    The present paper argues that there is a knowledge norm for conversational implicature: one may conversationally implicate p only if one knows p. Linguistic data about the cancellation behavior of implicatures and the ways they are challenged and criticized by speakers is presented to support the thesis. The knowledge norm for implicature is then used to present a new consideration in favor of the KK thesis.     The concept and the main stakeholders of E-learning ecosystem are investigated at the article. University is regarded as a center of such ecosystem due to skilled knowledge providers and technical equipment availability. Studying different cases authors prove that higher educational institution plays a driver role in different projects, especially social start-up projects. Different models of partnership between universities and other stakeholders are considered.
