We examine to what extent an adequate ontology of technical artefacts can be based on existing general accounts of the relation between higher-order objects and their material basis. We consider two of these accounts: supervenience and constitution. We take as our starting point the thesis that artefacts have a ‘dual nature’, that is, that they are both material bodies and functional objects. We present two criteria for an adequate ontology of artefacts, ‘Underdetermination’ and ‘Realizability Constraints’ , which address aspects of (...) the dual nature thesis. Assessing supervenience accounts, we find them either wanting with respect to these criteria or insufficiently informative. Next, we argue that a recent application of Lynne Rudder Baker’s constitution view to artefacts cannot meet our criteria, although the broader view leaves room for improvement. Based on our evaluation of the most promising candidates, we conclude that so far general metaphysical views fail to address the most salient features of artefacts. Although they can account for the fact that artefacts have a ‘dual nature’, they do not offer the conceptual resources needed to describe the relation between these natures; this relation raises a hard problem in metaphysics.Keywords: Metaphysics; Artefact; Supervenience; Constitution; Underdetermination. It is argued that we cannot understand the notion of proper functions of artefacts independently of social notions. Functions of artefacts are related to social facts via the use of artefacts. The arguments in this article can be used to improve existing function theories that look to the causal history of artefacts to determine the function. A view that takes the intentions of designers into account to determine the proper function is both natural and often correct, but it is shown (...) that there are exceptions to this. Taking a social constitutive element into account may amend these backwards looking theories. An improved theory may either have a disjunctive form—either the history or collective intentions determine the proper function—or, as is suggested in the article, be in the form of an encompassing account that views the designers’ intentions as social, in so far as they are accepted by the users. Designers have authority, which is a social fact. Social studies of knowledge have contributed many insights into the making and the character of scientific and technological knowledge. However, studies of knowledge use are scarce. This article engages with under-examined topics concerning epistemic utility. I posit and demonstrate that scientific and technological knowledge claims are functional. I argue that knowledge and its functions are mutually-enabling and mutually-sustaining constructs. To substantiate my claims, I present useful conceptualisations of ‘function’ and ‘functionality’ and employ them in an empirical case study. I examine (...) knowledge use in synthetic biology, a young form of biological engineering. I demonstrate that knowledge in the field is brought into existence with function in mind, kept in existence through functional use, qualified and situated by its functionality and evaluated by its functional operation. The case study reveals the effectiveness of my conceptualisations and offers lessons about knowledge as both an end-result of epistemic work and a mechanism for practice. My theoretical and empirical contributions expand understanding of scientific and technological knowledge and shed light on an area of study awaiting investigation. What are the affordances of artifacts? One view is that the affordances of artifacts, just as the affordances of natural objects, pertain to possible ways in which they can be manipulated. Another view maintains that, given that artifacts are sociocultural objects, their affordances pertain primarily to their culturally-derived function. Whereas some have tried to provide a unifying notion of affordance to capture both aspects, here I argue that they should be kept separate. In this paper, I introduce a distinction between (...) standard affordances, which concern the function of artifacts, and ad-hoc affordances, which refer to how artifacts are manipulated. I then argue for the neuropsychological plausibility of such a distinction, linking it to the dissociation between function knowledge and manipulation knowledge. Finally, I defend the equal status of these forms of knowledge and, hence, of standard and ad-hoc affordances, and I show that this has some implications for the debate on the role of motor processes in the conceptual knowledge of artifacts. This paper systematically compares two frameworks for analysing technical artefacts: the Dual-Nature approach, exemplified by the contributions to Kroes and Meijers , and the collectivist approach advocated by Schyfter , following Kusch . After describing the main tenets of both approaches, we show that there is significant overlap between them: both frameworks analyse the most typical cases of artefact use, albeit in different terms, but to largely the same extent. Then, we describe several kinds of cases for which the frameworks (...) yield different analyses. For these cases, which include one-of-a-kind artefacts and defect types, the Dual-Nature framework leads to a more attractive analysis. Our comparison also gives us the opportunity to respond to Vaesen’s critical paper. We do so by distinguishing two readings of the Dual-Nature framework and pointing out that on the sustainable, weaker reading, Vaesen’s considerations supplement the framework rather than offering an alternative to it.Keywords: Technical artefact; Dual Nature framework; Collectivist framework; Artefact use. In this paper we present an action-theoretic account of artefact using and designing and describe our ICE-theory of function ascriptions to technical artefacts. By means of this account and theory we analyse the thesis of the dual