Technologies that deploy data science methods are liable to result in epistemic harms involving the diminution of individuals with respect to their standing as knowers or their credibility as sources of testimony. Not all harms of this kind are unjust but when they are we ought to try to prevent or correct them. Epistemically unjust harms will typically intersect with other more familiar and well-studied kinds of harm that result from the design, development, and use of data science technologies. However, (...) we argue that epistemic injustices can be distinguished conceptually from more familiar kinds of harm. We argue that epistemic harms are morally relevant even in cases where those who suffer them are unharmed in other ways. Via a series of examples from the criminal justice system, workplace hierarchies, and educational contexts we explain the kinds of epistemic injustice that can result from common uses of data science technologies. Information providing and gathering increasingly involve technologies like search ‎engines, which actively shape their epistemic surroundings. Yet, a satisfying account ‎of the epistemic responsibilities associated with them does not exist. We analyze ‎automatically generated search suggestions from the perspective of social ‎epistemology to illustrate how epistemic responsibilities associated with a ‎technology can be derived and assigned. Drawing on our previously developed ‎theoretical framework that connects responsible epistemic behavior to ‎practicability, we address two questions: first, given the different technological ‎possibilities available (...) to searchers, the search technology, and search providers, ‎who should bear which responsibilities? Second, given the technology’s ‎epistemically relevant features and potential harms, how should search terms be ‎autocompleted? Our analysis reveals that epistemic responsibility lies mostly with ‎search providers, which should eliminate three categories of autosuggestions: those ‎that result from organized attacks, those that perpetuate damaging stereotypes, and ‎those that associate negative characteristics with specific individuals.‎. This paper aims to highlight the life of computer technologies to understand what kind of ‘technological intentionality’ is present in computers based upon the phenomenological elements constituting the objects in general. Such a study can better explain the effects of new digital technologies on our society and highlight the role of digital technologies by focusing on their activities. Even if Husserlian phenomenology rarely talks about technologies, some of its aspects can be used to address the actions performed by the digital (...) technologies by focusing on the objects’ inner ‘life’ thanks to the analysis of passive synthesis and phenomenological horizons in the objects. These elements can be used in computer technologies to show how digital objects are ‘alive.’ This paper focuses on programs developed through high-order languages like C++ and unsupervised learning techniques like ‘Generative Adversarial Model.’ The phenomenological analysis reveals the computer’s autonomy within the programming stages. At the same time, the conceptual inquiry into the digital system’s learning ability shows the alive and changeable nature of the technological object itself. (shrink)

Most recently, two distinctions—echoing the cross-disciplinary critique of the teleological and “quantitative” approach of human arts and sciences at the expanse of the “qualitative”—have been foregrounded by Amzallag (Philosophy and Technology 34, 785–809, 2021) and Crease (2011), respectively, between the modern understanding of “technology” (as technopraxis) and the “forgotten dimension/phase of technology” (called technopoiesis) and between the ontic and ontological measurement. Pace gently the denotation of technopoiesis as a juvenile phase of technological development and the “ontological measurements” as logical and (...) practical impossibility in the modern, mathematized metroscape, the paper reexamines the relevancy of the distinctions (ontic/ontological and po[i]etic/practical, both recalling Heidegger’s “hermeneutical” critique of Husserl’s phenomenology) in non-Platonic/Aristotelian contexts and, in the process, seeks to refine the vital notion of technopoiesis by looking at the intersection of these fuzzy domains. In particular, the ancient Chinese measurements and their understudied onto-poietic dimension in the shifting econ-political contexts may offer an alternative approach to the otherwise elusive presence of technopoiesis and its ontological roots. Arguing that the techno-onto-poiesis does not necessarily belong to the foregone Arcadian past, the paper proposes refined “signals” for recognizing the technopoietic as well as new “forms” of its presence—“interactive emergence” (the cross-stimulating agonistic interactions between techniques of different “stages”) and “poietic clusters” (poietic ideas and/or implements that survive as “cluster” into the future), calling for future investigation of technical inventiveness (even in modern times) that reveal the process of how technopoietic elements enter the lives of technology through least expected embodiment. At the beginning of the 21st century the conditio humana cannot be understood nationally or locally but only globally. This constitutes a revolution in the social sciences. The `sociological imagination' (C. Wright Mills) so far has basically been a nation state imagination. The main problem is how to redefine the sociological frame of reference in the horizon of a cosmopolitan imagination. For the purpose of empirical research I distinguish between three concepts: interconnectedness (David Held et al.), liquid modernity (Zygmunt Bauman) (...) and cosmopolitization from within. The latter is a kind of class analysis after class analysis, which takes on board globalization internalized. For the purposes of social analysis, therefore, it is necessary to distinguish systematically between the national manifestation on the one hand and cosmopolitan reality of `global flows', currents of information, symbols, money, risks, people, social inequalities, on the other. This internal involuntary and often unseen cosmopolitanization from below of the national sphere of experience is occurring, however, with the power of economic globalization. So what does inner `cosmopolitanization' mean? The key concepts and questions of a way of life, such as nourishment, production, identity, fear, memory, pleasure, fate, power