This paper revitalizes the debate of an ethics of contemporary famine. Famine constitutes a distinct development challenge that has only received moderate public and academic attention. Singer’s Famine Relief Argument from 1972 emphasizing a strong obligation of charitable benevolence towards victims of famine, for example, continues to constitute the dominant ethical principle of famine. The paper argues this revisionary principle still constitutes a strong and convincing ethical argument. However, the dynamics of contemporary famine makes it necessary to expand this ethical (...) obligation outside the realm of pure philanthropy. Concretely, the paper argues for the obligation of criminalizing famine and prosecuting the perpetrators of famine that have either callously allowed famine to unfold or have intentionally created and exacerbated the conditions for famine. While such an obligation is not void of ethical dilemmas, a famine ethics relying on obligations of charity as well as obligations of criminal prosecution constitutes a superior ethical principle for the alleviation of famine. People disagree about whether individuals in rich countries like the United States have an obligation to aid the world’s poorest people. A tempting thought is that this disagreement comes down to a non-moral matter. I argue that we should be suspicious of this view. Drawing on psychological evidence, I show that we should be more pessimistic about our ability to attribute the disagreement to a difference in factual beliefs.

ABSTRACTIn the face of widespread poverty, Peter Singer argues that the best response is giving money to charitable organizations that give aid to the poor. In response, much criticism has been leveled by cosmopolitan philosophers that philanthropy is unable to effectively combat poverty for many reasons: such funds fall prey to corrupt bureaucrats, the poor will waste the money, or become dependent upon donations rather than providing for themselves. In this paper, I argue that the work of the organization GiveDirectly (...) offers an approach that can overcome the criticisms leveled against philanthropy. GiveDirectly works by providing direct cash transfers to the poor; by adopting such a straightforward method, GiveDirectly provides practical benefits to the poor, and overcomes key philosophical critiques. The poor are empowered to make choices to meet their own needs, and do not become dependent upon donations. One relatively straightforward way in which academics could have more impact on global poverty is by doing more to help people make wise decisions about issues relevant to such poverty. Academics could do this by conducting appropriate kinds of research on those issues and sharing what they have learned with the relevant decision makers in accessible ways. But aren’t academics already doing this? In the case of many of those issues, I think the appropriate answer would be that they could (...) do so much better. As an illustration, I examine the academic input into one decision about an issue concerning global poverty in some detail in this paper. I argue that that input has been seriously deficient, and suggest some ways in which it might be improved. Building on this discussion, I then formulate two questions that can be applied to any such decision, answers to which would indicate the quality of the input academics are currently providing. In cases where that input is deficient, and the decision in question an important one, I suggest that academics consider organising themselves in ways that will improve that input. Thomas Pogge’s "World Poverty and Human Rights: Cosmopolitan responsibilities and Reforms" is a seminal contribution to the debate on global justice. In this review paper, I undertake a kind of stock-taking exercise in which the main components of Pogge’s position on global justuce and world poverty are outlined. I then critically discuss some important criticisms of Pogge's position.

Critiques of development aid from its recipient’s sometimes draw our attention to the perception of paternalism on the part of ‘development industry’ actors. Even within participatory project designs, critical voices recount experiences of clear power divides and informal hierarchies determining the content and form of ‘cooperation’. While neoliberal as well as neo-Marxist scholars base their critiques on a distributive scheme of global justice, post-development theory emphasizes respect and recognition as the central aspect of justice Indeed, post-development theorists continue to complain (...) of neo-colonial power structures between nations as well as on a micro-level between the ‘experts’ and local people. The latter feel misrecognized in being judged according to the parameters of Western actors within the international community. This article explores how charges of misrecognition within development cooperation challenge the assumption by many liberal political theorists that more global justice could be achieved through more aid. World economy has been doing well in recent decades even taking into account the current financial crisis. However, there are even more people suffering from poverty and related issues than earlier. I am going to discuss the issue of helping poor people in the context of ethics. In my thesis, I will firstly state the standard of absolute poverty, which will be the main focus in the remainder of the text. Then, I will present the argument given by a contemporary (...) philosopher, Peter Singer, that urges us to give money to the poor people. I will go through his argument and his analogy between saving a drowning child and giving out our money for charity on poverty relief. Many people may think his theory controversial and difficult to accept. Afterwards, I will present main arguments against Singer. I will assess these arguments and claim that some of them fail as criticisms of Singer’s central claims. However some do successfully point out the flaws of Singer’s argument, and some actually aim at questioning the entire discussion of poverty relief. I will try to present and assess the effectiveness of the alternative arguments by other philosophers that avoid these criticisms and that try to support the aid in a different way. The main question in my thesis in whether we have any moral obligation to help the poor people around the world. And if we have such duties, to what extent we are obliged to do so. I will do the literature review on different arguments and try to give my own opinions in different parts in my thesis. (shrink)

For 40 years, Peter Singer has deployed the case of the child drowning in the shallow pond to argue for greater donations in foreign aid. The persistent use of the shallow pond example in theorizing about global poverty ignores morally salient features of the real world, and ignoring such morally salient features can have a variety of harmful implications for anti-poverty work. I argue that the shallow pond example should be abandoned, and defend this claim against possible objections.

In this paper we make an argument for limiting veterinary expenditure on companion animals. The argument combines two principles: the obligation to give and the self-consciousness requirement. In line with the former, we ought to give money to organisations helping to alleviate preventable suffering and death in developing countries; the latter states that it is only intrinsically wrong to painlessly kill an individual that is self-conscious. Combined, the two principles inform an argument along the following lines: rather than spending inordinate (...) amounts of money on veterinary care when a companion animal is sick or injured, it is better to give the money to an aid organisation and painlessly kill the animal. In this paper I make the following claims. In order to see anthropogenic climate change as clearly involving moral wrongs and global injustices, we will have to revise some central concepts in these domains. Moreover, climate change threatens another value that cannot easily be taken up by concerns of global justice or moral responsibility.

Daron Acemoglu and James Robinson, Why Nations Fail: The Origins of Power, Prosperity, and Poverty.

The Intergovernmental Panel for Climate Change has over the past decade repeatedly warned that we are heading towards inevitable and irreversible climate change, which will negatively affect the lives, livelihoods, and well-being of millions of people around the world, both at present and in the future. In fact, many people, especially vulnerable and marginalized communities in low- and middle-income countries, already live with the effects of climate change in their daily lives. While adaptation – along with mitigation and compensation for (...) loss and damage as a consequence of climate change – was identified as the central pillars of a just climate policy in the Paris Agreement it is unclear whether this entails a right to adaptation – that some people are owed, as a matter of justice, to have the ability to adapt to climate change – and, if so, what such a right would look like. In this paper, I argue that individuals and communities who are or will be negatively affected by climate change through no fault of their own should have the right to adaptation. I argue that the right to adaptation should be specified through four questions: (i) who has a right to adaptation; (ii) what is it a right to; (iii) how much is it a right to; and (iv) who has the duty to uphold the right to adaptation? Peter Singer’s groundbreaking call to action in 1972, “Famine, Affluence, and Morality,” drew philosophical attention to the topic of famine and the associated suffering or preventable death of many throughout the world. Yet despite the volume of philosophical work Singer’s paper inspired, it would still be easy to suppose that global poverty is not a problem for philosophers to take seriouslyin itselfbut is rather a particularly stark illustration or instance of a more general problem, whether in ethics or in political (...) philosophy. The aim of this paper is to argue that the philosophical landscape of global poverty is both sui generis and sufficiently complex that the topic should be considered not as an instance of a more general philosophical problem but as a distinct area of normative inquiry.