nature of technical artefacts according to which descriptions of technical artefacts draw on structural and intentional conceptualisations. We show that the ascription of technical functions to technical artefacts can connect the intentional and structural parts of descriptions of artefacts, but also separate these parts. (...) In this paper I evaluate the ICE-theory of function ascriptions to technical artefacts as proposed by Houkes and Vermaas, 2004a and Houkes and Vermaas, 2004b. This account adds non-structural concepts to functional description of artefacts, which are typically not employed by engineers when they ascribe functions to artefacts. The aim of this paper is to analyse to what extent the ICE-theory can reproduce the engineering view that artefacts have their functions in virtue of their physicochemical structure. It is shown that (...) this theory can reproduce this engineering view for components of artefacts but not for the artefacts themselves: engineers can ascribe functions to components on the basis of only the physicochemical structure of artefacts; but when engineers ascribe functions to artefacts as a whole, they have to consider explicitly the goals for which agents use artefacts and the actions that constitute this use.Keywords: Function theory; Technical artefacts; Components; Physics and chemistry; Engineering; Action theory. Part of the distinction between artefacts, objects made by humans for particular purposes, and natural objects is that artefacts are subject to normative judgements. A drill, say, can be a good drill or a poor drill, it can function well or correctly or it can malfunction. In this paper I investigate how such judgements fit into the domain of the normative in general and what the grounds for their normativity are. Taking as a starting point a general characterization of normativity (...) proposed by Dancy, I argue how statements such as ‘this is a good drill’ or ‘this drill is malfunctioning’ can be seen to express normative facts, or the content of normative statements. What they say is that a user who has a desire to achieve a particular relevant outcome has a reason to use, or not to use, the artefact in question. Next this analysis is extended to show that not just statements that say that an artefact performs its function well or poorly, but all statements that ascribe a function to an artefact can be seen as expressing a normative fact. On this approach the normativity of artefacts is analyzed in terms of reasons on grounds of practical, and to a lesser extent theoretical, rationality. Defending or attacking either functionalism or computationalism requires clarity on what they amount to and what evidence counts for or against them. My goal here is not to evaluate their plausibility. My goal is to formulate them and their relationship clearly enough that we can determine which type of evidence is relevant to them. I aim to dispel some sources of confusion that surround functionalism and computationalism, recruit recent philosophical work on mechanisms and computation to shed light on them, and (...) clarify how functionalism and computationalism may or may not legitimately come together. Modern health care relies extensively on the use of technologies for assessing and treating patients, so it is important to be certain that health care technologies perform their professed functions in an effective and safe manner. Philosophers of technology have developed methods to assign and evaluate the functions of technological products, the major elements of which are described in the ICE theory. This paper questions whether the standard of evidence advocated by the ICE theory is adequate for ascribing and assessing (...) technologies employed in health care. The paper proposes that the general problem with the standard of evidence embodied in the ICE theory is too permissive for assessing medical technologies, in that it does not take into account the relative benefit and harm of medical technologies in ensuring safe functional performance in patients. The paper illustrates how evidence-based medicine has demonstrated the value of clinical research methods, including observational studies, randomized and non-randomized clinical trials, and formal techniques, such as meta-analysis, to measure therapeutic effectiveness. I argue, therefore, that evidence from clinical research studies should take precedence over the testimonial evidence and other types of non-clinical evidence, in providing justification for health technologies. In 2006, in a special issue of this journal, several authors explored what they called the dual nature of artefacts. The core idea is simple, but attractive: to make sense of an artefact, one needs to consider both its physical nature—its being a material object—and its intentional nature—its being an entity designed to further human ends and needs. The authors construe the intentional component quite narrowly, though: it just refers to the artefact’s function, its being a means to realize a (...) certain practical end. Although such strong focus on functions is quite natural , I argue in this paper that an artefact’s intentional nature is not exhausted by functional considerations. Many non-functional properties of artefacts—such as their marketability and ease of manufacture—testify to the intentions of their users/designers; and I show that if these sorts of considerations are included, one gets much more satisfactory explanations of artefacts, their design, and normativity.Keywords: Artefacts; Dual Nature program; Function; Intentionality; Normativity. The paper contains a conceptual proposal, its key idea being that the successful functioning of a rule embedding artifact designed to regulate a practice (not pertaining to its use) produces the same result as the successful performance of the rule-invoking non-communicative actions belonging to the practice in case.

