This article presents a new set of analytical tools for understanding competing conceptions of political membership. Controversies concerning nationality and citizenship are often seen as products of conflict between `civic' and `ethnic' visions. However, the conceptual roots of current discussions and disagreements about political membership are actually more complicated than this might suggest. After examining the dichotomy of civic and ethnic and its limitations, this article identifies five competing ways of understanding the meaning of belonging to, or being a citizen (...) of, a given polity. Political membership may be understood and discussed as a matter of descent from common biological ancestors, cultural attachment, or identification with particular political principles. Alternatively, it may also be imagined either as an exchange of rights for duties or as a benefit granted to those contributing materially to the community. Each of these conceptions figures significantly in current political and intellectual discussions of citizenship and nationality. The typology may also prove applicable to new kinds of debates about global citizenship. (shrink)

The Asia Barometer was launched on 6 May 2003 with an international symposium held at the University of Tokyo. It was executed in ten Asian societies in summer 2003. With the first AsiaBarometer survey data in their hands, Asian social scientists got together at the University of Tokyo in January 2004 to present and discuss their papers and discuss the second AsiaBarometer survey to be conducted in summer 2004. In March 2004 discussion papers came out from the Institute of Oriental (...) Culture, University of Tokyo. By the end of 2004 the AsiaBarometer Sourcebook will come out also. This research note summarizes the AsiaBarometer's aims, scope and strength. (shrink)

This essay proposes a cultural and historical explanation for the American Military's fascination with computing. Three key elements of post-WWII US political culture — apocalyptic struggle with the USSR, subsuming all other conflicts: a long history of antimilitarist sentiment in American politics; and the rise of science-based military power — contributed to a sense of the world as a closed system accessible to American technological control. A developing scientific systems discourse, centrally including computer science and AI, was adopted for strategic (...) thinking and military technology. The Strategic Computing and Strategic Defense Initiatives are discussed as contemporary examples of this conjunction. (shrink)

Abstract An analysis of welfare?state restructuring under conservative governments during the 1980s undermines the notion that the nation?state is being rendered obsolete by economic globalization. The nation?state is still the principal site of political conflict. Yet this conflict has to be analyzed in light of global economic and cultural pressures. Conservative attempts to restructure the welfare state were parallel events within a larger transition in the world economy, but they had decisively distinct national trajectories.

The differences between the "habits of the heart" in German and U.S.-American corporations can be described by analyzing the way corporations deal with norms and values within their organizations. Whereas many U.S. corporations have introduced formal business ethics programs, German companies are very reluctant to address normative questions publicly. This can be explained by the different cultural backgrounds in both countries. By defining these different "habits of the heart" underlying German and American business ethics it is possible to show the (...) problems and questions within the intercultural management of values, but also the possible solutions. The Rhetorical Presidency, with its critique of Richard Neustadt’s Presidential Power, exemplifies the sectarian strife that sometimes marks presidency studies. Yet Tulis’s own layered‐text metaphor, in which the rhetorical presidency is superimposed upon the earlier constitutional office, also suggests how different approaches to the presidency can build upon each other. To the most foundational approach—the constitutional level of analysis—can be added historical, institutional, organizational, and operational layers. This pyramidal model places Neustadt’s operational analysis in an appropriate position: subordinate, but still (...) valuable. (shrink)

This research addresses an emerging scholarship examining relations between media, religion, and culture in contemporary society. Whilst it acknowledges the value of this growing body of work, the study is based on a recognition that an overwhelming concern with the contemporary scene has resulted in a neglect of the history responsible for the conditions of the present. Given the prominence of America as both a source and an object of this scholarship, moreover, the particular national context in which the institutions (...) and practices of the US media have developed has been taken for granted somewhat. Oriented towards these perceived lacunae, this thesis examines the interaction between religion and film as an influence upon the development of American culture in the twentieth-century. The dissertation is divided into two main parts. The first of these is devoted to an extended discussion of the scholarly background to the research, and argues that the historical dimension of the interrelationship between religion and film in America is worthy of more attention than it has hitherto received. In particular, it stresses the fundamental importance of religion within the discourse of national identity in the United States, and posits the notion of a non-denominational American civil religion as a useful theoretical tool with which to examine Hollywood as a distinctively 'American' form of cinema. Part Two develops this position through a case study of The Birth of a Nation, directed by D.W. Griffith, and one of the most famous films of all time. Discussing the picture as a response to a crisis in American Protestantism, the study argues that the race controversy prompted by its Southern viewpoint was, to some extent, a function of Griffith's ambitions to revive the traditional religious bases of U.S. national identity via the medium of film. Furthermore, it suggests that the impact of Birth helped enact a broader transformation of American culture, wherein the cinema became instrumental in sustaining the belief that the United States was a nation uniquely favoured by Providence.