and politics, can no longer be located and understood nationally, but only globally whether in the shape of globally shared collective futures, capital flows, impending ecological or economic catastrophes, global foodstuff chains, transnational power games, or the `Esperanto' of pop music. In this article I look at transformation in the understanding of space-time, of identity, of the production paradigms, as well as at the resulting consequences for key sociological concepts like class and power and, within this frame, point to certain dilemmas of cosmopolitanism. Information and communication technology is changing many aspects ofhuman endeavour and existence. This is beyond dispute for most. Whatare contested are the social and ethical implications of thesechanges. Possible sources of these disputes are the multiple ways inwhich one can conceptualize and interpret the informationtechnology/society interrelationship. Each of these ways ofconceptualization and interpretation enables one to see theinformation technology/society relationship differently and thereforeconstrue its social and ethical implications in a different manner. Atthe center of this technology/society interrelationship we find manycomplex (...) questions about the nature of the human, the technical,agency, autonomy, freedom and much more. This is indeed a vastintellectual landscape, which can obviously not be explored here inits fullness. This entry is about just one particular perspective onthis landscape. It is primarily concerned with the phenomenologicalapproach to interpreting information technology and its social andethical implications. It should be noted from the start that there isnot a unified phenomenological tradition or approach to informationtechnology in particular, or other phenomena more generally. Thephenomenological tradition consists of many different approaches thatshare certain characteristics but not all. We may however suggest, with Don Ihde,that they all accept that “phenomenology investigates theconditions of what makes things appear as such [as that which we takethem to be].” Differently stated, phenomenology suggests thatthere is a co-constitutive relationship between us and the phenomenawe encounter in our engagement with the world. In this sensephenomenologists would suggest that to understand thetechnology/society relationship we need to reveal how theyco-constitute each other—i.e. draw on each other for theirongoing meaning and sense. We will elaborate more precisely what thismeans in section 2 below. However, in order to understand the distinctiveness of thephenomenological approach other possible ways of interpreting thistechnology/society relationship will also be outlined brieflybelow., It can be said that information technology has become in a very realsense ubiquitous. Most everyday technologies such as elevators,automobiles, microwaves, watches, and so forth depend onmicroprocessors for their ongoing operation. Most organizations andinstitutions have become reliant on their information technologyinfrastructure to a lesser or greater degree. Indeed informationtechnology is seen by many as a cost-efficient way to solve amultitude of problems facing our complex contemporary society. One canalmost say that information technology has become construed as thedefault technology for solving a whole raft of technical and socialproblems such as health provision, security, governance, etc. Onecould also argue that it has become synonymous with society’sview of modernization and progress. For most it seems obvious thatinformation technology has made it possible for humans to continue toconstruct increasingly complex systems of coordination and socialordering—systems without which contemporary society would not beable to exist in its present form. To say the least, we, ascontemporary human beings, have our manner of being made possiblethrough a rather comprehensive entanglement with information andcommunication technology. Indeed, the economic, organizational andsocial benefit of information technology is not widely disputed. Thedispute is more often about the way information technology is changingor transforming the social domain, and in particular, the ethicaldomain. This dispute is largely centered around different ways ofconceptualizing and interpreting the nature of our entanglement withinformation technology. This debate is not merely an academic debateabout different and competing theoretical ‘models.’Rather, these different ways of conceptualizing it is central to ourunderstanding of how we go about managing our increasingly entangledrelationship with information technology. In this paper we raise the question whether technological artifacts can properly speaking be trusted or said to be trustworthy. First, we set out some prevalent accounts of trust and trustworthiness and explain how they compare with the engineer’s notion of reliability. We distinguish between pure rational-choice accounts of trust, which do not differ in principle from mere judgments of reliability, and what we call “motivation-attributing” accounts of trust, which attribute specific motivations to trustworthy entities. Then we consider some examples (...) of technological entities that are, at first glance, best suited to serve as the objects of trust: intelligent systems that interact with users, and complex socio-technical systems. We conclude that the motivation-attributing concept of trustworthiness cannot be straightforwardly applied to these entities. Any applicable notion of trustworthy technology would have to depart significantly from the full-blown notion of trustworthiness associated with interpersonal trust. (shrink)

This paper makes a plea for more reflexive attempts to develop and anchor the emerging concept of responsible research and innovation. RRI has recently emerged as a buzzword in science policy, becoming a focus of concerted experimentation in many academic circles. Its performative capacity means that it is able to mobilise resources and spaces despite no common understanding of what it is or should be ‘made of’. In order to support reflection and practice amongst those who are interested in and (...) using the concept, this paper unpacks understandings of RRI across a multi-disciplinary body of peer-reviewed literature. Our analysis focuses on three key dimensions of RRI that remain particularly opaque. A total of 48 publications were selected through a systematic literature search and their content was qualitatively analysed. Across the literature, RRI is portrayed as a concept that embeds numerous features of existing approaches to govern and assess emerging technologies. Our analysis suggests that its greatest potential may be in its ability to unify and provide political momentum to a wide range of long-articulated ethical and policy issues. At the same time, RRI’s dynamism and resulting complexity may represent its greatest challenge. Further clarification on what RRI has to offer in practice—beyond what has been offered to date—is still needed, as well as more explicit engagement with research and institutional cultures of responsibility. Such work may help to realise the high political expectations that are attached to nascent RRI. (shrink)