This paper discusses the epistemology of the Internet of Things [IoT] by focusing on the topic of trust. It presents various frameworks of trust, and argues that the ethical framework of trust is what constitutes our responsibility to reveal desired norms and standards and embed them in other frameworks of trust. The first section briefly presents the IoT and scrutinizes the scarce philosophical work that has been done on this subject so far. The second section suggests that the field of (...) epistemology is not sufficiently capable of dealing with technologies, and presents a possible solution to this problem. It is argued that knowledge is not only social phenomena, but also a technological one, and that in order to address epistemological issues in technology, we need to carefully depart from traditional epistemic analysis and form a new approach that is technological (termed here Techno-Epistemology). The third and fourth sections engage in an epistemic analysis of trust by dividing it in to various frameworks. The last section argues that these various frameworks of trust can be understood to form a trustworthy large-scale socio-technological system, emphasizing the place of ethical trust as constituting our commitment to give proper accounts for all of the other frameworks. This thesis consists of two essays and an introduction. The main theme is technological knowledge that is not based on the natural sciences.The first essay is about rules of thumb, which are simple instructions, used to guide actions toward a specific result, without need of advanced knowledge. Knowing adequate rules of thumb is a common form of technological knowledge. It differs both from science-based and intuitive technological knowledge, although it may have its origin in experience, scientific knowledge, trial and error, (...) or a combination thereof. One of the major advantages of rules of thumb is the ease with which they can be learned. One of their major disadvantages is that they cannot easily be adjusted to new situations or conditions. Engineers commonly use rules, theories and models that lack scientific justification. How to include these in introductory technology education is the theme of the second essay. Examples include rules of thumb based on experience, but also models based on obsolete science or folk theories. Centrifugal forces, heat and cold as substances, and sucking vacuum all belong to the latter group. These models contradict scientific knowledge, but are useful for prediction in limited contexts where they are used when found convenient. The role of this kind of models in technology education is the theme of the second essay. Engineers’ work is a common prototype for pupils’ work with product development and systematic problem solving during technology lessons. Therefore pupils should be allowed to use the engineers’ non-scientific models when doing design work in school technology. The acceptance of these could be experienced as contradictory by the pupils: a model that is allowed, or even encouraged in technology class is considered wrong when doing science. To account for this, different epistemological frameworks must be used in science and technology education. Technology is first and foremost about usefulness, not about the truth or even generally applicable laws. This could cause pedagogical problems, but also provide useful examples to explain the limitations of models, the relation between model and reality, and the differences between science and technology. Current philosophical theorizing about technical functions is mainly focused on specifying conditions under which agents are justified in ascribing functions to technical artifacts. Yet, assessing the precise explanatory relevance of such function ascriptions is, by and large, a neglected topic in the philosophy of technical artifacts and technical functions. We assess the explanatory utility of ascriptions of technical functions in the following three explanation-seeking contexts: why was artifact x produced?, why does artifact x not have the expected capacity to ϕ?, (...) how does artifact x realize its capacity to ϕ? We argue that while function ascriptions serve a mere heuristic role in the first context, they have substantial explanatory leverage in the second and third context. In addition, we assess the relevance of function ascriptions in the context of engineering redesign. Here, function ascriptions also play a relevant role: they enable normative statements of the sort that component b functions better than component a. We unpack these claims by considering philosophical theories of technical functions, in particular the ICE theory, and engineering work on function ascription and explanation. We close the paper by relating our analysis to current debates on the explanatory power of mechanistic vis-à-vis functional explanations. (shrink)

