    From the seventies onward a large quantity of theoretical and empirical studies have investigated the heuristic principles and cognitive strategies that individuals use to deal with risky and uncertain situations. This research has shown how the explicative and predictive shortcomings of normative risk analysis depend in many respects on undervaluing the continuous interaction between the individual and the environment.     This paper addresses and rejects claims that one can demonstrate experimentally that most untutored subjects are systematically and incurably irrational in their probability judgements and in some deductive reasoning tasks.     Baron assumes that ethical decision-making can be evaluated without specifying more general features of the cognitive system within which it occurs. It is suggested that ethical principles are heuristics employed during goal-oriented action planning. Heuristics are bound to generate suboptimal decisions in some cases. It is rational to replace a particular heuristic only when the cost of associated error exceeds the cost of constructing and installing a more successful alternative.

    Why would decision makers adopt heuristics, priors, or in short “habits” that prevent them from optimally using pertinent information—even when such information is freely-available?