Science and technology are so intertwined that technoscience has been argued to more accurately reflect the progress of science and its impact on society, and most socioscientific issues require technoscientific reasoning. Education policy documents have long noted that the general public lacks sufficient understanding of science and technology necessary for informed decision-making regarding socioscientific/technological issues. The science–technology–society movement and scholarship addressing socioscientific issues in science education reflect efforts in the science education community to promote more informed decision-making regarding such issues. (...) Now Science, Technology, Engineering, Mathematics education has emerged as a major reform movement impacting science education. STEM education efforts emphasize literacy across the disciplines of science, technology, engineering, and mathematics, but with rare exceptions, treat issues of technology superficially and uncritically. Informed decision-making regarding many personal and societal issues requires technological literacy beyond merely becoming an enthusiastic designer or skilled user of technology, but the science education community has given little attention to what such literacy entails. Here, we present results of an extensive review of the literature regarding the nature of technology in order to identify key issues among scholars who study technology. We then provide predominant perspectives among those scholars and suggest which identified NOT issues are most essential to address as part of STEM education efforts that seek to promote informed personal and societal decision-making. Having reviewed a considerable body of scholarly work in neuroethics related to DBS, Gilbert, Viaña, and Ineichen identify a major flaw in the debate—a “bubble” in the literature—and propose new directions for research. This comment addresses the authors’ diagnosis: What exactly is the nature of this bubble? Here, I argue that there are at least two different orientations in the “DBS causes personality changes” bubble. According to a first narrative, DBS is a special technology because its direct, causal action on (...) the brain leads to personality changes. This approach emphasizes the brain as the seat of personality, the locus of identity, or the center of agency. According to a second narrative, technology in general plays a major role in our lives and in our experiences as human subjects, and DBS is no exception. Technology matters up to the point that it reshapes, redefines, or re-determines traditional concepts such as personality, authenticity, or agency. I point out that both narratives are distinct components of the “DBS causes personality changes” bubble diagnosed by the authors of the target article and claim that the two narratives raise somehow different philosophical and empirical issues. In order to explore some of the divergences within new materialism and elucidate their relationship to actor-network theory, this article will develop Latour’s theory of agency and then compare it to those new materialists who uphold a ‘flat ontology’ that includes technological tools (Jane Bennett) and those who uphold an animate/inanimate distinction (Tim Ingold and Eduardo Kohn). In light of the ecological crisis called the Anthropocene, the dissolution of the animate/inanimate distinction will be defended in order to address both polar (...) bears and glaciers, coral reefs and clown fish. Though Latour himself has defended such a dissolution, his political proposals to address the ecological crisis revert back to the modern and dualist position he has himself critiqued for so long. Using the gains of actor-network theory, while differentiating a new materialist ecological politics from that of Latour, will be shown to be necessary in order to find a solution to the crisis of the Anthropocene. Empirical research into the ethics of emerging technologies, often involving foresight studies, technology assessment or application of the precautionary principle, raises significant epistemological challenges by failing to explain the relative epistemic status of contentious normative claims about future states. This weakness means that it is unclear why the conclusions reached by these approaches should be considered valid, for example in anticipatory ethical assessment or governance of emerging technologies. This paper explains and responds to this problem by proposing an account of (...) how the epistemic status of uncertain normative claims can be established in ethical and political discourses based on Jürgen Habermas’ discourse ethics. To better understand the nature of the problem, the relationship between norms, facts and the future is explored in light of potential meta-ethical fallacies faced in the field of empirical ethics. Weaknesses of current approaches to anticipatory ethical assessment and governance are then explored, including the Precautionary Principle and Technology Assessment. We argue that the epistemic status of uncertain normative claims can be understood within Habermas’ approach to political discourse, which requires ‘translation’ of uncertain claims to be comprehensible to other stakeholders in discourse. Translation thus provides a way to allow for uncertain normative claims to be considered alongside other types of validity claims in discourse. The paper contributes a conceptual account of the epistemic status of uncertain normative claims in discourse and begins to develop a ‘methodology of translation’ which can be further developed for approaches to research and ethical assessment supporting anticipatory evidence-based policy, governance and system design. Many digital technologies, designed and controlled by intensive data-driven