Populism is widely thought to be in tension with liberal democracy. This article clarifies what exactly is problematic about populism from a liberal–democratic point of view and goes on to develop normative standards that allow us to distinguish between more and less legitimate forms of populism. The point of this exercise is not to dismiss populism in toto; the article strives for a more subtle result, namely, to show that liberal democracy can accommodate populism provided that the latter conforms to (...) particular discursive norms. What the article calls a ‘liberal ethics of populism’ turns out to be closely bound up with a broader ethics of peoplehood, understood as a way of articulating who ‘the people’ are in a way that is compatible with liberal–democratic principles of political justification. Such an ethics, concludes the article, inevitably has a much wider audience than populist political actors: its addressees are all those who seek legitimately to exercise power in the name of the people. Contemporary ‘crisis studies’ seek to advance democracy by emphasizing the threats that technocracy and populism pose to a specific form of it, liberal-democracy. Crisis studies argue that, since the 1970s, technocratic policymaking has deepened economic inequality. This has fostered citizenly anger, which populists exploit. Four well-known iterations of this argument are evaluated using a political realist lens. Political realism emphasizes the historical context of politics, actors’ possible motives, and a normative orientation derived from the political order itself, rather than an (...) external ethico-moral ideal. The realist lens encourages comparison of crisis studies with historical political theory, which situates liberal-democracy within the long-term development of oligarchic systems of authority, and political history, which portrays technocracy as a product of the well-funded reaction to assertions of the democratic impulse that began in the 1970s. Populism is in this view not so much a perversion of liberal-democracy as it is a perhaps unintended consequence of anti-democratic reaction. The crisis studies make this error because based on a moral defence of the justice of the liberal-democratic order. Revealing the democratically unhelpful moralism at the core of crisis studies demonstrates the usefulness of political realism as a form of applied political theory, and not simply theory about theory. The early 21st century has witnessed a significant rise in extreme nationalism, racism, and xenophobia, deeply affecting the rights of minorities such as the Roma, who have historically faced systemic discrimination and racism. Given that many political leaders who downplay minority rights often engage in populist discourse, a debate has emerged about the relationship between populism and minority rights. While many scholars argue that populism inherently undermines liberal principles like the protection of minorities, the question remains whether populism is necessarily (...) anti-pluralist and anti-minority. What about the case of left-wing populism? Furthermore, why is the relationship between anti-populism and minorities often overlooked? In this article, we examine the relationship between populism, anti-populism, and minorities through the case of two different governmental discourses in crisis-ridden Greece. Specifically, we focus on the governmental political discourse and policies of the populist SYRIZA (2015-2019) and the anti-populist ND (2019-2023) on Roma, with the aim of showing that populism is not necessarily anti-pluralist, while anti-populism is not always pluralist, as both phenomena can follow inclusionary or exclusionary logics. Populists in the EU often call for restrictions on EU immigrants’ access to welfare rights. These calls are often demagogic and parochial. This paper aims to show what exactly is both distinct and problematic with these populist calls from a normative point of view while not necessarily reducible to demagogy and parochialism. The overall aim of the paper is not to argue that all populists call for such restrictions nor to claim that all calls for such restrictions are populist. The (...) purpose of the paper is rather humble. It only aims to show that populist calls for restrictions on EU immigrants’ access to welfare rights are characterised by two normatively problematic arguments that target two different subsets of the citizenry: what I dub for the purpose of this paper the moralists and the immoralists. It is the way populists address these two subsets of the citizenry, as well as the fact that they could simultaneously appeal to the concerns of both groups, that makes populist approaches to welfare rights both conceptually distinct to other approaches as well as potentially politically appealing to a more diverse population of voters. This article begins with a theoretical tension. Radical democracy, in the joint work of Ernesto Laclau and Chantal Mouffe, can be understood as a joint articulation of a post-foundational ontology of contingency and a politics of autonomy of ‘democratic struggles’ within a hegemonic bloc as loci of antagonisms in their own right, while Laclau’s theory of populism marks a shift from the autonomy of struggles to the representative function of the empty signifier as a constitutive dimension. This tension between a (...) horizontal logic of autonomy and a vertical logic of representation comes to the fore not least in the manifold attempts to combine radical-democratic and populist practices in the wake of the ‘movements of the squares.’ This argument is illustrated empirically in the cases of two party projects situating themselves in contexts of social protest—‘Social Movement’ in Ukraine and Podemos in Spain—both of which seek to combine a left-populist discursive strategy with some form of radical-democratic politics of autonomy, either by supporting local alliances independent from the party or by integrating trade union representatives into the organizational center, which in turn finds expression in a representative logic. Moralism is an often-cited feature of populist politics; yet, as a concept, it remains under-theorised in current literature. This paper posits that to understand the threat that populism poses to democracy, it is necessary to develop this key feature of populism. Essential to discerning what moralism is is the difference between moralism, or moralistic blame, and moral criticism. While moral criticism is a restrained and thoughtful method of holding persons accountable for their actions, moralism amounts to a distinctly punitive form (...) of exclusion: it seeks to undermine the equal moral status of the target of criticism. As a key feature of populism, then, moralism enables a political actor to solidify a conception of the ‘morally-pure‘ while normalising hate and disrespect for particular persons and groups in society. Populism – shaped by the features of anti-pluralism and moralism – therefore presents a clear threat to democracy, especially if we consider pluralism and recognition-respect as two basic principles underpinning democracy itself. Beginning with a reference to the concept of the political and the idea of stability, the essay turns to an examination of populism from an historical and a normative point of view. While historically populism can be traced to its Roman origins, from a normative perspective, populism rests on a binary opposition between ‘elites’ and the ‘people’. As such, it undercuts its moral claim to universal representation by taking the part for the whole. This paper focuses on Lefort’s and Rancière’s conceptions of democracy as a set of conflictual processes through which the composition of the public sphere is reassessed. Reading their works together and sometimes in opposition to each other, the paper extracts elements of a theory of inessential sovereignty that avoids the pitfalls of populist antagonism and of neoliberal diffuse domination. It analyses Lefort’s and Rancière’s understandings of democracy as rule of the people, which are based on ontological and aesthetical distinctions between (...) ‘politics’ and ‘the political’. It argues that in the structural situation of dissensus described by both Lefort and Rancière, popular sovereignty could be conceptualized as lying in an ability to shape and transform the public sphere. Philosophy & Social Criticism, Volume 48, Issue 7, Page 992-1013, September 2022. This article examines the connection between populism and post-foundationalism in the context of contemporary debates about populism as a strategy for the Left. I argue that there is something “populist” about every constitutional order, including liberal democratic ones. I argue so drawing on Chantal Mouffe’s theories of hegemony, agonistic democracy, and left populism. Populism is the quintessential form of post-foundational politics because, rightly understood, populism constructs the object it (...) claims to represent, namely the people. As such, it expresses the fact that, because there is no ultimate foundation, politics consists in the construction of contingent foundations. I develop this argument through readings of Jan-Werner Müller and Chantal Mouffe, showing the differences between their respective post-foundational approaches. I show that Müller cannot uphold the distinction between populism and democracy in the way he seeks to do, but I also argue that this does not mean that we must jettison all normativity, only that it requires that we rethink normativity in hegemonic terms. Over the last 30 years, scholarship has produced countless books, essays, and articles on populism by investigating it from various perspectives and angles. This article seeks to contribute to this ongoing debate by offering a political-philosophical reconstruction of populism to define such a phenomenon from a multilateral perspective. The essay will proceed as follows: The first section will investigate populism from a purely political-philosophical position, while the second will discuss the constitutional effects of such a phenomenon, to define it mainly (...) as a form of anti-liberal and anti-judicial redefinition of democracy. Moreover, the first section will expose the dichotomy between the so-called left- and right-forms of the populist model and the populist threat to democracy, where the second will address populist constitutionalism and its antithetic relation to liberal constitutionalism.Footnote11 This article is the result of a period of research spent at the CAS-SEE UNIRI – Center for Advanced Studies of the University of Rijeka, Croatia. El presente trabajo se propone brindar un abordaje normativo de la cuestión de la legitimidad democrática de los referéndums. Se centrará en una objeción puntual contra ellos, la que los sospecha de proveer a la mayoría un medio para tiranizar a las minorías, aquí traducida en términos de tensión entre el principio de soberanía popular y el sistema de derechos, pues exacerba la soberanía popular en detrimento de derechos humanos, en el caso, derechos de las minorías. Contra esta objeción sostendré (...) que si la gramática institucional del referéndum garantiza una estructura básica de justicia y él es utilizado en un contexto democrático, entonces este armoniza el principio de soberanía popular y el sistema de derechos, y por tanto, no representa un medio para tiranizar a las minorías, i.e. goza de legitimidad democrática en lo que concierne al aspecto aquí considerado. En el caso de que alguna de aquellas condiciones falten, el referéndumresulta ilegítimo en términos democráticos. Del primer tipo de referéndum se dirá que pertence