Technological knowledge is of many different kinds, from experience-based know-how in the crafts to science-based knowledge in modern engineering. It is inherently oriented towards being useful in technological activities, such as manufacturing and engineering design. The purpose of this thesis is to highlight special characteristics of technological knowledge and how these affect how technology should be taught in school. It consists of an introduction, a summary in Swedish, and five papers: Paper I is about rules of thumb, which are simple (...) instructions, used to guide actions toward a specific result, without need of advanced knowledge. One off the major advantages of rules of thumb is the ease with which they can be learnt. One of their major disadvantages is that they cannot easily be adjusted to new situations or conditions. Paper II describes how Gilbert Ryle's distinction between knowing how and knowing that is applicable in the technological domain. Knowing how and knowing that are commonly used together, but there are important differences between them which motivate why they should be regarded as different types: they are learnt in different ways, justified in different ways, and knowing that is susceptible to Gettier type problems which technological knowing how is not. Paper III is based on a survey about how Swedish technology teachers understand the concept of technological knowledge. Their opinions show an extensive variation, and they have no common terminology for describing the knowledge. Paper IV deals with non-scientific models that are commonly used by engineers, based on for example folk theories or obsolete science. These should be included in technology education if it is to resemble real technology. Different, and partly contradictory, epistemological frameworks must be used in different school subjects. This leads to major pedagogical challenges, but also to opportunities to clarify the differences between technology and the natural sciences and between models and reality. Paper V is about explanation, prediction, and the use of models in technology education. Explanations and models in technology differ from those in the natural sciences in that they have to include users' actions and intentions. (shrink)

I offer an explication of the notion of computer, grounded in the practices of computability theorists and computer scientists. I begin by explaining what distinguishes computers from calculators. Then, I offer a systematic taxonomy of kinds of computer, including hard-wired versus programmable, general-purpose versus special-purpose, analog versus digital, and serial versus parallel, giving explicit criteria for each kind. My account is mechanistic: which class a system belongs in, and which functions are computable by which system, depends on the system's mechanistic (...) properties. Finally, I briefly illustrate how my account sheds light on some issues in the history and philosophy of computing as well as the philosophy of mind. (shrink)

Artefacts can influence our actions in several ways. They can be instruments, enabling and facilitating actions, where their presence affects the number and quality of the options for action available to us. They can also influence our actions in a morally more salient way, where their presence changes the likelihood that we will actually perform certain actions. Both kinds of influences are closely related, yet accounts of how they work have been developed largely independently, within different conceptual frameworks and for (...) different purposes. In this paper I account for both kinds of influences within a single framework. Specifically, I develop a descriptive account of how the presence of artefacts affects what we actually do, which is based on a framework commonly used for normative investigations into how the presence of artefacts affects what we can do. This account describes the influence of artefacts on what we actually do in terms of the way facts about those artefacts alter our reasons for action. In developing this account, I will build on Dancy’s (2000a) account of practical reasoning. I will compare my account with two alternatives, those of Latour and Verbeek, and show how my account suggests a specification of their respective key concepts of prescription and invitation. Furthermore, I argue that my account helps us in analysing why the presence of artefacts sometimes fails to influence our actions, contrary to designer expectations or intentions. (shrink)

How engineers know, and act on that knowledge, has a profound impact on society. Consequently, the analysis of engineering knowledge is one of the central challenges for the philosophy of engineering. In this article, we present a thematic multidisciplinary conceptual survey of engineering epistemology and identify key areas of research that are still to be comprehensively investigated. Themes are organized based on a survey of engineering epistemology including research from history, sociology, philosophy, design theory, and engineering itself. Five major interrelated (...) themes are identified: the relationship between scientific and engineering knowledge, engineering knowledge as a distinct field of study, the social epistemology of engineering, the relationship between engineering knowledge and its products, and the cognitive aspects of engineering knowledge. Because much of the recent philosophical interest in functions has been motivated by their application in biology and other sciences, most of the ensuing discussions have focused on functional explanations to the neglect of the practical role of functional knowledge. This practical role is essential for understanding how users form plans involving artifacts. We introduce the concept of instrumental function which is intended to capture the features of functional claims that are relevant to practical—in particular, instrumental—reasoning. We discuss the four (...) primary features of an instrumental function ascription, the teleological component of such ascriptions and give a clear definition of malfunction in terms of incapability to perform as well as “normal” tokens of the same type. This paper critically examines the forays into metaphysics of The Dual Nature of Technical Artifacts Program (henceforth, DNP). I argue that the work of DNP is a valuable contribution to the epistemology of certain aspects of artifact design and use, but that it fails to advance a persuasive metaphysic. A central