corporate platforms, have become ubiquitous for many of our daily activities. This has raised political and ethical concerns over how they might be threatening our personal autonomy. However, not much philosophical attention has been paid to the specific role that their hyper-designed (sensorimotor) interfaces play in this regard. In this paper, we aim to offer a novel framework that can ground personal autonomy on sensorimotor interaction and, from there, directly address how (...) technological design affects personal autonomy. To do this, we will draw from enactive sensorimotor approaches to cognition, focusing on the central notion of habits, understood as sensorimotor schemes that, in networked relations, give rise to sensorimotor agency. Starting from sensorimotor agency as a basis for more complex forms of personal autonomy, our approach gives us grounds to analyse our relationship with technology (in general) and to distinguish between autonomy-enhancing and autonomy-diminishing technologies. We argue that, by favouring/obstructing the enactment of certain (networks of) habits over others, technologies can directly act upon our personal autonomy, locally and globally. With this in mind, we then discuss how current digital technologies are often being designed to be autonomy-diminishing (as is the case of “dark patterns” in design), and sketch some ideas on how to build more autonomy-enhancing digital technologies. Given their commitment to practices, science studies have bestowed considerable attention upon objects. We have the boundary object, the standardized package, the network object, the immutable mobile, the fluid object, even a fire object has entered the scene. However, these objects do not provide us with a way of understanding their historicity. They are timeless, motionless pictures rather than things that change over time, and while enacting ‘historical moments’ they do not make visible the histories they contain within them. What (...) kind of object could embody history and make that history visible? Inspired by Michel Serres, I suggest the folded object is a way to attend to the temporality and spatiality of objects. In this article I explore this new object by unravelling the history of a DNA reference sequence. I show how, ever since it was produced in the early 1980s, attempts have been made to filter race out of the sequence. That effort has failed due to what one could call ‘political noise’. Making and remaking the sequence have left traces that cannot be erased. (shrink)

Journalism and media studies lack robust theoretical concepts for studying journalistic knowledge ‎generation. More specifically, conceptual challenges attend the emergence of big data and ‎algorithmic sources of journalistic knowledge. A family of frameworks apt to this challenge is ‎provided by “social epistemology”: a young philosophical field which regards society’s participation ‎in knowledge generation as inevitable. Social epistemology offers the best of both worlds for ‎journalists and media scholars: a thorough familiarity with biases and failures of obtaining ‎knowledge, and a strong (...) orientation toward best practices in the realm of knowledge-acquisition ‎and truth-seeking. This paper articulates the lessons of social epistemology for two central nodes of ‎knowledge-acquisition in contemporary journalism: human-mediated knowledge and technology-‎mediated knowledge. ‎. This article proposes an analytical approach to algorithms that stresses operations of folding. The aim of this approach is to broaden the common analytical focus on algorithms as biased and opaque black boxes, and to instead highlight the many relations that algorithms are interwoven with. Our proposed approach thus highlights how algorithms fold heterogeneous things: data, methods and objects with multiple ethical and political effects. We exemplify the utility of our approach by proposing three specific operations of folding—proximation, universalisation and (...) normalisation. The article develops these three operations through four empirical vignettes, drawn from different settings that deal with algorithms in relation to AIDS, Zika and stock markets. In proposing this analytical approach, we wish to highlight the many different attachments and relations that algorithms enfold. The approach thus aims to produce accounts that highlight how algorithms dynamically combine and reconfigure different social and material heterogeneities as well as the ethical, normative and political consequences of these reconfigurations. This article aims to present some of the main results of contemporary French psychodynamics of work. The writings of Christophe Dejours constitute the central references in this area. His psychoanalytical approach, which is initially concerned with the impact of contemporary work practices on individual health, has implications that go well beyond the narrow psycho-pathological interest. The most significant theoretical development to have come out of Dejours's research is that of Yves Clot, whose writings will constitute the second reference point in (...) this article. The article attempts to demonstrate that the thick definition of work that Dejours and Clot operate with, as a result of their focus on its psychological function, speaks directly, in substantial and critical ways, to all disciplines with an interest in work, to philosophers, social theorists and social scientists, including economic theorists. Contemporary financial markets have recently witnessed a sea change with the ‘algorithmic revolution’, as trading automats are used to ease the execution sequences and reduce market impact. Being constantly monitored, they take an active part in the shaping of markets, and sometimes generate crises when ‘they mess up’ or when they entail situations where traders cannot go backwards. Algorithms are software codes coding practices in an IT significant ‘textual’ device, designed to replicate trading patterns. To be accepted, however, they need (...) to comply with regulatory texts, which are nothing else but codes of conduct coding accepted practices in the markets. In this article, I draw on ethnographic fieldwork in order to open these black boxes, while trying to describe their existence as devices encapsulating several points of views. I address the question of a possible misalignment between those visions, and more specifically try to draw the consequences raised by such discrepancies as regards the future of financial regulation. This