a la forma pura, mientras que, del segundo, se dirá que reviste la forma corrupta. This article turns to the issue of political representation that I argue is central to all forms of political thought and practice of the modern period. Taking political representation as its object, I argue that its crisis—that comes to a head in the travails of the Weimar Republic—provided the opportunity for forms of neoliberal representation to displace political representation with purportedly “neutral”, non-partisan and thus “fair” representational tools. In contrast, I seek to develop the idea of “self-representation” with a discussion (...) of paths not chosen at Weimar and via Italianoperaismo’s reflections on “class composition”, which combines collective self-representation with political organization. Representing each member of a collective to another as it develops epistemic and cartographic tools, it constructs group solidarity, organization and the capacity to act as it reclaims the collectivity alienated in modern political forms of representation and excluded from neoliberal ones. Populism has become one of the most worrying political phenomena, and given its complexity, one of the most controversial and debated today in social sciences. This article deconstructs and compares the discourses of the Spanish parties that are generally classified as populist —the left-leaning Podemos, the right-wing Vox and the Basque and Catalan secessionist parties EH Bildu, Esquerra Republicana de Catalunya and Junts per Catalunya— according to five dimensions of populism: i) antagonism, ii) morality, iii) idealised construction of society, iv) (...) exaltation of popular sovereignty, and v) personalist leadership. This article shows that, despite significant ideological and programmatic differences, all these parties share many discursive features and a similar way of articulating their communications, interpreting social and political dynamics, as well as instrumentalizing crises to build new political identities. This paper focuses on the relationship between journalism and right wing populist discourses in the context of broadcast news interviews. We analyse a specific feature of question design in which the public is invoked as a source of opinionated positions in adversarial interviewing. Analysing data from a range of socio-political contexts, we identify a shift in adversarial questioning along a scale of ‘soft’ populism, that is the attribution of views and concerns to a generic public ‘in crisis’, to ‘hard’ populism, (...) where interviewers construct hypothetical scenarios in which populist positions are attributed to ‘some people’. We argue that the democratic role of journalists as public watchdogs, holding politicians and public figures accountable on behalf of the public, is challenged by this normalisation of populist moral order discourses in a routine journalistic practice, both drawing on and contributing to the propagation of populist agendas and anti-democratic populist rhetoric. Two recent books on populism represent more than any other the new mainstream in populism studies. Through a reconstruction of the main arguments advanced by Jan-Werner Müller, on the one hand, and Cas Mudde and Cristóbal Rovira Kaltwasser, on the other, this article aims to highlight both the significant accomplishments as well as the main limitations of this orientation. Special attention is given to the way in which the two projects deal with the relationship between populism and democracy. In this (...) respect, substantial differences emerge between them, largely due to the different scope of each intervention: Müller articulates a polemical argument, while Mudde and Kaltwasser seem to encompass a more nuanced research agenda. And yet, despite all their differences, the two books share a common definitional basis when they identify moralization and moralism as the kernel of populist ideology. It is here, however, that the shaky basis of the new mainstream is revealed. Apart from betraying substantive continuities with a discredited Cold War pluralism, this moralistic stress seems ultimately inadequate to function as the central criterion for the differential identification of populism. Populism has become a buzzword within the political arena of the twenty-first century. It is near omnipresent in our discourse, most of the time without being tied to any particularly defined conceptualization. This proliferation of populist and meta-populist discourse results in the meaning of the term populism becoming taken for granted without ever resulting in its user’s need to feel it necessary to expand on its actual meaning. The aim of this paper is to try to shed some light on (...) the definition of the word populism and its usage. I adopt and apply some tools proposed by Wittgenstein’s Philosophical Investigations, namely his idea of family resemblance and meaning as use. Firstly, I will consider populism as a family resemblance term. Instead of trying to entangled populism within a framework of fixed and essential features, populism should be seen as contingent and contextual intertwining of different characteristics which make us immediately recognize a phenomenon as populism. Secondly, I will propose three different uses of populism within academic literature – populism as a classifier, as an admonition and as a descriptor - in order to show how the meaning that we attributed to the term might change according to the usage we make of it. Consequently, each theory of populism advanced should be conceived in light of the scope of the analysis and the specific use we make of the word within political debate. This approach would allow us to maintain the word populism in spite of its lack of a central definition, while allowing a plurality of overlapping and conflictual meanings. (shrink)