problem is that DNP approaches ontology from within a functionalist framework that is mainly concerned with ascriptions and justified beliefs. Thus, the materiality of artifacts emerges only as the external (...) conditions of realizability of function ascription. The work of DNP has a strong programmatic aspect and much of its foray into metaphysics is tentative, so the intent of my argument is partly synthetic: to sum up these issues as they are presented in the literature and highlight some recognized problems. But I also go beyond that, suggesting that these problems are foundational, arising from the very way in which DNP poses the question of artifact metaphysics. Although it sets out to incorporate objective aspects of technology, DNP places a strong focus on the intentional side of the purported matter-mind duality, bracketing off materiality in an irretrievable manner. Thus, some of the advantages of dualism are lost. I claim that DNP is dualistic, not merely based on “duality”, but that its version of dualism does not appropriately account for the material “nature” of artifacts. The paper ends by suggesting some correctives and alternatives to Dual Nature theory. (shrink)

In her paper “Human Flourishing and Technology Affordances”, Avigail Ferdman argues that our descriptions and analyses of the relationship between digital technology, and the capacities approach to human flourishing, can be enriched by building ‘affordances’ into those descriptions and analyses. This commentary article serves as a supplement to Ferdman’s paper. Here I argue that, in building affordances into the capacities approach, Ferdman has developed the foundations of a method by which perfectionist ethics can be built into action-theoretic accounts of technical (...) function. However, this is possible only if she is willing to expand the ambit of her theory beyond digital technologies and into technology more generally. (shrink)

Engineering is often said to be ‘scientific’, but the nature of knowledge in engineering is different to science. Engineering has a different ontological basis—its theories address different entities and are judged by different criteria. In this paper I use Popper’s three worlds ontological framework to propose a model of engineering theories, and provide an abstract logical view of engineering theories analogous to the deductive-nomological view of scientific theories. These models frame three key elements from definitions of engineering: requirements, designs of (...) artefacts, and theories for reasoning about how artefacts will meet requirements. In a subsequent paper I use this ontological basis to explore methodological issues in the growth of engineering knowledge from the perspective of critical rationalism. (shrink)

In 2006, this journal addressed the problem of technological artefacts, and through a series of articles aimed at tackling the ‘dual nature of technical artefacts’, posited an understanding of these as constituted by both a structural and a functional component. This attempt to conceptualise artefacts established a series of important questions, concerning such aspects of material technologies as mechanisms, functions, human intentionality, and normativity. However, I believe that in establishing the ‘dual nature’ thesis, the authors within this issue focused too (...) strongly on technological function. By positing function as the analytic axis of the ‘dual nature’ framework, the theorists did not sufficiently problematise what is ultimately a social phenomenon. Here I posit a complementary analytic approach to this problem; namely, I argue that by using the Strong Programme’s performative theory of social institutions, we can better understand the nature of material technologies. Drawing particularly from Martin Kusch’s work, I here argue that by conceptualising artefacts as artificial kinds, we can better examine technological ontology, functions, and normativity. Ultimately, a Strong Programme approach, constructivist and collectivist in nature, offers a useful elaboration upon the important question raised by the ‘dual nature’ theorists.Keywords: Technological artefacts; Dual nature; Technological functions; Normativity of artefacts; Performative theory of social institutions. Philosophers of science have by and large neglected technology. In this book, I have tried to do something about this lacuna by analyzing a few aspects of technical artifacts from a philosophical angle. The project was part of the research program "The Dual Nature of Technical Artifacts" based at Delft University of Technology in the Netherlands. Technical artifacts are both plain physical objects and objects that have been purposefully made for a purpose; which is to say they have a physical (...) structure and a technical function. As a result, they belong equally in a purely physical conceptualisation of the world "in which human intentions and goals seem to have no place" and in an intentional conceptualisation, which is used to describe and understand people and their mental lives. My main goal was to find out how these two philosophically very different aspects of artifacts are related to one another. To achieve this goal, I looked at two contexts in which these aspects are regularly brought together in a systematic fashion. First, the context of design; design can be characterized as a transition from a desired function or goal to a physical structure. In particular, I have studied and analyzed the role of functional decomposition in design processes. The second context is the explanation of how artifacts are able to fulfill their technical function in virtue of their specific physical structure.