article is about our relationship with things; about the abundant material geographies that surround us and constitute the very possibility for us to be the beings that we are. More specifically, it is about the question of the possibility of an ethical encounter with things (qua things). We argue, with the science and technology studies tradition (and Latour in particular), that we are the beings that we are through our entanglements with things, we are thoroughly hybrid beings, cyborgs through (...) and through – we have never been otherwise. With Heidegger we propose that a human-centred ethics of hybrids will fail to open a space for an ethical encounter with things since all beings in the sociomaterial network – humans and non-human alike – end up circulating as objects, enframed as ‘standing reserve’, things-for-the-purposes-of the network. We suggest that what is needed is an ethos beyond ethics, or the overcoming of an ethics – which is based on the will to power – towards an ethos of letting be. We elaborate such a possibility with the help of Heidegger, in particular with reference to the work of Graham Harman and his notion of ‘tool-being’. From this we propose, very tentatively, an ethos that has as its ground a poetic dwelling with things, a way of being that lets being be (Gelassenheit). We show how such a poetic dwelling, or ethos of Gelassenheit, may constitute the impossible possibility of a very otherwise way of being with things – an ethos of a ‘community of those who have nothing in common’ as suggested by Alphonso Lingis. The human relation to things in the world is at stake in the so-called post-humanist era where the distinction between human and non-human is blurred, as indicated in a term like ‘the nano-self’. How should we understand the nature of our relation to things in this era? Or how can we describe an educationally meaningful relation we as human agents can make in relation to things, artificial and natural, in the face of this technologically hybrid and ever-dehumanizing tendency of society? (...) Well-known for his actor-network theory, Bruno Latour, an influential materialist and philosopher of technology, says that ‘objects’ have agency as much as humans; so we need to be able to translate the language of things into the language of men or vice versa as a way of co-shaping the world we live in. What does this mean and how can we do so? In carefully examining his theory, the essay attempts to explore and reformulate his account of the mediating role of human agency to see if it can provide us with an educationally plausible post-humanist concept of human agency, which can lead us into an ecologically ethical and politically responsible approach to education in general, and science education in particular. As we become more aware of the various problems associated with technologically mediated meat production , we also confront a variety of technologically mediated potential fixes . Rather than comparing bad and good technologies in the context of meat, I want instead to explore the dynamics of the human-animal relationships expressed within specific approaches. This method, I suggest, illustrates the technological aspects of the relationships, which reflect an orientation to the world that mediates human interaction with the environment. It also (...) helps to show that the more we try to take responsibility for those bodies—in terms of knowledge, in terms of energy—the more we require the environment to reflect our conditions and the less tolerant we become of failure. In contemporary Science, Technology and Society studies, Bruno Latour’s Actor Network Theory is often used to study how social change arises from interaction between people and technologies. Though Latour’s approach is rich in the sense of enabling scholars to appreciate the complexity of many relevant technological, environmental, and social factors in their studies, the approach is poor from an ethical point of view: the doings of things and people are couched in one and the same behaviorist vocabulary without giving due (...) recognition to the ethical relevance of human intelligence, sympathy and reflection in making responsible choices. This article argues that two other naturalist projects, the non-teleological virtue ethics of Charles Darwin and the pragmatist instrumentalism of John Dewey can enrich ANT-based STS studies, both, in a descriptive and in a normative sense. Public and clinical interest in a condition called moral injury – psychological distress resembling posttraumatic stress disorder (PTSD) but said to originate from shame, guilt, or transgression in war experience – explicitly links moral, psychological, and political dimensions of war-making in the context of the US’s post-9/11 wars. This article critically analyzes moral injury’s politics of psychological suffering, which tends to treat morality as a universal and apolitical terrain, by reading it against soldier narratives of combat experience. American soldiers’ accounts (...) of US military violence in Iraq and Afghanistan suggest that embodied, affective, and technical dimensions of military experience constitute their own moral worlds that do not necessarily conform to moral injury’s narratives of individual transgression. These accounts show that the US’s counterinsurgency techniques produce Orientalist framings of threat and violence but also volatile and ambivalent battlefield moralities that critically comment on the ostensibly liberal and humane techniques of US war-making. A form of metaphysical humanism in the field of philosophy of technology can be defined as the claim that besides technologies’ physical aspects, purely human attributes are sufficient to conceptualize technologies. Metaphysical nonhumanism, on the other hand, would be the claim that the meanings of the operative words in any acceptable conception of technologies refer to the states of affairs or events which are in a way or another shaped by technologies. In this paper, I focus on the conception of (...) technologies as problem-solving physical instruments in order to study the debate between the humanist and the nonhumanist ways of understanding technologies. I argue that this conception commits us to a hybrid understanding of technologies, one which is partly humanist and partly nonhumanist. (shrink)

