly bears on the subjective, interpersonal and communal dimensions of cosmopolitanism. Two main problems are identified that crucially undermine Kristeva's thinking on Europe. First, Kristeva's views on the present and future of Europe repeatedly confine the idea of Europe to the representation of a very particular history of French modernity that is only tempered by occasional, comparative yet complementary, references to the USA. The second problem concerns the use of psychoanalytic theories of questionable validity to support cultural analyses and theoretical propositions of dubious value for a cosmopolitan ethos or politics. Dans cet essai, je tente de répondre à quelques-unes des objections habituellement adressées au cosmopolitisme, en prenant en considération la perspective de ceux que cette doctrine risque d’affecter, à savoir, les immigrants. J’argue que certaines de ces objections se fondent sur des conceptions simplifiées à l’excès et empiriquement inexactes de ce que sont la communauté et l’identité culturelle. J’examine aussi en détail la controverse entourant les possibles implications autoritaristes — ou impérialistes — des propositions visant à faire d’un système moral-légal (...) un modèle pour le monde. L’objectif général de cet article est d’explorer les conditions permettant l’établissement d’une règle de justice cosmopolitique, dans un contexte mondial marqué par des différences culturelles et une extrême inégalité dans l’accès aux ressources et au pouvoir décisionnel.
