Populated by lesbian, gay, bisexual, trans*, queer (LGBTQ) and allied youth, school-based gay straight alliances (GSAs) offer a unique opportunity to re-imagine or redefine youth subjectivity, especially with regards to the intersections of sexual orientation, gender identity, and civic rights. Tracing the evolution of youth subjectivity from the emergence of Canadian schooling in the 1860s, I turn to Ontario’s Bill 13 as a recent example of how GSAs are subverting, or resisting these norms, and in so doing, operate as a (...) kind of counter-public. Drawing from Jenks’ (2005) archetypes of the Dionysian and Apollonian child, I assert that GSAs can embody a third type of child subjectivity, the Athenian child (Smith, 2011; 2014) and, in so doing, provide theoretical space to reconstitute subjectivity for all youth. This paper argues that the figure of the child performs a critical function for the middle-class social imaginary, representing both an essential “innocence” of the liberal individual, and an excluded, unconscious remainder of its project of control through the management of knowledge. While childhood is invested with affect and value, children’s agency and opportunities for social participation are restricted insofar as they are seen both to represent an elementary humanity and to fall short of full rationality, citizenship and identity. The (...) diverse permutations of this figure, as it develops in the middle-class imagination, are traced from the writings of John Locke to the films of Michael Haneke (via Charles Dickens and Henry James), to interrogate what this ambivalence regarding childhood reflects about middle-class, adult identity. This article explores the role that ‘habit’ played in discourses on crime in the 18th century, a subject which forms an important part of the history of ‘the social’. It seeks to bridge the division between ‘liberal’ positions which see crime as a product of social circumstance, and the conservative position which stresses the role of will and individual responsibility, by drawing attention to the role habit played in uniting these conceptions in the 18th century. It argues that the Lockean (...) idea that the mind was a tabula rasa, and that the character was thereby formed through impression and habit, was used as a device to explain the ways in which certain individuals rather than others happened to fall into a life of crime, a temptation to which all were susceptible. This allowed commentators to define individuals as responsible for their actions, while accepting the significance of environmental factors in their transgressions. Further, the notion that the character was formed through habit enabled reformers to promote the idea that crime could be combated through mechanisms of prevention and reformation, which both targeted the individual criminal and sought more generally to reduce the likelihood of crime. ‘Flash houses’, a distinctive type of public house associated with criminal activity, are a shadowy and little-studied aspect of early 19th-century London. This article situates flash houses within a wide perspective, arguing that the discourses on flash houses were part of concerns about the threat of the urban environment to the moral character of its inhabitants. The article draws on an original synthesis of a range of sources that refer to flash houses, including contemporary literature, newspapers, court documents, and government (...) papers. It demonstrates that flash houses were part of both popular intrigue about the perceived ‘criminal underworld’ and official concerns about the collusion between police officers and suspected offenders, since police officers allegedly frequented flash houses to gather criminal information. A detailed examination of this term reveals anxieties about the state of the metropolis, poverty, and criminality that were central to the early 19th-century consciousness. However, the discussion of flash houses in this context also demonstrates a powerful connection in contemporary minds between the physical spaces of the city and the risks that they posed to inhabitants' morals. While associations between the physical environment and morality have been drawn throughout history, flash houses represent a paradigmatic moment in this dialogue. This is because different moral concerns coalesced around the discourse on flash houses: anxieties about the criminal underworld, the potential for moral degradation of young people who frequented these spaces, and the corruption of police officers through contact with known or suspected offenders. This article explores two very different forms in which immoral conduct was problematized over the course of the 19th century. It does this by contrasting the sexual purity politics of the Vice Society and the medicalization of morality as `moral insanity'. Early in the century the Vice Society promoted coercive legislation with the aim of `suppressing vice'. From mid-century, moral insanity theories sought to grapple with vice by disaggregating `moral' from other forms of insanity. These two movements had quite distinct (...) and incompatible lines of development; and they never overtly engaged with each other. The article makes its key argument by demonstrating the way in which such dissimilar trajectories came together towards the end of the century in the `moral hygiene' movement, mobilizing discourses of `degeneration' (and `feeblemindedness') with projects promoting sexual purity. The article examines national news reports on prostitution of Russian women in northern Norway between 1990 and 2001. Applying critical discourse analysis, the author shows how this particular type of cross-border, rural prostitution is represented as sexual transaction, as a sociopolitical problem, and as a symbolic issue used to legitimize stricter border controls. Images of prostitutes, pimps and customers are also discussed. The different thematizations are in turn connected to various historical practices of state regulation of sexuality, to constructions of (...) group identities based on moral categories, and to social definitions of what is normal and what is deviant. The article argues that feminist emancipation, understood as practices and discourses of self-development and of solidarity as empowerment, has become entangled with the neoliberal project. Indeed, emancipation as self-improvement has become synonymous with moral regulation projects that seek to adapt women to global capitalism. The article explores the relation between emancipation and neoliberal regulation from a situated approach by addressing the experience of Latin American feminisms, with a particular focus on Chile. This approach recognizes by implication that Latin American feminisms (...) are co-extensive, or coeval, with North American and European ones, and are not merely derivative forms. (shrink)

Calling Citizens to a Moral Way of Life: A Dutch Example of Moralized Politics This article offers a sociological analysis of the moral revisions that accompany welfare state reforms in the Netherlands. It is argued that Dutch welfare state reforms after the Cold War rely on moral discourses in particular and moral language in general to legitimize and effectuate policy measures. The Dutch reformers have been pursuing a set of strategies of moralization designed to adjust the Dutch welfare state to (...) the new, post-Cold War situation, in which social policies are redesigned to support the operation of global markets. This article seeks to show how this "moral revision" has been taking place by consulting data sources provided by Dutch media, policy documents, council reports, advices, speeches, and newspaper interviews. This implies that special attention is paid to the rhetoric, language, tones, symbolism, metaphors and moral images used and propagated by moral revisionists, elites and media, their definitions of the prevailing moral situation and of the desired one, their formulation of desired values and norms and the ways in which moral panics are aroused. Three recent Dutch policy innovations, namely the national debate on norms and values, the Charter Responsible Citizenship and the family policy memorandum, are interpreted as political strategies to re-engineer the new morality that can sustain a reformed state.