Digital health and welfare technologies enable remote monitoring and treatments, and artificial intelligence is proposed as a means of prediction instead of reaction to individuals’ health and as an enabler of proactive care and rehabilitation. The digital transformation not only affects hospital and primary care but also how the community meets older people's needs. Community care is often (...) provided by informal and formal care‐givers, most of whom are women. Gender equality is at the heart of many national strategies, but do all genders have equal rights, responsibilities and opportunities when it comes to community care and its digital transformation? The digital transformation of community care is entangled with how care is provided to older people and the working conditions of community‐care professionals. Current and, even more so, future community‐care systems are and will be partly constituted by networks of technological artefacts. These health and welfare technological artefacts and the discourse surrounding them mediate and constitute social relations and community care. This article looks into how health and welfare technology and artificial intelligence‐based devices and systems mediate and constitute gender relations in community care and presents an argument for reflexivity, embodiment, pluralism, participation and ecology as an alternative strategy to treating community care as one‐size‐fit‐all and being blind to gender‐related issues. Unmanned Aerial Vehicles, or drones, are increasingly employed for military purposes. They are extolled for improving operational endurance and targeting precision on the one hand and keeping drone crew from harm on the other. In the midst of such praise, what falls by the wayside is an entangled set of concerns about the ways in which the relationship between the pilots and their operational environment is being reconfigured. This paper traces the various manifestations of this reconfiguration and goes on to (...) situate our being-with drones in a broader set of sociotechnical practices that shape our understanding of visual technologies. Our inquiry is grounded in technical reports of performance, media coverage of accidents, as well as a detailed first-person account of a former drone pilot. Our analysis suggests that being-with drones is disciplining our perception in subtle ways that remain underexplored. We conclude that when it comes to appraising technologies that interface with the human sensorium, functionalist claims of enhancement are inadequate to the task and propose that phenomenology’s commitment to the phenomena themselves can serve as a useful corrective. The goal of this article is to deepen the concept of emerging urban mobility technology. Drawing on philosophical everyday and urban aesthetics, as well as the postphenomenological strand in the philosophy of technology, we explicate the relation between everyday aesthetic experience and urban mobility commoning. Thus, we shed light on the central role of aesthetics for providing depth to the important experiential and value-driven meaning of contemporary urban mobility. We use the example of self-driving vehicle (SDV), as potentially mundane, public, (...) dynamic, and social urban robots, for expanding the range of perspectives relevant for our relations to urban mobility technology. We present the range of existing SDV conceptualizations and contrast them with experiential and aesthetic understanding of urban mobility. In conclusion, we reflect on the potential undesired consequences from the depolitization of technological development, and potential new pathways for speculative thinking concerning urban mobility futures in responsible innovation processes. Over the last few decades feminists, science and technology studies scholars and others have grappled with how to take materiality into account in understanding social practices, subjectivity and events. One key area for these debates has been drug use and addiction. At the same time, neuroscientific accounts of drug use and addiction have also arisen. This development has attracted criticism as simplistically reinstating material determinism. In this article we draw on 80 interviews with health professionals directly involved in drug-related public (...) policy and service provision in three countries to identify the main ways the neuroscience of addiction (and thus the agency of the brain) is understood. We analyse these understandings using contemporary posthumanist theory to develop new options for conceptualizing matter in public responses to addiction. We close by calling for a new approach to addiction and the brain based on a process model of materiality and public debate. (shrink)

In the context of business, interactions between individuals generate social systems that emerge anywhere within a corporation or in its relations with external agents. These systems influence the behaviors of individuals and, as a result, the collective actions we usually attribute to corporations. Social systems thus make a difference in processes of action that are often morally evaluated by internal and external agents to the firm. Despite this relevance, social systems have not yet been the object of specific attention in (...) the literature on moral agency in business. To fill this gap, I construct a theoretical framework based on Luhmann’s ideas on social systems and morality. In particular, I argue that morality is a phenomenon that occurs in communication, and an agent can engage in morality in three different ways (as a moral factor, an expressive moral agent, or a reflective moral agent) depending on the functions it plays in communicative interactions. Based on this framework, I argue that social systems in business can be considered moral agents of those types. (shrink)

The so-called linguistic turn in philosophy intensified (rather than overcame) the rationalism that has haunted Western ideas about knowledge since antiquity. Orthodox accounts continue to present knowledge as a linguistic, logical quality, expressed in statements or theories that are well justified by evidence and actually true. Restating themes from the author's Knowledge and Civilization (2004a), I introduce an alternative conception of knowledge designed to overcome these propositional, discursive, logocentric presumptions. I interpret knowledge as a quality of artifacts. A surgical operation (...) or a bridge may be as good examples of knowledge as any true scientific proposition or theory. I define the quality that marks an artifact as a work of knowledge as superlative artifactual performance. To explain knowledge in these terms is not to offer a metaphysical or epistemological theory of its essence or concept. Instead, I am explaining knowledge in terms of its good, its value, the human point of caring to know. (shrink)

The fact that social welfare professions including social work, youth work and community work deal with the lives and relationships of human beings is far from controversial. What is contentious is that in light of increasing intellectual work on the nature of social practices there is a failure in the human services literature to adequately examine the interdependencies and entanglements between conceptualisations of the stuff that the helping professions deals with and understandings of practice. This article examines the nexus and (...) mediations between the phenomena and practice of social service work. The case is made that human services and the human beings they deal with are often imagined and represented in one-dimensional, unambiguous, calculable and orderable ways that align with neo-liberal inspired and technical approaches to practice. I argue that these accounts are inadequate and I suggest that practices of care and the people engaged in such practices should be constituted as complex, unpredictable, wicked and emergent. A key to good practice in the people professions is acknowledging and attending to this complexity and aporia. (shrink)

This article draws on the concept of “performance” to argue for greater recognition of preexisting practices in the configuration of users. Through an Australian case study of a computer-based dairy decision-support system introduced via a two-day workshop to participating farmers, the article examines the assembling of imputed farmer users in the design of the software. It then explores how the designer and trainers attempt, through the decision-support system, to mobilize their network and align the imputed user with farmers' preexisting performances. (...) The case study highlights that attempts to make workable on-farm the “new” performances of users inscribed in the software are highly contingent on farmers' preexisting knowledge practices. These “old” performances problematize the designer's and trainers' version of imputed users and contribute to partial translation of the decision-support system. A focus on performance is argued to provide a useful starting point in mapping the effects of preexisting knowledge practices on attempts to enroll users in technosocial programs. (shrink)

Digital contact tracing is used in different countries to help contain the COVID-19 pandemic. It raises challenging empirical and ethical questions due to its complexity and widespread effects calling for a broader approach in ethical evaluation. However, existing approaches often fail to include all relevant value perspectives or lack reference to empirical data on the artifact in question. In this paper, we describe the development of an interdisciplinary framework to analyze digital contact tracing from an empirical and ethical perspective. Starting (...) with an analysis of methodological tensions in the attempt to analyze digital contact tracing, we, firstly, set out three methodological premises regarding (a) a specific view of technology, (b) a fruitful normative perspective, and (c) ways to gather empirical knowledge about the object under investigation. Secondly, we inspect consequences of these premises to develop our research methodology. In doing so, we argue for a postphenomenological perspective on technology, solidarity as an important concept to guide the ethical perspective, and an empirical approach based on qualitative social science research and the concept of affordances. We illustrate these considerations by referring to our analysis of the German Corona-Warn-App as an instance of contact tracing based on the Exposure Notification Framework by Google and Apple. We then discuss the implications of using such a framework, including considerations concerning future developments of technologies similar to or inspired by the current concepts of contact tracing. Students today are habitual users of digital technology. However, they do not examine the nature of their relationship with technology. Even though we are all enduring severe environmental crises including the COVID-19 pandemic, our students do not appear to see the interrelated connections between the environmental crisis and themselves. A case in point is that they have difficulty drawing a connection between environmental crises and their participation in industrial civilization. This is why it is necessary to consider technological literacy seriously (...) for our environmental education. This study seeks to investigate an alternative way to set up the relation of technology for the current environmental education by comparing the views of Heidegger and Latour on technology. Even though the question of the two thinkers starts from the same critics of the instrumentality of technology, their strategies to overcome it are quite different. While Heidegger suggests a human-centered relationship between humans and technology, Latour criticizes the limitation of this approach and maintains that more symmetrical relations with technology are needed as a form of a network between human and nonhuman actors. In this paper, I argue for the urgency of cultivating a sense of connection for our students’ technological literacy in this environmental crisis. For that purpose, I insist Latour’s advice for teachers and researchers to be considered more seriously to encourage students to take symmetrical relationship with technology in these aggravating environmental crises. Purpose This paper aims to propose a theoretical arrangement for the study of applied computer and information ethics carried out in an interdisciplinary and a democratic manner by which the information and communications technologies are seen as an ethical environment, and human-computer couplings are seen as hybrid moral agents. Design/methodology/approach New ethical issues emerge dynamically in such environment which must be interpreted according to human sentience and computer ontology. To attribute moral meaning to acts perpetrated by human-computer hybrids, a hybrid (...) of two semiotics must be likely used that bridge the gap between signs and things from opposite directions. Findings The author argues that ecosocial dynamics and material semiotics can be harnessed together as in a theoretical mashup for that purpose, and that such harnessing will allow us to engage with a posthumanist/post-social ethics here and now. Originality/value The originality of the proposal resides in bringing hybridity to the center of the picture, forcing interdisciplinary teams to engage with one unified, even if hybrid, agency regardless of conflicting ontologies and epistemologies. This article aims to pay heed to the rational and deliberative dimensions of moral agency within the project of moral enhancement. In this sense, it is presented how the technique of neurofeedback might contribute to the enhancement of moral deliberations and autonomy. Furthermore, this brain-computer interface is thought as a possible element of a Socratic moral assistant interested in improving moral enhancement within a model of full interaction between moral agents and such a moral assistant. This proposal does not embrace (...) the project of moral bioenhancement, centred in the improvement of moral emotions through neuropharmacology. Moreover it rejects the delegation of moral decision-making to moral artificial agents because this would mean that there is continuity between moral human and artificial moral agents. (shrink)

Technology is fundamental to and embedded in the way practice is conceptualized and institutionalized in social service work. Many scholars assume and expect that good practices of care are achieved with the correct application of theory produced by rigorous scientific research. However, there are significant critiques of this viewpoint. We examine the work of Donald Schön and Martin Heidegger and agree with these authors' suggestions that technical rationality and modern technology are not the way to achieve good practice in the (...) human services. At the same time, we are not convinced that the alternatives offered by Schön and Heidegger provide what good practice requires. We draw on Aristotle's account of the intellectual virtues and make the case for phronesis and praxis as other possibilities for inspiring new kinds of social welfare practice in the twenty-first century. Through a systematic foregrounding of temporality as a framework of analysis, the dynamics of neo-liberal globalization and the revolution in ICTs constitute a new epistemological context. From this perspective the world as an economic, social, cultural, and political postmodernity becomes apparent. The article argues that liberal democracy was created and evolved in a specific context too. It was one formed through the interactions of Enlightenment thought and capitalist action - both of which were suffused by the temporality of the clock. (...) For nearly three-hundred years we have taken for granted its meter of the clock as the measure of temporal reality, and have similarly accepted that liberal democracy functions on the same temporal basis. This has blinded us to a "social acceleration" that has developed through the convergence of neo-liberal economics and ICTs to the point where liberal democracy and its clock time functioning simply cannot synchronize with the times of the network society. Classical liberal democracy has been rendered ineffectual as a means of democratic action, and neo-liberal globalization offers nothing to replace it. (shrink)

ABSTRACT The technological revolution has created enormous opportunities for the provision of affordable, accessible, and flexible mental healthcare. Yet it also creates complexities and ethical challenges. While some of these challenges may be similar to face-to-face care, their nuance in the online milieu is different, as relationships, identities and boundaries in this setting are fluid, and there is an absence of physical presence. In this paper we consider the specific ethical complexities involved in the provision of a social networking intervention (...) for depression and problematic alcohol use involving providers and peers. We present a case in which clinicians encountered a participant who repeatedly expressed suicidal thoughts in this online forum, and reflect on how this situation was managed. In analyzing this case, we use relational ethics—which proposes that interpersonal relationships are the fulcrum for ethical decision-making and action—together with actor-network theory—which highlights the power of technology to transform and mediate social and ethical relationships. Our analysis demonstrates the need to move beyond human-centric approaches, to recognize the role of both human and non-human actors in shaping moral decisions and behavior in the provision of e-mental healthcare. This thesis explores the ethical challenges that a potential research program for solar climate engineering via Stratospheric Aerosol Injection (SAI) could incur. These ethical challenges are comprised of epistemic hurdles in relation to the research process, as well as societal questions of justice and the value of nature. The thesis proposes a variety of tools and approaches to assess and possibly govern the risks and uncertainties invoked by the research of SAI and its societal implications. This article is about our relationship with things; about the abundant material geographies that surround us and constitute the very possibility for us to be the beings that we are. More specifically, it is about the question of the possibility of an ethical encounter with things ( qua things). We argue, with the science and technology studies tradition (and Latour in particular), that we are the beings that we are through our entanglements with things, we are thoroughly hybrid beings, cyborgs (...) through and through — we have never been otherwise. With Heidegger we propose that a human-centred ethics of hybrids will fail to open a space for an ethical encounter with things since all beings in the sociomaterial network — humans and non-human alike — end up circulating as objects, enframed as `standing reserve', things-for-the-purposes-of the network. We suggest that what is needed is an ethos beyond ethics, or the overcoming of an ethics — which is based on the will to power — towards an ethos of letting be. We elaborate such a possibility with the help of Heidegger, in particular with reference to the work of Graham Harman and his notion of `tool-being'. From this we propose, very tentatively, an ethos that has as its ground a poetic dwelling with things, a way of being that lets being be ( Gelassenheit). We show how such a poetic dwelling, or ethos of Gelassenheit, may constitute the impossible possibility of a very otherwise way of being with things — an ethos of a `community of those who have nothing in common' as suggested by Alphonso Lingis.
